1 York University Department of Political Science Course: AP/POLS (Fall 2013) European Union Location: MC 114 Prof: John Kannankulam Time: Tuesday 11:30-2:30 Office Hours: Tuesday 3:00-4:00 Office: YRT 710 Course Description: The European Union is the most advanced example of governance beyond the traditional nation-state in the world today. During a period of over fifty years, member states have gradually pooled and transferred elements of national sovereignty and power to new institutions. To this end, the member states have created new institutions, structures and policy mechanisms which play important roles in the regulation of economic and monetary policy, social policy and even foreign and defence policy. These institutions have come under increased scrutiny in recent months as the North American media has become increasingly interested in the Crisis of the Euro-zone. This course is designed to provide an introduction to the European Union and the politics of European integration. It examines the structures and processes of integration. We will pay particular attention to the reasons for integration and the way in which member states interact in the new political structures. In addition, we will address how Europeanisation is altering the policy structures and institutions of the member states. Finally we will consider the crisis of the Eurozone and the relations and ongoing challenges facing the member states of the EU. Course Aims: At the end of this course, students will: have an understanding of the basic mechanisms and functions of the European institutions understand the historical and current context of integration have a knowledge of the main theoretical debates (including critical and feminist approaches) have an understanding of the political economical background of the European integration process with special attention to the current Eurozone crisis be able to critically examine scholarly work on the European Union Assignments: Students must send me 2-3 short questions concerning the basic texts for each week to staatsprojekt@googl .com latest until Sunday midnight. These questions will help us to deal with your interest and problems and to structure our sessions. I will make an anonymous selection of your questions and will supply those to the group(s) that are making a short presentation/input for each session (based on the main reading) to

2 integrate them into the presentation. To coordinate this it is necessary to meet with me in my office at the Centre for German and European Studies on Mondays between a.m. with a prepared presentation. And finally I expect you to write a research essay based on our readings until the end of term. Attendance and Participation 20% (Quality of) Questions 10% Presentation 25% Research Essay 45% Grade Components: ATTENDANCE AND PARTICIPATION This course will be a combination of presentations and seminar discussions. There will be some weeks where we will divide the 3 hour time block into two, and discuss two different topics in one day. In those cases, there will be readings specific to each topic. Students are expected to have read the required material, to send their questions via e- mail and actively contribute to class discussions. Students will be graded on their attendance and participation in the seminars. Regular attendance does not ensure a passing participation grade! PRESENTATION The presentation is a short input of the basic reading s main arguments plus the integration of the questions. Thus, the presentation s aim is to structure our common discussion and the role of the input group is to moderate the session (with my help). RESEARCH ESSAY Topics for the final research paper are open but must be directly related to the course material. Students are encouraged to discuss their topic with me a few weeks before the essay due date. The research paper will be due on November 27. Late essays will be penalized with 2% per day and 5% per weekend. I will not accept papers later than 1 week after the due date. Topics and Readings: See below the outline.
