4 3 Foreword Dear members of the RFPJ fraternity, We thank you for completing the year In this year, we experienced multiple challenges and opportunities. As peace actors at different levels in the Rwenzori region, we continue to operate in an environment punctuated by geo-ethno-political violence and conflict. Some of these incidents of violence and conflict stem from deep-seated historical social, political and economic injustices. Practically speaking, finding solutions to these historical and contemporary forms of violence and conflict in our Rwenzori region will require a multifaceted and long process of engagement with government and non-government actors from village to national level. As RFPJ, we strive to do our part. We work with other actors in political, social and economic spheres as allies and partners. We strive to galvanize others and build synergies for non-violence and peace. In this effort, we achieve what we can and continue striving to achieve more. This is our unending journey towards peace and nonviolence. In a special way, we thank our partners who have supported us in We thank the Democratic Governance Facility (DGF), the National Democratic Institute (NDI), Uganda National NGO Forum (UNNGOF), the United States Agency for International Development (USAID) and International Alert for partnering with us to further nonviolence and peace in the Rwenzori region. 5 4 About RFPJ Peace building and human rights organizations in the Rwenzori region founded RFPJ in 2002 as a platform for collective promotion of peace, justice and human rights. With a current national mandate, the forum has since its establishment sought to build an infrastructure that supports Violence Prevention, Conflict Transformation and Sustainable Peace. RFPJ s core business revolves around four interlinked areas; Engaging citizens, government, NGOs, Private sector and Development partners in violence prevention, conflict transformation and sustainable peace building in the Rwenzori region and beyond. Building Capacity of; members, partners and other stakeholders in violence prevention, conflict transformation and sustainable peace building. Lobbying and advocating on issues of non-violence and sustainable peace. Researching, documenting and disseminating information on non-violence and sustainable peace. RFPJ Vision: A peaceful society where there is observance of equal rights and harmonious co existence for sustainable development in the Rwenzori Region, Albertine Grabben and other parts of Uganda. RFPJ Mission: To strengthen violence prevention and peace building processes in the Rwenzori Region, Albertine Grabben and other parts of Uganda.

6 5 THE 2015 ENVIRONMENT UNDER WHICH RFPJ OPERATED 2015 came with both challenges and opportunities to RFPJ mandate. Challenges manifested themselves in multiple ways within the economic and geo-ethno-political landscapes that continued to characterize the Rwenzori region in These landscapes can best be described under four interwoven thematic areas; 1. Politics and Economics Land conflicts The 2015 RFPJ and Kabarole Research and Resource Centre (KRC) research on land, revealed the existence of intractable land conflicts in the Rwenzori region. During the 2015 study, all Resident District Commissioners in the Rwenzori region noted that 60% of complaints received in their offices in 2015 were land-related. Similarly, 88.5% of cases before the Magistrates Court of Fort Portal at Kyenjojo, at the time of the study were land-related. Both the 2012 RFPJ and KRC study on conflicts in the Rwenzori region and 2015 RFPJ and KRC research on land situate and conflicts in the phenomena of land scarcity in face of a fast growing population in the region and the real and/or perceived increment in land value due to oil prospects in the Albertine region. Associated with land scarcity and population explosion as causes of land conflicts, the statistical abstract by the Ministry of Lands, Housing and Urban development (Vol. 1, 2010) reveals that in the whole of western region, individual land registration is only estimated at 1.6%. This non-registration of land resource makes land less valuable, facilitates land conflicts and complicates the establishment of legal ownership whenever contestations araise. Population pressure According National Population and Housing Census (2014), Uganda s population stands at 34.9 million people with a growth rate of 3.03 percent. Further, the 7 districts of the Rwenzori Region have a total population of 2,589,652 with Kasese district accommodating 27% of this population and ranking the 5th most populated district in Uganda by population size. Given the fact that over 80 percent of the people in the Rwenzori region depend on agriculture for their livelihood, a bigger population resulted into incidents of exertion of insurmountable pressure on land resource and cases of encroachment on gazetted lands. Youth and conflicts 2015 witnessed growing youth involvement in acts of ethno-political violence and criminality due to low opportunity cost to violence as a result of high levels of Un and underemployment and lack of employable skills. The region has different youth groups that have within varying degrees been associated with violence and conflict. These include youth wings under cultural institutions, political party youth leagues, crime preventers, bodaboda operators and other youth groups that have within varying degrees been associated with violence and conflict. Politics and Ethnicity Ethnic cosmopolitism Rwenzori region remains ethnically cosmopolitan and different ethno-political actors continued to manipulate this cosmopolitanism to achieve chauvinistic political, social, economic and cultural goals and objectives. Further, the question of minority rights continues to gain momentum and yet the central government and cultural institutions have not adequately paid attention to this question. Some ethnic groups claim social, political and economic marginalisation by other ethnic groups advantaged by history, politics, natural resources and other opportunities. Ethnic groups that claim marginalisation include; Basongora, Banyabindi, Bakyingwe, Bagabo in Kasese district and Bakonzo in Bundibugyo district. Inter and intra-cultural institution conflicts The recognition of pre-1993 cultural institutions and formation of new ones continued to stir ethno-political tensions in the region in To date, cultural institutions continue to attempt to create exclusive geo-cultural spaces and assume executive and administrative powers they do not hold as per Article 246 of the 1995 Uganda Constitution and the 2011 Institution of Traditional or Cultural Leaders Act. The consequent outcome of this attempt has been the surge of tensions between and among the three formally recognised cultural institutions of Obusinga Bwa Rwenzururu (OBR), Obukama Bwa Toro and Obudhingiya Bwa Bwamba (OBB). Further, either by design or by accident, political actors have infiltrated cultural institutions and are attempting to use these institutions to instigate ethno-political tensions for personal economic, electoral and ethno-political leverage. In February, 2015, Toro Kingdom experienced and internal revolt led by Prince David Kijanangoma, the cousin to King Oyo. Prince David, with support from some members of the royal family, royal clan and other Toro Kingdom stakeholders declared himself King of Toro, accusing King Oyo of failing to effectively lead his Kingdom. Prince David s revolt has since then divided Toro kingdom s subjects across political, religious and social divide and may gradually affect the institution s reputation and capacity to contribute to peace and cultural harmony. Cultural groups in the region heightened up their demand for the state to recognise their cultural institutions. These include the Basongora and Banyabindi cultural groups which have established their own cultural institutions outside of the 2011 Institution of Traditional and Cultural Leaders Act. Delayed state recognition of these institutions and lack of local consensus on this recognition have occasionally resulted into inter-ethnic tensions and violence.

8 7 3. Governance, violence and conflict Demand for the creation of new administrative units In 2015, there was a continued demand for new administrative units. This demand remains partly hinged on the desire by certain groups perceiving themselves to be marginalised by existing local governments to liberate themselves from this real and/ or perceived marginalisation. The demand for these units largely hinges on the hope that new units will address the vice of marginalisation and spur effective and equitable service delivery. In both Kasese and Bundibugyo districts, demand for new districts has taken ethnic undertones and there is still lack of consensus on the creation of some proposed districts party primary elections Though Uganda embraced multiparty democracy more than 10 years ago, levels of political tolerance, inter and intra-political party cohesion and accountability remain wanting. The year 2015 saw the start of active electoral processes with several political parties heightening preparations for participation in 2016 general elections. Several political parties identified presidential candidates to participate in 2016 general elections; others formed coalitions such as The Democratic Alliance (TDA), while some political parties organized primary elections to identify candidates to represent them in different positions in the 2016 elections. Specifically, the NRM intra-party primary elections in 2015 in the Rwenzori region were by and large marred by allegations of vote rigging and buying, missing names in the party register, non delivery of ballots at some polling stations, sectarian violence and use of foul language. 4. Outstanding injustices Rwenzori region has since colonial times experienced geo-ethno-political violence. Notable conflicts that have characterised the region include; the Abayola rebellion (1917), the National Army for the Liberation of Uganda (NALU, 1988), the Rwenzururu rebellion (1962) and the Allied Democratic Forces war (ADF, 1996 and the following years). The government is yet to adequately address some of the injustices and costs acruing from these conflicts like displacement of people, loss of lives and property as well as physical and psychological harm inflicted on direct and indirect victims of these conflicts. The year 2015 did not witness noticeable effort by government to address recommendations contained in the 2005 Kajura report meant to address some of the outstanding historical injustices in the Rwenzori region. Amidst these injustices, different groups in the region have continued to manipulate historical events in the region to create ethno-political leverage over others and rekindle past differences, conflicts and violence.

9 8 INTERVENTIONS IN 2015 In the year 2015, RFPJ undertook a series of interventions with various actors and partners to further the cause of non-violence and sustainable peace in the region. These include; Intervention One: Strengthening Conflict Prevention and Transformation Mechanisms Project in the Rwenzori Region In 2015, RFPJ continued to implement the above project that started in March 2014 and is destined to end in June This project hinged on two comprehensive peace and conflict studies in the Rwenzori region that RFPJ and KRC undertook in 2007 and in 2012 and covers five districts of Kasese, Bundibugyo, Kyenjojo, Ntoroko and Kabarole. Supported by the Democratic Governance Facility (DGF), interventions under this project seek to enhance local capacities for violence prevention, peace building and peaceful conflict management through skills enhancement, attitude change, action-oriented knowledge generation and horizontal and vertical synergy building. Intervention Two: Women and Youth Governance and Development Project In February 2015, RFPJ with support from Uganda National NGO Forum (UNNGOF) in partnership with National Democratic Institute (NDI) embarked on a one year Women and Youth in Governance and Development Project. The project covered the two districts of Kabarole and Kamwenge and was funded by the United States Agency for International Development through the Political Competition and Consensus Building Program. Two main aims of the project were to; contribute to short and long-term peace by identifying impediments to women and youth participation in and benefit from governance and development processes and; contribute towards efforts that seek to address these impediments. Particularly, the project sought to; a) Aggregate needs and interests of women and the youth in target districts in areas of governance and development. b) Use aggregated needs and interests to develop women and youth governance and development agendas. c) Initiate, strengthen and consolidate advocacy efforts to further interests of women and youth in governance and development processes. Intervention Three: Youth for Peace Actions Under the youth for peace actions, RFPJ in partnership with International Alert galvanized youth leaders in political leadership and other youth groups from the three cultural institutions of Obusinga Bwa Rwenzururu (OBR), Obudhingiya Bwa Bwamba (OBB) and Toro Kingdom. In galvanizing the youth, RFPJ and International Alert sought to achieve two main objectives. First, snatch the youth from occasions of violence that have sporadically characterized the Rwenzori 4 Protracted contestations between groups opposed to and those in favor of the recognition of OBR triggered the Government establishment of a ministerial committee headed by Rt. Hon. Henry Muganwa Kajura on April 2nd 2015 to internalize issues surrounding OBR. 10 9 region and; strengthen the positive role of the youth in violence prevention and peace building. In all interactions with the youth, RFPJ and International Alert brought on board elders and media houses to complement the positive role of youth in violence prevention and peace building. Intervention Four: Coordination and synergy building for peace and non-violence Within its mandate of coordinating stakeholders in enterprises of peace and non-violence, RFPJ rallied her member organizations, partners, cultural institutions and other individual and group stakeholders to further the cause of peace, non-violence and justice. ACHIEVEMENTS IN 2015 KEY HIGHLIGHTS Achievements under intervention one 1. Strengthened capacity of 300 peace actors in conflict management RFPJ in partnership with KRC trained 300 Peace Actors identified in 2014 under intervention one. RFPJ trained peace actors in Alternative to Dispute Resolution (ADR), Alternative to Violence Practices (AVP) and Conflict Sensitivity. RFPJ trained peace actors in the 5 districts of Kabarole, Kasese, Kyenjojo, Bundibugyo and Ntoroko. Using skills attained, peace actors were able to successfully conduct over 200 mediation activities at village levels and orient other community members on ADR and AVP. 11 10 2. Youth peace camps RFPJ continued to place the youth at the centre of violence prevention and peace building. This placement hinges on the indomitable conviction that the youth who constitute 78% of Uganda s population (UBOS, 2014) are an ambivalent force to further peace or conflict. Through youth camps, young people have continued to prove their potential to be better agents of peace and non-violence. On 25th and 26th June, 2015, RFPJ conducted a youth camp at Kinyamasika Major Seminary in Fort Portal. In this camp, the youth reflected on peace and nonviolence in the Rwenzori region and recommitted themselves to peace and nonviolence amidst political and social diversities. 3. Commemorating the international day of peace RFPJ and KRC declared a peace week from September 14th, 2015 to September 21st, 2015 that culminated into the commemoration of the Annual Peace Day on September 21st 2015 at Boma grounds in Bundibugyo district. Within the peace week, RFPJ conducted a host of activities such as holding radio programs, running recorded radio messages of eminent persons and radio jingos, conducting dialogue meetings with political leaders in Ntoroko district, presenting views to the presidential committee on intra-toro kingdom cultural impasse, planting 7 peace trees in Bundibugyo district and running a joint CSO pace press statement in the New vision of September 21st, The peace week and eventual peace day commemoration created platforms for over 1000 people from political, economic and cultural divided to reflect and dialogue on matters of peace and non-violence. Stakeholders in the peace week included; peace actors, media activists, security agencies, primary and secondary schools, political and religious leaders, cultural leaders, eminent persons and at least 7 CSOs including Ride Africa, Toro Development Network, Association of Human Rights Organizations, KRC, PETURA, Amnet-R and Save the Children. 12 11 4. Information sharing on non-violence and peace RFPJ developed and shared several messages on non-violence and peace with members of the public using print and radio platforms. In sharing these messages, RFPJ sought to advocate for non-violence and peace, induce attitude change and trigger public reflections and discussions on issues of non-violence and peace. RFPJ shared print messages in the new vision with all 7 local governments in the Rwenzori region and three cultural institutions of OBR, OBB and Toro Kingdom as one way of popularizing peace messages. Contents of print messages revitalized multi-stakeholder interest in enterprises of peace and nonviolence reflected in continued reference to these print messages by local governments, security agencies and cultural institutions during subsequent RFPJ peace activities in the Rwenzori region. Further, running joint media statements by RFPJ and her partners not only demonstrated a case of synergy building between and among several stakeholders in the region, but also triggered further joint discussions and collaboration in subsequent peace activities especially conducting dialogue meetings and running radio talk shows to influence public opinions on peace and nonviolence.

13 12 Publications of 2015 by RFPJ and some of her partners were shared in Uganda s Dailies i. Drama series RFPJ developed and ran drama series on KRC FM in Kabarole district, Kyenjojo Development FM in Kyenjojo district, Guide radio and Messiah FM in Kasese district, Development FM and UBC radio in Bundibugyo district. RFPJ partnered with local peace actors namely Bandimagwara drama group in Bundibugyo district, Mali Mali group and ACANI drama groups in Kabarole district to develop context-specific drama series and also inspire local activism in areas of non-violence and peace. RFPJ ran Runyakitara messages in Kabarole and Kyenjojo districts, Lwamba/Lubwisi messages in Bundibugyo district and Lukhonzo messages in Bundibugyo, Kasese and Kabarole districts. In addition to drama series, peace building voices from eminent persons were also recorded and run over the radio in the year Drama series had substantial effect on influencing local perceptions on non-violence and peace. The 2015 DGF funded external evaluation report on the Strengthening Conflict Prevention and Transformation Mechanisms Project established firsthand from communities in the project area compliments on the positive effect drama series had on influencing their attitude towards non-violence and peace. 7 ACANI stands for;aids Counseling and Awareness Network Initiate (ACANI)

14 13 ii. Peace magazines and posters To further democratize information sharing on non-violence and peace, RFPJ spearheaded the production of print magazines code-named Pen for Peace Magazines. Magazines provided a platform for diverse people to share views, opinions, ideas and information on a wide range of subjects in areas of non-violence and peace. RFPJ produced and shared 366 copies of magazines across the Rwenzori region. Importantly, children from over 10 schools in the Rwenzori region got a chance to share their ideas on peace and nonviolence in the first volume of the magazine. Amplifying children s voice in violence prevention and peace building invigorated the role of children and schools in supporting the cause of peace and nonviolence and also strengthened RFPJ s renewed focus on increasing young people s participation in building sustainable peace. In addition RFPJ produced 2,717 peace building posters in four languages of Rutoro, Lwamba, Lubwisi and English and shared these posters across the region. 15 14 Achievements under intervention two 1. Developing Women and Youth Development and Governance Agendas; RFPJ took lead in developing women and youth agendas for Kabarole and Kamwenge districts for the years Being first of their kind in target districts, women and youth agendas helped aggregate needs and interests of women and youth from village to district level. These agendas constitute minimum advocacy packages that contribute to the achievement of gender justice in governance and --development processes. As advocacy packages, these agendas will continue to inform multi-level and multi-stakeholder interventions in the Rwenzori region towards youth and women interests in development and governance for the next five years. Launching Women and Youth Development and Governance Agendas Women and youth agendas were simultaneously launched in Kabarole and Kamwenge districts on December 21st and 22nd 2015 respectively. A cross section of leaders such as women and youth representatives from the sub county and district level, district council and executive members, district women council executive members, Resident District Commissioners and RFPJ Board and NDI representatives. The launching events helped popularize the women and youth agendas and generate post-women and youth agenda commitments and implementation action plans in each district. Achievements under intervention three 1. Development of the Rwenzori regional youth violence prevention and peace building agenda: Building on October/November 2014 consultations with the youth, RFPJ and International Alert undertook a consultative process with the youth and other stakeholders to develop a three-year Rwenzori regional youth violence prevention and peace building agenda. In this consultative process, RFPJ and International Alert supported a youth convention from February 12th to 13th, 2015 at Karambi Sub-County headquarters in Kabarole District and another regional youth convention from February 13th to 14th, 2015 at Lisieux Hotel in Fort Portal. These conventions brought together district political youth leaders and leaders from youth wings of three cultural institutions of OBR, OBB and Toro Kingdom. Specifically, the consultative meeting at Lisieux hotel was also graced by youth leaders from northern Uganda, particularly from West Nile, Acholi and Karamoja, to share ideas drawn from their own post-war experiences on how the youth can contribute to the culture of non-violence and peace.

17 16 At the apex of consultations, RFPJ and Alert convened a tripartite meeting of three prime ministers of the three cultural institutions of OBR, OBB and Toro Kingdom. The meeting was held from February 19th to 20th 2015 at Crane Resort Hotel, Ishaka, Bushenyi District and each of the three prime ministers was accompanied by their ministers in charge of youth, culture and security. The meeting gave its input into the agenda and enriched the process of its development. The youth agenda helped generate challenges that drive the youth into occasions of violence. Notably, the agenda has helped provide a benchmark for short and long-term interventions to guide regional violence prevention and peace building work that is sensitive to the needs, interests and challenges of the youth. 18 17 PLANS FOR Strategic plan development process RFPJ will review her current strategic plan and develop strategic interventions for In this process, RFPJ will consult various partners and stakeholders within the Rwenzori region and at national level. 2. Implementing the women and youth governance and development agendas; RFPJ will kick-start a process of cascading the implementation of the women and youth agendas. In this implementation, RFPJ will strengthen existing and establish new partnerships with CSOs, Government and other development partners in the implementation of these agendas. 3. Launching the Rwenzori regional youth violence prevention and peace building agenda; RFPJ will officially launch this agenda in April 2015 in Bundibugyo district. The launch will help popularize the agenda and also mobilize different stakeholders including cultural institutions, youth groups, local governments, security agencies and CSOs towards the implementation of this agenda. 4. Conducting RFPJ Board elections The tenure of the current Board expires in March RFPJ plans to hold an annual General Assembly within March to elect a new Board and also deliberate on other RFPJ businesses. 5. Mapping out more partners and members In addition to existing partners and members, RFPJ will map out more partners and members relevant to changing and emerging violence prevention and peace building landscape in the Rwenzori region and in Uganda in general. Wider membership and partnership will facilitate the mobilization and assembling of a critical mass of peace actors to prevent vices of violence and conflict and also respond to these vices whenever they occur. 6. Fundraising RFPJ will intensify her fundraising and resource mobilization efforts to support her violence prevention and peace building mandate.
