1 Annex II: Logical Framework Analysis Note: This initiative, entitled Empowering Civil Society in Asia for Child Protection Advocacy has as its overarching goal: To increase the accountability and commitment of ASEAN and SAARC to children s rights, particularly the right to protection In order to reflect the different contexts within the two sub-regions South and Southeast Asia- and the variance between the two regional bodies, two separate LFAs have been designed with more detailed information on the project specifics in the two regions. 1. Plan Asia Regional Office (ARO) Purpose Specific Objectives Intervention Logic Accountability and commitment of ASEAN and SAARC is increased to children s rights, particularly the right to protection. 1. To increase the capacity of CRC Asia and NACGs to advocate for improved child protection policies and programmes of ACWC and SAIEVAC in line with the UNCRC and its OPs. LOGICAL FRAMEWORK PLAN ASIA REGIONAL OFFICE Objectively Verifiable Indicators of Resources and of Verification Achievement ACWC and related ASEAN sectoral bodies strengthened policies and programmes that promote child rights and protect children from all forms of violence in line with UNCRC and its OPs. The SAARC policy environment better aligned with UNCRC and its OPs to address CSA/CSEC and contribute towards ending VAC and counter gender discrimination in South Asia. CRC Asia effectively advocated for the inclusion/prioritization of policies and actions that protect children from violence in the work plans and activities of ACWC and related ASEAN sectoral bodies in line with UNCRC and its OPs. SAARC commitments to counter CSA/CSEC reflect a child rights and gender sensitive perspective in line 1 ACWC work plan and selected 2015 initiatives with clear links to child protection ASEAN Regional Plan of Action for Elimination of Violence against Children Policy changes/measures to counter CSA/CSEC in SAARC better aligned with UNCRC and its OPs SAIEVAC (SAARC apex body relating to VAC) 5 years strategic work plan includes ending CSA/CSEC and promote gender equity. SAARC conventions are amended and better aligned with UNCRC and OPs ACWC work plan and selected 2015 initiatives with clear links to child protection in line with CRC Asia inputs ASEAN Regional Plan of Action for Elimination of Violence against Children Policy changes/measures to counter CSA/CSEC in SAARC reflect NACGs regional advocacy activities. The environment of the ASEAN and SAARC is open to dialogue with civil society organisations.

To influence ACWC and related ASEAN sectoral bodies to strengthen policies and programs that promote child rights and gender justice and protect children from all forms of violence. 3. To reinforce the alignment of the SAARC environment with UNCRC and OPs to address CSA/CSEC taking into account gender equity.
