Table of contents (1) The Project Opening Ceremony (2) The Peacebuilding Research Seminars (3) The 1st Practitioner's Seminar (4) The Nepal-Kathmandu office update (5) Future schedule (6) Editor's postscript = = ===(1) The Project Opening Ceremony ========== Time: June 29 14:30 to 18:00 Place: Hiroshima University, Bachelor house reception hall The inauguration ceremony of the Hiroshima University Partnership Project for Peacebuilding and Capacity Development was held in last June. First, Osamu Yoshida, Chair of HiPeC, addressed an opening speech. Then, Yasuo Yamane, Vice-President of Hiroshima University, expressed his visions for the project. On behalf of the partner organizations, Mr. Mitsuru Suemori (Senior Special Advisor of JICA), Mr. Tetsusaburo Hayashi (Executive Vice President of IDE-JETRO), and Mr. Alexander Mejia (Head of UNITAR Hiroshima Office) have delivered useful suggestions in terms of their cooperation in the project. Afterward, Masahiko Togawa, Secretary General of HiPeC, presented the summary of the project. Moreover, a suggestion from Mr. Kuniaki Nagata (Head of JICA-Chugoku international center) for our project was made. At the end, Hideo Ikeda (Dean of the Graduate School for International Development and Cooperation, Hiroshima University) addressed the closing remarks. Significant 1

2 dialogue and discussion about the approach and direction of the project continued also in tea and refreshment break. =====(2) The Peacebuilding Research Seminars====== A "Peacebuilding Research Seminar" is the general term that integrated two kinds of Seminars: the HiPeC Seminar and the HiPeC in-house Seminar. The first HiPeC Seminar in the current project that focused on Peacebuilding of Nepal was held on July 23 and this was the 23 rd seminar from the last project (HiPeC-I). We had two speakers, Ms. Chigumi Sato (Researcher of Secretariat of the International Peace Cooperation Headquarters, Cabinet Office) and Mr. Keiichi Hashimoto (Senior Advisor to JICA), who presented very thoughtful discussion about the Peacebuilding of DDR and democratization in Nepal. Moreover, HiPeC in-house seminars were held in May and June respectively. In May, Prof. Osamu Yoshida presented the summary of 2

3 Hiroshima University s peace research endeavor in relation to the HiPeC peace research till today. In June, We invited Dr. Timothy Fitzgerald, the visiting professor at Ryukoku University, who discussed about the formation of the notion of Religion and international relation. ec/ja/research/index.html#hirs = ====(3) The 1st Practitioner's seminar ====== Time: August 3 to 5 Place: JICA-Chugoku international center seminar room The 1st HiPeC Practitioner's seminar entitled "Security Sector Governance and Peacebuilding in Asia" was held for three days from August guest scholars deliberated lectures upon the problem of governance of the security section in the context of Asia, which covered the case studies of Philippines, Thailand, Indonesia, East Timor, Sri Lanka, and Nepal. It was a vibrant gathering that dealt with the difficulties and the peculiarities of security sectors and its role in building peace in Asian context. = = ===(4) Nepal-Kathmandu office update========== Peace building research Nepal, which is one of the special-feature projects of HiPeC, is now progressing. This project installs a local office in a conflict (post-conflict) area. The HiPeC members stay there and do practical research on 3

4 peacebuilding process after conflict situation. The Nepal Kathmandu office is going to be launched on September 27 officially with an inaugural ceremony. Final preparation for that is advancing now. By the end of this month, the concrete schedule of a meeting is due to be announced in the website. = ==== (5) Future schedule ========== 1) Peace building Research Seminar: 24th HiPeC Seminar will be held in Sep. 17 at IDE-JETRO (Chiba pref.) and the theme of the seminar is the ethnic group and state involving peace building. 2) Nepal Office Opening Ceremony: As above-mentioned, the opening ceremony for the Katmandu office will be held on September 27 by inviting guest from various political and social strata. 3) The 2nd Practitioner's Seminar: under co-sponsorship with UNITAR, preparation of the 2nd Practitioner's Seminar is advancing (scheduled in December). = ==== (6) editor's postscript ========== Saijo city in Higashi-Hiroshima has geographical features of a "plateau basin" (above 200m sea level). Since it is a "basin" after all, heat wave still continues every day. Nearly five months have passed after the commencement of New HiPeC. In the meantime, many events continued just before or after the opening ceremony of the Hiroshima University office. We received so many supports from the cooperation partners and peoples associated with this project. Moreover, we express gratitude to the lecturer and all other participants of our Peacebuilding Research Seminar. Although the quantity of the number of News Letter has been increased due to two consecutive issues, we would like to send you an autumn issue timely with more compact information next time.
