3 Background Tobacco products are the world s most widely smuggled legal product today, making a multi-dollar business, fuelling organised crime and corruption, as well as robbing governments of much needed tax money. The illicit trade in cigarettes in South Africa also compromises The illicit trade in cigarettes in South Africa also compromises the Government s health objective, to reduce the incidents of smoking, as the availability and abundance of cheap illegal cigarettes in the market stimulates consumption, especially amongst the youth and poor people, the very people Government wants to protect.
