2 ROLES AND DUTIES MONTHS BEFORE POLLING DAY There shall be one KETUA PACABA per polling station Responsible for recruitment and training of PACABAs for his polling station Aim to have 4 volunteers per saluran Close liaison with candidate / wakil calon Registration of PACABa and obtain name tags duly endorsed by SPR. Be familiar with election laws (extracts available) Be familiar with all aspects of PA, CA and BA duties so as to be able to advise and decide

3 ROLES AND DUTIES A FEW DAYS BEFORE POLLING DATE (1/4) Obtain EXCEL files and printed A3 sheets of the electoral roles of your polling station Arrange for all your PABACAs to visit the polling station. Group visit is best. Identify parking areas. Bear in mind heavy traffic and shortage of parking space on polling day. Park where you can go in and out readily. Ensue you have a printed copy of the IC (My Kad) of all your PACABAs

4 ROLES AND DUTIES A FEW DAYS BEFORE POLLING DAY (2/4) Ensure you have mobile-phone numbers of key party members in your constituency especially the wakil calon and the party security team for your polling station All PACABAs must be on WHATSAPP Often SPR s head of the polling station (KTM) are school teachers. Try to introduce yourself to them and develop a cordial relationship. Be as tolerant as you possibly can but do not compromise on the requirements of the law or arbitrary rules not stipulated in the laws.

5 ROLES AND DUTIES A FEW DAYS BEFORE POLLING DATE (3/4) Ensure all PACABAs are aware of proper dress code No round collar Tee shirt; no shorts; no mini skirts; no slippers; no caps; no party logos. Ensure all PACABAs have power packs for their mobile phones

6 ROLES AND DUTIES A FEW DAYS BEFORE POLLING DATE (4/4) Get to know the party s security chief for the polling station Make sure he has sufficient number of motor bikes and vehicles to provide escort of the ballot boxes from the polling station to the tally centre. It is possible that SPR will use one car to ferry one box. He should preferably have 2 heavy 4 wheel drives e.g. HILUX to block the polling station gate and also to form the lead and rear vehicle of the SPR convoy.

7 ON MORNING OF POLLING DAY You ought to be present at about 6.45am. Ensure all your PA1 present by 7.15am. Meet with all the KTMs Position yourself in a comfortable place inside the polling station. You will be there the whole day. Phone check all PACABAs arrive on time and ensure a smooth transfer of PACAs between shifts.

8 THROUGHOUT POLLING DAY Patrol the grounds and check for unauthorized entry to the polling station Make sure candidate s security team present at all times In case of emergency contact party officials, wakil calon, etc

9 END OF POLLING DAY (1/4) Contact your security chief and make sure he and his team are ready. You will be inside the polling station. He will be outside Ensure the gates to the polling station are locked. 4 wheel drive vehicles should be used to block entrances to polling stations Ensure no person enters or leaves the polling station If an emergency should arise that someone must leave or enter the polling station. Ensure the person and vehicle are searched thoroughly.

10 END OF POLLING DAY (2/4) Together with CAs check that all the documents are all correct and the boxes properly sealed (see PA1 and CA training materials) Do a count of the results for all the salurans and whatsapp results to your candidate COLLECT ALL THE FORM 14s (THIS IS CRITICAL) Witness that all boxes are loaded into the SPR vehicles Photograph the license plates of every SPR vehicle carrying documents and boxes. WHATSAPP the photos of the vehicle license plate to the wakil calon at the TALLY CENTRE

11 END OF POLLING DAY (3/4) Agree for the gates to be opened and the vehicles to depart to the tally centre only after the security team with motor cycle escorts are in place. Follow in your car. Don t go alone. Have at least one person to accompany you. HOLD ON TO YOUR FORM 14s. Deliver your FORM14 to the candidate or wakil calon at the tally centre PERSONALLY.

12 END OF POLLING DAY (4/4) Help them tally results. Check against SPR results when they make the announcement AND THAT IS IT YOU WOULD HAVE HAD A LONG DAY
