1 RESTRICTED GENERAL AGREEMENT ON 7 June 1962 TARIFFS AND TRADE Limited Distribution Original: English FINNISH IMPORT RESTRICTIONS Import Control Programme for 1962 the The following communication, dated 15 May 1962, has been received from permanent delegation of Finland. "Upon instructions of my Government I have the honour to inform you hereby that new global import quotas, covering the calendar year 1962, were introduced in Finland on 1 January The programme is included in the document entitled Importation System in Finland, State as of 1 January 1962 (Annex I).¹ "In principle, the quota system itself remains unchanged. The countries to which it is applied are enumerated in the above-mentioned document. It should be noted that the multilateral import treatment has been further extended to include Japan and the newly independent African States,Sierra Leone and Tanganyika. The document also shows the present value of each global quota. I would like to draw your attention to the fact that the new programme provides for increased import facilities, the amount of each quota having been raised by at least 20 per cent as compared with the corresponding previous quota. "In connexion with the fixing of the global quota programme for the current year, some changes were made in the Finnish import system, mainly in order to bring uniformity in the import treatment of certain goods of similar character which had earlier been treated differently as to import facilities enjoyed by them in Finland. This systematization involved: (1) in a limited number of cases, the transfer of previously liberalized goods (a) under individual licensing (see Annex II); or (b) under the global quotas (see Annex III) (2) liberalization of goods earlier imported either under individual licensing or under the global quotas (see Annex IV). ¹One copy of this Annex is sent with the present document to each contracting party.

2 Page 2 "The measures mentioned in (1) above relate exclusively to goods falling under Brussels Nomenclature Chapters 12, 15 and 23. Previously products n these Chapters had been partly subject to import control. As a result of the measures referred to above, they are now, as a whole, subject to import restrictions. In other respects, the Finnish import restrictions remained unchanged. "As a result of the liberalization measures mentioned in (2) above, the following Chapters, which were earlier only partly liberalized, became completely liberalized: 22, 32,.35, 38, 44, 46, 48, 49, 52, 57, 66, 67, 72, 76, 78, 79, 80, 89, 90, 92, 94, 95 and 99. Thus, the Finnish licence-free imports now embrace the above Chapters and, in addition, the Chapters that were previously either completely or partly liberalized, in other words, all products not included in the global nor individual licensing lists (see Annex i)."
