Torneo has extensive experience in policy analysis and research especially in the areas of migration, national and local governance reform, local governance, e-government, and corporate social responsibility. His papers have been published by the Philippine Political Science Journal, Asia-Pacific Social Science Review, Asian Politics & Policy, and International Journal of Technology, Policy, and Management among others. As a development practitioner, he has also provided technical support for and managed training and institutional capacity building programs and projects at the community, national, and international level. He has worked with a variety of grassroots, civil society, local government, national government agencies as well as institutions like the World Bank, UNDP, USAID, and WHO, among others. He teaches courses in research methods, quantitative political analysis, public policy, migration, and other development issues at the graduate and undergraduate levels.
