3 Request for Proposal (RFP) Ø Procure the services of a third-party evaluation team that will lead the development of the Evaluation Research Design, Implementation Study, RCT Impact Study, and Cost-Effectiveness Study in collaboration with SDWP and the National Evaluation Coordinator selected by the DOL for the Workforce Innovation Fund projects. Ø Terms of contract Eight month term: Feb. 1, 2015 Sept. 30, 2015 Based on the DOL acceptance and approval of the Evaluation Research Design plan, need, performance, and funding availability, this agreement will extend through September 30, 2019 for a total period of performance of 56 months.

6 San Diego Consortium Policy Board The Policy Board appoints Workforce Investment Board members and is responsible for overseeing WIA funding and policy development. San Diego Workforce Investment Board Federally mandated board which shared responsibility with the Policy Board for overseeing funding and policy development under the WIA Adult Programs Committee Provides oversight and direction to the Americas Job Centers of California and adult programs. Youth Council Oversees the design of local youth services and activities. San Diego Workforce Partnership Board of Directors Represents an array of San Diego s industries, Provides oversight of SDWP Operations. STEWARDSHIP Every funded program is approved through a strategic system of boards and committees. Section 2.4

8 Breaking Barriers in San Diego On September 29 th SDWP was awarded $6 million from DOL to replicate and extend a small pilot from Ramsey County, MN. The overarching research questions related to this program design include: Ø Are the effects identified in Ramsey County replicable amidst a larger sample size in a different county? Ø How are participants barriers to employment related to success in the program? Ø What types of outcomes can be expected when TANF recipients with a disability exemption receive the IPS model? Section 3.1

29 Cooling Off Period SDWP, the WIB and the Policy Board will not approve or contract with, and will reject any bid or proposal submitted by, an individual or entity who within the preceding twelve (12) months, was themselves or employs anyone who: Ø Is a current, dismissed, separated, or formerly employed person of the San Diego Workforce Partnership, Inc. and Was employed in any position(s) of substantial responsibility in the area of service to be performed by the contract; or Participated in any way in the negotiations, transactions, planning, arrangements, or any part of the decision making process relevant to the proposed contract/service agreement, or was or is employed in a role of substantial responsibility in the same general subject area as the proposed contract; or Is an owner, officer, principal, partner, or major shareholder of the proposed contractor.
