1 THE MP BULLETIN Oct.-Nov Volume 13 A monthly publication of Directorate of Public Relations Government of Madhya Pradesh mpinfo.org - A Gateway to Madhya Pradesh INTERNATIONAL SENIOR CITIZENS' DAY President Shri Mukherjee Presents Vayoshreshth Samman-2013 to Madhya Pradesh The President Shri Pranab Mukherjee presented the Best State Award to Madhya Pradesh on International Senior Citizens' Day for effective implementation of Maintenance of Parents and Senior Citizens' Welfare Act-2007 and providing facilities and services to senior citizens. Union Social Justice and Empowerment Minister Km. Shailja was present at the award giving ceremony at New Delhi. Madhya Pradesh has implemented Maintenance of Parents and Senior Citizens' Welfare Act-2007 in letter and spirit. It framed rules in 2009 for the purpose. For this, 352 subdivisional authorities headed by Sub Divisional Magistrates and 50 Appellate Authorities headed by district collectors were constituted. It helped speedier disposal of cases. Old age homes are functioning excellently. A number of welfare activities have been launched for the senior citizens. For instance senior citizens are honoured with cash amount of Rs and shawl when they attain 100 years of age. An open forum - Panchayat of senior citizens' was held to draw out strategies for welfare of senior citizens incorporating their suggestions and insights. There is a provision of strict action against those found negligent about their aged parents. Under the Act, a person not taking care of his aged parents may have to give allowance of upto Rs maintenance per month. There is also a provision of three months' imprisonment in case of violation. It is noteworthy that the Union Government enacted Maintenance of Parents and Senior Citizens' Welfare Act to protect parents against abandonment and ensure their well being. 2 Editorial A Future State Madhya Pradesh is passing through an unprecended phase of time. People are supreme in a democracy. Their judgement is unquestionable. Their wisdom is final. They are the supreme judge of governent's performance. December 8, 2013 will be the judgement day. Regardless of political victories, ultimately people are the winners. Meanwhile Madhya Pradesh has all the reason to go for celebrations. The Foundation Day on November 1 is a historic day. Let us be proud of being in Madhya Pradesh. It has come a long way passing through turbulant times. It has a chequered history and glorious past. Madhya Pradesh is a Future State - It is a land of countless opportunities. Though, farm sector is the backbone of state's economy. Other sectors too are growing faster. The natural resources in abundance serve as life force for its farm-based economy. Diverse crops, soil types and climate are unique features of state's agriculture. The opportunities in all sectors outsize the geographical size of 3,08,252 square kms. Madhya Pradesh moderates the climate and water regime of the whole peninsular India. It is a watershed feeding all rivers journeying North, East, South and the West. The forests occupy percent of total geographical area and 11.4 percent of state's total forest area is covered by 09 national parks and 25 sanctuaries. The heavenly wilderness charms everyone. Madhya Pradesh has unique neighbourhood. The socio-economic relationship with the surrounding states keeps on building up. Fast improving surface and air connectivity make it the most favoured State. The evolving culture of e-governance, construction of IT parks, academic and professional institutes, world famous tourism sites peace and harmony and many more things brighten the future of Madhya Pradesh. The peace loving citzens of the state have kept alive the tradition of religious harmony. Let us resolve to contribute our best to re-building Madhya Pradesh into a Prosperous, Healthier and Powerful State. The Madhya Pradesh Foundation Day reminds us of our duties and role. Let us join hands to re-build Madhya Pradesh. Rakesh Shrivastava...from page The parents unable to take care of themselves from their income or property have the right to seek maintenance from their children. This law exists in Madhya Pradesh as Maintenance of Parents and Senior Citizens' Welfare Rules An Appellate Authority can order upto Rs maintenance per month allowance. Abandonment or neglect of senior citizens has been made a cognizable offence. There is a provision of awarding Rs as fine or three months' imprisonment or both. Social Justice Department in Madhya Pradesh has appointed Maintenance Officers in all districts to assist authorities and appellate authorities. Superintendents of Police have been entrusted responsibility to protect senior citizens' property. Welfare programmes for senior citizens have been implemented in an effective manner in the state. Madhya Pradesh is regarded as one of the best states where facilities and services have been provided to senior citizens in an effective manner. As many as 271 cases have been registered under the Act during last 2 years of which 128 cases have been disposed of. Dispensaries are being run in tribal areas through Public Health & Family Welfare Department. Special treatment facility is available for senior citizens in government hospitals. They also get free treatment. There - 2 -

3 are 58 old age homes in the state. Of these, 10 new old age homes and 4 day-care centres have been started during the last 10 years. Maintenance allowance of senior citizens living in old age homes has been increased from Rs. 500 to Rs per month from April 30, Besides, old age pension is being provided to 14 lakh 67 thousand 654 senior citizens of 60 to 79 years of age. Care-givers' training programmes are being conducted with national-level institution Helpage India. Commission for Welfare of Senior Citizens was constituted on February 5, So far, 271 senior citizens attaining 100 years of age have been honoured under the programme called Shatayu Samman. Over one lakh senior citizens have visited various centres of pilgrimage on state government's expenses under the C.M. Scheme for Pilgrimage launched in June Madhya Pradesh Celebrates Foundation Day M adhya Pradesh Foundation Day was celebrated on November 1. A series of cultural programmes across the state with enthusiastic participation by people at large were held to mark the occasion. The collectors unfurled National Flag at their respective district headquarters. Cultural programmes were organized with spectacular chorus of Madhya Pradesh Gaan. The Chief Minister Shri Shivraj Singh Chouhan urged people to extend best cooperation in development of Madhya Pradesh. Greeting people on Madhya Pradesh' Foundation Day, the Chief Minister said that when we listen to Vande Matram, country's glorious past comes alive. We will have to re-build India into a prosperous and powerful nation. Madhya Pradesh is the heartland of India. The state was carved in Shri Chouhan expressed gratitude to all those who contributed to development of Madhya Pradesh. Governor for a long-term policy to brighten State's future Addressing a function on Madhya Pradesh Foundation Day, the Governor Shri Ram Naresh Yadav called for chalking out a long-term policy to brighten state's future. All sections of society will have to work collectively with firm conviction. Shri Yadav said that Madhya Pradesh is richly gifted with natural resources. It should be properly and carefully conserved and judiciously harnessed. Governor Shri Yadav said that continuous progress is needed in industry, agriculture, business and education sectors. He said that the state is making progress year by year. Satisfactory results are being witnessed. He stressed the need for concrete measures for education management, proper health arrangements and basic infrastructure. The Governor said that history of Madhya Pradesh is glorious. Peace, unity and equality stay on in this land

4 Madhya Pradesh Records Highest Ever Voters' Turn Out th Madhya Pradesh set a new record of percent polling in the election for 14 Vidhan Sabha. It is highest poll percentage in 57-year-old electoral history. Women and young voters enthusiastically participated in the election process. The voting percentage was Of this, % males and % female exercised their franchise. As many as 2 lakh 21 thousand 45 officers and employees and service voters exercised franchise through postal ballots. Of 4 crore 66 lakh 9 thousand 24 voters in the state, 3 crore 37 lakh 8 thousand and 643 exercised their voting right. Of these, 3 crore 34 lakh 87 thousand 598 voters cast their votes through EVMs. Maximum % polling was registered in Chhindwara district and minimum % in Alirajpur district. 5 Shri Anthony J.C. de Sa is New Chief Secretary Shri Anthony J.C. de Sa assumed office as new Chief Secretary of Madhya Pradesh on October 1, Shri de Sa was born on October 9, 1956 at Bhusawal in Maharashtra. He was educated in Mumbai University and obtained master's degree from Harvard University, USA. A 1980-batch IAS officer, Shri Anthony J.C. de Sa has served on many key positions. As Additional Chief Secretary he served important departments like Food, Civil Supplies & Consumer Protection and Transport. Apart from being posted at Bilaspur and Jabalpur, he had also been Collector of Chhindwara. Shri de Sa also gave his services as Director in Union Ministry of Environment and Forests and Controller of Bhabha Atomic Research Centre, Mumbai. He also discharged responsibility as Joint Secretary in Union Commerce & Industries Ministry. Shri de Sa was posted at the United Nations Organisation for 5 years. Madhya Pradesh Day celebrated at International Trade Fair The Madhya Pradesh Day was celebrated at International Trade Fair at New Delhi. State's Chief Secretary Shri Anthony de Sa was the chief guest. Theme of this year's event was Inclusive Growth. MP Pavilion gets second prize in International Trade Fair Madhya Pradesh Pavilion, which was a replica of Sanchi Stupa at International Trade Fair-2013 at Pragati Maidan, New Delhi was judged second. The silver memento was presented to Madhya Pradesh by Union Minister for New and Renewable Energy Shri Farooq Abdullah. The prize was received on behalf of the state government by Managing Director of Madhya Pradesh Laghu Udyog Nigam Shri Anupam Rajan. Madhya Pradesh's Special Commissioner in New Delhi Shri Shailendra Singh and Resident Commissioner Shri I.C.P. Keshari were also present on the occasion

6 NEWS-WATCH No purchase tax on rice milling outside the state Paddy farmers to benefit The five percent purchase tax on rice milling and sale of rice outside the state has been withdrawn following instructions of the Chief Minister Shri Shivraj Singh Chouhan. The decision has been taken in view of record paddy production specially popularity and excessive production of Basmati rice in the state. Bumper paddy crop is expected this year too. Due to unavailability of adequate milling facility in the state, farmers of Madhya Pradesh have to bear purchase tax on rice milled outside the state. Five percent purchase tax is levied on purchase of paddy from the state by rice mills situated outside the state. Reviewing levying of purchase tax in the interest of state's paddy farmers, the Chief Minister Shri Chouhan had directed to withdraw it. This initiative will help the paddy farmers get competitive price of their produce. 10 percent DR sanctioned to pensioners The state government has sanctioned 10 percent dearness relief to pensioners and family pensioners with retrospective effect from July 1, With this, their pension relief has gone up to 90 percent. Dearness relief will also be given on additional pension payable to pensioners of 80 years of age or above. This order will also be applicable to superannuation, retiring invalid and compensatory pension. An employee who has been removed or dismissed from the service will be entitled for this dearness relief also on compassionate allowance. This dearness relief will also be given to family pensioners and extraordinary pensioners. The dearness relief on pension/family pension shall not be payable in cases where the pensioners/family pensioners are appointed/reappointed under the state government or autonomous institutions. If someone is employed at the time of death of spouse and had been given appointment on compassionate grounds, then he/she will be entitled for dearness allowance on payable family pension being provided on account of death of spouse. This relief on family pension shall not be payable in cases where a person on account of the death of the spouse has been appointed on compassionate grounds. Pensioners, who have commuted a part of their pension, shall be entitled for dearness relief on their original pension (pension before commutation). This order will also be applicable to all those retired government employees who have drawn lump sum amount on merger i n t o u n d e r t a k i n g s / a u t o n o m o u s i n s t i t u t i o n s, boards/corporations etc and who have become eligible for alternation of one third part of pension. Livestock and fish farming can help reduce dependence on agriculture The livestock and fish farming can reduce dependence on agriculture. This was stated by the Governor Shri Ram rd Naresh Yadav addressing the 3 convocation of Nanaji Deshmukh Veterinary Science University, Jabalpur. The Governor said that the young veterinary doctors will play an important role in making livestock keepers economically self-reliant. He said that Madhya Pradesh can become a developed state. Shri Yadav said that Nanaji Deshmukh worked hard throughout his life to provide employment to rural people. He described Madhya Pradesh as the state with largest population of bovine animals. Collectors asked to ensure strict compliance of Code of Conduct DEC Shri Vinod Zutshi for prompt action against Code violation Deputy Election Commissioner of India Shri Vinod Zutshi directed officers during review of election preparations of five divisions to ensure strict compliance of directives of Election Commission and model code of conduct. Shri Zutshi undertook division-wise review of election preparations discussing different aspects with Divisional Commissioners, IGs, DIGs, Collectors and SPs of Gwalior, Chambal, Sagar, Narmadapuram and Bhopal divisions. Shri Vinod Zutshi directed to study and implement the updated directives of the commission. He said that prompt action should be taken on complaints about violation of model code of conduct. Flying squads in districts should be activated for examining incidents of violation of code of conduct. Calendar of training of district presiding officers should be prepared. Before nomination process, one more round of training should be taken up for all returning officers and assistant returning officers so that they can be apprised of the latest Supreme Court decision and commission's directives regarding them. Shri Zutshi also directed to strictly enforce Prevention of defacement of Public Property Act. He informed that observers will soon reach districts and start work there. One General Observer will be appointed for every constituency. Similarly, One Expenses Observer will be appointed on every 2-3 constituencies. Police Observers will also be appointed in some districts. All of them will start arriving with the date of notification and will reach their respective areas till last date of nomination. Shri Vinod Zutshi sought information about officers having their postings at the same place for three years or at their home district. Such officers and employees should be immediately relieved with intimation to the Chief Electoral Officer and state government. He also held discussion with - 6 -

7 NEWS-WATCH collectors on complaints received in districts regarding violation of model code of conduct. He directed collectors to take a meeting of printers regarding printing of publicity material, apprise them about legal provisions and direct them to comply with them. Shri Zutshi advised collectors to shun all prejudices regarding political parties and hold regular meeting with them. He said that monitoring of election expenses should be done minutely. It should also be ascertained whether it is being used for bribing/enticing or not. He informed that for the first time, NOTA (None of the Above) button will be included in EVMs. He said that the commission has issued directives that candidates should fill up all columns of affidavit. Shri Zutshi also held discussions with officers on security arrangements at critical and sensitive polling booths and directed to chalk out an action plan for security there. He asked the offices to ensure concrete security arrangements in districts situated on inter-state border. He directed police officers to ensure better security at check-posts in all districts. Chief Electoral Officer Shri Jaideep Govind directed officers to ensure action on directives of the Election Commission. World Bank Supervision Mission reviews DPIP project The World Bank Supervision Mission reviewed the progress of works undertaken during last 4 years in the second phase of District Poverty Initiative Project. Led by the World Bank Task Team Leader Shri Kevin Crockford, the team held detailed discussions about Madhya Pradesh DPIP project's works, livelihood activities, innovations and important achievements. Shri Kevin Crockford said that this project is being implemented in various states of the country through the World Bank assistance. The results are very encouraging in Madhya Pradesh. The World Bank Supervision Mission team reviewed the progress of the second phase and held one-to-one discussions with State Project Coordinator and District Project Managers. Project Coordinator Shri L.M. Belwal informed that physical and financial targets have been successfully achieved following planned efforts. He informed that the project is being implemented in 4,580 villages in 53 development blocks. The World Bank Supervision Mission team members including Shri Michael Winston Davis, Shri Samik Sundardas, Shri Saumik Mitra, Sushri Mio Takada, Sushri Gitika, Sushri Papiya, Sushri Shruti Gaur and Shri Atin Rastogi also reviewed progress under different components. The World Bank team gave important suggestions for better implementation of DPIP project. The Coordinator Procurement Shri Raman Wadhwa gave a video presentation on project's major achievements. Model code of conduct strictly implemented in MP As many as 91 thousand 710 posters, banners, hoardings etc. have been removed in Madhya Pradesh following promulgation of model code of conduct in the wake of 2013 Assembly Election. These include wall writings also. This action is being taken under Prevention of defacement of Public Property Act under the leadership of district election officers. Implementing Prevention of defacement of Public Property Act strictly, 82 thousand 938 posters, banners etc have been removed. Under the action, 15 thousand 716 wall writings, 25 thousand 890 posters, 16 thousand 625 banners and 24 thousand 707 other materials have been removed. As many as 38 cases have also been registered regarding above-mentioned material from public property. Similarly, 1590 wall writings, 2277 posters, 1405 banners and 3500 other materials have also been removed from private property. All these things were put up without permission of owners of private buildings. It is noteworthy that all political parties have been asked under model code of conduct to direct their followers and volunteers not to use or paste banners, posters of any political party or candidate and write slogans on land, building, Ahata, wall etc. without permission of landlord. Nagpur's Shri Krishna Hridyalaya recognised for treatment The Madhya Pradesh Government has recognised Shri Krishna Hridyalaya and Critical Care Centre, Nagpur for treatment of Madhya Pradesh government officers, employees and their families. Heart surgery and multidisciplinary critical care will be included in this facility. The recognition has been granted for two years under Madhya Pradesh Civil Service (Medical Treatment) Rules st National Challengers Chess Championship Concludes Madhya Pradesh hosted the 51st National Challengers Chess Championship. The Chief Secretary Shri Anthony J.C. de Sa distributed prizes to 30 players for outstanding performance. Shri Tej Kumar M.M. of Railways won the championship by securing 11 points, Shri Ashwin Jairam of Tamil Nadu and Shri Akshat Khamparia of Madhya Pradesh secured the 3rd spot. Congratulating 282 players, who participated in the championship, the Chief Secretary wished them a bright future. Eight grand masters and 36 international masters also participated in the championship including players working in various institutions in Maharashtra, Odisha, Tamil Nadu, Andhra Pradesh, West Bengal etc. Director Sports Dr. Shailendra Shrivastava informed about activities. President of Commonwealth Chess Association Shri Bharat Singh Chauhan, Organising Committee's Secretary Shri Kapil Saxena and Shri Dharmendra Kumar were present

8 NEWS-WATCH South Sudan's delegation witnesses Assembly elections in MP A delegation of South Sudan witnessed processes and procedures of Vidhan Sabha elections in the state. The delegation was informed about election preparations. The delegation visited Bhopal collectorate where they were apprised of election preparations, functions of polling parties. The Sudanese delegation visited Raisen, Vidisha and Hoshangabad districts. In Mandla district, the delegation witnessed the electoral process, specially the process of randomisation. The delegation included National Election Commission of Sudan Paul Marriot Dat Agok, Anthony Ladu, Laurence Suluviya Ameen, John Dock Pock Paut and Laurence Deng Ault. Draft of permission condition on website Bhopal-based Central Branch of National Green Tribunal during hearing of Neel Choudhary vs Government case on October 25, 2013 had directed Town and Country Planning to prepare draft of conditions in the context of norms for planning etc of marriage gardens and Barat Ghars following discussions with all stakeholders. The draft for permission evolved after suggestions from stakeholders and in the light of prevalent rules can be viewed on the website of Town and Country Planning Tribal players win 7 gold medals in national competitions Tribal players of the state won 7 gold medals at various national-level competitions during the year. Besides, they have also won 6 silver and 4 bronze medals. As many as 203 players from the state have represented Madhya Pradesh in various national-level competitions. Tribal Welfare Department is running 22 sports complexes in the state where coaching in various sports is being imparted to tribal players. From this academic session, sports complexes have been opened at Indore, Khargone, Shahdol, Jabalpur and Sheopur where players are being coached in football, volleyball, handball, kho-kho, kabaddi and athletics. Facilities as per norms of Sports Authority of India are being provided at department's sports complexes. As many as 1500 players being coached at sports complexes came up with excellent performances in statelevel competitions last year. They won 189 gold, 165 silver and 107 bronze medals. Departments' team won 54 gold medals in state-level school sports competitions of football and hockey. This team will represent Madhya Pradesh at National Games in New Delhi. Justice Ajay Manikrao Khanwilkar sworn in as M.P. Chief Justice Justice Ajay Manikrao Khanwilkar was sworn in as the 22nd Chief Justice of Madhya Pradesh by Governor Shri Ram Naresh Yadav at Raj Bhavan. Justice Khanwilkar was earlier the Chief Justice of Himachal Pradesh and has also been a judge in the Bombay High Court. He was preceded by Justice Sharad Arvind Bobde who was elevated to the Supreme Court. Telemedicine Scheme launched in state Madhya Pradesh launched Telemedicine Scheme at AIIMS, Bhopal. Besides, Video-conferencing, Mobile Medicine facilities will also be available. Apart from state's 3 medical colleges at Bhopal, Gwalior and Jabalpur, district hospitals of Sidhi, Shahdol, Shajapur, Betul, Khargone, Mandsaur, Mandla, Balaghat, Jhabua and Sheopur Kalan have been linked with Telemedicine facility. Later, other districts will also be linked with it. Doctors in districts will be able to consult medical experts through Telemedicine facility about effective treatment of serious patients. At present, they have to consult medical experts of Delhi, Bhopal, Lucknow and Chandigarh for expert treatment. Besides, mobile medicine facility is also being provided. Patients can consult doctors over telephone and have a prescription for their treatment. Patients will be able to get free medicine by showing SMS of doctor's prescription on their mobile phone.
