7 FUN FACT AAJ KA GYAN PART 1 Ashish Kumar Bhutani, a 1992 batch IAS officer of Assam-Meghalaya cadre, has been appointed Chief Executive Officer (CEO) of Pradhan Mantri Fasal Bima Yojana (PMFBY) till May 9, The PMFBY is the government sponsored crop insurance scheme that integrates multiple stakeholders on a single platform. It was launched by Prime Narendra Modi on 18th February 2016 in line with One Nation One Scheme theme. It envisages a uniform premium of only 2% to be paid by farmers for Kharif crops, and 1.5% for Rabi crops. The premium for annual commercial and horticultural crops will be 5%. The purpose of PMFBY is to provide insurance coverage and financial support to the farmers in the event of failure of any of the notified crop as a result of natural calamities, pests & diseases. It also aims to encourage farmers to adopt innovative and modern agricultural practices and to stabilize the income of farmers to ensure their continuance in farming. 9 Consensus-maker: On Vajpayee If one word could best describe a man, then for Atal Bihari Vajpayee that would have to be compromise. Ever the contrarian, Vajpayee was equally the consensus-seeker and the alliance-builder who could traverse ideological divides and overcome political animosities with a skill set that was a throwback to the Nehruvian era. A brilliant parliamentarian and a shrewd politician who could demolish political opponents with his acerbic wit, Vajpayee was also the elder statesman who was never afraid to reach out and make peace with India s neighbours. Without a doubt, he was born of the Rashtriya Swayamsevak Sangh, the torchbearer of Hindutva. But his rise in the Jana Sangh was at a time when it was not on the ascendant, and this meant he always tried to outgrow his organisation. Vajpayee spent a lifetime trying to make his party displace the Congress from power, and to this end he switched between fighting the Congress s tactics and mimicking them.

10 CONTINUE If the Jana Sangh came to power as part of the Janata Party in 1977, it was in no small measure due to his readiness to mend fences and build bridges with former political opponents. Indeed, he became the acceptable public face of a party propelled by divisive forces. Whether he was a mere frontman, a mask as one of his party colleagues described him, or a driver of change in an organisation with deep-seated prejudices, is difficult to tell; the truth lay somewhere in between. Vajpayee s first hold on power was a stint as External Affairs Minister in the Janata government in , where he made a bold effort to normalise relations with China. Subsequently, he had three stints as Prime Minister, a 13-day misadventure without the required support in 1996, a 13-month experiment with strange bedfellows in , and a full term with a reasonably cohesive alliance during

11 CONCLUSION The National Democratic Alliance that the BJP formed in 1998 would not have been possible without Vajpayee as the leader. His image as a moderate trying to rein in extremist elements in his party made it easier for others such as the Telugu Desam, the Trinamool Congress and the Dravida Munnetra Kazhagam to join the NDA. The BJP would not have come within sniffing distance of power without him, but he brought the party to power by keeping its most contentious issues, Ayodhya, Article 370, uniform civil code, out. It is a matter of debate whether Pokhran-II was a strategic mistake, an unnecessary concession to a hyper-nationalistic constituency, but there is no denying the remarkable maturity he displayed during the Kargil crisis in But the compromise man could not win a second substantive term. Forced as he was to carry on a delicate balancing act, he often came across as an indecisive and cautious Prime Minister, even if at times an endearing and loveable one. There was no way to judge whether he softened the BJP or the BJP toughened him. Perhaps it was a bit of both.

13 Trump s war on media draws editorials in nearly 350 US outlets In an unprecedented move, nearly 350 media outlets on Thursday launched a coordinated campaign decrying US President Donald Trump s frequent attacks on journalists and his attempt to portray some news organisations as enemies of the American people. Mr. Trump has stepped up his attacks on the media in recent weeks and the White House last month barred a CNN reporter from covering a public event after she asked Mr. Trump an inappropriate question. The Boston Globe made the call last week for a nationwide denouncement of President Trump s dirty war against the media, using the hashtag #EnemyOfNone. Each newspaper participating in the effort wrote its own separate editorial against the US President s anti-media comments. Mr. Trump has frequently derided unfavourable media reports as fake news and attacked journalists as enemies of the people.

14 CONTINUE The Trump Twitter Archive says he has tweeted 281 times so far using the term fake news. Replacing a free media with a state-run media has always been a first order of business for any corrupt regime taking over a country, The Boston Globe said in its editorial. Today in the United States we have a president who has created a mantra that members of the media who do not blatantly support the policies of the current US administration are the enemy of the people. This is one of the many lies that have been thrown out by this president much like an old-time charlatan threw out magic dust or water on a hopeful crowd, the stinging editorial commented. The Editorial Board of The New York Times noted that this year, some of the most damaging attacks came from government officials. Criticising the news media for underplaying or overplaying stories, for getting something wrong is entirely right. News reporters and editors are human, and make mistakes. Correcting them is core to our job.

15 CONTINUE But insisting that truths you don t like are fake news is dangerous to the lifeblood of democracy. And calling journalists the enemy of the people is dangerous, period, it said. These attacks on the press are particularly threatening to journalists in nations with a less secure rule of law and to smaller publications in the United States, already buffeted by the industry s economic crisis, the influential paper noted. The New York Post hardly a left-leaning paper answered the Globe s call by saying Who are we to disagree? adding: It may be frustrating to argue that just because we print inconvenient truths doesn t mean that we re fake news, but being a journalist isn t a popularity contest. The Philadelphia Inquirer said its city was the birthplace of US democracy, writing: If the press is not free from reprisal, punishment or suspicion for unpopular views or information, neither is the country. Neither are its people. Opinion writers at McClatchy put out an editorial for the 30 daily newspapers it runs, including the Miami Herald, saying they hardly ever spoke with one voice but were doing so now.

North Carolina newspaper The Fayetteville Observer said it hoped all the president s supporters will recognise what he s doing manipulating reality to get what he wants. The St Louis Post-Dispatch called journalists the truest of patriots, while the Chicago Sun- Times said it was confident the majority of US citizens did not share Mr. Trump s views. We firmly believe most Americans know that Trump is talking nonsense, whatever they might tell the pollsters, the Chicago paper s editorial said. We firmly believe they understand that a free society is impossible without a free press, it added. Meanwhile, a poll released by Quinnipiac University yesterday suggested that 51 per cent of the Republican voters now believed the media to be the enemy of the people rather than an important part of democracy and 52 per cent of the Republican supporters polled were not concerned that Trump s criticism would lead to violence against journalists. Among all voters, 65 per cent believe the news media to be an important part of democracy, the poll suggests. An Ipsos poll, also this month, gave similar figures. In addition it found that 23 per cent of Republicans, and about one in eight Americans overall, believed Trump should close down mainstream news outlets like CNN, The Washington Post and The New York Times.
