Kaniya Samm (notification of tardy) QUORUM MET. III. Approval of Minutes (6:35 pm) Emma Ishii moved to approve the minutes from 11/16/15. Tessa Kaput seconded. Properly motioned and seconded. IV. Approval of Agenda (6:35 pm) NAME moved to approve the agenda for this meeting. NAMEseconded. Properly motioned and seconded. V. Open Forum No campus community members present for Open Forum. No one moved to amend the agenda to add Open Forum. 1. No one seconded. 2. Open Forum not added to the agenda and not entertained. VI. Special funding (6: pm) Skylar Crownover; also Brooke Parker (research assistant) 1. Request: Funding for a study Transgender Identity and Stress 2. Purpose: 1. positive research attention for Mills 2. Social Justice 3. Transgender community support 4. Research Skills a. Brooke Parker: As a future health/medical professional, this is an opportunity to gain exposure to marginalized groups that we may be working with in the future.

3 i. Spent all summer and this semester being trained on this we need is approval and funding. b. Proficiency in research and technical skills 5. Discussion: Opened by Erin Clark for 15min and seconded by Jaqua Parker. Sarah: Beneficial Julian: Agreed beneficial to support this research; for the research to be done the resources have to be allocated Erin: I thought you had to compensate participants Rachel: no, not required but good practice to do so. Sarah: Not suggesting that they not compensate, but it s good to include that clarification in the decision we support you getting the stuff; but not getting the people to do the research Erin: Regardless of what we vote on, will we know by the end of the night if gift cards can be a thing in compensation? 3. Amount Requested: $2, Giftcards 2. Research supplies 4. Support funding is coming from the psychology department 5. Voting: Hallie moved to vote on full amount 1. Eva seconded in favor 3. opposed 3 4. Vote passes Report back on approved funding: RA s at NRAP! 1. Haley Glicker and Nicole Lemmon SRA s 2. Requested $1400; used all of it 1. $607 transportation 2. $720 Registration 3. $73 Spirit/swag decorations 3. Have attended for 4 years; 3 out of 4 years have had a Mills RA as a keynote speaker. 4. This year: community building is awesome! RAs in attendance 2. NRAP keynote speaker 3. 8 Mills RA presentations 4. Top 5 presentation inclusive language 5. Our RAs took the spirit stick home we won! a. This was based on different components, including spirit, philanthropy project, etc. 6. Future of NRAP hope that in the future, RAs will continue to go to NRAP and the information gained will continue to be useful.

4 Risa Gearhart and Emma Ishii (representing Academic Affairs committee) 1. This presentation has been 3 years in the works, when Jen Bay was Academic Affairs chair 2. New York Times in Education non profit sector of the New York Times 3. All students on campus will have access to NY Times articles (unlimited) 1. This will surpass the 10 a month cap on NYTimes.com 2. full digital subscription for students and faculty 3. Can tailor certain articles to classroom discussion 4. NY Times is trusted as a high integrity newspaper 5. Benefits for students: 1. global perspectives 2. NY Times has the most journalists in the most locations around the world 6. Benefits for faculty: can build this variety into curricula 7. Popular Features Times Topics, The Upshot 8. Key Features 1. world class website and publication 9. Contact person comes up to the bay area because a lot of other colleges in the area already have this. He is really excited to partner with us. User features 1. connections to social media 2. access to info 3. news alerts 4. very accessible Program s infusion into Mills 1. internationalizing Mills 2. globalizing the curriculum, per the new curriculum requirement passed by the Board of Trustees Support 1. survey students overwhelmingly wanted this to be implemented 2. the library and provost approve this initiative 3. Pilot year Total cost: $6, Questions: 1. Is this a one time request, or is it an annual thing? 1. Yes, annual 2. Would we get awesome swag and parties? 1. Yes. They bring swag every time they visit. 3. Can anyone opt out? 1. no, it s a site wide license. 2. Pilot year 4. Sarah: have you sought funding from other sources?

5 1. Yes. The provost s office and library both want it, but have no funds for it. 2. Adrianna: There is no funding this time around because annual budgets have already been decided for the year. 3. Risa: The Board of Trustees is on board. There is a possibility that if it is brought on long term 5. Erin: If it does come long term, could people opt out? 1. Risa: Possibly. 2. Rachel: We would get the discount 3. Julian (also on Academic Affairs committee): The hope 6. Has this been successful at other colleges? 1. Risa: Don t have a lot of research on this Discussion: Hallie, Octavia 5 minutes 1. Octavia as a journalism minor, this would be really useful. The journalism department is on board 2. Sophia so we know who is interested and who would use this, due to the survey, right? 3. Joyelle: Not opposed, but we can t really know how useful the campus community would find this, and I think that most of students use would be outside 4. Hallie: Could we possibly track who uses it during the pilot year, and have it brought back to us to follow up? Voting 1. Natalia moved to close discussion and a rising vote for funding of the full amount, with the amendment that we need follow up 2. tessa seconded in favor, 2 opposed, 7 abstentions VII. Professional Development: Universal Design and leadership (7:30 pm) Presenter: Skylar Crownover Definition of universal design: series of interlocking Theoretical framework 1. expanded to include all identities 2. key tenet: no one should have to ask for special accommodations to learn in a given environment Leadership vs. Facilitation 1. Leadership: how you carry yourself/create the abstract spaces 1. Model everything a. state pronouns b. check your language 2. Self education a. understand your power and privilege (ex: white privilege) 2. Facilitation

Make sure the presentation itself is accessible visible, audible, etc. 2. always include pronouns in introductions 3. make sure the space is accessible 4. if serving food, make sure you cover common dietary restrictions 5. Brace space acknowledge power and privilege in the room 6. Inclusive language Scenario #1 midnight breakfast 1. should ask what exactly the dietary restriction is, and find ways to support them. We already look ahead and make sure there are non dairy ice cream options, etc. 2. Provide options/give them self efficacy (different from self esteem) power to change circumstances for themselves 3. Move the wait inside 4. Asking Bon Appetite to avoid common allergens Scenario #2: To build community among your constituents, as the natural sciences senator, you want to plan a trip to the Exploratorium 1. call to make sure the Exploratorium is accessible 2. make sure they know that although Mills is a historically women s college, not every Scenario #3: Dance marathon 1. not have a dance maraton 2. have activities that folks can do while sitting down 3. Have a dance instead of a dance marathon 4. Overall, just realize that this isn t a particularly accessible idea In a nutshell: 1. The hope is to take this information and bring it into spaces in which you are leaders/facilitators and being able to assess spaces for universal access. 2. Feel free to Skylar with any questions at scrownover@mills.edu VIII. Constitutional Review Fall 2015 (7:44pm) Chaired by Eva Steward, Judicial Affairs Chair 1. We re going to vote as each slide comes up. 2. If you proposed something, leave the room to avoid conflict of interest Proposals 1. Slide 2: Publicity Chair responsibilities 1. Sarah Dreher discussion for 5 minutes 2. Discussion points a. office hours don t mean that work is being done actively, and work can be done outside of office hours b. Erin: having office hours for this chair may not be necessary. This can be very limiting.

7 c. Rachel: Office hours d. Adrianna: minimum of 5 hours, not maximum. There may be other means of reaching the same goal, but a requirement that requests are attended to regularly would be beneficial e. Sophia: for commuters, this would be a challenge. f. Julian: having a minimum of 5 hours is limiting. Having 5 hours required in the constitution can be limiting. g. Hallie: with this position, a lot of the work Cassie does is social media oriented. 3. Erin: proposed amendment: t a. Rachel: propose to define what office hours mean. i. Hallie: amend uphold constitutional duties on a daily basis as necessary, while holding 4 office hours a week b. julian move to approve c. approved: 19, 2 abstentions, 1 no 2. Slide 2 Senator Responsibilities 1. Emma This is really useful, as someone who has been a senator for many years 2. Erin tips on how to run a successful event 3. Risa committee budgets a. Eva need budget review first. b. Remi Keep in mind that this can happen at the full board retreat next semester/next year. 4. Natalia POI. There are also events that can be put on for free 5. Octavia POC. does this refer to informal events, or just formal events? a. Eva that will be open to interpretation. b. Voting: 19 in favor, one opposed. 1 abstention 3. Section Erin Clark 5 min discussion, natalia second. 2. Julian: POC. This would be a student who goes out into the community? a. yes. 3. Natalia this is a great idea. Visibility and outreach 4. Risa this is a big job for one person a. Erin to counter, I would love a position like this. If you re someone who is already involved in the outside community b. Joyelle: agree with Erin. This is a beautiful opportunity. Side eye: Is there a way to tell if this person is active in the Oakland community

8 c. Emma: If we want to address our lack of connection with the Oakland community, we would instead make it more pronounced that every one of us should be more connected with the community. Or maybe make it so all senators have to do more work in the community. To give this job to one person would be a big task. d. Iona: committee? e. Julian: could stipulate that the person is from Oakland f. Natalia: Maybe this senator 5. Emma extend discussion for five more minutes. Hallie seconded. a. Erin if this was a senator position, if we could provide more gumption around creating this position. It might be really useful for one person to do it; might be good for a group. But I think it s a good idea to have it be someone who is from Oakland b. Rachel We don t even have a full Full Board. We struggled to get some of you in here. This could happen next semester, but I would hope that anyone who feels very strongly about this would go seek someone out. c. Emma having one person do this outreach would not get to the root of the problem. I like the idea of a task force. d. Hallie everyone has to do 5 on campus events. Adding a requirement of 2 3 community events may be the way to go. e. Octavia piggybacking off of the committee idea. We could have a senator and someone else check in on this. f. Eva: All of these are great suggestions, but we can only vote on this section right now. To propose a solution, we can include the requirements as amendments. We can t change another part of the constitution as per Robert s Rules of order, but that can be done in Constitutional Review in the spring. g. Julian: move for a rising vote with the amendment that the person be a member of the Oakland community with long residential standing. h. Vote does not pass. i. Iona Move to open discussion for 2 more minutes i. Melissa seconded. j. Emma just want to safeguard against someone who would misrepresent Oakland. k. Octavia it could be hard to gauge. l. Natalia Wanted to point out that it s not our decision who gets voted into a position. If someone was running to be

9 community outreach senator, it would probably be someone who is well connected to Oakland. Having the passion to help out the community is the point, as with all the positions. m. Erin extend for 2 more minutes. Hallie second. n. Erin: What we re running into is that we have to make legal action to right the wrongs that have been done. As a school that uses social justice frameworks, we can t just say any person can be in this position if they love Oakland. It s more about your background informing your decisions. White savior complex, and how that can be adopted. We want to avoid someone just swooping in, and have someone who is plugged in and aware of the issues. o. Adrianna: Friendly reminder that the person would have to campaign. If the person was in that mindset, it would show up during campaigning. If they get past the campaign, there is a mechanism whereby Rachel can remove the person from the position. Think about support and trainings that could help develop this position and the person in it to be more democratic. p. Emma: motion to add 2 more minutes. Seconded. q. Emma: should come from more than just one channel. r. Natalia: agree with Emma. Having one senator would make it hard for them to focus on all of the problems in the community. s. Denise: I want to agree. It is too much for one person. Maybe somewhere in a committee this can happen. Oakland is a big city, and there s a lot going on. For one person to do that and also meet all of the other requirements. We can review this as a senator position somewhere down the road, but for now this could happen within a committee. t. Melissa: Could focus on the nice things in Oakland rather than just the problems. u. Voting: a 6. Article 2, A ASMC membership a. Erin open discussion for 3 minutes b. Hallie seconded c. Erin: POC would we implement a graduate senator? d. Hallie: it s a good idea to feel this out. We could use this as a way to figure out if it s good to have graduate representation

10 e. Octavia: do other institutions have graduate representation in student govt? f. Julian: rising vote to end discussion i. 15 in favor, 4 opposed, 2 abstentions. ii. PASSED. 4. Section 5.3, E 1. Melissa open discussion for 5 minutes 2. Seconded. 3. Discussion points a. Erin: This is a great opportunity. Being able to meet with my constituents has been really helpful. b. Hallie: Could be spread out in 25 or 30 minute chunks. c. Melissa: POC: Do faculty meetings for department senators count? d. Erin: POC: What is a constituent? i. Eva: Who you serve and represent. ii. Remi: Would it be possible for the person to check in with the department? I, as the Center Director, would like to know if, for example the resumer senator is having hours in the Mary Atkins lounge. iii. Denise: this is a great idea, as resumer senator e. Octavia move to extend discussion for 2 minutes. Seconded. f. Octavia would it count to have students in on discussions about the green fee? g. Iona could there be a stipulation i. no... h. vote on new wording: unanimous, 2 abstentions. 5. Section 4.4:I Public Relations Chair 1. Octavia 2. Rachel: The wording could be more precise. 3. Voting: unanimous. PASSES. 6. Section 7.2 d. Funding requests over $5000 will be reviewed 1. Hallie moved to open disc. for 5 mins. Tessa seconded. 2. Discussion points a. Hallie: This is the model that another school that Cassie met reps from at a recent conference use. b. Natalia: POC. Would this be to finance committee? And when they go to full board, will there be discussion? i. yes. c. Sarah: transparency

11 i. eva: finance committee would required to do a report back. It would be open information for everyone to see. d. Erin: to make things simpler and because transparency is useful, could bullet point notes be passed around during the full board meeting? i. Rachel: POI. Anything we vote on can have information attached. ii. Hallie: Report back, but a brief from the finance committee. iii. Sarah: POC. So this would be the same process, but more money. This is a big step. The whole finance committee is currently 3 people. iv. Natalia: Move to extend discussion for 3 minutes. Sophia seconded. v. Natalia: Maybe make a stipulation that, because special funding requests make a lot of time, just having the finance committee summarize the information. vi. Sophia: Could also have correspondence by vii. Erin: finance committee would still have to present to the board, and have the full board vote. 1. Eva: if it s under $5000, their decision is kept and the full board will 2. e. Erin: move for a rising vote suggestion that some sort of very brief explanation is sent around. Hallie seconded. f. Vote: 2 in favor, all others opposed. g. Motion for a rising vote on the suggested wording. as proposed no i. Unanimously opposed. 3. Section 8.1 Budget Distribution section to add requirement that exec board members have to attend BOT meeting a. Sophia POC. What is BOT? i. Sarah it s a meeting required for all treasurers of all clubs that goes through the process of money related things. b. Rachel rising vote. c. Voting: unanimously passed, 2 abstentions. 4. Section 8.2 A stipends in a separate account. a. Proposed: Stipends will be kept in a separate account, separate from Executive board account. b. Emma: Move for rising vote.

Rachel: If we move up the dispersal date, wouldn t the review date have to also be moved? e. Hallie: don t understand how it s different i. Eva: the way it is, you re re f. Hallie: move to end g. Hallie: Should make it very clear that everyone has this budget, and that it s not a shared committee budget. b. Sarah: Since that account is within another account Each chair gets a third of the pot. c. Rachel open discussion for 2 minutes. d. Rachel: In the spring, committees propose budgets for the next year. e. Sarah: It would make sense to explain under each chair that each person has a stipulated amount. That would make more sense. f.
