As you will see our financial position remains relatively stable. We have also included an application for the extra funding for a conference organized at the University of Nottingham. 2 Application for BISA Funding Support International Political Economy Group (IPEG) 2 Convenor: Dr Stuart Shields (Manchester) stuart.shields@manchester.ac.uk 3 Description: IPEG, established in 1971 and affiliated to BISA in 1974, provides a well-established forum for BISA members with research interests in the field of IPE. Membership continues to grow year on year, and currently stands at over 284 (an increase of 14 over the year) scholars and doctoral students worldwide Summary Report: The principal activities of IPEG have included: the AGM held at York University on 12 th June; the Annual Workshop held at York University took place on 12 th June; members have nominated and voted on selections for the annual IPEG Book Prize and the new BISA Susan Strange prize; two new papers have been added to the Working Papers series with four more pending, which now totals 40 freely available on the IPEG website; work continued developing IPEG s web presence Accounts: A copy of the 2009 accounts has been presented to BISA in support of this application (see page 5) and will be ed to the treasurer. 6 Planned 2010 Activities: IPEG has the following activities planned for 2010: 1. The Annual Workshop on the theme of Silences and omissions? The other side of the financial crisis will be held at Salford University in June. 2. The IPEG Book Prize has, over its 4 years, established its reputation amongst scholars and publishers in the field. In 2010, members will again participate by nominating and voting on books to be considered for the Prize. 3. With a number of papers still being edited and redrafted the Working Papers series will again continue to go from strength to strength during Throughout 2010 a new IPEG webmaster (Steve Pickering, PhD student from Lancaster) will update the IPEG Directory and develop its functionality after the loss of the old BISAsponsored site. 5. An application has been received from members regarding finance for a workshop on Trade Unions in C21: new forms of work in the global political economy to be hosted at Leeds University. Additional funding request for `The Pink Tide: Reconfiguring Politics, Power and Political Economy in the Americas?' The Pink Tide' is an international conference that brings together academics, practioners, activists and community educators to develop our understanding and knowledge of the Pink Tide: the political and economic shift to the left across North and South America. The conference is unique in that it attempts to overcome geographical, disciplinary and institutional boundaries, which will facilitate the production of cutting-edge, innovative research that is relevant and timely to our understanding of the contemporary period in the Americas. Sixty papers have been accepted with scholar, activist and practitioner participation from 13 countries. The conference meets the interest of IPEG in that it combines inter-disciplinarity and scholar/non-scholar collaboration, along with, distribution of materials and knowledge generated at the conference to a wide public audienc. Additionally, the conference organizers are committed to meeting further requirements for IPEG funding, including advertising IPEG's 2
3 support on all conference materials and submitting a detailed report at the conclusion of the conference. Expected Outcomes 1) Special edition of high-ranking journal of selected conference papers. 2) Special edition of the on-line journal Interface ( of a selection of academic and non-academic conference contributions. 3) A series of interviews and dialogue pod-casts from the conference and with conference participants that will enable on-going collaboration between participants and distribution of conference discussions to a wider audience. To this end, the East Midlands Critical and Popular Education Working Group has volunteered to organise and publish an on-line a book (with relevant publisher) organised around the pod-casts; A full proposal is appended to the end of this document (p. 9-10) Budget: The table below sets out the main budget categories, projected costs, and requested financial support from BISA. 8 BISA funding request: Budget Categories 2010 Projected Costs BISA Funding Administration (Manchester University blog activities) Administration (IPEG Book Prize, Nottingham University) IPEG Annual Workshop (catering, postgraduate travel and accommodation) & co-sponsorship of Leeds workshop. Clerical Assistance (on-going up-date of IPEG Directory Lancaster) TOTAL Additional funding request for `The Pink Tide Given the balance at the end of 2009, I would like to request funding of from BISA for 2010 plus an additional funding request of 2000 for `The Pink Tide: Reconfiguring Politics, Power and Political Economy in the Americas Additional projected costs for the forthcoming year will be met from the current balance and a renewed appeal regarding the collection of membership fees! 9 Impacts of 2009 Activities: 1. The Annual Workshop continues to provide opportunities for doctoral students, as well as more established members, to present their work. The York workshop struck a nice balance between the two with each panel configured of half doctoral students, half established scholars. The previous practice of encouraging participants to submit their papers to the series will be maintained and a number are still in the pipeline awaiting publication. 2. The Book Prize continues to raise the profile of IPEG within the British international studies community and beyond. We will again require the winner to contribute a critical reflection/response to the Working Paper series. 3. The Working Papers series will continue to provide an initial outlet for publication for doctoral students in particular. 4. The IPEG Directory has become an important source of information and useful networking tool for IPEG members. Up-dating the Directory ensures its utility. 5. There is encouraging increased traffic at the IPEG blog (see which has become an important mechanism for communication between members. 3

6 International Political Economy Group (IPEG) British International Studies Association, Annual Report, October 2009 IPEG has had an extremely productive and intellectually stimulating Membership stands now at 284, an increase of 14 from The new members are predominately PhD students and a number of established overseas colleagues. The principal activities of the Group in 2009 have been as follows: (1) Annual General Meeting The AGM was held at York University on Friday June 12 th The minutes of the AGM are available from the convenor. (2) Annual Workshop 2009 The Annual Workshop was organised with the help of Werner Bonefeld and his colleagues, at York. IPEG owes them all a huge debt of gratitude for their excellent management of the event. The theme for the Workshop was new forms of power in the Global Political Economy?. The nine papers presented stimulated a lively and fruitful discussion concerning a number of issues surrounding the current financial crisis. The demand to present papers outstripped capacity to supply places again. 35 participants attended featuring a mix of new scholars as well as the more established members of IPEG. One noteworthy aspect of the York event is that it celebrated the establishment at York of a new MA programme in IPE! The 2010 Workshop, on the theme of Silences and omissions? The other side of the financial crisis, will take place at Salford University in June. A call for papers will be distributed in late (3) Co-Sponsorship In previous years alongside the Annual Workshop, IPEG has continued the practice of cosponsoring workshops and conferences organised by its members on more detailed and specific issues. In 2009 IPEG received a request has been received (in October 2008) from Jason Abbott (Surrey), Owen Worth (Limerick) and Jill Steans (Birmingham) for IPEG to cosponsor a workshop on Critical IPE and the Re-engagement with Theory and Praxis. IPEG supported the workshop with a 500 contribution, and the papers from the day are now under consideration as special issues of International Politics and Journal of International Relations and Development. (4) Additional BISA Working Group funding IPEG are also applying for additional funding for a major international conference being organised at Nottingham The Pink Tide: Reconfiguring Politics, Power and Political Economy in the Americas?' (5) The IPEG Book Prize 2009 The IPEG annual book prize continues from strength to strength. Another excellent year of high quality submissions severely tested members and judges. The Prize has been particularly successful at raising the profile of IPEG both within BISA and beyond, and is cosponsored by six of the principal publishers in IR/IPE. Full details of the Book Prize are available on the current IPEG website, and eventually on the new blog. Previous winners have been: Graham Harrison, The World Bank and Africa (Routledge, 2004) Donald MacKenzie, An Engine, Not a Camera - How Financial Models Shape Markets (MIT Press, 2006) Matthew Paterson Automobile Politics: Ecology and Cultural Political Economy (Cambridge University Press, 2007). 6
7 For 2009 members again nominated books to form a long-list and participated in ranked-voting to reduce the long-list to a short list of five: 1. Ian Bruff (2008) Culture and Consensus in European Varieties of Capitalism: A Common Sense Analysis (Palgrave). 2. Benjamin J. Cohen (2008) International Political Economy: An Intellectual History (Princeton University Press). 3. Bob Jessop (2008) State Power: A Strategic-Relational Approach (Polity Press). 4. Paul Langley (2008) The Everyday Life of Global Finance: Saving and Borrowing in Anglo- America (Oxford University Press). 5. William I. Robinson (2008) Latin America and Global Capitalism: A Critical Globalization Perspective (Johns Hopkins University Press). The panel of judges: Juanita Elias (Adelaide), Jean Grugel (Sheffield), Spike Peterson (Arizona), Stuart Shields (Manchester), Eleni Tsingou (Warwick), chaired by Adam Morton (Nottingham), have considered the short-list, and the winner of the 2009 Book Prize will be announced at the IPEg business meeting during BISA (6) BISA Susan Strange book prize A rather rushed procedure for this year s BISA/SS book prize saw the following shortlisted books: 1. Bruff, Ian (2008) Culture and Consensus in European Varieties of Capitalism: A Common Sense Analysis (Palgrave); 2. Callinicos, Alex (2009) Imperialism and Global Political Economy (Polity); 3. Deere, Carolyn (2008) The Implementation Game: The trips Agreement and the Global Politics of Intellectual Property Reform in Developing Countries (Oxford University Press); 4. Griffin, Penny (2009) Gendering the World Bank: Neoliberalism and the Gendered Foundations of Global Governance (Palgrave). A popular vote selected Ian Bruff s book as the IPEG sponsored title for the BISA/SS prize (7) Working Papers in Global Political Economy IPEG s popular Working Papers series continued to generate outputs in Two papers have been added to the series this year with another four still pending. The series now features a total of 40 papers which are all freely available on the IPEG website. Phoebe Moore (Salford) remains as series editor. (8) IPEG web presence The IPEG blog (see is already attracting increasing traffic. IPEG completed organisation of the new website and transferred activities to a site supported by the University of Manchester. Steve Pickering at Lancaster took over from Stephen Buzdugan as web officer. Overall, IPEG continued to go from strength to strength in 2009, combining its established activities with the implementation of a range of initiatives under the new convenor. Centre for the Study of Social and Global Justice, School of Politics and International Relations, University of Nottingham Overview The Pink Tide is an international conference that brings together academics, practioners, activists and community educators to develop our understanding and knowledge of the Pink Tide: the political and economic shift to the left across North and South America. The conference is unique in that it attempts to overcome geographical, disciplinary and institutional boundaries, which will facilitate the production of cutting-edge, innovative research that is relevant and timely to our understanding of the contemporary period in the Americas. Sixty papers have been accepted with scholar, activist and practitioner participation from 13 countries discussing topics ranging from the emergence of ALBA in South America to the political economy of the Pink Tide in the Americas. In addition, the conference has attracted five key-note speakers including world-renowned scholars Noam Chomsky, William Robinson and John Holloway. By bringing together a diverse range of experts in contemporary politics and political economy of the Americas, the conference will contribute to the academic development and excellence of research about these issues in the UK. The Conference has already attracted international media attention such as Le Monde Diplomatique, which will send a writer to cover the event. The organisers will send out a press-release to relevant national press outlets including the Guardian, Independent, New Statesman and Red Pepper Magazine. The conference has also attracted the attention of a variety of user-groups such as NGOs and think-tanks including Policy Alternatives for the Southern Cone (PACS) based in Brazil, Poor Magazine in the US, and The Transnational Institute based in The Netherlands. St Ann's Community Trust and Play Works, Nottingham will also be sending representatives. Interface is a twiceyearly on-line peer-reviewed publication of academics, practioners and activists whose interest is in social movements; 3) A series of interviews and dialogue pod-casts from the conference and with conference participants that will enable on-going collaboration between participants and distribution of conference discussions to a wider audience. Amount Requested From IPEG 2000 Purpose of Funding The uniqueness of this conference rests in the diversity of its participants and its linkages with actors both within and outside of academia who play critical roles and offer unique analyses of the Pink Tide. In order to enable the participation of 6 community educators and scholars from the Americas we need to subsidise their travel costs. Our request to IPEG is to support the participation of such participants. All paper givers from the Americas, not attached to institutions of Higher Education, have been given the opportunity to apply for a travel grant by a deadline of October 23rd. We cannot therefore give the specific details of the individuals who will be awarded funds at this point.
