1 POLITICS AND GOVERNMENT IN SPAIN (ONLY FALL) This course aims to offer a general understanding of the basic foundations of politics and government in Spain. During the course institutional aspects along with the dynamics of the political processes will be studied. To be exact we will study the way of governing in Spain, the democratic institutions, the model of Estate territorial organisation, the political party system, the electoral evolution in Spain and the political culture of the Spanish. TOPIC 1. THE GOVERNMENT IN SPAIN: THE PARLIAMENTARY MONARCHY Characteristics and functions of the Monarchy in Spain. The role of the Crown in the Spanish political process. TOPIC 2. THE GOVERNMENT Composition and structure of the Government. The formation and end of the Government. The functions of the Government. TOPIC 3. THE GENERAL COURTS Nature and structure of the General Courts. parliamentary functions. TOPIC 4. JUSTICE, THE CONSTITUTIONAL TRIBUNAL AND THE OMBUDSMAN The constitutional regulation of judicial power. The General Council of Judicial Power. The Constitutional Tribunal. The Ombudsman. TOPIC 5. THE STATE IN SPAIN: THE AUTONOMOUS STATE The process of autonomous construction, institutions and jurisdiction of the CCAA. The relations between the Government and the CCAA. TOPIC 6. THE ELECTORAL SYSTEM Elements of the Spanish electoral system. Effects of the Spanish electoral system. Proposals for the reform of the Spanish electoral system. TOPIC 7. THE POLITICAL PARTIES IN SPAIN AND THE ELECTIONS Main political parties in Spain. Evolution of the vote in Spain by political parties. TOPIC 8. POLITICAL CULTURE OF THE SPANISH Characteristics of political culture in Spain. If the students wish they may do a short piece of written work on one of the topics from the syllabus. This work could be under the supervision of the teacher. In order to pass this course participative class attendance is compulsory as well as passing a final exam in the month of December on the exam dates set by the CLM. The basic material to be studied for the exam will be the class, although if the students widen their knowledge by reading the recommended text book from the following bibliography, this will also be taken into account and assessed. The global course mark will be on the exam mark, class practicals, class attendance, active participation and coursework. Students must obtain a minimum mark of five and have attended 80% of the classes, a requisite of the CLM, for the practicals to be taken into account (up to two points of the final mark), attendance, class participation and coursework. 54

THE POLITICAL SYSTEM OF THE EUROPEAN UNION Students who enrolled on the first semester of Political System in Spain and the European Union course and who wish to widen their knowledge in this field are recommended to take this course. The aims of this course are to cover the fundamental aspects of the political system of the European Union. From certain theoretical fundaments which allow us to classify the different forms of democracy, an historical evolution will be presented of the European construction process. We will also study the group of institutions which make up the European Union s political system as well as detailing the basic principals of functioning and the principal agents who intervene in the process. 55

PUBLIC POLITICS IN THE UNION An essential part of the course is the class lectures with the active participation of the students in the debates. The teacher will provide the basic materials for the classes. Also, some documentaries will be shown on different aspects of the European Union. Finally, besides class attendance and the exams, students will write a weekly commentary on news about European current affairs which will be provided by the teacher. The final mark on this course will be based on four factors, all except the first, which is compulsory, will have equal percentages: 1) attendance will be taken into account as students have to attend 80% of the classes; 2) class participation, in talks on the course topics; 3) a voluntary written piece of work to be supervised by the teacher/s. This will be assessed on the bibliographical sources used, the innovative character of the work and the presentation in class; 4) the marks of the tests carried out throughout the course. 56

Also, the differences in culture and protocol for doing business with the Spanish and with the Latin-Americans will be studied. The methodology is eclectic, focusing on communicative and structuralist classroom tasks; that is individual work is as much emphasised as group work. Finally, material will be included related to the subjects analysed in each unit to develop tasks on the Internet. We wish to emphasise that the course contents may help to prepare several subjects included in the exams organised by the Chamber of Commerce and Industry of Madrid for the attainment of the Superior Certificate and/or Diploma of Business Spanish. 57

The industrial sector and the construction sector. Topic 6. Types of commercial societies. Topic 7. The financial system. Topic 8. The tourism sector and the environment. Topic 9. Domestic trade, foreign trade. Topic 10. Spanish investments in overseas trade. Second section: Latin-America Fundamentals of the economy of de: Topic 1. Argentina Topic 2. Uruguay Topic 3. Chile Topic 4. Peru Topic 5. Colombia Topic 6. Venezuela Topic 7. Mexico Topic 8. Cuba Topic 9. Central America: Panama Students will carry out a series of written and oral exercises based on the topics in the syllabus, selected texts as well as specifically prepared texts. Also, debates will be organised in class on topics related to each country besides articles from journals related to the field of economy Students, in pairs, will also give a talk on some important aspect of Spain or Latin-America. In order to pass the course students will have to attend and participate in classes which will motivate students to construct reasoning, discuss their ideas with other students and the teacher and also to use the specific vocabulary related to the field of economy and business. This will be 25% of the final mark. There will also be a mid-term exam and a final exam, both written on the topics explained in class. Students will have to have attended 80% of classes and obtained a minimum mark of five for attendance, participation in class and the talk to be taken into account in the final mark.. 58

SOCIETY AND POLITICS IN MODERN SPAIN (ONLY SPRING) The aims of this course are to cover the basic fundamentals of contemporary politics in Spain, paying special attention to the contemporary social and political structure. This course is especially recommended to the students who enrolled in the first semester on the Politics and Government in Spain course or on the Political System in Spain and the European Union course and wish to broaden their knowledge in this field. References will be made to both social and cultural aspects. Also, certain challenges will be presented which are facing present-day Spanish society. 1. INTRODUCTION: Defining characteristics of present-day Spanish politics and society. 2. SPANISH PEOPLE IN THE PRESENT-DAY: Demography, economy and society, education and culture. 3. THE POLITICAL CULTURE OF THE SPANISH: Attitudes towards the political system. The problem of national conscience. 4. POLITICAL PARTICIPATION OF THE SPANISH: electoral participation. Other forms of participation. 5. STUDY OF THE PARLIAMENT AND GOVERNMENT IN SPAIN: Composition of the Parliament: Spanish governments: OPINIONS OF THE SPANISH PEOPLE ON SOCIETY AND POLITICS: Principal concerns of the Spanish people. Opinions of the principal Spanish political leaders and of the functioning of the government. 7. SOCIAL DISPARITIES AND IMMIGRATION 8. THE SPANISH YOUTH: LIFESTYLES AND PROBLEMS 9. 7 An essential part of the course is the talks given by the teacher on the topics, with the active participation of the students in the resulting debates. The teacher will provide or indicated the fundamental didactic material which students will need to prepare for classes. Also, films and documentaries on different problems of Spanish society will be viewed. Depending on the number of students and the availability of the institutions, visits will be arranged to certain political or social institutions in Granada (Town Hall, Andalusian Parliament, Congress of Deputies). Finally, and as well as continuous class attendance and the corresponding exams on the dates set by the CLM, the students will do a weekly commentary-reflection on journalistic news of Spanish current affairs provided by the teacher. In order to pass the course students must regularly attend class and also pass the mid-term exam, on the dates set by the CLM which is optional and eliminatory, on the dates set by the CLM. Also the students will have to do weekly comments on current topics set by the teacher. The business. Chapter 10. National income. The practical classes will consist of raising questions and topics related to the syllabus. Also students will use the computer room to learn how to use the most important sources of information related to the topics from the syllabus.
