1 Monthly Monitoring Report September 2004 ZIMBABWE PEACE PROJECT The Executive Summary Cases of violence and associated human rights violations are on the increase as Zimbabwe Peace Project s (ZPP) community-based primary monitors reports could reveal. The month of September 2004 witnessed many cases of politically related violence occurring throughout Zimbabwe as the nation faces a year-end and awaits a crucial legislative election scheduled for the first quarter of the new year While the prevalence of violence differ from province to province in terms of form and motive the reports CONT E NT S Executive Summary Chart on Human Rights Cumulative Figures 2 Methodology 3 NORTHERN REGION Mashonaland East 3 Mashonaland Central 5 Mashonaland West 7 Manicaland 8 Harare/Chitungwiza 10 SOUTHERN REGION Midlands 12 Matabeleland North 14 Matabeleland South 14 Bulawayo 16 Masvingo 16 generally present a trend where intraparty squabbles within the ruling Zanu P.F motivated by contests to get the party s nod in primary elections to represent it in the forthcoming lawmaking plebiscite have gained preponderance over inter-party squabbles between the ruling party and the opposition Movement for Democratic Change (MDC). As the reports would lay bare most of the violence and associated human rights infractions between members of the ruling party have been caused mainly by contestations between the party s incumbent Members of Parliament (MPs) and a new breed of parliamentary hopefuls composed mainly of the party s wing of former combatants of the liberation struggle. This in-fighting, as reports would reveal is evident in most Zanu P.F strongholds of rural Mashonaland provinces and parts of Manicaland. On the other hand, such in-fighting is not so widespread in opposition strongholds like Harare and Bulawayo where the ruling party does not have serving MPs. Notwithstanding the intra -party schisms, cases of politically driven violence and human rights violations that are inter-party in nature have been recorded in all the ten provinces of Zimbabwe as intolerance for political diversity remains a challenge to some sections of the country. In most reported cases of this nature both members of the ruling party and the biggest opposition party in Zimbabwe were involved with the latter facing the highest number of casualties and the former registering the highest number of perpetrators. Cases of politically driven violence and human rights violations of this nature have been more in Harare where the ruling party is striving to wrestle the province from the opposition and in the Mashonaland provinces, where the ruling party enjoys domination, as it tries to shut out any encroachment into its strongholds by the opposition. Apart from the political violence being between the opposition and the ruling parties some members of civil society organisations have also been victimised by suspected Zanu P.F members as they go about doing their work. Cases in point are the different reports made of National Constitutional Assembly (NCA) members who were victimised throughout the country by suspected Zanu P.F sympathisers. The reported case of B.K of Bikita East who was allegedly assaulted and threatened with burning down of his house by A.K on 3 September 2004 because of his c onnections with the Zimbabwe Civic Education Trust (ZIMCET) also bears testimony to this targeting of civil society members. Reports also reveal that suspected Zanu P.F militias operating from terror camps established for purposes of boosting the party s campaigns for the forthcoming legislative poll are perpetrating violence and different forms of human rights abuses as they target all perceived opposition supporters. It is also reported that the youth groupings are used to force people to attend the ruling party s campaign meetings. The reported cases in Harare involving a suspected Zanu P.F youth militia outfit called Chipangano and the terrorisation of Kamativi residents in Hwange East constituency demonstrate this abuse of youth into terror machinery by political fathers. The police have also been implicated in the perpetration of politically driven violence as the community-based reports would unearth. Cases in point are the alleged assaults on 8 September of

2 EXECUTIVE SUMMARY body guards of the opposition Kuwadzana constituency legislator, Nelson Chamisa, and the subsequent assault of a group of NCA members by the same police details in the constituency. A sad development in Harare involves an unholy alliance between the city s municipality police and graduates of the National Youth Service who are reported to be going about committing politically related abuses under the façade of riding the city of illegal vendors. The case of MD of Eastlea who was reportedly assaulted on 28 September by Municipal Police details and national service youth militias exemplify this unwelcome development in the city. It is sad to note that apart from women bearing the heaviest brunt of the consequences of political violence as secondary and tertiary victims in this political game they continue to suffer as primary victims as well. Uncouth acts like rape continue to be perpetrated on women as men try to satisfy their selfish political and sexual egos. The alleged rape of NC in Gokwe North by suspected ruling party youths on 15 September because she had refused to attend a Zanu P.F meeting and the purported rape of E (14) on 1 September in Kariba by P.M of Zanu P.F because the perpetrator had a long standing dispute with victim s guardian goes a long way to show how political waywardness is exposing women to diabolic practices at the hands of men. The ZPP deplores in strongest of terms the subjection of women and children to heinous acts committed under the guise of settling political scores. The organisation also urges all Zimbabweans to shun political violence ahead of the forthcoming elections and beyond. CUMULATIVE CHART Figure 2: Cumulative Chart of Cases of Human Rights Abuses Following are the incidents of recorded cases of political violence and human rights violations as per province. The provinces are grouped into two (Northern and Southern Regions) for convenience. The Southern region comprises of Bulawayo, Midlands, Masvingo, Matebeleland North and South provinces. The Northern region is made up of Harare-Chitungwiza, Manicaland and Mashonaland East, West and Central provinces. The summarised incident reports are depicted by two graphs- Fig. 1 and 2- that show the numbers and proportions of the different cases of human rights abuses recorded for September 2004 in the two regions. 3 EXECUTIVE SUMMARY METHODOLOGY This report is based on reports from ZPP long-term community-based primary peace monitors who observe, monitor and record cases of human rights violations in the constituencies they reside. ZPP deploys a total of 240 community-based primary peace monitors (two per each of the 120 electoral constituencies of Zimbabwe). These monitors reside in the constituencies they monitor. The monitors compile reports that are handed over to ZPP provincial coordinators who head ZPP offices in the ten administrative provinces of Zimbabwe. After receiving and verifying reports from the monitors, the provincial coordinators compile provincial monthly monitoring reports that are used to come up with this report-the ZPP monthly monitoring report. NORTHERN REGION Mashonaland East Figure 3: Bar Graph of cases of Human Rights abuse reported in Mashonaland East MDC membership card. 16 September 2004 CC, a Zanu PF member was purportedly assaulted by LN an MDC member at Sengwe Township in revenge of beatings he suffered from Zanu PF youths during the last Presidential elections. Chikomba 07 September 2004 MC, an MDC member was allegedly assaulted at Magomo village by three Zanu PF youths ER, TD and GM. The victim was accused of holding MDC meetings in the village. TG, an MDC member was reportedly assaulted at Chirasavana business centre by three Zanu PF youths TC, TC and RM after being found with an 24 September 2004 SM, an MDC member was allegedly assaulted by two Zanu PF youths EM and GG at Nedziva Township for telling people to join the opposition. Goromonzi 02 September 2004 WZ an MDC member was reportedly assaulted by four Zanu PF youths JG, AB, KF and EG at Zhanda farm for being an MDC member. 08 September 2004 It is alleged that JM was harassed and intimidated by four Zanu PF members 3

4 NORTHERN REGION at Chiriga village for mobilising people to join the MDC. 17 September 2004 FU, an MDC member was purportedly assaulted by three Zanu PF members CM, BC and DD for being a member of MDC. 25 September 2004 BM and twenty-five Zanu PF supporters were reportedly beaten and harassed by the sitting Zanu PF MP HM and other ten Zanu PF youths for aspiring to contest the sitting MP during the coming Zanu PF primary elections. Hwedza 03 September 2004 GN an MDC member was allegedly harassed and intimidated by five Zanu PF members led by TB and LM at Wedza Growth Point after vandalising his market stall. NM a suspected MDC member was purportedly harassed by two Zanu PF members DG and NH at Wedza Growth Point for castigating the idea of holding galas by the government. Marondera East 01 September 2004 Ten Catholic women were allegedly harassed and intimidated by a war veteran M and Zanu PF youths at Wenimbi dam on accusations of supporting the sitting MP, SS s faction. 07 September 2004 RK and his family were purportedly harassed and displaced from Stone Heaven farm by three Zanu PF supporters LK, EK and JM on allegations that he belonged to Marimo s Zanu PF faction. It is reported that TM and his family were displaced at Wanganera farm by four Zanu PF members for being MDC members. 12 September 2004 PM and his family were reportedly harassed and displaced from Little Zimbabwe farm owned by LK by LK and his farm manager for supporting the opposition MDC. 14 September 2004 AC, a Zanu PF member was allegedly harassed by four Zanu PF members AC, RM, SH and ES at Wemimbi farm. She was kidnapped for two hours by members of SS s faction who accused him of belonging to M s Faction. 18 September 2004 VM, a Zanu PF member was reportedly assaulted by three Zanu PF youths JC, LM and ET at his residence after he was seen talking to suspected MDC youths from Harare. IP was purportedly harassed by Zanu PF members AZ, SB and TC at Beverley Building in Marondera for discussing about the economic hardships with fellow teachers. 22 September 2004 AM an Arex official was allegedly assaulted by two Zanu PF youths JT and WK after being heard criticising the Marondera show shootings by soldiers. Mudzi 02 September 2004 It is alleged that C was harassed and intimidated by a Zanu PF member, P, at a road block at Suswe business centre after he tried to inspect the war veteran s car. 09 September 2004 At Nyakadecha business centre it is alleged that NB was assaulted by three Zanu PF youths KJ, O and GM who were demanding $50,000 from the victim who refused. Police Sergeant P was allegedly forced to chant a Zanu PF slogan at a Zanu PF meeting at Nyamatawa business centre. The policeman tried to refuse and was harassed by four war veterans led by C. 20 September 2004 AG, an MDC member was allegedly murdered by two Zanu PF members IC and RC at Kangoza business centre for supporting the MDC. Murewa North 04 September 2004 At Rungano village RM an MDC member was allegedly assaulted by four Zanu PF youths LR, CC, FD and RR for discouraging youths in the area from attending Zanu PF meetings. 08 September 2004 AM, an MDC member was allegedly assaulted by two Zanu PF youths TC and EK at Guha Township for selling MDC membership cards. MC, an MDC member was reportedly assaulted and forced to transfer from Cheunje High School by PK, a Zanu PF activist and teacher at the same school. 12 September 2004 It is alleged that DG, an MDC member was harassed and had his shop looted of goods worth more than Z$3 million at Chingwaru Township by four Zanu PF youths GG, SK, RC and CM. 14 September 2004 PM, an MDC member was purportedly assaulted by RC of Zanu PF at Zaranyika village for organising MDC meetings in the area. 4

5 NORTHERN REGION 20 September 2004 TM, an MDC member was reportedly assaulted by four Zanu PF youths at Marosva village for being a member of the MDC. On the same day, CG an MDC member was allegedly harassed and displaced from Kambarami village by Headman K for supporting the opposition party. Murewa South 06 September 2004 EM was reportedly evicted from Kadenge village by two Zanu PF supporters, SK and FC for being anti- Zanu PF. CM and LT, suspected MDC members, were purportedly assaulted by three Zanu PF supporters PS, C and ER for refusing to patrol in the area at night with Zanu PF youths. Mutoko South 04 September 2004 SN, an MDC member was allegedly assaulted by three Zanu PF youths NG, TK and SM at Nyemba homestead in village 13, Hoyuyu Resettlement for trying to sell MDC membership cards. 16 September 2004 JM and MS (both Zanu PF youths) were reportedly assaulted by MDC youths led by CT, NM and KC in revenge for the harassments they suffered at the hands of other ruling party members. CR an MDC member was ostensibly harassed and intimidated by four Zanu PF youths TK, SR, EH and SK at Gumbure dip tank for belonging to an opposition party. Seke 08 September 2004 FS was purportedly intimidated by two Zanu PF youths FZ and NM at Besa village. He was further forced to chant Zanu PF slogans and produce a list of names of all MDC supporters in the area. Two ruling party members allegedly harassed and intimidated DG, TM and PR (all MDC members) at Dama business centre for refusing to produce Zanu PF cards. Mashonaland Central Mazowe West 04 September 2004 For being suspected to be an opposition supporter, CD (35) has allegedly been denied a chance to have a piece of land by Zanu PF councillors at Portlock Farm. 06 September 2004 NP (±30) and WM (±36) allegedly assaulted AC while he was searching for his uncle s lost cattle on allegations that he was an MDC member and cattle rustler. The victim suffered injuries that called for medical treatment but unfortunately was denied free treatment because he had not reported the case to the police. For refusing to okay GC (35) advances, R M (32) was reportedly verbally harassed when she was found gathering firewood in Forester H Estates in Mvurwi. RM was accused of being an MDC member. G (28) a Zanu PF youth chairperson in Mozowe West allegedly assaulted NG (25). The victim was accused of refusing to buy G a beer as this was supposed to be a gesture of respecting his position as the chairperson in the constituency. 18 September 2004 SN (26) was allegedly assaulted by C (30) for not attending a Zanu PF 5

6 NORTHERN REGION Councillor s funeral. This was not reported to the police for fear of further harrying. Mazowe East 04 September About 21 Zanu PF youths were toy toying around the township and allegedly forced one AM (25) of MDC to join them or face beatings. It is alleged that life in Glendale was rather tense as Zanu PF youths had camped at Tsungubvi Hall and were harassing residents. On the day in question, they allegedly went to tuck-shop demanding money for their up keep. Various tuck shop owners were reportedly harassed and threatened with beatings. Whoever refused to give into their demands was labelled an MDC supporter. It was reported that Glendale had grown hot politically as people were being forced to attend Zanu PF meetings. JK (35) of MDC allegedly refused to attend a Zanu PF rally. After undergoing some harassment, he was given two options either to move out of Glendale or to accept a post in the Zanu PF structure. The victim ended up giving in for fear of his life. Guruve South 14 September 2004 CM (23) of Zimcet was rescued by Mr K a Zanu PF district chairperson from the wrath of AM (25) and KM (38) of Zanu PF who allegedly wanted to assault him on allegations that he was misleading people when he conducted a human rights awareness education. He was also accused of supporting the MDC. B K (27) of ZIMCET was allegedly harassed by Zanu PF youths who saw her talking to a fellow ZIMCET colleague. 16 September 2004 S C (31), suspected to be an MDC supporter, was purportedly assaulted for not attending a Zanu PF meeting in his ward. K (38) and M (44) led the group in the assault. 19 September 2004 MR (29) suspected to be an MDC supporter was summoned to explain the role of the ZIMCET Peace Committee. After the meeting MR was allegedly ordered not attend ZIMCET meetings as the perpetrators regarded it as an MDC affiliate. Mazowe East 19 September 2004 NM (40), suspected MDC member, was allegedly intimidated by C (50) of Zanu PF after the victim had refused to work for the new resettled farmer. 26 September 2004 DC (38) was reportedly displaced from his compound home by Councillor B (48) and other new farmers on allegations that he was working for a white farmer. Mt Darwin North 12 September 2004 TD (25) of MDC was hospitalised after an alleged assault by FM of Zanu PF for unknown reasons. The case was not reported to the police for fear of further hounding. 17 September 2004 CM (21) purportedly lost materials worth $300,000 to CK (31) of Zanu PF for preferring to sell her wares instead of attending the party s meeting. CM (23) was reportedly assaulted and had his bicycle taken away by CK (31) and RB (30) both Zanu PF for having allowed an MDC member to use his bike during an MDC assignment. Bindura DM (40) and M (35) interrogated Mrs C (40) of ZIMCET at the Zanu PF offices and ordered her to give them a list of all names and addresses of activists she work with in Bindura. 17 September 2004 DK (20) of NCA is allegedly living in fear after she was visited by DM (40) of Zanu PF threatening her with death if she continued to associate with NCA. 28 September 2004 TT (22) of MDC was a victim of the Zanu PF s clean-up MDC operation campaign targeted at opposition supporters. He was purportedly taken to Tendai hall for beatings and he also lost his wrist watch worth $100,000. The Zanu PF group was being led by DM (40), WM (35) and EJ (35). Mt Darwin South 09 September 2004 PC (35) of MDC was reportedly assaulted by TK (38) of Zanu PF for being in the company of Morgan Tsvangirai s(mdc president) young brother. 13 September 2004 CM (30) of Zanu PF was allegedly assaulted by his party colleagues led by K (48) when they found him in the company of D who is the ward secretary for MDC. Rushinga 9 September 2004 CK (36) a villager was allegedly assaulted by BK (33) of Zanu PF when he was heard praising the 6

7 NORTHERN REGION SADC electoral guidelines. 13 September 2004 BK (33) again assaulted CK (36) for wishing the MDC good luck in the 2005 elections. 17 September 2004 BK (33) the Rushinga notorious Zanu PF youth leader purportedly assaulted CM (40) for complaining at a meeting that the meetings were not yielding anything hence there was no need to call for meetings frequently. BK is alleged to have barred EC from going to Chimhanda business centre because she was reading a copy of The Daily Mirror newspaper. EC was saved from assault by a man who explained the difference between a The Daily Mirror and The Daily News newspapers. Mashonaland West Kariba 01 September 2004 Due to some political differences between P M (26) of Zanu PF and E s aunt, PM allegedly raped E when her aunt had gone away and threatened E (14) with death. The case was reported to a village court and investigations were underway by time of production of this report. Zanu PF activists allegedly summoned the ZIMCET peace committee of the area over an issue of some flyers that had been thrown at every home in Kariba by suspected MDC activists. 22 September 2004 In a suspected intra-party fight a house where three people were asleep was allegedly torched by SZ (31) and C M (50) of the ruling party. The victim SM lost household goods worth $400, to the fire. Chundu police station was handling the case. Hurungwe East 02 September 2004 For failing to attend a Zanu PF meeting Mr CC (26) of MDC a teacher at Chibara School was seeking for a transfer following an alleged thorough assault by Zanu PF supporters. 03 September 2004 P V (46) of MDC was purportedly assaulted by N (44) and MN (49) both of Figure 5: Bar Graph of cases of Human Rights abuse reported in Mashonaland West the ruling party after he was forced to drive the two to a Zanu PF meeting. Upon arrival at the meeting it is alleged he was forced to address the gathering telling them that he was a prodigal son. He was later forced to drive them back to Karoi after he had spent the whole day at a Zanu PF meeting. 07 September 2004 A Zanu PF councillor, S (55) was reported to be in a hiding after purported threats with unspecified action and an assault by P N (45). PN is alleged to have been paid by M and H to drive Cllr S out of town so that during the next council elections, Cllr SN loses. 13 September 2004 Cde N (53) of Zanu PF allegedly threatened C (40) with death if he had refused to move to another farm. Police did intervene though a report about the case was made. 17 September 2004 G (34) of the Johanne Masowe religious sect was reportedly injured when some suspected Zanu PF youths force-marched some church members to a Zanu PF meeting. A police report was made but to no avail. 19 September 2004 It is alleged that police have not responded to a report by a farmer A (63) of MDC who had been displaced and assaulted by TM (34) of Zanu PF. TM is purported to have looted a number of household goods and $200, cash which was on the table. The farmer was reported to have fled to Harare for fear of his life. 29 September 2004 T & K (26) and (34) respectively both of Zanu PF reportedly forced CN (56) to repeat their slogan but he refused because he was an MDC supporter. Zvimba South 7

8 NORTHERN REGION It is reported that factionalism has rocked Zanu PF in Zvimba South where members harass and threatened each other because of differences. M K (55) and CK (50) both of Zanu PF have been victimised for supporting a leader not wanted by nine other Zanu PF members aged between 30 and 63 led by PM. It is alleged that another in-house tussle has seen NM (49) and ES (48) living in fear after being been threatened with death by T M (38), OC (40), PM (43) and EM (40) all of the ruling Zanu PF party. Chegutu 04 September 2004 BT and JM (34) purportedly had a long standing political dispute and one day B went for an interview leaving JM in custody of her daughter and JM, wanting to fix BT, allegedly raped the 8 year LT. JM was arrested and sentenced with a 7 year jail term. Two MDC suspended councillors and 3 Zanu PF suspended councillors purportedly went to the Town House to query about some residential stands they alleged were sold to undeserving people. The Town Clerk refused to meet with them and they reportedly forcibly stormed into his office and assaulted him. The assailants were subsequently arrested after the Town Clerk s secretary had phoned the police. 29 September 2004 MC (20), PM (24), VR (19) and TM (26) of MDC allegedly assaulted TV (31) of Zanu PF. Kadoma Central 06 September 2004 VS (32) an Evangelist, was purported assaulted by J P (21), A D (30), S M (28) and other four unidentified youths. They accused him of being an opposition party member as he was not attending their meetings. Police were informed about the issue but to no avail. 09 September 2004 CZ (34) of MDC lost stock worth $2,500, when CM, PM, AC and T T aged between 28 and 38 allegedly looted his tuck shop. The Zanu PF perpetrators allegedly accused the victim of being a strong MDC member. The case was reported to the police but to no avail. 12 September 2004 GS (25), SM (25) and T C (31) of Zanu PF were allegedly assaulted by a group of MDC youths for organising their meeting near their residential place. Police have not arrested anyone despite the report. M M (41) of Zanu PF was reportedly harassed by C B (!8), GM (21), TS (33) and GS (29) of Zanu PF on allegations that he wanted to contest in the forthcoming Zanu PF primary elections. Kadoma West 2 September 2004 Five suspected members of the Zanu PF purportedly visited D D (39) during the night and asked him to join Zanu PF before assaulting him. 06 September 2004 T Z (39) of MDC was allegedly harassed and told to vacate his piece of land as his assailants charged that land reform was to benefit Zanu P.F members only. 16 September 2004 For refusing to renounce his party membership and join Zanu PF, LP (21) allegedly got assaulted by GP (28) and L K (34). 18 September 2004 At a meeting allegedly called by the former Mhondoro MP, EM (23) identified as a member of the opposition, suffered an assault from Zanu PF youths ordered by the former MP. Kadoma East MC (29) and EM (25) both of MDC were allegedly assaulted by some suspected Zanu PF youths for organising an MDC meeting in the area. Two MDC members Mrs P (31) and Mrs M (25) allegedly suffered assaults ruling party members JN (21), R B (32) and CM (29). The perpetrators allegedly forced the victims to attend Zanu PF meetings. Makonde 03 September 2004 DM (30), CP (21) and CR (25), of Zanu PF reportedly embarked on an eradication campaign intended at doing away with all suspected and known MDC members. In the process they allegedly assaulted I. K (27) and VB (22) and looted their goods worth $350, Mhangura police have arrested two of the perpetrators who were now assisting them with investigations. Three Zanu PF activists allegedly assaulted S P (31) of MDC on allegations that he was overheard talking about human rights and condemning the proposed NGO bill. The victim subsequently reported the case to the police leading to the apprehension of the perpetrators. 20 September 2004 Families forced into farms by the government in 2000 as a way of demonstrating the need for land, are allegedly crying foul following the setting ablaze of their dwellings. The government is being accused of being behind the burning down of the dwellings by the 8

Manicaland Buhera South 3 September 2004 NM, a ZIWACO coordinator in Mutiusinazita ward was allegedly harassed and victimised by a Zanu PF women s league chairlady Mrs. M after she refused to remove names of suspected MDC supporters from the food allocation scheme. 9 September 2004 CC an MDC activist was reportedly assaulted by FM and C (Zanu PF supporters) for associating with the MDC. The victims were also threatened with unspecified action if they did not renounce their affiliation. GC of Dakacha village was purportedly assaulted by J a well known Zanu PF activist for not attending ruling party meetings in the area. veterans M, K and M in the Nyashanu communal area on allegations that he was an opposition activist. 17 September 2004 Three MDC supporters DM, GZ and TM were allegedly kidnapped and brutally assaulted by some war veterans led by AM and a group of Zanu PF supporters. The incident took place at Devuli Secondary School. Chipinge North 2 September 2004 M, a Zanu PF supporter at Tanganda Hult reportedly divorced his wife, assaulted and tried to kill her by setting their hut on fire whilst she was sleeping because he suspected she was having an affair with an MDC supporter. 8 September 2004 At Holland farm, a group soldiers together with S, the District Administrator allegedly assaulted villagers at the farm on suspicion that they belonged to the MDC. They were also accused of indiscriminately cutting down trees in the area. At Beacon Hill farm near Mt Selinda MS, a member of the MDC District Executive is alleged to have had his home burnt down by suspected Zanu PF supporters. The victim lost property worth over $20 million. 09 September 2004 SS, an MDC member was allegedly assaulted by JG, MZ, SG, JG and WM of Zanu PF. The victim was also denied to buy maize on the basis of her support for the MDC. 27 September 2004 DM and JS were purportedly kidnapped and brutally assaulted by a group of about 10 Zanu PF youths led by TM and MM. The victims were accused of holding MDC meetings at night. Various weapons like knives, catapults, bolts, knobkerries, booted feet and clenched fists were used to assault the victims. They were later taken to a torture chamber at EP s office at Checheche. The victims sustained serious injuries. This angered T who struck the victim, injuring him in the process. 25 September 2004 JM and CC who belong to DM s Zanu PF faction allegedly assaulted CM who belongs to K s faction. The incident took place at Makumbe village. The victim was assaulted for trying to recruit youths from DM s side. FC a Zanu PF activist was allegedly assaulted by RM and a group of other Zanu PF supporters. The victim was accused for supporting the MDC. 9

10 NORTHERN REGION In another case, KL of Zanu PF was purportedly assaulted by a gang of Zanu PF youths. The assailants who included PT, HR, MC, PG and SM assaulted the victim using booted feet, fists and sticks. Makoni West 6 September 2004 TC, a teacher at Chiunyadza School is alleged to have had his household property damaged by unknown Zanu PF youths. The victim was accused of supporting Tony Blair (the British Premier). TM and PM of Tandi village together with some Zanu PF supporters were reportedly assaulted by MM and WM suspected MDC supporters after the victims had denounced the MDC for withdrawing from the general elections next year. 23 September 2004 KD of Tikwira farm was allegedly assaulted by SM and JJ who claim to be war veterans for refusing to guard wheat fields after completing his duty. The victim was labelled an MDC supporter and traitor. Makoni East 27 September 2004 At Gandanzara village, chief TG and 50 other villagers were threatened with assault and victimised by SC s supporter, NS,after they had attended a Zanu PF meeting that was organised by Mhirpiri a rival of SC the incumbent MP. Makoni Central 09 September 2004 AM was allegedly assaulted by police officers at Chisamba Police post. He was forced by one constable C to plead guilty to charges of theft. The victim was later released without charges. The headmaster of Chancellor Primary School, Mr. Chipotera was purportedly assaulted by a group of suspected Zanu PF youths. The headmaster was accused by the youths of being a member of the MDC. 26 September 2004 PM, the MDC provincial spokesman was allegedly assaulted by a group of Zanu PF youths in Sakubva accusing him of having organised an MDC public meeting at the Sports Oval Grounds, which was attended by the MDC president. PM sustained injuries on the face and head. Mutare North SM and RS (MDC) were allegedly assaulted by AZ, GM and GM (Zanu PF) for supporting the MDC. The perpetrators also purportedly assaulted GS a Zanu PF member and war veteran for not actively taking part in Zanu PF activities. 18 September 2004 DN and RN (Zanu P.F) were reportedly assaulted and had their grassthatched hut set on fire by some six MDC activists SM, CM, NM and LR at Dangarembwa village. The victim lost property valued at about $16 million. 24 September 2004 At Domborutinhira village, MC, EC and JS (Zanu PF) allegedly assaulted three MDC members GM, LD and SM because of their affiliation. Nyanga 01 September 2004 It is reported that IM a suspected MDC supporter had his house set on fire by some Zanu PF youths AM and KM. The victim was accused of holding MDC meetings. Nine knitting and five sewing machines were reportedly destroyed including other household property. An unnamed policeman was allegedly assaulted by KM, a Zanu PF youth and MC for trying to investigate Zanu PF instigated violence at Sedze village. At Maposa village, suspected Zanu PF activists are alleged to have burnt down Mr. M s Land rover vehicle because he was accused of supporting the opposition. Mutare North 16 September 2004 FM and TS who are members of the MDC were purportedly assaulted by a group of suspected Zanu PF supporters who accused him of holding MDC meetings at his house in Chikanga and also in Bocha. The perpetrators confiscated the victim s MDC T/shirts. Harare/Chitungwiza Highfield 03 September 2004 A TM of Lusaka lines was ostensibly assaulted by eleven Zanu PF vigilantes belonging to the party s militia outfit called Chipangano at Lusaka crèche for unknown reasons. 19 September 2004 HC was reportedly forced to attend a Zanu PF meeting by three Zanu PF youths. Dzivarasekwa 06 September 2004 It is alleged one person died and several others injured at Porta farm after police tear-gassed farm residents in a bid to evict them illegally and forcefully after they had obtained a court ruling interdicting the evection. AC and MM were reportedly assaulted and arrested but they were later released. 27 September 2004 Mrs. M and other women were report- 10

Glen Norah SC, an MDC member was allegedly assaulted and goods worth $100, 000 looted by Zanu PF youths led by CG who were forcing the victims to attend a rally at Glen Norah B. It is reported that PM an MDC member was reportedly assaulted by three Zanu PF youths at Machipisa bus terminus for wearing an MDC T/shirt. TC was purportedly assaulted by nineteen Zanu PF youths led by EM forcing him to attend a Zanu PF meeting at Glen Norah Community hall. Glen View 08 September 2004 Mrs V was reportedly harassed and forced to attend a Zanu PF Women s league meeting by four Zanu PF women led by Mrs. M at Glen View September 2004 Three Zanu PF youths allegedly forced and assaulted LM an MDC member to denounce her party. Kuwadzana 8 September 2004 Members of Parliament NC, his bodyguard and KM (MDC) were allegedly assaulted, harassed and arrested by police officers. The four were accused of holding a meeting without police clearance. They were later released without a charge. Again, KM, LB and twelve others were reportedly harassed and assaulted by the same police officers for attending an NCA meeting in Kuwadzana. Mufakose 13 September 2004 Mrs K and ten others were allegedly harassed and forced to attend a Zanu PF meeting by five Zanu PF youths in Lusaka and Egypt. NN was supposedly kidnapped and assaulted by PM and twenty other ruling party youths who were forcing them to attend a Zanu PF meeting. 27 September September 2004 A, a domestic worker was allegedly dismissed from employment by Mrs M, a district political commissar for Zanu Pf for falling in love with an MDC member. Harare East 28 September 2004 MD was reportedly harassed by four Border Gezi trained youths and one municipal policeman in Eastlea for not possessing a Zanu PF card. 01 September 2004 VK who belongs to T s faction was supposedly assaulted by J and nine others who belong to M s (another aspiring Zanu PF candidate) faction. 17 September 2004 SP an MDC youth was reportedly assaulted for wearing an MDC T/shirt by four Zanu PF youths JK, TJ, CM and PM at Gwenyambira shopping centre. 29 September 2004 Figure 7: Bar Graph of cases of Human Rights abuse reported in Harare/ Chitungwiza Scores of Mufakose residents were purportedly harassed by Border Gezi trained youths who visited the area writing names, addresses and asking for Zanu PF cards from the residents. Gokwe North 06 September 2004 It is reported that members of the ruling party went round forcing suspected members of the opposition to relinquish their party membership and join the ruling party. B & S were allegedly assaulted and force to join Zanu PF. 08 September 2004 Following reports that Zanu PF youths were forcing and beating up people to join them, MDC youths and I, an MDC youth leader, allegedly retaliated by assaulting two members of the ruling party B and T. Members of the ruling party S, C and M purportedly assaulted F M, an MDC member, leaving him for dead. He subsequently died. 13 September 2004 M, T and K,all Zanu PF youths, reportedly went round the neighbourhood in a bid to raise funds for their election campaign, in the process they proceeded to Tshabezi Safaris Camp and stole some meat which they sold to the surrounding community. Ruling party youths reportedly went round the community forcing people to attend their meeting. In the process they allegedly met N C who resisted going to the meeting and BD, one of them, raped her. 19 September 2004 MDC youths G, L and N allegedly assaulted one of their party members, L, after he failed to notify people about their party s meeting. Two MDC members S and Z allegedly assaulted D forcing him to join MDC. 23 September 2004 It is purported that Zanu PF youths G, N and N attacked the house of G, accusing G of being an MDC candidate for Gokwe North. Gokwe West 13 September 2004 Mrs M, a Zanu PF member and MP of the area, allegedly barred members of the Roman Catholic Church to hold a workshop on social teachings. The workshop was intended for members of the public. 16 September 2004 I and P, both members of the ruling party, purportedly went and forced Mrs K N a businesswoman to open her store. They allegedly beat her up accusing her of being a member of the opposition and of harbouring MDC members at her business premises. The perpetrators reportedly used knobkerries and catapults in their attack. 17 September 2004 Two members of the ruling party CZ and WM allegedly axed two oxen belonging to Mr C an MDC supporter accusing him of undermining the government. 20 September 2004 A Zanu PF youth, PG, allegedly ran amok and gutted down gardens belonging to local residents Mr S M, CS, V S and U N. The youth burnt the gardens upon instruction from local ruling party leaders. Gokwe East 02 September 2004 S Z, a Zanu PF supporter allegedly assaulted CS for not attending MDC meetings. 05 September 2004 C and N, both Zanu PF supporters, reportedly assaulted GM an MDC member and businessman alleging that he was furthering interests of the opposition in the area. 12

13 SOUTHERN REGION 08 September 2004 T.C, a retired soldier and Zanu PF member, allegedly assaulted T M for supporting MDC. 12 September 2004 TC purportedly assaulted T C and his young brother for being members of the opposition, 19 September 2004 Three Zanu PF youths allegedly assaulted NM because his parents were alleged to be members of the MDC. 22 September 2004 E M of the Crime Prevention Unit was reportedly assaulted for assisting the police in the arrest of two Zanu PF members M and VM. He was accused of being a member of the opposition. Gokwe South 02 September 2004 Mrs M and her family, who are suspected to be members of the MDC, had her huts reportedly set on fire by members of Zanu PF. 04 September 2004 DV was purportedly assaulted after he was overheard saying that his son M was a member of the opposition party. 05 September 2004 NU, a member of MDC, who had just arrived from Bulawayo, was allegedly assault by members of Zanu PF on allegations that he made some anti government utterances. 09 September 2004 T K of the MDC was allegedly attacked and assaulted by P M and B V for his support for the opposition party. The perpetrators are suspected members Border Gezi youth. 17 September 2004 Two members of MDC, M and M, were allegedly assaulted for furthering MDC activities in the area. Silobela 18 September 2004 It is alleged that Mr D, a Zanu PF ward chairman in Torwood, threatened Mr M a well known MDC activist in the area with beatings if he continued supporting MDC. Members of the ruling party are reportedly hunting down MDC supporters in Torwood forcing them to renounce their MDC membership. Mkoba 09 September 2004 GH, a suspected MDC supporter, was purportedly kidnapped by Border Gezi trained youths at their base in Mkoba 12 s Seventh Day Adventist church where it is alleged that he was assaulted with sjamboks and booted feet. Zanu PF youths met FG at Mkoba shopping centre and it is alleged that the youths started assaulting the victim for unknown reasons. The perpetrators later took FG to their base where they continued to assault her until some residents phoned the police who told the youths to release the victim. Gweru Rural 04 September 2004 SN, a resident of Vungu Shimmer A1 Resettlement, was reportedly ordered to leave the resettlement within 24 hours by Zanu P.F leadership in the area after being accused of not attending Zanu PF meetings. E a member of the (NCA) was allegedly issued with a death threat by two ruling party youths who thought that she was a member of the MDC. 12 September 2004 Zanu PF youths reportedly assaulted SN whom they suspected to be a member of the MDC. Shurugwi. A teacher at Pashai Secondary school Mr. T was allegedly accused of misleading pupils during History lessons by not teaching the First, Second and Third Chimurengas. T.G. was reportedly harassed by Zanu P.F. youths led by Joshua after being found wearing MDC T/Shirt. On allegations that they had attended an MDC rally a newly married couple P and L were strongly warned that their home will be destroyed if they were ever going to be seen attending MDC rallies in future. Zvishavane 13 September 2004 FZ, an MDC activist, was purportedly assaulted by Zanu PF youths for unclear reasons. SS, a Zanu PF supporter, was reportedly assaulted by three MDC supporters who told the victim that she must stop criticising their party. 16 September 2004 Mr. M, an MDC member and businessman, allegedly had his house burnt down by war veterans who charged that they hate seeing MDC members prosper in this country. Kwekwe 03 September 2004 EM was reportedly assaulted by Zanu PF youths who demanded to know his affiliation and he declined. 13

14 SOUTHERN REGION 08 September 2004 NG an MDC supporter was purportedly assaulted by Zanu PF youths for reading an MDC poster which was on the wall. He was strongly warned not to read MDC posters again. 12 September 2004 MM and PM were allegedly forced to attend a Zanu PF rally by members of the ruling party T, D and G. 13 September 2004 Two men S (45) and S (50) of Mbizo were ostensibly beaten for not attending one of the Zanu PF meetings. The two were then force-marched to a meeting and forced to chant Zanu PF slogans. 16 September 2004 TM and his accomplices allegedly assaulted TS because he had failed to chant a Zanu PF slogan. Chirumanzu 18 September 2004 ES a Zanu PF youth was supposedly beaten up by MDC youths when he was seen at an MDC rally wearing a Zanu PF T/shirt. 25 September 2004 huts allegedly set on fire by suspected MDC supporters because of his affiliation. 09 September 2004 Mrs SM an MDC activist was allegedly evicted from her resettlement after the war veterans discovered that she was an MDC member. 19 September 2004 EM was reportedly assaulted by two Zanu PF youths for supporting the MDC. Mrs MN a well known Zanu PF activist had her huts allegedly burnt down by suspected MDC members at night. Matabeleland North Lupane 2 September 2004 AK an aspiring MDC councillor for ward 8 was allegedly arrested and tortured by police for taking food to her colleagues ES, KM and MN who had been arrested on allegations of assaulting MM, a Zanu PF supporter. AK apparently underwent medical treatment and was reported to be passing out urine with blood after the torture. 7 September 2004 Nkayi 14 September 2004 For organising a CIVNET workshop on public participation, a ZPP monitor was allegedly picked up by police. The arrest was reportedly effected despite NS getting police clearance prior to the event. The arrest was allegedly instigated by the District Administrator who charged that the victim should have sought permission from him before holding the workshop. 18 September 2004 It was reported that war veterans went to NS s village and demanded to see a registration certificate legalising the operations of CIVNET in the area. Hwange East Since the formation of the Border Gezi Training Centre in Kamativi, the Figure 9: Graph showing the types and levels of violence reported from TC an MDC youth was reportedly arrested by police together with eleven others when they were at an MDC rally. The youths were detained at Mkoba 1 Police Station for two days and released without charges. Gokwe Centre 05 September 2004 Zanu PF youths purportedly assaulted T and GM for not attending Zanu PF meetings. Mberengwa West 06 September 2004 Mr. C a Zanu PF member had his two 14

15 SOUTHERN REGION small town has been characterised by a series of evictions of Kamativi residents from their houses by Zanu PF supporters to give way to the Border Gezi youths. The situation is reported to have deteriorated to the point where schools in Kamativi have closed down and the clinic is threatened with looming closure due to the termination of water supplies by ZINWA(Zimbabwe National Water Authority) as the new house occupants- the youths- are not paying water charges. Hwange West CN of MDC and NM of Zanu PF allegedly fought at a Media Institute of Southern Africa (MISA) workshop at ZESA Social Club. The fight broke out when CN got annoyed by the negative statements made about MDC by NM. Tsholotsho It is alleged that members on the community of Sizanobuhle and Siphongweni have been victimised at meetings with threats of violence being hurled at them if they did not attend ruling party meetings. Matabeleland South Gwanda North 05 September 2004 It is purported that violence broke out at Khozi during a meeting in which Zanu PF members tried to mobilise people to support the ruling party. Present at the meeting were both Zanu PF and MDC members. 16 people were allegedly injured, 12 of whom were reportedly hospitalised at Mtshabezi Mission hospital and discharged at various times. P.F supporters. It is reported that a CIVNET workshop that was held at Sitezi on the 8 th of September 2004 in Mrs J M s house left her in trouble with ruling party activists who were accusing her of collaborating with the nation s enemy. Reportedly, she has since been told to leave the place or suffer death. Reportedly, a Zanu P.F meeting held at Wabayi Village s Sola business centre left suspected MDC members in trouble as chiefs were ordered to strike out all names of suspected opposition supporters from the food-for-work programme. The chiefs were also ordered to campaign vehemently for the ruling party, so they say. 28 September 2004 It is alleged that two MDC activists were ambushed by suspected war veterans while coming from Mayezane Primary School where they had gone to prepare for the coming of the MDC president. Pumula Luveve 03 September 2004 R S of Methodist village was accused of campaigning for the opposition MDC and for denouncing the government ahead of the pending general elections. He was allegedly slapped in the face, insulted and intimidated by three suspected youth militias. 08 September 2004 M S was reportedly assaulted as he passed by Luveve Beit Hall by four ruling party supporters who apparently were trailing him and accused him of distributing anti government flyers. 14 September 2004 Alleged war veterans reportedly waylaid PD at the Pumula North bus terminus and insulted and threatened him with unspecified action for allegedly campaigning for the MDC. The victim managed to escape before he was harmed. Graduates from the National Youth Service allegedly assaulted MN after a group of people made fun of them by teasing and laughing at them. Masvingo Bikita East 12 September For boycotting a Zanu P.F. youth meeting K.M. was reportedly assaulted by D.M. and other Zanu P.F. youths. 23 September 2004 For being associated with ZIMCET, Displacement MIP Teargas Theft/Looting 1 0 Kidnapping Arson Type of cases B.K. was allegedly assaulted and threatened with burning down of his house by Mar-04 A.K if he fails to terminate his association with the civic institution. Meanwhile, A.K. also allegedly assaulted D.C an NCA and ZIMCET member for similar reasons. 27 September Bikita West 16 September The Zanu P.F. chairperson L.M. reportedly denied T.D. and J.R. the right to obtain food from the GMB, accusing them of being MDC members. 19 September R.K. was allegedly denied the right to collect firewood in the forest since she is alleged to be MDC. The councillor E.M. and other Zanu P.F.youths were the reported perpetrators. 23 September It is purported that G.M. was severely assaulted by C.M. a Zanu P.F youth leader at Nyika Growth Point for wearing an MDC T/shirt inside his shirt. He was also detained in Zanu P.F. offices for several hours.
