3 3 Teaching and PhD Supervision Australian National University Corruption and Anti-Corruption Masters in Public Policy course annually since 1998 This unique course is designed and taught intensively with the New South Wales Independent Commission Against Corruption to a mixture of Masters students, professional short course students and NSW public servants. 6 6 Research 1. Corruption and Anti Corruption I am particularly interested in the rise of the international anti-corruption movement since the mid 1990s, and in different ideas about what constitutes corruption. This interest has grown out of my association with Transparency International (the international anticorruption NGO) and the course in the Master of Public Policy program that I teach with the New South Wales Independent Commission Against Corruption. The research has been funded by a grant from AusAID, and an ARC Discovery project with Professor Barry Hindess and Dr Luis de Sousa. We convened a European Consortium for Political Research seminar on the project in Cyprus in 2006 which attracted a number of younger European scholars. Hindess, de Sousa and I co-edited Governments NGOs and Anti-Corruption which was published by with Routledge in early 2009 and a second co-edited book entitled Corruption: Expanding the Boundaries, dealing with the history and application of the idea of corruption, is under review with Pluto press. I have been asked to submit a proposal for a book on The International Anti Corruption Movement for a Routledge series on International Institutions edited by Professors Rorden Wilkinson and Thomas Weiss. I have joined environmental economist colleagues Luca Taconi Frank Jotzo and Emma Aisbett in a successful ARC linkage project Reducing emissions from deforestation and degradation (REDD) schemes in Indonesia and PNG. The grant runs from , and I am to look at the corruption risks in such schemes and how they might be mitigated, and am jointly supervising one of the two PhDs 2. Pacific Islands Politics and Governance. I have a long-standing interest in the comparative politics of the Pacific Islands, originally in relation to land policy (my PhD), decentralisation (a project at the University of the South Pacific), constitutional reform and more recently good governance. I am planning research on elites in PNG as part of a multi-country study of Leadership, Elites and Coalitions, directed by Dr Adrian Leftwich of York University, funded by AusAID, the World Bank and other donors. Both anti-corruption and Pacific Island interests are brought together in a just completed 65,000 word manuscript on Understanding Corruption in the Pacific Islands. It is being reviewed for publication in a University of Hawaii series on Issues in Pacific Politics. There are widespread popular, and aid donor, perceptions of corruption in the region, but disagreements about what it means, how it matters, and what should be done about it.

7 7 Standard remedies, such as the creation of Anti-corruption Commissions, are being promoted without much understanding of the context. The book considers who is talking about corruption, what they mean by it, what explanations they are offering, and how it might be measured. It relates these to broader ideas about culture (widely approved of) and politics (widely denigrated) in the region. I am also working with Chris Ballard, Colin Filer and Margaret Jolly to prepare a Cooperative Research Centre bid to fund a network of policy related researchers and end users on Pacific Islands Futures. 3. Policy Transfer The relevance of Western models to developing countries was a founding concern of Development Administration the title of the ANU Graduate Studies program I directed in the 1990s. It became important again as donors recognise that institutions matter in development, and supporters of good governance recommend countries adopt institutions modelled on those in the West. My 2005 book Foreign Flowers: Institutional Transfer and Good Governance in the Pacific Islands, published by the University of Hawaii Press took a fresh look at long standing questions about the appropriateness of introduced institutions to the region. It was warmly reviewed in Area Studies and disciplinary journals: Governance, The Australian Journal of Political Science, Pacific Economic Bulletin, Pacific Affairs and The Australian Journal of International Affairs. 4. Customary Land Tenure My PhD dealt with codification of informal rights to land (and the rejection of freehold, and return of this land to descendants of its traditional owners) and I have continued to be interested in the development of property rights, and self management of common property. This interest led me into theories of property rights and the institutional economics that became influential in thinking about Public Administration in the 1980s, and about Economic Development in the 1990s. The coercive transfer of ideas about land tenure, and its rejection, was one of the four cases in my Foreign Flowers book. Many of the environmental schemes we are looking at in PNG involve customary land.
