Thank you. We had the pleasure to chair yesterday and today the Second Brussels Conference on "Supporting the Future of Syria and the Region". It was for me a particular pleasure to co-host and to co-chair it with the United Nations, and I would like to start from this point. It is very clear that the European Union and the United Nations, together, are some sort of natural partners in all different fields, but in particular on the humanitarian work and on the Syrian crisis. I am very grateful and happy about this partnership, and I would also like to pay tribute to the involvement of the Secretary General of the United Nations [António Guterres] who opened our Conference today, via video message. At this international Conference we gathered today, at ministerial level, representatives of over 85 countries and international organisations, international and Syrian civil society, and we built on last year's Conference that we also co-hosted here in Brussels. 85 very different delegations, together, from the Prime Minister of Lebanon [Saad Al-Hariri], the Deputy Prime Minister of Turkey [Recep Akdağ], the Foreign Minister of Jordan [Ayman H. Safadi] and Iraq [Ibrahim Al-Jaafari] - just to mention the neighbours of Syria -, to representatives of Russia, the United States, China, Japan. I would also like to thank the Foreign Ministers for their presence here from South Korea, to all the Member States of the European Union, but also international organisations. They all spend this day with us, trying to identify common ground. The Conference is bringing together Foreign Ministers of countries that normally do not spend much time together, like the Foreign Ministers of Iran, of Saudi Arabia, of Qatar - just to mention a few. And I would say that this is the first result of today - having this diversity around the table, respect -

2 all delegations listening to each other - and trying to identify some common ground. Obviously, differences did not disappear over these few hours of talks - and we never expected that - but I believe that we can say that we identified common ground on at least two or three issues. One is that there is no military solution to the war in Syria, and that there is a need - recognised by everybody - to relaunch the political process. In a moment like this, I believe that this common assessment is an important element, especially for the work that [UN Special Envoy for Syria] Staffan [De Mistura] will have to continue. The second element on which I have not heard any divergent views is the key role of the United Nations in leading this political process. And this is extremely important for us, the European Union, because we have always consistently identified in the United Nations and in Staffan De Mistura the only legitimate leadership to ensure that the political process is meaningful, is inclusive, represents all Syrians in intra-syrian talks, and happens along the lines of the UN Security Council resolutions already adopted. The third element on which I have seen a consistent level of convergence is the need to support Syrians, inside Syria and in the neighbouring countries, with humanitarian aid, with financial support, but also to support hosting communities, in particular in the neighbouring countries: Lebanon, Jordan, Turkey, but also Iraq and Egypt. Obviously, in this regard, I am sure that [UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator] Mark [Lowcock] will elaborate further. I would expect that the level of financial contribution, the pledges that we will gather today can guarantee that the international community continues to support Syrians in these difficult times. I announced at the beginning of the Conference that the level of pledges from the European Union budget is going to be continued and sustained at the same level as last year, not only for this year but also for next year. I mentioned the numbers already this morning, but again, I am sure that Undersecretary General will be more precise on the expected pledges that you can have today. Obviously, as you know, the Conference will go on this afternoon, so, more will come during the rest of the day. But let me say one last point: there was one other political element that all the delegations recognised and shared, and that is the role of the Syrian civil society. We listened to not only one, not only two, but three elaborated, long interventions from representatives of the civil society - by the way, let me underline two women and a man - bringing to us a very in-depth analysis of the situation, of the needs and of the hopes of Syrians. And we want - I think collectively - to pay tribute to the work that Syrians are doing, both inside the country and outside the country, to help their fellow citizens, but also to try and build the basis for reconciliation and the rebuilding of the social fabric of the country once the war will be over. I will stop here and I ll immediately pass the floor to Under-Secretary-General [for Humanitarian Affairs and Emergency Relief Coordinator] of the United Nations [Mark Lowcock]. Q&A Q. Est-ce qu'on peut continuer avec ce double langage? Vous aviez aujourd'hui à la table des représentantes de la Russie, de l'iran, ce sont les deux soutiens militaires principaux du régime syrien. Aujourd'hui, le régime syrien est en train de développer des offensives, il vient encore de reprendre une portion de son territoire qui était sous contrôle rebelle dans la banlieue de Damas et on a l'impression qu'il acceptera de s'assoir à la table des

3 négociations qu une fois qu'il aura remporter la victoire sur le terrain. Peut-on attendre ça et continuer à supporter que ses alliés continuent à le soutenir militairement? N'est-ce pas un marché de dupes d'avoir des gens qui se réunissent, qui disent des choses et font le contraire sur le terrain? Je ne veux pas du tout donner l'impression que cela fut une gentille conversation, positive sur tous les aspects pas du tout. Cela fut un échange entre beaucoup de délégations - 85 autour de la table, parfois assez tendu, mais toujours respectueux. Je pense qu'il n'y a pas d'alternative à essayer d'identifier un chemin commun, si l'on croit vraiment au fait que la confrontation militaire ne va pas amener de solution à la crise syrienne. Nous le croyons vraiment, l'union européenne et les Nations Unies, sans aucun doute, et beaucoup, je penses presque tous autour de la table. Pour nous, dire qu'il n'y a pas de solution militaire à la crise signifie s'engager vraiment dans les échanges diplomatiques et politiques - donc surtout avec ceux qui ne partagent pas notre point de vue. L'Union européenne n'a jamais été timide et moi-même personnellement quand il s'agit d'indiquer les responsabilités dernièrement sur l'utilisation d'armes chimiques par exemple. Cela ne veut pas dire qu'on n'engage pas de discussions, des échanges, au niveau diplomatique et politique avec ceux qui ne sont pas de la même opinion que nous, et que nous considérons comme responsable de la poursuite d'une stratégie militaire. Nous avons toujours été très clairs sur cela, et je pense avoir dit ce matin en entrant dans la salle de la Conférence que l'union européenne attend des trois garants du processus d'astana de l'iran, de la Russie, mais surtout aussi de la Turquie, parce que la Turquie est aussi un acteur militaire sur le terrain qu'ils remplissent leur devoir et leurs propres responsabilités. Comme Staffan [de Mistura] l'a dit, qu'ils remplissent les devoirs qu'ils se sont eux-mêmes donnés, c'est-à-dire introduire une dynamique de dé-escalade. Cela a fonctionné pendant quelques mois, mais dernièrement, depuis le début de l'année, nous avons vu une escalade de la confrontation militaire. Si la question est de savoir si les garants du processus d'astana ne croient qu'en une solution militaire, il faut vous adresser à eux. Pour moi, l'important est d'engager une conversation par les Nations Unies, avec les Nations Unies - parce que l'ue est peut-être un des acteurs qui croit le plus fortement dans le rôle des Nations Unies, dans le multilatéralisme, dans la résolution des crises au niveau global. De notre côté, la solution est d'engager une discussion politique et diplomatique avec ceux qui ont le pouvoir d'amener le régime de Damas à la table des négociations, pour avoir une discussion sur quelles peuvent être les conditions sous le leadership des Nations Unies pour que des négociations sérieuses puissent commencer dans le cadre de Genève. Pour cela, il faut parler. Si l'on ne parle pas, il est difficile de trouver des solutions diplomatiques ou politiques. Voilà la façon dont l'union européenne agit, toujours avec une clarté de points de vue, qui a aussi été répétée aujourd'hui de façon très claire autour de la table, mais en cherchant à trouver un point de sortie de cette situation d'escalade cyclique de violences sur le terrain. Q: Clearly Syria, Russia, Iran and Turkey believe that there is a military solution and they are pursuing military solutions. What evidence do you have, beyond words spoken here, that they actually believe there is not a military solution? Have any of you seen any evidence to support the stories that are going around that Turkey is settling Syrian Arab refugees in homes vacated by Kurds in Afrin?

4 I take the first question. On the second one I do not have any elements to give and a knowledgeable answer. You ask if we have any evidence of the fact that Russia and Iran or Turkey seriously believe there is no military way-out of the crisis. They realised that just one week ago we were on the brink of a major, I would say regional if not global, confrontation, military confrontation, sparking out of an extremely dramatic chemical weapons attack - and the consequences was one of the deepest divisions in the Security Council. I just can share with you an anecdote. Last time I was meeting with my team here to prepare the conference, some 10 days ago, we were just looking around the table, among ourselves and say: "Well, let us see where we will be in ten days from now, because you know things seem to develop not in a positive direction by the hour." And today you ask me if I have evidence of the sincerity of their commitment to the political solution. Already asking the question is quite a long way compared to where we were last week. Because indeed having ministers of countries that have serious difficulties among each other sitting around the same table for hours and listening respectfully to each other, and even identifying some common ground with words - that is already something, even more when we could have faced a situation that from a military point of view today could have been dramatic. Isn t it something? It is not much, but it is something. And I would like all of us to measure the magnitude of what we risk and what we have been risking in these hours and days that are behind us - hopefully behind us. [UN Special Envoy for Syria] Staffan [de Mistura] and I were thinking, before having this ministerial [meeting] today, that we cannot in any way pass the message that we expect a major political breakthrough today, because this would have been completely unrealistic and surreal. What I can say is this, to reinforce what [UN Special Envoy for Syria] Staffan [De Mistura] has said: obviously I do not not see coherence between words and actions, but I wish I could see it in the coming weeks. And I do not exclude that that can happen, because we have seen already some de-escalation effort bringing some results in the past. And I am convinced personally that there would be a direct interest in Moscow as well as in Teheran - and I limit myself to these two capitals - in identifying ways to contribute positively to a political solution, for the reasons [UN Special Envoy for Syria] Staffan [De Mistura] was highlighting. I said today at the beginning of the conference: you can win a military battle, but can you win the peace? What would be the face of Syria after even a military victory from their side? What would be the condition on the ground? Someone said today, I believe the Secretary of the Holy See [Mgr Paul Richard Gallagher]: how do you rebuild the fabric of mutual trust among Syrians? This is a battle you do not win militarily. And there is no way - no one can win this battle militarily. How do you rebuild Syrian institutions, at a certain moment, that enjoys the trust of Syrians? This is a question that no military activity can win or can respond to. I believe there is an interest in avoiding to continue breaking Syria into pieces and starting to imagine how the international community can unite - under UN auspices and leadership - to find the way to win the peace. Because again, a military victory could come, it is true that we see some actors pursuing that kind of strategy. But what next? What happens the month after that, two months after that, one year after that? Da esh can come back; the country will not be reconstructed - because we have stated here again: the money for the reconstruction of the country will come only once the political process started and is well underway under UN leadership. Even for pragmatic reasons: who do you give the money to? Is it realistic to think that any international institution gives the money to Assad? I think that there is and there would be an interest in realising that there is a space that is a common

5 global interest and regional push for finding a common political path. And I am impressed in particular by the presence of the regional foreign ministers. All the countries in the region were represented by ministers, deputy prime ministers, prime ministers and this shows an interest in trying to avoid that Syria will become for a long time a black hole that would affect the life of the entire region. And Europe is there to try and find a way to avoid that this is the case. Q. Vous avez exprimé à plusieurs reprises la position de l'union européenne et des Etats Membres, en tout cas, de ceux qui s'expriment sur ce sujet, qui était qu'il ne pouvait pas y avoir de participation quelconque à une reconstruction en Syrie, y compris dans les territoires enlevés à Dae'sh. Est-ce que vous avez rencontré la même unanimité chez tous vos partenaires? On a beaucoup parlé du rôle de l'iran: avez-vous eu l'occasion de tester auprès du représentant iranien une réaction éventuelle au projet du Président [des Etats- Unis, Donald] Trump et du Président [de la République française, Emmanuel] Macron de renégocier l'accord global sur le nucléaire? Quelle est votre réaction à cette annonce? Premièrement, mon équipe et moi avons eu l'opportunité aujourd'hui d'échanger avec l'équipe du Président Macron, comme cela a été fait durant les derniers jours. Je fus moi-même avec le Ministre [des Affaires étrangères de la France] Jean-Yves Le Drian à Toronto, le jour précédent la visite d'etat du Président français à Washington. Il n'est pas question de renégocier l'accord sur le nucléaire iranien [Joint Comprehensive Plan of Action, JCPOA] auquel les différentes parties ont non seulement souscrit et qui a été endossé par une Résolution du Conseil de Sécurité [des Nations Unies, UNSCR 2231] - c'est l'annexe d'une Résolution du Conseil de Sécurité. Donc il n'est pas question de renégocier l'accord sur le nucléaire iranien, ce n'est pas cela dont les deux Présidents ont discuté et ce n'est pas à moi de commenter ce dont les Présidents ont discuté ils l'ont déjà fait eux-mêmes. Mais il est clair qu'à la lumière de mes échanges et de ce que j'ai vu, le Président Macron a souligné encore une fois à Washington que toute l'europe est entièrement derrière la mise en œuvre complète de l'accord [sur le nucléaire iranien] et que les discussions additionnelles ne touchent pas à un accord qui existe et qui est mis en œuvre, par tout le monde pour l'instant, et que l'aiea [Agence Internationale pour l'energie Atomique] a certifié dix fois être totalement respecté par l'iran. Et qui a en effet je pense que le Président Macron a exactement utilisé ces mots - permis d'éviter ces dernières années que l'iran puisse développer une arme nucléaire. Je trouve la situation plutôt claire : le JCPOA, l accord nucléaire iranien reste, est intacte et doit être mis en œuvre et doit continuer à être mis en œuvre. Il peut y avoir d'autres discussions entre les Présidents français et américains, pour bâtir la continuation de la mise en œuvre de l'accord sur le nucléaire iranien. C est la position claire que l'union européenne et ses 28 Etats membres, mais aussi les autres membres du Conseil de Sécurité des Nations Unies et le Secrétaire Général des Nations Unies [António Guterres], avons toujours exprimé de façon très claire; c'est aussi la position que les autorités iraniennes ont toujours exprimée. Je vais avoir une rencontre bilatérale avec le Ministre [des affaires étrangères de l'iran, Mohammad Javad] Zarif dans le cours de l'après-midi. Nous allons parler de la Syrie, mais aussi j'imagine - de la mise en œuvre complète et de la continuation de l'accord sur le nucléaire iranien. Sur la reconstruction, il y a trois éléments d'engagement de l'union européenne pour le financement de ses activités en Syrie. D'un côté, c'est l'aspect humanitaire et le travail que nous faisons et finançons pour l'aide humanitaire ici je parle sous le contrôle de Mark Lowcock qui ne répond pas à des critères politiques mais à des critères purement humanitaires. Ce volet vise à assister les personnes qui en ont le plus besoin, y compris en Syrie, avec une attention particulière de l'union

6 européenne d'où et vers où les fonds sont acheminés. Deuxièmement, le travail de stabilisation, de rétablissement rapide - tout ce qui est possible de faire, surtout dans les zones libérées de Dae'sh, sans que l'argent puisse aller dans les mains du régime. C'est un travail très délicat, très important pour éviter que les populations de ces zones ne voient pas les bénéfices par rapport au changement de statut de ces zones. L'Union européenne est engagée dans ce travail, c'est très important que nous le fassions nous l'avons déjà vu en Irak - pour avoir un rétablissement rapide, sans que l'argent puisse aller aux mains du régime. Le troisième élément est la reconstruction du pays, des infrastructures et tout ce qui doit être reconstruit dans un pays après 8 ans de guerre, et avec un conflit encore en cours. C'est clair de notre part, de la part de l Union européenne et de ces Etats membres - et j'ai vu presque tout le monde s'exprimer dans le même sens. L'argent de l'union européenne pour la reconstruction ne sera pas disponible jusqu'au début d'un processus clair, sérieux et crédible d'une transition politique, à Genève. Cela est clair, il n'y a aucun doute là-dessus. Cela ne signifie pas que nous ne voulions ou ne souhaitions pas le faire au contraire, tout le monde a exprimé le souhait que cela soit possible. Quelques Ministres ont même exprimé leur souhait que la Conférence de l'année prochaine Bruxelles III puisse être dédiée à la reconstruction du pays, mais cela voudrait dire qu'un processus politique crédible soit déjà bien entamé et en cours à Genève, sous la direction des Nations Unies. Les deux choses sont liées. Q: On forced relocation to the region of Afrin, are there any efforts from the European Union, to avoid the extremists from the military groups who are right now in the region? Are you aware of the current situation of the minorities that are forced to convert into Islam? First of all I would like to underline what [UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator] Mark [Lowcock] has just said about the importance of access, but also one other thing in relation to atrocities, and accountability. This has been something we discussed during the course of this morning and I believe it is essential that we underline this for the very same reasons I was mentioning about rebuilding the trust and the social fabric. We have seen this in many different conflicts before this one. So this will be important. And I would also like to add that not only women are suffering proportionally more than men, but also, from what I have seen especially with the civil society, women are also very powerful engine for reconciliation, and the moral and the social reconstruction of Syria. I believe they will be a very powerful engine for the future of Syria, let me add this. I think they also would be excellent mediators among their colleagues in Syria. On Afrin, we have never been shy and we have also discussed that very openly with our Turkish friends. We have always indicated that any escalation from a military perspective was not helping the situation on the ground - apart from those that are targeting Da esh and terrorist groups listed under the UN.
