4 Sub-Working Group on non-state actors Established October 2015 by the Council s Open- Ended Working Group on Terrorism (OEWG-T) Mandate: examine further the OPCW s contribution to global antiterrorist efforts, etc. (EC-XXVII/DEC.5, 7 Dec. 2001) 4 of 14

6 Legal Accountability National legislation under Article VII clearly addresses the threat of chemical terrorism Criminalize CWC prohibited activities (i.e. stockpiling, developing, acquiring, etc.) in all 192 States Parties No legal gaps for terrorists to enjoy freedom of impunity 6 of 14

7 Legal Accountability 1. Questionnaire States Parties specific measures e.g. linking CW use to terrorism so a wide set of offences can be prosecuted, e.g. attempt, recruiting, training, etc. Database of implementation measures 7 of 14
