1 2.6. MEDITERRANEAN PROGRAMME The Mediterranean area concentrates some of the great political, economic, social and even religious tensions on the planet. It is, moreover, an essential priority for the foreign action of Catalonia, Spain and the EU as a whole. This Programme monitors and promotes research along three lines: (1) coexistence of frameworks of regional co-operation in the Mediterranean and in the Arab world; (2) security in the Mediterranean and the Arab world; and (3) processes of political change, democratisation and governability. All of this is done in close collaboration with public entities and, in particular, with the Spanish Ministries of Defence and Foreign Affairs and Co-operation. Part of the Programme's activity is carried out within the framework of EuroMeSCo, a network financed by the European Commission. The CIDOB Foundation participates in this network's organs of government and shares its research agenda: democracy and human rights, dynamics of integration, challenges for regional security, citizen security, regional initiatives and multilateralism. Added to this is the Programme's broader objective of strengthening Barcelona, Catalonia and Spain as poles of reflection, analysis and proposals on the Mediterranean, especially in the areas of politics and security. 2 RESEARCH CARRIED OUT LEARNING LESSONS FOR THE MEDITERRANEAN FROM THE SECURITY SECTOR REFORMS IN TURKEY AND SPAIN Eduard Soler, CIDOB Foundation; Débora Miralles, Head of Information, Patronat Català Pro Europa, Ümit Cizre, Lecturer, Bilkent University, Ankara, and Volkan Aytar, Co-ordinator of the TESEV Democratization Programme, Istanbul. Within the 2005/2006 research programme of the EuroMeSCo network, a research team was constituted between the CIDOB Foundation and the Turkish Economic and Social Studies Foundation (TESEV) to study and compare the reforms made in the security sector in Turkey and Spain. This project focuses, first of all, on analysing the role played by external actors, especially the EU, and domestic actors, such as political parties, the armed forces and civil society. Secondly, it shows that the EU has not yet developed a policy for promoting security reform in the Mediterranean and it lists some concrete projects in which this could be done. THE CRISIS OF THE CARICATURES Eduard Soler, CIDOB Foundation. The crisis of the caricatures, which arose after a Danish newspaper published some drawings of Mohammed, is an important event that led to two different research projects. First of all, and as a result of a request from the EuroMeSCo network, the Programme monitored how Spain experienced the crisis, how the media transmitted this episode and how the most relevant actors (political parties, immigrant groups, religious groups, etc.) positioned themselves. At the same time, it also studied the EU s reaction to this crisis, paying special attention to the coexistence of very different debates in its member countries, and it analysed the decision-making process during the crisis. By way of conclusion, it showed the lack of coherence with regard to sensitive issues in the international arena. CATALONIA S MEDITERRANEAN POLICY Esther Barbé, Professor of International Relations, Autonomous University of Barcelona, and Eduard Soler, CIDOB Foundation. The Ramses 2 research network, stemming from the European Commission s 6th framework programme, has asked Esther Barbé, Professor of International Relations at the UAB and Eduard Soler, the Co-ordinator of the CIDOB Foundation s Mediterranean Programme, to commission a study of the Catalan case within their working group on Mediterranean policies. This research project analyses the limits, motivations and instruments of Catalonia s Mediterranean policy, with the study of its priority areas of interest, its integration with the EU and the Spanish government and its evolution over the course of the past two decades. TURKEY S MEDITERRANEAN POLICY Eduard Soler, CIDOB Foundation. Over the course of the year, a study has been made on what the Turkish policy toward the countries of the Mediterranean basin is and its degree of coherence with the policy maintained by the EU in such areas as the Barcelona Process and the Arab- Israeli conflict. This research project, the results of which have been published and presented in different forums, concluded that although one can observe a growing Europeanisation of the Turkish policy toward the region, there is still much to be done in order to complete it. 49

MEDITERRANEAN PROGRAMME THE PROCESS OF PRIVATISATIONS IN MOROCCO Àngel García Ortiz, Lecturer in the Department Economics and Statistics, Florida Universitària, Valencia, and Josep María Jordán Galduf, Professor of Applied Economics, University of Valencia. The CIDOB Foundation has commissioned these two Valencian scholars to carry out a study on the process of privatisations in Morocco in the broader framework of its process of economic reform. The study is carried out from a historical perspective and analyses the motivations for and the obstacles to its implementation. It pays special attention to the role played by external agents, especially the EU. Thus, it analyses the way the economic reforms and, specifically, privatisations are posed in the Barcelona Process and the European Neighbourhood Policy. COMPATIBILITY AND OVERLAPPINGS BETWEEN THE EUROPEAN NEIGHBOURHOOD POLICY AND THE BARCELONA PROCESS Eduard Soler, CIDOB Foundation. The Barcelona Process and the European Neighbourhood Policy are two frameworks that can overlap each other in the Mediterranean region; for this reason, a research project was carried out on how the tasks of the two policies should be divided up in order to allow for their survival and, if possible, their strengthening, in order for the EU s foreign action to have greater effectiveness and coherence. The results of this research have been presented and published in different forums. SEMINARS RESEARCHING THE MEDITERRANEAN, A SPANISH-BRITISH MEETING OF EXPERTS ON THE MEDITERRANEAN AND ARAB STUDIES This meeting brought together Spanish and British researchers from different disciplines to discuss points in common but also areas of difference in the state of Mediterranean and Arab world studies in their respective countries. Among other issues, they debated what the added value of Arab studies today is and what kind of interaction is produced between the academic world, governments and the media. They also calibrated measures that promote the revitalisation of these kinds of studies and cooperation among scholars from different countries. Amman, Jordan GIVING IMPETUS TO DEMOCRACY, GOVERNANCE AND DIALOGUE IN THE MEDITERRANEAN AND THE MIDDLE EAST: SPANISH POLICIES In the Second World Congress for Middle Eastern Studies (WOCMES), two panels were presented in which analysis was made of Spain s policies with regard to democracy, governance and the fostering of dialogue in the Mediterranean and the Middle East. The first one dealt with the participation of the Spanish government in two multilateral initiatives: the Barcelona Process and the Alliance of Civilisations. The second one was devoted to the bilateral dimension and went beyond the actors in classical diplomacy. It analysed such diverse topics as police co-operation, the role of local administrations and the role of the foundations of political parties. MEDITERRANEAN PROGRAMME EUROMESCO SEMINAR ON ALGERIAN- MOROCCAN RELATIONS This seminar brought together experts and actors from different origins and disciplines to discuss the current state and the future of relations between Algeria and Morocco and Maghrebi integration. They discussed the causes of the poor state of these relations, the hindrances to improvement, the actors that could promote this improvement and the role that the international community could play, especially the European Union and its member countries. The objective of this first seminar was to create a discussion forum and to think about concrete aspects of action that could be developed in subsequent seminars. 6 5 th SEMINAR ON SECURITY AND DEFENCE IN THE MEDITERRANEAN This seminar, which is held annually in Barcelona, has the objective of creating propitious conditions for deep, sincere dialogue among government representatives, scholars and members of civil society from the two sides of the Mediterranean. This seminar is, therefore, a measure of trust in itself. Among the topics that were discussed in the 5th seminar were: the progress made in the Barcelona Process, the NATO Mediterranean Dialogue, 5+5, the ESDP and the Alliance of Civilisations; practical co-operation experiences and challenges to security in the region, such as energy, migrations and governance. 7 2.6. MEDITERRANEAN PROGRAMME LECTURES AND DEBATES ELECTIONS IN PALESTINE: ANALYSIS OF RESULTS This round table took place a few days after the Palestinian legislative election. It dealt with the Palestinian political and electoral system, it looked at the development and transparency of the election, and, finally, it evaluated the results of the election. Thus, participants discussed the principal reasons for the Hamas victory, how this could influence the conflict and peace process and what the reaction of the international community would be. The participants, logically, commented on the results of the election and the scenarios for pacts and governing in the always complicated Israeli parliamentary system. They also dealt extensively with the significance of the Kadima party s bursting onto the scene, they examined its sociological foundation and its political future, and, of course, they analysed what effect its victory could have on the unstable situation in the Near East. MEDITERRANEAN PROGRAMME RESULTS OF THE EUROMEDITERRANEAN SUMMIT IN BARCELONA In this seminar, held a few months after the Euro- Mediterranean Summit in Barcelona, also known as Barcelona + 10, participants analysed the results and impact of this summit. They dealt with general aspects and other, much more concrete ones, such as local actors. Two of the points at the centre of discussions were the future compatibility between the European Neighbourhood Policy and the Barcelona Process and the possible reorientations and strengthening of Spain s Mediterranean policy. 10 TURKISH MEDITERRANEAN POLICY This lecture analysed the endogenic and exogenic factors that mark the direction of Turkish foreign policy, especially the importance of the political changes in Turkey for Europe, the Middle East and Central Asia, in the face of the strategic weight that the country has acquired over the past few years. In the debate, participants also analysed the Cyprus issue, Turkey s relations with Armenia, the tension between the promoting of a model of moderate Islam and the secular nature of the Turkish state. CIDOB Foundation LEBANON AFTER THE CONFLICT: THE ROLE OF THE INTERNATIONAL COMMUNITY After the conflict between Israel and Hezbollah during the summer of 2006, with grave consequences for Lebanon as a whole, this round table analysed the future of Lebanon in the domestic and international spheres. With regard to the domestic aspect, the participants debated the weakness of the Siniora Government, the possibility of rebalancing the political weights of the different religious communities and the factors in favour of and against the Lebanese communtarian system. With regard to the second dimension, the participants discussed the nature of UNIFIL 2 and the perception of its mission on the part of the Lebanese population, as well as the role of external powers (such as Iran, Syria, and the United States). MEDITERRANEAN PROGRAMME PRESENTATION-LECTURE OF THE JOURNAL, ÀMBITS: THE EMERGING MIDDLE EAST On the occasion of the presentation of the monograph of the journal, Àmbits, dedicated to the delicate situation in the Middle East, the CIDOB Foundation hosted a lecture which dealt with the situation of some key countries in the region. Concretely, the current state and possible evolution of events in Syria, Israel, Palestine, Lebanon, Iraq and Iran were the axes of this analysis.
