Arno Lamoer Commissaire des Services de police d Afrique du Sud (SAPS), Afrique du Sud Mr. Arno Lamoer Commissioner of the South African Police Services (SAPS), South Africa Arno Heinrich Lamoer was born in Riviersonderend, Cape Town on 26 April During 1998 he was transferred to the Organized Crime and Public Safety Directorates which were headed by Advocate Percy Sonn. From mid-2000 he served as Commander for Special Operations in the Western Cape, heading, amongst other things, the investigations into and operations against urban terror, as well as gangsterism in the Western Cape. He is currently the Divisional Commissioner for Visible Policing after the amalgamation of ORS and Cp in the South African Police Service and is responsible for all uniform policing in South Africa including Peace Keeping operations under the banner of the UN/Au, All Major Events (including FIFA World Cup 2010). Commissioner Lamoer is married and has three daughters. 6 I. INTRODUCTION All women have the right to live safely and free from all forms of violence. The adoption of the National Crime Prevention Strategy (NCPS) in 1996, contributed to an improved and integrated method of addressing gender based violence. This resulted in an joint case management system with a number of key parties such as the police, prosecution, health and social services working together in order to finalize cases and ensure better results in court convictions.

7 I. INTRODUCTION (Cont) The NCPS also made us aware that crime is complex, has many causes and contributory factors rooted mainly in our social domain. Heightened concerns about gender based violence has been demonstrated by a number of recent conferences on women safety staged by RSA through other departments and stakeholder s. The declaration of Violence against Women as a priority crime is significant, since the seriousness (or not) with which certain crimes are addressed are reflected in the resources which the state allocates to policing them.

8 I. INTRODUCTION (Cont) A f i i i f h RSA As part of it s commitment to community safety, the RSA Government believes that we need a strategic and comprehensive integrated approach to violence against women.

9 II. FRAMEWORK FOR INTEGRATED APPROACHES (i) () Developments in integrated approaches feature the following key strategic processes: National Crime Prevention Strategy (NCPS)(1996) ; Cluster Approach (2000-date); Interdepartmental Management Team for Gender Based Violence.

National Crime Prevention Strategy (NCPS):1996 Represented a paradigm shift in the South African Ci Crime Prevention Approach, in that t: It recognised that causes and contributing factors to crime are complex and that the participation of a range of appropriate departments and institutions of civil society are required to address it;

11 II. FRAMEWORK FOR INTEGRATED APPROACHES CONTINUED I. NCPS CONTINUED: Introduced an integrated approach to develop, implement and monitor crime prevention programmes; Emphasised attention to be given to breaking cycles of gender-based violence: Repeat victimization / repeat offending.

(Learnt behaviour of children increases vulnerability to offending behavior or victimisation in adulthood) The NCPS included the following four pillars: Integrated Justice System Environmental Design Public Values and Education Transnational Crime

13 II. FRAMEWORK FOR INTERGRATED APPROACHES CONTINUED I. NCPS CONTINUED: Programmes were coordinated through Committees of Heads of Departments and executed through programme teams under the leadership of identified Departments.

KEY PROGRAMMES: HUMAN TRAFFICKING A multi-disciplinary Task Team was established during 2005, including representatives from the National Prosecuting Authority (NPA), South African Police Services, Departments of Social Development, Labour, Home Affairs, Foreign Affairs, Justice, Education and Health, the International Organisation for Migration, the UNODC, and local NGO s. A Programme Coordinating Unit was established in January 2008 in the lead department (NPA) for prevention, action and support to address multidisciplinary actions and programmes re combating trafficking on a strategic and operational level.

15 III. KEY PROGRAMMES: HUMAN TRAFFICKING CONTINUED Trafficking in persons consultative ti forums were also established. International summits examining international Best practices to combat Trafficking: Luanda, Angola: Community-based trafficking models. Cape Town, RSA: Inter-Faith Global Dialogue in Human Trafficking focusing on faith based leaders. Discussion i paper developed d by the South African Law Reform Commission re the drafting of legislation on Trafficking in Persons.

16 III. KEY PROGRAMMES:SEXUAL OFFENCES Integrated model for victim centred and court directed victims services called Thuthuzela Care Centres. The model, focussed on national, provincial and local co- operation, involvement & participation by relevant stakeholders. 365 Day National Programme of Action emphasizes inter-sectoral activities focussed on improving current practices, targeting set deliverables and accountability frameworks eg continuous training of service providers in the justice system and promotion of multi-disciplinary case management.

KEY PROGRAMMES:SEXUAL OFFENCES CONT Integrated partnerships for strategic interventions include: National Child Protection ti programme dealing with policies and services to vulnerable children and children in need of care. Child Labour Programme of Action focussing on the responses ses by all sectors s of government e and civil society to combat the worst forms of Child Labour which are: Commercial Sexual Exploitation of children Children used by Adults to commit Crimes Trafficking in children

18 III. KEY PROGRAMMES: DOMESTIC VIOLENCE Domestic Violence Act implemented in 1999 provides for integrated t responses by government to prevent and respond to Domestic Violence. Departments adopted their own implementation directives to ensure execution of the legislation for example:

19 III. KEY PROGRAMMES: DOMESTIC VIOLENCE CONTINUED SAPS National Instructions Policy directives for prosecutions Minimum standards for shelters and victim service to enable outsourcing of services to NGO s by social services departments

KEY PROGRAMMES: DOMESTIC VIOLENCE CONTINUED Departments implemented their own training programmes, but through the interdepartmental programme team, an integrated training manual was developed d to improve co-operation between the different departments. The Gender Education Movement of the Department of Education reinforced value-based education provided for boys and girls separately to build appreciation of, and respect for, others despite e gender differences. e

21 III. KEY PROGRAMMES: DOMESTIC VIOLENCE CONTINUED Establishment of One Stop Services for Victims of Domestic Violence (Ongoing monitoring, evaluation and review for improvements

22 IV. PREVENTATIVE ACHIEVEMENTS Traditional and Formal Legal systems are continuously being harmonised in order to eliminate conflict with the Constitution. Some examples: The practice in traditional justice systems of imposing fines in cases of sexual offences. This impacts negatively on the finalisation of sexual offences cases in the formal justice system for example by increasing withdrawals. Children s Amendment Act mitigates harmful cultural practices for example in regard to initiation and customary marriages for children.

PREVENTATIVE ACHIEVEMENTS CONT Ongoing skills development and sensitization of traditional leaders by National Prosecuting Authority s Sexual Offences and Community Affairs unit in rural and urban areas (called the Ndabezitha Programme ) South African Police Service road shows in rural areas feature traditional leaders and police jointly addressing incorrect and negative perceptions of traditional practices that in contravention of legislation.

PREVENTATIVE ACHIEVEMENTS CONT Department t of Social Development s support to child protection initiatives by traditional leaders eg registration of Royal House as a shelter for orphaned and vulnerable children (In Mpumalanga Province). Support to the Safe Schools programme of the Department t of Education and Gender Education Movement.

25 IV. PREVENTATIVE ACHIEVEMENTS CONT Public education programmes and dissemination of information using a range of media, focusing on gender based violence, rights and recourse of victims, responsibilities of service providers and reinforcing the multi-disciplinary approach.

SUMMARY South Africa s national programmes and our participation in regional and international programmes are undertaken to embody the following statement by the former UN Secretary General Kofi Anan, marking the 10 th anniversary of the Beijing Platform for Action in 2005: Governments should accelerate their efforts towards implementation of comprehensive strategies against violence, adequately funded and with a clear timeframe.
