3 WELCOME WORDS Europe is embroiled in what we in the ENLIGHTEN project call fast and slow-burning crises. The fast ones are easy to pick. They are the shocking, seemingly external, events that permit interest groups to battle, calling upon ideas and resources. We have seen many of these in recent years, most notably in Europe s banking and employment regimes. Slow-burning crises are harder to spot. They are long-term problems that experts and political actors are trying to work out how to diagnose and who to task with fixing them. We can see these problems in fiscal sustainability, demographic shifts, and widening income inequality. Sometimes fast- and slow-burning crises meet, with alarming results and ongoing legitimacy problems for Europe. Brexit is one of these. This summer school places financial, fiscal, housing, employment, and demographic trends under the spotlight to examine such crises. We look forward to the discussion and especially to learning about your research. Pr. Leonard Seabrooke - Copenhagen Business School H2020 ENLIGHTEN Lead Scientist The European Social model is at a crossroads. The outburst of the economic crisis happened almost one decade ago, yet the lack of an effective political response at European level has resulted in the everlasting unemployment rates and precarious employment the European workforce is currently facing. The investment Europe crucially needs is sacrificed in the name of fiscal consolidation. The most vulnerable groups in society (young people, women, longterm unemployed workers, and migrants) were left behind and populist and extreme-right parties gain ground in regional, national and European elections. The ETUC engaged in the ENLIGHTEN project as a non-academic partner with the aim of assessing from a scientific approach the effects of the abovementioned factors to the legitimacy and sustainability of the European project. Luca Visentini - European Trade Union Confederation General Secretary - H2020 ENLIGHTEN Summer School Host The GEM PhD school was founded to allow for more international, interdisciplinary and intersectoral doctoral programs in Europe. This ambitious and distinctive approach has also characterized GEM PhD school s shared research agenda which seeks to explore the articulations existing between the international and internal dimensions of the multiple crises currently facing the EU. The variety of topics linking globalisation, Europe and multilateralism the GEM PhD School has sought to tackle all share a common interest in helping shape a progressive agenda. Accordingly, the 2016 summer schools will explore such transversal questions as: possible means of increasing growth and jobs; ways of arguing against euro-skeptical and euro-phobic populisms; and the necessary conditions for a more efficient and legitimate EU, whether with regards to its integrative regulation or its growing international policies. Furthermore, as an engaged research community, the GEM PhD School has also emerged as a pool of expertise seeking to contribute to the formulation of alternative policy choices and institutional solutions. We remain confident that, as in past iterations, this unique gathering of early stage researchers and young leaders will foster stimulating discussions, interesting research questions and exciting policy perspectives. 7 SUMMER SCHOOL PROMOTORS Summer School Sponsors HORIZON 2020 ENLIGHTEN RESEARCH IN ACTION PROJECT - ENLIGHTEN is collaborative research project funded by the European Commission Horizon 2020 Research Framework programme. It brings together 4 world class universities and 4 leading non-academic partners. Together, they explore how the European governance architecture (modes of governance; expert networks; policy instruments and legitimizing narratives) born from the recent crisis shaped: (1) Short and Long- term dynamics of stability and change in ideas; (2) Forms of knowledge applied to fast and slow-burning crises; and (3) Discourses developed in response to fast and slow-burning problems? 3 specific policy fields (case studies) were chosen to meet this challenge: (1) Banking crisis and fiscal sustainability; (2) Deficit Reduction and continuity of public services; and (3) Youth employment and inclusive growth. The central coordination of the ENLIGHTEN project falls under the responsability of the Copenhagen Business School (CBS - DK), where Pr. Leonard Seabrooke acts as lead scientist. At CBS, he is Professor in International Political Economy and Economic Sociology in the Department of Business and Politics. He is also a Research Professor at the Norwegian Institute of International Affairs. ERASMUS MUNDUS GEM PhD SCHOOL - GEM is an international social sciences and humanities PhD training initiative funded by the European Commission s Erasmus Mundus programme. It brings together 10 leading international universities from 4 continents. Together, they seek to foster research on the challenges facing the global system from within a European Higher Education and Research Area. GEM is the largest Erasmus Mundus funded PhD program on EU and the world topics. It includes 51 PhD students. The central coordination of the ERASMUS MUNDUS GEM PhD SCHOOL falls under the responsability of the Institute for European Studies of the Université libre de Bruxelles (IEE-ULB - BE), where Pr. Mario Telo acts as lead scientist. At the IEE-ULB, he is Professor in International Relations and European Studies. He is also Professor at the LUISS Guido Carli di Roma (IT) and Member of the Belgian Royal Academy. Summer School Academic Lead UNIVERSITEIT VAN AMSTERDAM - UvA has its origins in the Athenaeum Illustre (founded in 1632). With nearly 30,000 students, over 5,000 employees and an annual budget of almost 600 million euros, it is one of the largest general research universities in Europe. It belongs to the League of European Research Universities and maintains intensive contact with universities all over the world. UvA s academic research is at the top of the international league in many respects and UVA aims to offer an inspiring, broadly oriented international academic environment where both staff and students can develop their capacities to an optimal level. The UVA is characterised by a critical, creative and international atmosphere, open-minded and strongly engaged with society. In the ENLIGHTEN project, UVA will oversee the research on Banking Crisis and Financial Stability and is partly in charge of the Summer School. Within ENLIGHTEN, the academic lead of the present summer school falls under the responsability of the Universiteit van Amsterdam (NL), where Pr. Daniel Mügge acts as the summer school s leading scientist. At UvA, he is political economist and professor at the political science department. Within ENLIGHTEN, he leads the workpackage on Banking Crisis and Financial Sustainability. PAGE 5

8 Summer School Non-Academic Lead & Host EUROPEAN TRADE UNION CONFEDERATION - ETUC was founded in 1973 to represent and promote worker interests at a European level. It consists of 89 national trade union federations in 36 countries, plus 10 European trade union federations. The European Union, the Council of Europe, and the European Free Trade Association all recognize the ETUC as the only cross-sectoral trade union organization representing workers at European level. This official status is enshrined in the Treaty of Maastricht (1992). The ETUC is working for a Europe with a strong social dimension, which focuses on workers interests and well-being. The ETUC defends fundamental social values such as solidarity, equality, democracy, social justice and cohesion. In the ENLIGHTEN project, ETUC co-leads research on Youth Employment Crisis and In-clusive Growth with CBS. Within ENLIGHTEN, the non-academic lead and hosting of the present summer school falls under the responsability of the European Trade Union Confederation (BE), where M. Ignacio Doreste and Ms. Juliane Bir act as main coordinators. At ETUC, they are respectively: Youth Officer; and Political Advisor. Summer School Coordination INSTITUTE FOR EUROPEAN STUDIES OF THE UNIVERSITE LIBRE DE BRUXELLES - UNIVERSITÉ LIBRE DE BRUXELLES Founded over 175 years ago upon free-thinking principles, the ULB has consistently committed itself to the defense of democratic and humanist values and has developed into a leading research and teaching university of global prominence with 21,000 students The University s pioneering European engagement was crystallized by the foundation of one the continent s oldest interdisciplinary and autonomous research and teaching institutes wholly dedicated to EU studies: the Institut d Etudes Européennes (IEE). The IEE born in 1964 is a Jean Monnet Centre of Excellence that relies on a hundred affiliated academics/researchers and promotes EU research carried out within the research units and centres of its partner faculties (Philosophy and Social Sciences, Law and Criminology, Solvay Brussels School Management). As for its high quality teaching offer in close interaction with research activities, over 7,500 students have graduated in the past 50 years. The IEE-ULB ENLIGHTEN team, led by Pr. Ramona Coman, oversees the global research on Legitimacy of European modes of Governance but also contributes to research on Deficit reduction and Continuity of Public Services, as well as on Youth Employment Crisis and Inclusive Growth. The IEE-ULB furthermore leads all activities related to impact and dissemination. Within ENLIGHTEN, the organisation of the present summer school falls under the responsability of the Institute for European Studies of the Université libre de Bruxelles, where M. Johan Robberecht acts as coordinator with the support of Ms. Alexia Samuel. At the IEE-ULB, they are respectively: Executive Director for Research & Lead of the ENLIGHTEN Impact and Dissemination workpackage; and Executive Manager & ENLIGTEN Impact and Dissemination workpackage Officer. 9 LOGISTICS The summer school organisers have taken a series of provisions so as to create a welcoming and efficient environment for all to enjoy. Bearing this in mind, the ENLIGHTEN-GEM summer school provides for: Accomodation for all participants not residing in Brussels, as provisions were made either at Hotel NH Stephanie, Hotel Sabina or the Jacques Brel Youth Hostel. Neither of these forumals is obligatory but they are provided as an additional service participants can enjoy to facilitate their arrangements and limit costs. Long distance travel (plane / train tickets) for all selected participants not residing in Brussels. Booking and payment was done in advance. Please make sure to keep ALL your orignial boarding passes as they have to be gathered by the organisers after the summer school. If you loose any of the original boarding passes, you will be requested to provide the organisers with a written affidavit. Public transportation from and to the airport or the train station will be reimbursed to you once you have returned the filled out the reimbursment form & required annexes (this form will be provided to you at the beginning of the summer school). TAXIS ARE NOT ELIGIBLE FOR REIMBURSMENT. Public transportation in Brussels is covered for all participants not residing in Brussels. A single week-long pass will be provided to you on Monday It will allow you to use all necessary busses, trams and metros in Brussels. Lunches and coffee breaks from Monday September 19th until Friday September 23rd (with the exception of the lunch on Wednesday September 21st) will be offered to you at the conference venue. Any other encured costs will be at the participants own expense. 11 OVERAL SCIENTIFIC AGENDA The 2016 ENLIGHTEN-GEM summer school on EU Socio-economic Governance in the Crisis Aftermath will examine the state, potential and limits of socioeconomic governance in Europe in the aftermath of the economic crisis. The uniquely interdisciplinary approach characterizing the 2016 ENLIGHTEN-GEM summer school is to allow for the multidimensional methods required for any balanced analyses of the multifaceted crises currently facing the EU. Although centered on socio-economic governance in the crisis aftermath, the 2016 ENLIGHTEN-GEM summer school will unpacked some of the central legitimacy challenges facing the EU. Discussions will explore the prospects of combining enhanced policy efficiency with democratic legitimacy by ways ranging from alternative institutional architectures to new policy initiatives in a set of far-flung yet interconnected policy fields such as growth, migration or security. Ultimately, this pluralist approach is to allow participants to better seize the too often ignored interactions and possible tensions between European socio-economic and political governance. The crisis has both led to new governance arrangements and exacerbated existing challenges. The European socio-economic governance challenges the 2016 ENLIGHT- EN-GEM summer school has chosen as starting point are obviously linked through structural changes in the European economies, the ongoing fiscal crisis, and real wages which remain under pressure relative to corporate profits. Referenced challenges often involve the following noteworthy dimensions: Financial fragility, which also threatens the solvability of pre-funded pension funds, Fiscal strain, which also exerts further pressure on public services provision, Widening inequality, equally in intergenerational terms. In response, the aforementioned new governance arrangements include: either the European semester or its corollary Macroeconomic Imbalance Procedure; or the Banking Union and the currently under construction Capital Markets Union. The summer school is therefore built on the premise that there is significant value-added in offering Young Leaders and Early Stage Researchers an integrated perspective on these challenges. It will consequently welcome contributions and expertise on these topics from diverse specializations and perspectives. It is open, in short, to a broad range of participants, as long as there is clear relevance of the summer school for their academic or professional concerns. At the same time, it embraces a specific perspective on these issues. It appreciates the differential and potentially contradictory dynamics of fast-burning and slow-burning crises. Governance institutions that may be good at confronting one set of crises, may be decidedly worse at tackling the other. This differentiated perspective reveals potential tensions in European socio-economic governance that too often remain unacknowledged. Aims In the spirit of its above described scientific profile, the 2016 ENLIGHTEN-GEM summer school on EU Socio-economic Governance in the Crisis Aftermath combines four aims: Bringing into contact fledging academics and young leaders from the non-academic realms Letting the participants learn from the expertise and insights of leading policymakers, stakeholders and academics Allowing the PhD student participants to receive feedback on their work from other academic participants Offering policy-oriented participants skills-focused training and, through a simulation game, active knowledge about issues central to the summer school themes. 13 FORMAT OF THE PhD WORKSHOPS Except when explicitily permitted otherwise, full attendance is expected. All PhDs are held to attend all scheduled PhD Workshops. Academics are held to attend their lecture s full session - i.e. the lecture followed by the doctoral presentations. ROLES To ensure maximal interativity and optimal socialisation dynamics, participants - be they academic or doctoral - are expected to take on a variety of roles. Each of these seeks to foster and formalize a given type of feedback in the hope of seeing both quality and depth enhanced. As principle actors of the summer school, its participants are the sole architects of its success. Active participation and genuine interaction are necessary conditions for the experience to be a rewarding and productive one. The formal roles detailed below are to facilitate such constructive dynamics. MORNING ROUND-TABLES As earlier mentioned, every morning, thematic roundtables will bring together officials, civil society actors and academics whose experience / expertise lies in European socio-economic governance in the crisis aftermath. For this scheduled morning sessions, all participants are expected to prepare questions of their choosing. Over the course of the week, all participating PhD fellows will be expected to ask at least one of their prepared questions at one of the the scheduled Q&A sessions. Obviously, besides the prepared queries, students are also encouraged to take advantage of the Q&A sessions to ask any other question they might have. AFTERNOON LECTURES & WORKSHOPS The PhD School s afternoon workshops are reserved for the selected PhD students. They consist of two 30min academic lectures followed by a coffee break and three 45min PhD sessions. Each of said sessions is based on a presentation by one of the doctoral paper-givers. PAPERS Papers were selected on the basis of the submitted abstracts. The presented work is expected to be a finished or at least completed initial draft of the full paper as described in the abstract. All papers will be circulated in advance (failure to submit one s paper in a timely fashion will lead to the exclusion of a given presentation) and will therefore only need a brief introduction by the author as all participants will have read the text prior to their arrival. Finally, after the end of the school, deserving papers will be offered the opportunity to be published in the ENLIGHTEN working papers series. DISCUSSANT S COMMENTS Each presented paper will at least enjoy the feedback provided by both an attending academic and a fellow PhD student. To encourage maximal engagement with the presented work, and structure subsequent exchanges, peer PhD discussants are asked to prepare their comments in writting prior to their arrival. Each workday will accordingly see two lectures given by attending academics. These contributions will give invited academics the opportunity to discuss a topic of their choosing with the community, be it either methodological considerations or analytical insights they have gleaned from their own research. They are broken down as follows: 20min lecture followed by 10min Q&A. The subsequent 3 presentations given by a selected number of PhD students, are to be discussed by both the invited academics and the attending peer community. All papers will be circulated in advance. Presenting PhD students are given 10min to highlight the key points and/or questions they wish to raise. Subsequently, both one of the the session s academic lecturers and a designated PhD fellow will be given 10min each to act as a discussant. MONDAY AFTERNOON MA & YOUNG LEADERS WS Introduction to European Social Dialogue This WS on social dialogue will provide participants with an overview on the history, the process, the actors and the outcomes of this unique industrial relation system. The European social dialogue is a fundamental element of the European social model. It is formally recognised by the EC Treaty (Articles 154 and 155) and encompasses the discussions, consultations, negotiations and joint actions undertaken by the social partner organisations representing the two sides of industry (workers and employers). At Community level, workers are represented by the European Trade Union Confederation (ETUC) and employers by three different organisations: the Confederation of European Business (BUSINESSEUROPE), the European Centre of Enterprises with Public Participation and of Enterprises of General Economic Interest (CEEP) and the European Association of Craft Small and Medium-Sized Enterprises (UEAPME). Involvement of the social partners at European level can be distinguished in three different types of activities: 1) tripartite consultation, which takes place between the social partner organisations and the European public authorities; 2) consultation of the social partners, in the spirit of Article 154 of the Treaty; and 3) European social dialogue, which is the name given to the bipartite work of the social partners, whether or not it stems from the official consultations of the Commission based on Articles 153 and 154 of the Treaty. TUESDAY AFTERNOON MA & YOUNG LEADERS WS European Social Dialogue Bargaining Exercise Lead: Ms. Juliane Bir Political Advisor at ETUC This bargaining exercise will provide participants with the opportunity to practice and see how you will succeed in negotiating a series of contractual points with an opponent. The WS will consists in the following stages: 1. Setup union/management subgroups to decide on negotiation strategies; 2. Acknowledge relevant information, disputed issues and assigned task; 3. Devise a strategy; 4. Read the bargaining rules; 5. Negotiate a contract. Lead: Ms. Juliane Bir Political Advisor at ETUC THURSDAY AFTERNOON MA & YOUNG LEADERS WS Austerity policies: responses on a European scale This WS will summarise the European Trade Union discourse on austerity policies in Europe and present actions proposed by ETUC to solve issues identified as austerity related (cf. Paris Manifesto ). Lead: Ms. Alina Caia Eurotrainer at ETUI The WS bases on the assumptions that: (1) in a European-scale crisis context, trade unions are expected to speak with a European voice; and (2) that ETUC herefore emerges as the most appropriate structure to send out a strong signal in response to austerity policies applied in several European countries. The WS s proposed analyses will be done from youth perspective. They are meant to welcome input of all participants. It will be structured as follows: Awareness raising among participants through questions and answers Theory: presentation on the ETUC response to austerity policies on the basis of strategic documents Practice: working groups concluded by way of a plenary debate PAGE 12

15 FRIDAY AFTERNOON MA & YOUNG LEADERS WS Young people and democracy: New challenges of democratic functioning - what is at stake Context: This interactive exchange, lead by the Office of International Institute for Democracy and Electoral Assistance (IDEA) to the EU in partnership with the European Youth Forum (TBC) and the Council of Europe, bases on the fact that many initiatives have been taken to facilitate intergenerational dialogue, but insufficient emphasis has, so far, been placed on the need for an inter-generational dialogue on democracy. Lead: M. Andrew Bradley Director of IDEA office to the EU A partnership with: Objectives: This WS will thus provide a platform to openly and informally exchange views on this issue, with the following specific objectives: Identify the main challenges of an inter-generational dialogue on democracy; Explore ways to facilitate the emergence of suitable environment and space for such a dialogue; Identify measures aiming at the promotion of the importance and need for an inter-generational dialogue on democracy; Explore avenues of enhancement for young people s participation and representation in political life in Europe & maximize their contribution to the building of sustainable democratic societies. Format: Participating MA students and young leaders will engage in conversations with a view to explore intersectional and comprehensive approaches to reinvigorate democracy by greater participation and representation of young people. To allow fro fruitful exchanges, background material and references will be provided to participants beforehand. Output: The conclusions of this WS will be pulled in the form of a joint statement which 2 summer school participants will be selected to present at the Council of Europe s World Forum for Democracy (WFD) held in Strasbourg (France) from the 7th to the 9th of November Said statement is expected to include recommendations on possible changes to the democratic system and policy measures to address the above mentioned issues the electoral process, participation, institutions, and governance. The WS as such is furthermore conceived as a Brussels based satellite event of the above mentioned WFD. Outcome Objectives: Maximize young people s participation in, and contribution to the building of sustainable, democratic societies; Address the intergenerational democratic deficit (young people becoming disenfranchised relative to older people); Address the opportunities and challenges that the inter-connected, globalized and constant changing environment hold for democratic functioning. Further contextual information provided by IDEA: Globally, one of the greatest challenges to democracy is how to address the expectations and needs of all citizens, and preserve their freedom and dignity while securing a sustainable future for generations to come. Democracy is fundamentally about people people s participation in democracy, and democracy delivering development and welfare for the people. The role of the citizen in improving the quality of democracy is fundamental, and all generations have an equal responsibility to participate and to be represented in a dialogue to support democracy that delivers for future generations. In consolidated and nascent democracies alike, the ability of democratic institutions to deliver development outcomes is a crucial determinant of citizen s long-term satisfaction with democracy. In all cases, responding to citizens aspirations of socio-economic welfare, good governance and stewardship of public funds requires that increased attention be paid to the design of transparent and accountable political institutions capable of delivering on sustainable development. Increasingly, people are losing trust in political parties and politicians cornerstones of traditional political processes. The obstacles to meaningful participation and representation are complex and sometimes contextualized - from a growing demographic imbalance and inter-generational values gap, to paternalistic and oligarchic systems where formal political structures are unwilling to share power and respond to the aspirations democratic renewal. In an inter-connected, inter-dependent and digitalized world, many innovative practices of democracy, often using new ICTs, are emerging. This leads to the question, Is democracy evolving enough to benefit from these innovative practices and respond to the needs and demands of citizens around the world? Democracy needs the participation of all citizens. This inclusive participation calls for an inter-generational dialogue on democracy, which could contribute to addressing the many challenges of democracy in a sustained and innovative manner. Globally, young people feel alienated from political processes due to various obstacles to meaningful participation and representation. The European Youth Forum stated in 2009 that, Young people can learn from the experience of older people, seniors can pass on their experience and share their knowledge with the younger generation, while the older generation can profit from the young people s knowledge and skills as well as from their energy and dynamic force. In many countries, steps have been taken to enforce the integration of inter-generational dialogue within social policies, which could contribute to the establishment of a new solidarity between generations. This can be further complemented by the establishment of a platform for dialogue on democracy between the younger and older generation that is necessary to develop inclusive transformative strategies and perspectives. 18 JOINT FINANCE WATCH & TAX JUSTICE NETWORK WS: BACKGROUND INFORMATION ABOUT THE HOST ORGANISATIONS The Tax Justice Network (TJN) loosely describes itself as a fast, flexible, expert-led, activist think tank. Their core mission is to change the weather on a wide range of issues related to tax, tax havens and financial globalisation, pushing for systemic change. In ENLIGHTEN terms, TJN is working on the slow-burning crisis of financial globalisation and large corporates exploiting tax optimisation. Changing public attitudes towards tax competition and transparency takes a generation, and one of its core objectives, the introduction of country-by-country reporting, is now becoming mainstream EU policy after more than a decade of advocacy work. Web: Finance Watch works to counter the lobby of the financial industry, through its own EU legislative advocacy work and by helping its 48 organisational members make their voice heard to EU decision-makers. It covers most of the EU s legislation to stabilize the financial sector following the fast-burning financial crisis, in addition to promoting an agenda to help the financial industry serve society, working on topics such as green finance and better consumer information. While widely recognized in Brussels as a powerful counterweight to the financial industry, most of their work remains oriented to the Brussels bubble, which is a handicap in the long run to develop campaigns at a national level.
