Background The 14-year Liberian civil conflict finally ended with the signing of the Comprehensive Peace Agreement (CPA) in Accra, Ghana, on August 18, The CPA, among other things, sanctioned the establishment of a truth commission as a means of initiating the process of transitional justice in the country. The Truth and Reconciliation Commission (TRC) was therefore created in 2005 to investigate the root causes of the conflict, catalog its atrocious attendants and proffer realistic recommendations conducive to fostering national healing, reconciliation and peaceful coexistence. 1

2 At the close of its three- year activities the TRC produced its final report in June The report set out various recommendations covering a wide range of issues. The National Palava Hut Program is one of said recommendations. The report defines the Palava Hut and its purpose and jurisdiction as follows: The Palava Hut is another form of justice and accountability mechanism with traditional orientation to foster national healing and reconciliation at the community and grass root levels creating the opportunity for dialogue and peace building. It requires that all perpetrators, their associates, warlords, financiers, organizers, activists; whether named or not in the TRC report but who have committed some wrong including assaults, destruction of property, forced displacement, looting, robbery, extortion, etc The purpose of the Palava Hut as noted in the TRC report is to afford anyone who has committed any wrongful act, whether knowingly or unknowingly against an individual or the state, to admit the wrongful act and seek pardon from the offended and people of Liberia through the Palava Hut. The report further states that The jurisdiction of the Palava Hut to render pardon shall be limited to lesser crimes only; provided that a recommendation from the Palava hut in favor of anyone accused of the commission of a high crime or gross human rights violations is made to the head of state or a court of competent jurisdiction. Accordingly, Anyone who has committed any wrongful act associated with the Liberian civil war, whether knowingly or unknowingly, against another individual or group, and refused to take advantage of the Palava Hut process, will be subject to public sanctions, lustrations, debarment from holding public office for life, criminal and civil prosecution in a court of competent jurisdiction, etc. The Palava Hut may adopt other traditional and informal mechanisms for justice and accountability including penalties and sanctions as local culture and traditions and customs may warrant. In concurrence with the TRC, the Strategic Roadmap for National Healing, Peacebuilding and Reconciliation, which is an overarching national policy framework for reconciliation and peacebuilding, incorporated the Palava Hut as a national priority. Both the TRC and the Roadmap designated the Independent National Commission on Human Rights (INCHR) to lead and coordinate the implementation of the Palava Hut. Consequently, the Community-based Truth Telling and Atonement Project emerged as a vehicle to drive the implementation of the Palava Hut. The project outcome is: Communities are reconciled and live in peaceful co-existence utilizing the Palava Hut system/approach to settle their differences. In support to Promoting National Reconciliation under the SMC, the UN Peacebuilding Fund (PBF) provided US$1,000, to jumpstart the Palava Hut Program. The Bureau of Crisis Prevention and Recovery (BCPR) of the United Nations Development Programme (UNDP) contributed US$308, to complement the PBF support. In the wisdom of the TRC, the Palava Hut, as a traditional justice and accountability institution operated by the various ethnic communities of the country for centuries, would help fast track the resolution of transitional justice grievances of lesser magnitude and not in transgression of the International 2

3 Humanitarian Law and the International Human Rights Law, by enabling local people to explore and utilize their unique traditional conflict resolution and peacebuilding mechanisms that ensure genuine reconciliation and peaceful coexistence in local communities. Notwithstanding its universality of existence in the country, the operation of the Palava Hut is specifically contextualized to the traditional and cultural variations of the country s ethnographic divisions. With the view of adopting an approach that integrates the specific palava hut contexts of the various ethnographic denominations, the project, which officially became operational in 2014, provided for an ethnographic study to identify the similarities, differences and other valuable aspects of the traditional palava hut systems across the country. The study resulted in the development of context-specific palava hut methodologies representative of the four linguistic stratifications of Liberia: Kwa, Mande, Mel and Settlers. These methodologies are the operative enablers of the conduct of the pilot Palava Hut hearings, the first of which were implemented in Tchien District, Grand Gedeh County and Voinjama District in Lofa County with a case- based of 354 witnesses (177 cases). 2. Documentation during the process Through these processes, the PMU had meticulously kept records through photographing and video recordings to preserve the narratives of the Palava Hut processes and achievements in their original forms as were in the local communities. These recordings included, 4,500 still photos, 1000 clips of interviews, 500 audio recordings, and 269 victims statements. Various participants including, local chiefs and zoes, women and youth leaders, facilitators, victim survivors and perpetrators, local county officials, and people in difficult circumstances. These recordings were made during the Ethnography Study, trainings, assessments, monitoring, restructuring of DPHC, psychosocial support counselling (with consent), hearings and the dedication of the Du port Road Community Memorial. 3. Project Needs As the Pilot Palava Hut Project comes to an end in September 2017, it is the desire of the project to produce: A full high quality documentary (HD 380 mhz) of 90 minutes, cataloguing all activities in their original forms Achieve 1000 photos and produce copies on 20 pieces of 16 GB memory USB. Achieve in its original forms, 500 clips of audio recordings and produce 20 pieces of 16 GB memory USB Document and achieve 269 victim statements and forms 3

Duties and Responsibilities: Under the direct supervision of the Programme Manager, the Individual contractor will be responsible for the following: Strategic Planning and Coordination Full high quality documentary (HD 380 mhz) of 90 minutes, cataloguing all activities in their original forms Achieve 1000 photos and produce copies on 20 pieces of 16 GB memory USB. Achieve in its original forms, 500 clips of audio recordings and produce 20 pieces of 16 GB memory USB Document and achieve 269 victim statements and forms Programme Management Provide original 4,500 still photos, Provide 1000 clips of interviews, Provide 500 audio recordings, and And provide 269 victims statement forms Donor Liaison and Resource Mobilisation The United Nations Development Programme will provide funding for this intervention to the logical conclusion. 5. Impact/Results Archiving of the Pilot Palava Hut documents proves unique opportunity to researchers, academia, students, and all interested to conduct research on the remains of the project. It will provide guide to the development of future project by learning lessons from the past 7. Documents to be included when submitting the proposal Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Financial proposal 2. 6 10. Financial Proposal The financial proposal shall specify a daily all-inclusive fee. Payments will be made to the Individual Consultant based on specific and measurable deliverables as specified in the TOR upon completion of all deliverables.
