1 COMPREHENSIVE TERMS OF REFERENCE Introduction The purpose of this Terms of Reference is to request proposals from institutions interested in, and capable of 1) developing, implementing and finalising a baseline study, and 2) revising and validating the results framework and Performance Monitoring Framework of the district level anti-gbv structures program on preventing gender based violence against adolescent girls and young women in Zimbabwe. The TOR highlights the services required as well as areas to be covered in the baseline study. CONSULTANCY TO CARRY OUT BASELINE STUDY FOR THE JOINT UNICEF AND UN WOMEN PROGRAM ON PREVENTION OF GENDER BASED VIOLENCE AGAINST ADOLESCENT GIRLS AND YOUNG WOMEN BASELINE STUDY CONSULTANCY Location: Harare, Zimbabwe Application Deadline: 17 February 2015 Type of Contract: Professional Contract Post Level: Local or International Consultancy Firm Languages Required: English Duration of Initial Contract: 10 weeks Starting Date: 24 February Program Title: Joint Program on Gender Based Violence against Adolescent Girls and Young Women 2. Program Description 2.1 The Context Gender Based Violence (GBV) is a well-documented global public health and human rights problem, recognised as one of the main barriers to gender equality. GBV is rooted in structural inequalities between men and women and is characterised by the use and abuse of both physical, emotional, and/or financial power and control. GBV has devastating effects on individuals, communities and societies, and bears significant economic and social costs for countries. Cost analysis of GBV in other countries reveals that the annual cost of such violence may vary from US$ 1.16 billion to $32.9 billion, ranging from costs related to responses to survivors and to those related to lost productivity. 1 SIDA estimated that the annual cost of GBV in Zimbabwe was US$2 billion in There is high prevalence of violence against women; about 47 per cent women have experiences either physical or sexual violence at some point in their life. 3 Almost 30 per cent of women s first sexual experience is forced, 4 and one in three girls experience sexual violence before their 18 th birthday. 5 1 UN Economic and Social Council (2013), Prevention of violence against women and girls, Report of the Secretary-General. 2 SIDA (2009), Costs of GBV in Zimbabwe. 3 Zimstat (2012) Zimbabwe Demographic Health Survey (ZDHS) 2010/2011. The Zimbabwe Demographic Health Survey was a national household survey undertaken by ZimStat from September 2010 through March 2011, in which women age were asked about experiences of interpersonal physical or sexual violence. 4 Zimstat (2012) ZHDS Zimstat (2012), National Baseline Survey on the Life Experiences of Adolescents. The National Baseline Survey on the Life Experiences of Adolescents was a national household survey undertaken by ZimStat in 2011, in which children and young people (between the ages of 10 and 24 years) were asked about experiences of violence and abuse 1

2 Most of the violence takes place within intimate relationships. Among all women (15-49) who experienced violence since age 15, about 57% reported that their current husband/partner was the perpetrator, and 20% reported that the perpetrator was a former husband/partner. 6 Among all adolescent girls and young women (10-24) about 78% reported that their boyfriend or romantic partner was the perpetrator. 7 Gender based violence is shrouded in silence with multiple barriers to accessing survivor services which contributes to lack of adequate prevalence data and disclosure According to the Zimbabwe Demographic Health Survey (ZDHS), only 13% of abused women age sought help from the police, 4% from religious leaders, 2 % from a doctor or medical personnel, 2% from a social service organisation, and less than 1% from a lawyer. Most turned to family (58%), in-laws (35%), and friends or neighbours (13%) for assistance. 8 Less than 3% of survivors of sexual violence age accessed medical or other support and care services. 9 Of significant concern, survivors of sexual violence are more likely to contract HIV than other girls and women. Existing prevention and response efforts in Zimbabwe The Government of Zimbabwe has expressed its commitment to prevent and combat GBV through the ratification of international instruments such as the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) in 1991, the Convention of the Right of the Child (CRC) in 1990, and the Optional Protocol on the Convention on the Rights of the Child on the Sale of Children and the Palermo Protocol on Trafficking in persons in Zimbabwe has ratified regional instruments such as the African Charter on the Rights and Welfare of the Child (1995), African Charter and the Protocol to the African Charter on Human and Peoples Rights on the Rights of Women in Africa (2007) and the SADC Protocol on Gender and Development (2009). Zimbabwe has enacted national legislation to respond to GBV, such as the Domestic Violence Act (2006), the Matrimonial Causes Act (1987), Maintenance Act (1989), Legal Age of Majority Act (1982), Administration of Estates Act (1997), Legal Aid Act (2003), Criminal Law (Codification and Reform) Act (2006), and the Labour Act (2006). The government has developed several policy documents, including the National Gender Policy, the National GBV Strategy ( ), the National Adolescent Sexual and Reproductive Health (ASRH) Strategy ( ), the National HIV and AIDS Strategic Plan ( ), the National Action Plan for Orphans and Vulnerable Children ( ) and the Protocol on Multi-Sectorial Management of Sexual Abuse and Violence (2012). The GBV sector in Zimbabwe is complex and characterised by a wide range of Government line Ministries and/or departments and/or councils and specific co-ordination structures such as the Gender Machinery, Gender Forum, the GBV-Sub Cluster, and the Victim Friendly Initiative, in addition to civil society organisations and development partners. The Ministry of Women Affairs, Gender, and Community Development (MWAGCD) are responsible for coordinating all Government GBV activities in the country. These include: monitoring, coordination, advocacy, awareness raising, and administration of the Domestic Violence Act (2006), including the Anti-Domestic Violence Council (ADVC). 10 In 2011, the MWAGCD launched the 4 Ps 6 Zimstat (2012), Zimbabwe Demographic Health Survey 2010/ Zimstat (2012), National Baseline Survey on the Life Experiences of Adolescents 8 Zimbabwe Demographic Health Survey 2010/2011, March National Baseline Survey on the Life Experiences of Adolescents, Zimstat, May The MWAGCD has been working to implement a more coordinated inter-sectoral response to GBV through a) partnerships with civil society and b) cross-government structures to facilitate interdepartmental co-ordination. However, lack of human and financial resources has seriously impeded implementation. 2

3 Campaign, which aims to raise awareness about the Domestic Violence Act and GBV in general. 11 In 2012 the Ministry launched the Zimbabwe National GBV Strategy ( ). 12 The ADVC has developed a Strategic Plan ( ). The Ministry launched Standard Operating Procedures for Shelters and a new guide was recently published by the Ministry to facilitate training on protection against violence and abuse in schools, accompanied by child sensitive resources. 13 The Ministry is currently working on a GBV Information System and VAW Baseline Study. Furthermore, the Ministry launched a first-ever Girls and Young Women Empowerment Framework in October The Framework clearly lays out programmatic and policy priorities to empower and protect adolescent girls and young women 14. The Legal Aid Directorate within the Ministry of Justice and Legal Affairs has the mandate to deliver free legal aid services to indigent persons across the country. In support of this mandate, it has issued a national legal assistance strategy for vulnerable children. It has offices based in Harare, Bulawayo, Gweru and Mutare, with a total of 19 lawyers. 15 The Legal Aid Directorate has also developed standard operating procedures on GBV and established a number of formal and informal partnerships with civil society organisations to expand the reach of legal assistance services throughout the country. The Judicial Service Commission has established 23 operational Victim Friendly Courts (VFC) in Zimbabwe. Efforts are underway to expand them to 40 against the total number of 60 courts in Zimbabwe. The Harare Magistrates Court and the Masters Office at the High Court have set up a Gender Sensitive Help Desks to assist women on legal issues and procedures. The Zimbabwe Republic Police (ZRP) under the Ministry of Home Affairs have setup a Complaints Desk in every police station to allow members of the public to report cases of ill-treatment and alleged mishandling of cases by the police. The ZRP has adopted a concept-note on child sensitive police services for child survivors and has established Victim Friendly Units at national level headquarters and 10 provincial level headquarters. 16 The Ministry of Public Service, Labour and Social Welfare has revised a National Action Plan for Orphans and Vulnerable Children endorsed by the Cabinet to provide a national child and protection framework for Zimbabwe : including a system of case management for all vulnerable children exposed to or at risk of violence, exploitation and abuse and the development of specialised services for survivors. The Ministry of Health and Child Care s responsibility includes provision of medical examinations and the drafting of medical affidavits that can be used to support criminal prosecution of perpetrators. 17 In 2010 the Department of Health issued guidelines on the management of sexual violence and legislative amendments that empower State Registered Nurses to carry out medical examinations of sexual violence survivors and present their findings to the Victim Friendly Units within the Police. 4 Gokwe, Mbare, Chiwu, Masvingo, Gweru, Chiredzi, Gutu, Beitbridge, Chipinge, Muranbinda. 18 The establishment of One Stop Centres for survivors of gender based violence in Rusape and Gweru is another pilot embraced by the Ministry, where survivors of GBV can get health, legal and psychosocial support all in one place. The Ministry of Primary and Secondary Education has issued a circular on child abuse and neglect, which details various forms of abuse, and how to deal with such cases when they arise. 19 The Ministry has a legal desk that is mandated to deal with cases of sexual abuse and other forms of improper associations using a set of procedures that includes reporting of cases to the MoPSE. 20 Given that GBV most often takes place within households, families and communities, local Government and authorities have a key role to play in ensuring an adequate preventive and protective response. In January 2013, the Ministry of Local Government, Urban and Rural Development issued a circular to all the 92 Urban and rural councils to take measures to end violence against women and girls. Traditional Leaders are governed by the Traditional Leaders Act and have an obligation to protect children from traditional harmful practices and to channel criminal cases of sexual violence and abuse to the criminal justice system. 21 Rural women consider community leaders, elders, and chiefs easier to access to for dispute resolution. 22 However, these alternative dispute resolution mechanisms can be weak in handling GBV cases as they are seen to fall within the jurisdiction of the household. 23 The Government response has recognised a) GBV as a crosscutting theme that requires intersectoral collaboration, and b) that individual line departments should respond and deal with the specific needs of survivors based on the multi-sectoral protocol. Nevertheless, the response at district level has been limited in technical and financial resources, and in coordination. Zimbabwe s civil society has engaged in a variety of GBV programmes, ranging from providing services to survivors (e.g. the first shelters in the country), raising awareness at a community level, conducting research, advocating for the introduction and implementation of relevant policy and legislation, campaigns and engaging in behaviour change interventions with specific target groups such as young people, men and boys, girls, sex workers and religious and traditional leaders. Whilst civil society has played a very important role in developing responses to GBV in Zimbabwe, there is a need to increase the level and accessibility of documentation and assessment, to improve coordination and scope for scaling up and/or redesigning interventions. To date these interventions have not been consistently funded or evaluated, and few national replicable models for scale-up (in both protection and response) explicitly for adolescent girls and young women exist. It is against this background that the Joint Program on Gender Based Violence against Adolescent Girls and Young Women was developed. 5 2.2 Programmatic areas and expected results Based on identified gaps and consultations with children, adolescents and young women survivors of GBV, as well as Government, donors and civil society partners during the preparation of the programme, the following three key programmatic areas for action were identified: Strengthening the preventive and protective normative and financial framework through technical assistance, advocacy and capacity building Improving primary prevention by changing harmful social norms and empowerment of adolescent girls and young women Increasing secondary prevention and protection by scaling up access to critical gender and child sensitive services for survivors The expected results are: By 2015, 5,000 at-risk girls and young women are empowered to know their rights, access services and protect themselves against violence. By 2015, 5,000 girls and young women who are survivors of violence access critical gender and age-sensitive welfare, justice and other critical services. Strategy for legislative reform in line with CRC and CEDAW finalised and priority legislative revisions drafted. An increased knowledge of gender based violence and where and how to report violations among adolescent girls, young women, men, boys and other duty bearers in intervention areas. A national social norms strategy is in place, based on findings from the determinants of violence in Zimbabwe. Relevant ministries national budget requests reflect a minimum budget floor for gender based violence programming. 2.3 Operational management, Co-ordination, and partnership UNICEF is the co-ordinating agency and administrative agent of this joint programme. The implementation of the joint programme activities is the responsibility of UNICEF and UN Women. UNICEF and UN Women ensures that activities are closely aligned with the Government of Zimbabwe priorities and strategies, with specific reference to the National GBV Strategy (2012) and the Girls and Young Women s Empowerment Framework (2014) both led by the Ministry of Women Affairs, Gender and Community Development (MWAGCD). The Ministry is a collaborating partner in this initiative and UNICEF and UN Women act as fund managers and technical advisors. UNICEF and UN Women coordinate on a day-to-day basis in collaboration with the Government (specifically, MWAGCD). A formal coordination body is established for reporting on this program, chaired by the Danish Embassy Office. 2.4 Geographical coverage The program is implemented at national level (policy and financial framework, social norm strategy, advocacy and resource mobilisation) and in selected rural districts (service provisions for survivors and pilot social norms preventive initiatives). The program has so far been launched in the districts of Makoni, Bindura, and Beitbrigde. 3. Scope of work The main objective of the consultancy is to gather data and information from the three initial target districts, which will be used to improve program design, and to monitor progress and benchmarks of 5

6 the Joint Program. The consultant is expected to conduct two major undertakings, which are: 1) developing, implementing and finalising a baseline study and 2) updating the program results frameworks. 3.1 Baseline study for the Joint Program on GBV The baseline study will be conducted in three districts (Makoni, Bindura and Beitbridge). The specific purpose of the baseline study is to: Determine baseline data for target setting as per the indicators set out in the monitoring and evaluation framework of the Joint Program on GBV; and district level anti-gbv results frameworks Collect baseline data and provide a first measurement for the established programme indicators. Baseline values should be established for the relevant program indicators on the basis of the data collected. This includes among other issues a mapping of GBV and Child Protection services available at district and ward level, and a study of knowledge, attitudes and practices (KAP) on gender based violence, related legislation and available services and support among community members, adolescent girls and young women (10-24), religious and traditional leaders, university students, government officials and service providers; Validate if the activities within the programme design are sufficient in scale and scope, in order to achieve the expected results; Based on evidence gathered, recommend any adjustments of program strategies for achieving the expected results under the three key programmatic areas/program outcomes The Knowledge, Attitudes and Practices study (KAP) should include the following parameters which have already been approved by the Zimbabwean government and used in other surveys such as MICS, ZDHS and NBSLEA: Attitude towards violence Prevalence of violence Knowledge of where to get professional help Service seeking behaviour Receiving services and reasons why not seeking services Requests for other types of services/availability of services Data should be gender and age desegregated, using the similar age segregation as the international acknowledged standards. The baseline study and dataset will be used as a reference document for reporting as well as the planned Mid-Term Review and Final Program Evaluation. 3.2 Updating the district level Anti-GBV structures results frameworks Based on the evidence collected during the baseline study, the results framework for the result frameworks for the three districts should be updated. The specific purpose is to: Consider whether the current outcome/output targets are achievable and relevant, Propose revision/improvement of indicators where possible, including yearly targets for indicators not previously used or measured; If necessary, propose revision/improvement of outcome and outputs Validate the outcomes, outputs, and indicators and targets for each outcome and output included in the results frameworks. Update the results frameworks, including the validated results framework and baseline data. 6

7 Indicators and targets should be SMART (Specific, Measurable, Achievable, Results-based, and Timebound), gender-and child sensitive, and means of verification should be as easy as possible. 4. Expected outputs or deliverables Deliverable 1: Inception report (within 1 week from signing of contract) At the onset of the Consultancy, the consultant(s) will be expected to develop an inception report detailing study objectives and scope, description of study methodology/methodological approach, sampling technique, data collection tools, data analysis methods, key informants/agencies, study questions, work plan and schedule and reporting requirements. The inception report should be in two parts: (i) for the baseline study (ii) the process to be followed for updating the anti-gbv structures results frameworks. This will be developed and finalised in consultation with the Reference Group for the Consultancy work. (15 pages maximum) Deliverable 2: Baseline study deliverables: Deliverable 2.1: Draft baseline study, which should be submitted within sufficient time to allow members of the Reference Group to review and give feedback. (Within 5 weeks after approval of inception report) Deliverable 2.2: Power point presentation (10 slides max) of preliminary findings to Reference group members. The comments made by key stakeholders should help improve the final report. (Within 1 week after submission of draft baseline study) Deliverable 2.3: Revised Results Framework and Performance Monitoring Framework (PMF) for anti- GBV structures based on the evidence from the baseline study (Within one week after submission of draft baseline report) Deliverable 2.4: Final baseline study report (50 pages max excluding appendix), which should be structured as follows: (Within 2 weeks after presentation of PowerPoint) Outline of final baseline study report Executive Summary (maximum five pages) Table of contents List of tables List of figures List of abbreviations and acronyms 1. Baseline study Makoni The above district baseline studies could include among other issues: a) Socio-demographic characteristics of the target districts and wards, with special emphasis on adolescent girls and young women (10-24) b) Existing services to adolescent girls and young women (10-24) survivors of GBV in the wards and at district level (health services, psycho-social support, shelter/safe housing, legal aid, police, formal justice system, traditional justice system, and coordination/referral mechanisms), including barriers to service provision such as costs and distance form target community/ward to services, etc. c) Knowledge of GBV among the communities and target population (girls and young women, men and boys, university students, religious leaders, traditional leaders, young parliamentarians, duty-bearers such as government authorities and service providers). The questions could include main acts constituting GBV, main causes of GBV in the target communities, services needed by adolescent girls and young women (10-24) who have experienced GBV, laws, policies and procedures that are applicable to cases of GBV in the district, etc.) d) Knowledge of how to access GBV services among the target population. The assessment should include questions on help seeking behaviour; i.e. in cases where the survivor has knowledge of where and how to access services, would the survivor seek help or not, and why. e) Attitudes towards GBV among the community and target population (perceptions on opinions on weather survivors of sexual violence or other forms of GBV should be blamed for the violence experience; weather is it justifiable to beat a wife and a girl child; persons who should intervene when a girl or young women has experienced GBV, etc.) f) Practices among the communities and target population in the districts (GBV acts reported to the various service providers in the past 12 months; the practice of parent/caregivers and other community memebers in protecting the girl child and young women from any risks in and around home activities and in the communities; provision of support and services to GBV survivors during the last 12 months, with a special emphasis on girls and young women age 10-24; places girls and young women survivors of GBV go for help in the community, etc.) 4. Institutional Arrangements 5.1 Management of the Consultancy work UN Women will take the lead in the management of this Consultancy and the Monitoring and Evaluation Officer will be the designated task manager for this process to ensure that the consultancy terms of reference are fully satisfied. The Task Manager will coordinate the study process and make follow-up on the study team. The Task Manager will also oversee the development of the study report and coordinate work with the Reference Group. The Reference Group will (i) provide comments to the inception report within one week after study team submits the inception report (ii) provide comments on the draft report within one week after study team submits the draft report. The reference group will meet on a regular basis to review progress and provide orientation to the implementation to the study for quality assurance. UN Women will convene and chair the meetings. The role of the group will not lead to influencing the independence of the findings of the study, but rather to ensure a robust and credible process and ensure the use of the study findings and recommendations. The study team leader will make a presentation of its report to the reference group and relevant partners at a meeting (whose date and venue will be advised) and finalise the report, taking into account any clarification or recommendations made at the presentation. 5.2 Operational issues The study team will be responsible for logistics: travel costs, office space, administrative and secretarial support, telecommunications, printing of documentation, etc. The study team is also responsible for the fieldwork logistics, including dissemination of all methodological tools such as questionnaires, conduct of interviews; group discussions etc. UN Women and UNICEF will facilitate this process to the extent possible by providing contact information such as addresses and phone number. The field visits will be conducted under the guidance and support of the MWAGCD. 5.3 Institutions, which the contractor is expected to liaise/interact with during the course of the work The contractor is expected to liaise and interact with the following key institutions: UN agencies (UNICEF, UN Women) Government ministries and institutions (e.g. Ministry of Women Affairs, Gender and Community Development, Ministry of Public Service, Labour and Social Welfare, Ministry of Youth, Indigenisation and Economic Development, Ministry of Local Government, Public Works and National Housing, Ministry of Health etc.) District GBV service providers (health workers, social workers, police, legal aid providers, judges, prosecutors) Development partners and donor Civil society organisations implementing interventions Religious/Faith based bodies Traditional leaders 5.4 Approval of deliverables UN Women and UNICEF will approve the deliverables in consultation with the Reference Group members. 6. Duty station The contract will be based in Harare with travel to the districts (Makoni, Beitbridge and Bindura) for field work. The contractor will not be expected to be officially based at UN Women or UNICEF offices, but will be required to frequently communicate with the baseline study task manager. 8. Qualifications of the successful contractor The baseline is to be conducted by an institution with a team of professionals with the following qualifications and experience: 8.1 The team leader should have the following qualifications and experience: (i) Qualifications Master s degree in Social Sciences, Development studies and any other relevant Master s degree (ii) Experience in research, monitoring, and evaluation Extensive experience and knowledge in conducting research or baseline studies using mixed methods, including participatory studies with children and other community members. Extensive experience in program reviews, developing monitoring and evaluation frameworks, including Theory of Change, indicators, setting milestones and targets. Extensive experience in researching on violence against women and/or children, child protection, gender equality, and/or women s empowerment interventions. Scope of bid price and schedule of payments The bid price should cover all costs, including consultancy fees, field work costs, such as travel and mobilisation costs, fees for field data collectors, transport, translation, meetings and workshops, and administrative fees. UN Women and UNICEF will provide no additional financial support. All costs have to be included in the bid price. The schedule of payments is as follows: Milestones & Deliverables Payment % Deliverable 1: Inception report: Inception Report with the data collection tools and 20 a clear work plan for each deliverable in agreement with UN Women and UNICEF Deliverable 2: Draft report submission and PowerPoint presentation of findings 30 Deliverable 3: Submission and presentation of draft Results Frameworks and Performance Monitoring Framework and final baseline report 50 11

12 The payments at the rate of 20%, 30%, 50% (as highlighted in the table above) of the total contract amount shall be effected within 30 days of acceptance and approval by UN Women and UNICEF of any of the deliverables when due as stated in the payments table above. 10. Recommended presentation of Operational and Technical Proposal for the Consultancy work The proposal should be a maximum of 10 pages excluding annexes; font size should be 11, and font type Calibri with 1.15 spacing. The recommended proposal format is as follows: Title page with: Name of Institution submitting bid; Program Title, date of submission; name of agency where the proposal is being submitted to and contact details of the team leader and or contact person for the assignment. (i) Organizational profile and management plan Organizational profile and how it links with the work to be done This section should provide corporate orientation to include the year and state/country of incorporation and a brief description of the organisation s present services. It should demonstrate link to the TORs. The proposal should comment on organisation s experience in similar projects and give examples of similar work including when the work was done. This section should also describe the organisational unit(s) that will become responsible for the contract, and the general management approach towards a project of this kind. (ii) Resource plan The proposal should provide a description of institutional resources available in terms of personnel and facilities available for the performance of this work. This section should describe the organisation s current capabilities/facilities and any plans for their expansion. Team composition The team leader/technical Advisor and all team s experience and qualifications should meet the criteria indicated in TOR. This section should specify whether or not the proposed team is gender balanced. If it is regional or international firm, should specify level of involvement of local or nationals. (iii) Consultant s understanding of the work This section should demonstrate that the consultant has understood the work to be done. It should not merely be a replication of the TORs. This section should include the objectives of the consultancy and expected results or deliverables. (iv) Methodology The proposal should present the baseline study approach and methodology, including sampling techniques and the specific approach and a variety of techniques for gathering and analysing qualitative and quantitative data that are feasible and applicable in the timeframe and context of the study and incorporates human rights and gender equality perspectives. This section should clearly provide a description of different data collection tools to be used and the justification for the identified data collection tools. (v) Monitoring and evaluation framework This section should provide a brief description of the consultants plans to support updating of the already developed draft Results Framework for the anti-gbv district level results frameworks. (vi) Stakeholder participation and consultation 12

13 This section should present a description of various stakeholders to be involved in study and a justification for the identified stakeholders. Inclusivity, gender equality, and non-discrimination should be demonstrated This section should clearly present how the marginalized and vulnerable communities especially young women and adolescent girls will be involved in the baseline study. (vii) Ethical considerations This section requires an outline on approaches that will be used to ensure child protection, ethics and principles that will be applied throughout the design, data collection process and stakeholder consultations. This should include consideration of any risks related to the study and how these will be mitigated. The proposal should clearly take into account ethical and safety recommendations for research on violence against women and children. Annexes: CVs should relate to the work in the TORs and also include at least three references for the individual team members. Annex 1: not more than 3 pages CV of the Team leader Annex 2: not more than 3 pages CV of Technical expert 1 Annex 3: not more than 3 pages CV of technical expert 2 The operational and technical part of the Proposal should not contain any pricing information whatsoever on the services offered. Pricing information shall be separated and only contained in the financial proposal and appropriate Price Schedules. 11. Financial proposal The financial proposal should be presented in US dollars only. Pricing information shall be separated from the operational and technical part of the proposal and only contained in the financial proposal and appropriate Price Schedules. All prices quoted should be exclusive of all taxes, since UN WOMEN and UNICEF are exempt from taxes as detailed in Section F, Clause 27 The Price Schedule must provide a detailed cost breakdown for each item. Provide separate figures for each functional grouping or category. The components comprising the total price must provide sufficient detail to allow UN WOMEN and UNICEF to determine compliance of offer with requirements as per Terms of Reference of this RFP. The format provided below is a model to be used in preparing the Price Schedule. The format includes specific expenditures, which may or may not be required or applicable but are indicated to serve as examples. Financial Schedules not submitted in this format may be rejected. In case of discrepancy between unit price and total price, the lower price shall prevail and the higher price shall be corrected.
