Ruling out a nationwide retests for Class 10 mathematics, the HRD ministry said that a final decision on the re-examination for Delhi-NCR and Haryana would be taken in the Police seek Google, WhatsApp help in CBSE leak probe The Delhi Police has sought help from WhatsApp to know who all had received and forwarded the leaked CBSE question papers and is still tracking an ID from where the education board had received a tip-off about the leak, an officer said on Friday. The officer said 35 more people, including students, parents and coaching centre owners, were questioned in connection with the probe into the leak of Class 10 maths and Class 12 economics question papers next 15 days following a detailed inquiry. The details of the re-test were announced by the HRD ministry amid continuing widespread outrage over the issue. The outrage over the paper CBSE paper leak that has affected lakhs of students across India. He said police received information that leaked papers were circulated on WhatsApp groups of students, parents, tutors at coaching institutes and their owners from Delhi-NCR. They have played a key role in sharing these question papers. Group members and admins are being questioned by the team of Special Investigation Team (SIT) of Crime Branch of Delhi Police, the police officer said, requesting anonymity because he was not leaks spread across the country. In Delhi, students and Congress youth leaders held protests on the issue, accusing the CBSE of negligence and demanding immediate action against the guilty. A delegation of the RSSbacked ABVP also met the Union minister raising similar demands, including necessary procedural changes to ensure leak-proof exams. Meanwhile, six students were detained in Chatra district of Jharkhand in connection with the leak. The police also questioned 10 more people and interacted with the CBSE controller of examinations over the leak. HRD Minister Prakash Javadekar, in a series of tweets, said, In the larger interest of (See page 4) authorised to give probe details. UB Photos Fake encounter deaths CBI files 3 more FIRs in Manipur The CBI has registered three cases in connection with four alleged staged shootout deaths in Manipur in which personnel of the State police, Assam Rifles and CRPF are accused, an official said on Friday. The FIRs were filed by the Central Bureau of Investigation (CBI) on Wednesday following the Supreme Court s March 12 order on writ petitions filed by the families of the deceased. In the first FIR, the CBI named five Manipur Police personnel and some unidentified policemen for taking Manipur resident RK Laksana in custody on February 15, 1999, and later allegedly killing him in a staged shootout. The named accused are Sub- Inspector Pebam John Singh and constables Longjam Rokhon Singh, Thangmang Kipgen, K Bijoy Tarao and Fajur Rahman. In the second case, the CBI booked unidentified personnel of 20 Assam Rifles on the charge of killing Ramaso Shingnaisui on July 17, 1997, in custody. As per Shingnaisui s post-mortem report, he died of shock and haemorrhage as a result of multiple blunt force injuries, which were homicidal in nature, the FIR said. In another FIR, the CBI booked unidentified personnel of the Central Reserve Police Force s 121 and 134 Battalions for killing Asem Romajit and Yumnam Robita Devi in a staged shootout in It was alleged that on April 9, 2002, some personnel of CRPF s 121 and 134 Battalions were attacked by unidentified armed insurgents in Pangei Bazar, which resulted in the killing of four CRPF troopers and injuries to many more. The CRPF personnel subsequently carried out searches (See page 4) Nepal PM to visit India from April 6-8 KATHMANDU, March 30: Nepal Prime Minister KP Sharma Oli will visit India from April 6 to 8 on his maiden foreign trip after assuming office, in line with the tradition of a Nepali PM visiting India on his first overseas trip, the Ministry of Foreign Affairs said today. Oli s visit comes following an invitation from his Indian counterpart Narendra Modi. Accompanied by his wife Radhika Shakya, Oli will lead a government delegation comprising ministers, Members of Parliament, Secretaries and other high-ranking officials of the Nepali government, the Ministry said. 3 SATURDAY, MARCH 31, 2018 THE ASSAM TRIBUNE, GUWAHATI 3 Students, Cong stir outside CBSE headquarters Students and Congress activists on Friday protested outside the Central Board of Secondary Education (CBSE) headquarters here over the leakage of Class 10 and Class 12 question papers. Some of the protesters tried climbing over the police barricades outside the office in Preet Vihar but were rebuffed. The affected students and their parents say the leakage of maths and economics question papers for Class 10 and 12 respectively has hit them badly. Many who had been looking forward to holidays would now have to cancel their plans until the tests are held again. IANS Boycott CBSE re-exams: Raj Thackeray MUMBAI, March 30: Maharashtra Navnirman Sena president Raj Thackeray on Friday asked students and parents to boycott the re-examinations proposed by the government over the Central Board of Secondary Education (CBSE) question paper leak. Addressing parents and students, Thackeray said it was the responsibility of the government, but instead of owning up its mistake, it was again burdening the students with a re-examination of the leaked papers. The government is incapable of safeguarding the question papers and yet it is the students who have to bear the anguish of a re-exam. Why should they (students) be made to undergo this ordeal for no fault of theirs? Thackeray demanded. I appeal to all the parents of CBSE students in Maharashtra and rest of the country, that under no circumstances should you permit your children to sit for the reexaminations, he said. The last date for applying for the jobs is March 31. The railways currently employs over 13.5 lakh people and is one of the biggest government employers. The matter came to light after members of the gang were arrested for committing a robbery at gunpoint in a house in Kashimira where they looted cash and jewellery worth around Rs 898,000 on March 22, said Senior Police Inspector Mahesh Patil. Pointing to a well-planned operation, taking advantage of the early hours, the gang, carrying various equipment, struck at the home of Gokul Wagh at around 3 am, cut through the grilles, tied up the entire family and escaped. Following an uproar, the Thane Rural police and Kashimira s Crime Branch Unit set up special squads to investigate and nab the culprits. After tracking several leads, CCTV footage and tips from informers, police learnt that the gang was travelling in a car towards Vasai town, in adjoining Palghar district, on Wednesday. A police team managed to intercept the vehicle and arrested the occupants who admitted that they were Bangladeshi nationals and staying here illegally. The shocking revelation was that three among the arrested, holding valid passports with Indian visas, used to regularly fly to and from Dhaka to Mumbai to commit the robberies and return undetected. Youth conclave concludes STAFF REPORTER GUWAHATI, March 30: A two-day youth conclave organised by B Borooah College concluded on Thursday. The meet was held across ten competitive and two noncompetitive categories which were open to students from class VIII to PG level of any institution within India. The conclave began with the competitive category seminar paper presentation the focal theme of which was Act East Policy: Opportunities and Challenges. This was followed by different competitive events which were held simultaneously at multiple venues. A new event Ink Your Idea: Live Painting was introduced in this year s conclave in which participants were required to paint while an instrumental was being played in the background. Thirty artists from across institutions participated in it. The maximum number of participants in this year s event was in the Vocals: Solo Song Competition, with over 50 contestants from across institutions lending their voice to timeless Assamese, Hindi and English numbers. On the second day, the paintings of the first day were exhibited. Also, the photographs submitted as part of Shutter: The Photography Competition were put on for public display. ELEANOR ROOSEVELT Ahead CBSE question paper leak The leak of Class 10 and Class 12 examination papers of the Central Board of Secondary Education (CBSE) has not only come as a shock for citizens across India but it has also put the Central Government in a very tight spot. For us, the people of Assam, where leak of board exam papers of the SEBA and the AHSEC have turned out to be a sort of annual affair, the latest incident involving the CBSE has no doubts put parents and children, who used to think the central board above such bizarre happenings, in a mode of worry. After all, the CBSE has been gaining strength substantially in our State in recent time with more and more parents opting to put their wards in a Kendriya Vidyalaya or other schools affiliated with the board. For the Central Government, already facing huge backlash in recent times due to various lapses and incidents of mismanagement, the latest scandal is something it would have been happy to avoid. As the CBSE admitted reports about the leaks and announced its decision to hold re-examination of Class 10 Mathematics and Class 12 Economics papers, the Congress and other Opposition parties have stepped up the attack and demanded that Union Human Resources Development (HRD) Minister Prakash Javadekar and the chairperson of CBSE be sacked. Incidentally, the CBSE had only days ago denied reports about exam papers leak. Prime Minister Narendra Modi s assertion in the run-up to the 2014 general elections that, if elected to power he would act as a chowkidar, has taken one more beating, after all the backlash faced by the Centre over demonetization, mismanagement in the roll-out of GST, Nirav Modi episode and other such affairs. Congress president Rahul Gandhi even went to the extent of going into rhyme to target the Prime Minister by saying, In everything there is leak, the chowkidar is weak. Students in Delhi have taken to the streets to protest the leak. The Government, as expected, has swung into a damage control mode. The Union HRD Minister has termed the issue as unfortunate and asserted that the culprits responsible for the paper leak will not go scot free. A special investigation team has been formed to look into the matter. Delhi Police is also questioning a number of people, including the owner of a coaching centre, who had access to the handwritten question papers. The CBSE is expected to soon announce the next dates of re-examination for Class 10 Mathematics and Class 12 Economics subjects. However, these things are not enough. The CBSE, one of the most trusted brands in the field of education, has suffered a serious dent to its prestige. The Government and the board must expose the entire incident and put in place a system so that what happened is never repeated again. When it comes to the future of our kids, no compromise can be allowed. Glimmer of hope North Korea s supreme leader Kim Jong-un has a youthful quality to his appearance which can be both beguiling and deceptive. That he is a dangerous manipulator has been revealed in his recent actions and the manner in which he has been able to pull the strings. He began by creating an unprecedentedly destabilizing situation in the Korean Peninsula by embarking on a nuclearization programme which put the world on a razor s edge. That he chose to engage in a verbal spat with US President Donald Trump had heightened tensions and roused consternation amongst his immediate neighbours including China, Japan and South Korea. Then he suddenly became diplomatically proactive, choosing to reach out to rival South Korea, well aware that its newly elected leadership sought rapprochement. With the latter eagerly accepting the offer of the North s participation in the Winter Olympics and welcoming with open arms a delegation sent by him, China, a long-time and sole ally of North Korea, which had made no secret of her displeasure with him, was suddenly dispatched to the sidelines. Equally redundant had been made the role of the US despite Trump s claims that it was his forceful actions which coerced Kim to come to the negotiating table. But now, all of a sudden, China is back in favour again, with Kim making a secret trip to that nation, and rendering her a major player again! One can only hope that such craftily orchestrated moves by Kim results in erasure of tensions in the Korean Peninsula and, in extension, in the rest of the world. This would be made possible only if he finally agrees to dismantle his nuclear arsenal and allows in international observers to oversee the process as Iran had done. The positive to have emerged from the Beijing visit is the possibility that China would play the honest broker in arranging a face to face meeting between the US President and the North Korean leader. However, it is yet unclear whether the latter would be willing to start the process of denuclearization, given the reality that it is the only card he has to play. On the other hand, there is no denying that prolonged international sanctions have begun to bite in North Korea. Surely its leader is aware that brainwashing through propaganda would not be enough to keep a hungry population under control and that his nation direly needs the lifting of international sanctions if it is to recover economically. Whether this compulsion is enough to make him yield concessions on the nuclear issue is anybody s guess, and the world would be forgiven for doubting where exactly the current diplomatic initiatives would lead to. This is an old story, and the clinching evidence for this, as many of us will remember, came with the discovery and piecing together of fragments of the skeletal remains of a female Australopithecus in Ethiopia in 1974 by a team of scientists. These scientists reconstructed 40% of this particular hominid s skeletal frame from the hundreds of fossilized pieces of bones they dug up, and when it became known the hominid was a female, they christened it Lucy, taking the name from the famous Beatles number, Lucy in the Sky with Diamonds, which these scientists were fond of listening during the long excavation expedition. The story of Lucy is now well known and documented, how she was found, who found them and how the bones were dated first to about 2.8 million years and then revised to 3.2 million years after more advanced tests and so on. We also now know there were controversies over its ownership and protests over its planned exhibition tours all over the world. We even know the exact number of plastic replicas of Lucy as she would have looked in flesh and blood, and which museums around the world these are on display. Lucy s story is fascinating and intriguing in equal measures. However for now, let us leave the scientific matters of how and why the discovery is important in the study of Letters to the EDITOR Sir, The desecration of statues seems to be the latest (mis)adventure in India. Like a huge section of society, one cannot help but feel raged at the sight of such wrongdoing. In the mundane matters of life, one manages to maintain silence until it becomes unbearable. Such a horrible incident was the uprooting of Maulana Abul Kalam Azad s statue in Kakinara, West Bengal. Azad s role in the emancipation of the country from foreign rule and later shaping the educational policy of India is second to none. Why uproot his statue? What was his crime? Does vehemently opposing the divide and rule policy of the British, fighting tooth and nail with Jinnah against partition of the country make him vulnerable for such treatment? Or bringing reforms as the first education minister of independent India in the esteemed Nehru Cabinet makes him credible for such treatment? It was Azad, a secular person, who fought throughout his life for Hindu-Muslim unity. He never minced words in criticizing the evolution of the human species. I have brought up this topic for something else very interesting with profound bearing on how humans have come to be what they are today not just in body, but also in spirit. Why exactly is it considered revolutionary from the evolutionary point of view that Lucy and other hominids of that era began walking on two legs? Wouldn t humans have been still humans, towering above all other creatures of creation because of their superior intelligence, even if they were to continue to walk on four legs? After all, is it not the human brain with its immense capacity for creative thinking, which has made all the difference? Had it not been for the great evolutionary leaps taken by the human brain, would there have been something as the mind as well? If still on four legs, would the pursuit of knowledge in diverse fields of science, technology and humanities that the human species have come to distinguish themselves for, been any different? Why then is this epoch when human ancestors felt the need to straighten up their spines and walk on two legs considered as the wondrous event triggering off the beginning of their evolutionary journey on a separate path than the rest of the animal world? As I have said before, we will leave the more technical question of what possibly may have been the pressures on these hominids to begin wanting to walk on two legs, for the scientists to speculate on. We will instead try and imagine the consequences of this decision to change The lesson is for every one of us. Never despair, for we have the gift of our hands, and our hands are a miracle. Thank Lucy and her hominid generation then for that revolutionary decision to begin the effort to walk on two legs. physical posture, and what miraculous differences the decision made. These freed limbs, in the course of evolutionary time, grew in movement agility, dexterity, sensitivity, etc., until they came to be the human hands that we know today, capable of accomplishing unimaginably intricate tasks, although we tend to take our hands so much for granted that we often fail to see its importance in making humans what they are today. Indeed, if an evaluation of all the different parts of the human body were to be done and graded on a scale of importance in humans coming to dominate the living world, the hand may be the primary instrument that shaped this present. Come to think of it, what is it that the human hands cannot do? Would all the progress that modern humans have inherited or made been possible at all? Would all the grand scientific inventions been a reality? Would the magnificent architectural creations happened or great works of art and music ever created? Indeed, would whatever else that have distinguished human achievements from those rest of the animal world, been possible? If Lucy s generation of human ancestors, for whatever their challenges of the era, not freed the upper limbs by straining to straighten their spines and walk on their hind legs, probably nothing that we know of today s human reality would have materialized. Although the idea of evolution is relatively a modern notion contingent upon Charles Darwin s groundbreaking work in the 19th Century, quite intuitively though not scientifically, the importance of the human hands was acknowledged much earlier. This is evident even in the Panchantantra tales told in comic books that were so popular amongst the pre-television generations who did not grow up with the multiplicity of modern cartoon characters flooding their drawing rooms as today s children. Vedic education and today s realities Badan Sarma A ncient Indian education has primarily been evolved strictly on the foundation of Indian philosophical tradition. The futility of the mundane world and the concept of the ultimate spiritual unity of the soul with God or the Divine had provided a special angle of vision. Accordingly, the mundane world appeared to them quite illusory and the state of oneness of the soul with divine being was regarded as the supreme reality. In order to attain this highest aim of life, the pupils were kept far away from the din and bustles of life, at the residence of the guru to learn the practical realities of life by the learning by doing method, and thus a pupil moulded his career at the feet of the guru besides gaining experiences through manual labour and social contact. Certain fundamental factors for bringing quality education were being evolved during those Vedic and monastic era. First, the home of the preceptor served as the institution where the preceptor was the friend, philosopher and guide to the pupil. Secondly, the pupil was declared eligible for admission only on the basis of his moral fitness and unimpeachable conduct. Thirdly, the ethical discipline of celibacy or Brahmacharya was compulsory. Fourthly, one of the sacred duties of the pupil was to serve, with humility and amiability, the preceptor for his comfort. Fifthly, pupils who neglected their duties or inattentive and disobedient to their preceptors were debarred from education and expelled from the institutions. Thus we observe that the ideal of the Vedic education was indeed lofty. Ample opportunities were provided to the pupil for the all-round progress and development of the personality. During those ancient days the pupil after successful completion of his studies at the feet of the guru had to pay three kinds of debt debt to Rishis, debt to gods and debt to ancestors. By way of his long stay at the preceptor s house and by offering his devotional services, the pupil was taught to endeavour to develop his personality physically, mentally and morally. Emphasis was being laid on character building, development of personality, and contribution to knowledge in all branches of learning and social Desecration of Azad s statue Jinnah and Muslim League policies so much so that leading newspapers run by the then Muslim League called him names like Hindu puppet and made ridiculous caricatures of him. He was an apostle of Hindu-Muslim unity. He once quoted, A thousand years of our joint life has moulded us into a common nationality. This cannot be done artificially. Nature does her fashioning through her hidden processes in course of centuries, whether we like it or not, we have now become one nation, united and indivisible. No fantasy or artificial scheming can separate and divide this country. Who could have ever thought that the statue of such a person could be razed in India and that too in Tagore s Bengal? Teacher education Sir, The article Teacher education: quest for corrective measures by Prof Nilima Bhagawati (AT, March 27) has presented a panoramic view of the exact condition of teacher education in Assam, categorically suggesting the remedies to the authorities concerned. The article carries the sentiments and observations of all academicians and the education-loving people of Assam. The author has highlighted almost all issues related to the existing condition of the teacher education programme. We need not go through the NCFTE 2010 report to understand the condition of it. Just an empirical study might explore every pros and cons of the matter. Virtually, the Government is aware of the fact which is indicative even in the latest budget presented by the Assam Finance Minister, who is also the Education Minister of our State. We the people of this domain highly expected that more emphasis would be given to this area of teachers training or education. Whichever is given is feeble. The article praises the initiatives of planning new BEd colleges. But we would like to make an addendum to the entire content of the article. The mere coordination between the SCERT and the affiliating well being besides material prosperity. Although the Vedic education was essentially spiritual and religious in character, it did not ignore the practical realities of life. The real aim of education was to achieve the consummate development of life in all its aspects. Modern education, in a way, leads towards material progress and divides mankind into heterogeneous groups while Vedic education, on the contrary, establishes the unity and concord of humanity through its teachings. The National Policy of Education 1986 highlights the urgent need for value-based education in view of the growing erosion of basic moral values in society in general and student community in particular. In its review on the National Policy of Education, the Acharya Ramamurti Committee reiterated that with a well-designed system of curriculum, education should be made a forceful tool for the cultivation of desirable ethical, spiritual and social values. Education should foster universal and eternal values in order to develop balanced individuals. Factors for bringing quality education such as democracy, secularism, socialism, scientific outlook, equality of sexes, honesty, integrity, courage and justice, respect for all life forms, different cultures and languages, etc., constitute the mosaic of values which is vital to the unity and integrity of the community, nation and the country as a whole. The disposal of modern society must, therefore, be combined with the strengthening and deepening of the sense of social responsibility and a keener appreciation of moral and spiritual values. Inculcation of desirable values in the pupils is felt essential for meeting out the crisis of character. As a matter of fact, education in ancient Vedic Indian society was a classic example of an ideal sort of quality education. Although much has been said and talked about quality or value-based education, very little has been spelt out as to its effective implementation. Certain suggestions on this score include 1) There must be a proper identification of values; 2) Quality education must ensure the development of the affective aspect of learning and the realization of what is truly excellent in human nature. This factor for bringing quality education must help the blooming of excellence in every mutually related sphere of the human personality such as the physi- universities might not work to bring paradigmatic changes to this abominable condition of teacher education. There should have a separate administrative office under the aegis of the SCERT and the universities in every district. As a matter of fact, the teacher training institutes are almost abandoned in respect of infrastructure, competent faculty members, contingencies and modernization. Moreover, those faculties are under-salaried, not refreshed with national standard training and sometimes improperly utilized with other government activities. The reasons are not far to seek. Our education is hitherto confined to the four walls of the academic institutions. It is tied down to unreadable textbooks and examination. Moreover, our education neither succeeds in equipping our students with any productive skill nor does it inspire them for national reconstruction or any higher endeavour. What the nation at this juncture needs is a new education, i.e., education for life. The nation needs education not for a chosen few but for all. might bring two-fold despair to the participants in respect of quality and the job orientation instead of aspiring hope. Harsh punishment Sir, After reading Plabita Baruah s letter No mercy for rapists (AT, March 27), I am also of the same opinion that such monsters should be exterminated like vermin. Such a zero tolerance approach by the law should act as a deterrent to future perpetrators. If the judiciary feels that such punishment is too extreme, then there should be provision for forced labour camps like in Siberia, where such offenders can be productively put to work for life, far from society and in harsh conditions. Another alternative would be to use them as cannon fodder to bear the first brunt of enemy or terrorist attacks which are regularly claiming the precious lives of our brave soldiers. Three detained DHUBRI, March 30: In connection with the sensational suicide case of Mariani s TET teacher Ribul Phulmali, who allegedly committed suicide by jumping in front of a moving goods train on Monday, the Dhubri Police has apprehended three persons. Najimuddin Shekhar, Soyel Ahmed and Soyel Nawaz Khandakar were apprehended by Dhubri Police on Thursday in connection with the case that was registered as Mariani GR PS case No: 5/18 under Section 306 of IPC for abetment of suicide. Police in this connection also arrested another accused named Rizaul Shiekh from Nalbari. The accused persons were detained on Thursday night for interrogation and on Friday they were taken under transit remand. It may be mentioned that the TET teacher before his alleged suicide, posted about his condition addressing it to his son, wife and the Education Minister, which went viral on the social media. Born at Puranigudam near Nagaon in the 1934, Professor Goswami had his early education at Nagaon Government High School where his father was the Head Master. Later, he moved to Guwahati and Joined Cotton College for under graduate and Gauhati University for post graduate studies. He then started research in experimental nuclear physics under the guidance of Professor GC Deka of Cotton College. After PhD, he joined as lecturer and retired as the Professor and Head of the Physics Department in Under his guidance, several young scholars qualified for PhD. He was felicitated for his life-long contribution to Physics Education and Research in the year 2007 by the Physics Academy of North East (PANE). It is heartening for a person like me to see the continuation of the legacy of Professor Goswami still in the Physics Department as the new leaders created by him have brought to his research group global recognition by being a part of international collaborations with CERN, Geneva Switzerland and GSI, Germany. Professor Goswami is survived by one son, one daughter and a host of relatives, well-wishers and students. However, before arrival of the forest personnel, a group of timber merchants arrived on the spot and tried to take away the tractor by intimidating the villagers. Later, the forest personnel seized the timber, but allowed the tractor to leave. This infuriated the villagers, who alleged that a nexus exists between the district Forest Department and the illegal timer traffickers. Another timber-loaded vehicle which had crossed the seized tractor on that night were also allowed by the forest personnel to enter the saw mill at Charaimoria, alleged the villagers of No.2 Haridaspur village. Indiscriminate felling of Simolu trees and its spurious trade has been on in Lakhimpur district despite a ban on the felling of this exotic tree. A serious allegation against the Lakhimpur district Forest Department is that its personnel cut halfway through Simolu and other big trees inside the reserve forests in order to let them fall. This has been done in a bid to show their natural fall and be sold to timber dealers. There has been a spurt in illegal felling of Simolu trees in the riverine areas off Subansiri in Lakhimpur and their supply to North Lakhimpur, Majuli and Jorhat in various forms and sizes. The river islands of Subansiri have witnessed mushrooming of illegal saw mills in recent times, where Simolu trees felled in nearby areas are sawn into different forms and size before being transported nocturnally to various timber depots in Lakhimpur and other adjoining areas. The trees are felled with the help of chain saw and then transported to illegal saw mills in tractors to be cut into pieces before being supplied to various places under the cover of darkness. Such incidents are happening in Lohit-Khabolu, East Telahi, Ghunasuti and Daflakata areas off Subansiri river in Lakhimpur district. Inland waterways ghats like Esarikata, Khabolu, Borghat, Na-Ali and Somdirimukh are witness to transportation of thousands of cubic feet of Simolu timber in Lakhimpur district almost every night. This is taking place despite the presence of district Forest Department personnel and other law-enforcing agencies. Not surprisingly, the Forest Department as a matter of routine allows encroachers to settle in reserve forests and later threaten them of eviction, demanding money. Estimation detects 2,413 rhinos in KNP KAZIRANGA, March 30: The total population of onehorned Indian rhinos in Kaziranga National Park has been estimated to be 2,413. This was disclosed by NK Vasu, Principal Chief Conservator of Forest (PCCF), Assam (Wildlife) during a press meet at Heritage Forest IB at Kohora today. With this, the process of Rhino Estimation 2018 came to an end. However, Vasu termed this result of Rhino Estimation as a figure of rhino monitoring exercise only. Field enumeration started from March 26 to 28, including random sampling covering 74 compartments. Addressing mediapersons, Vasu said that this time a technical committee was formed and headed by Utpal Bora, Chief Conservator of Forest to analyse data collected during the field enumeration of rhinos in Kaziranga National Park. The technical committee estimated that in case of adult (6 years and above) there are 642 male rhinos and 793 female rhinos. There are 206 unsexed rhinos under this category (adults). In case of sub-adult rhinos (from 4 to 6 years), there are 116 male rhinos and 149 female rhinos and 122 unsexed rhinos. Similarly in case of calves ( upto 1 year), there are 155 calves and above one year there are 230 calves in Kaziranga National Park. The total number of rhinos is 2,413. The technical committee after analysis of the data collected claimed that there were 758 male and 942 STAFF JORHAT, March 30: RTI activists-cum-lawyers Rintu Goswami, Gautom Borah and Indrajit Kakati - while training their guns yet again on the Sarbananda Sonowal Government for going slow in probing the scam relating to the District Untied Fund of Jorhat during the period of the previous regime, alleged that the incumbent Government is its bid to shield a senior bureaucrat allegedly involved in the scam allowed him to leave Assam on deputation. Goswami alleged that the Government allowed former Jorhat Deputy Commissioner Solanki Vishal Vasant, who was the Secretary in the Chief Minister s Office since June 2016 till a month back after the BJPled Government came to power, to go on deputation to Maharashtra (his home State), to keep him away from the ambit of the CID wing of Assam Police probing the cases of misappropriation of funds in the scam. Solanki was the DC during whose tenure the scam allegedly took place. Goswami said that in July last year when Jorhat police was probing the five scam-related cases which was progressing in the right female rhinos and their sex ratio is 1:1.2, which is an encouraging sign. The female and calf ratio had been analysed as 1:0.49, which is considered to be good. Significantly, the technical committee recommended another round of Rhino Estimation in 2019 as head counting of rhinos could not be done in several areas due to presence of tall grasses. This year burning of tall grasses could be completed in only 25% of Kaziranga National Park against the actual recommendation of 50 to 60% tall grass areas. When asked by this Correspondent about incomplete burning of tall grasses, Vasu said that due to heavy presence of moisture in most areas, burning could not be completed, for which enumerators elephants could not negotiate the areas covered with tall grasses. Obviously, rhinos hidden by tall grasses could not be counted. Most of the areas were left out from enumeration due to the presence of tall grasses, said Vasu. He added that the sex ratio indicated that the breeding status of rhinos in Kaziranga National Park was healthy. However, incomplete rhino counting was due to presence of tall grasses like Ekora, Kohua, Khagori, etc. Secondly, the elephants and mahouts were hired from private parties outside the park which were not familiar with the terrain of KNP. Thirdly, due to ongoing construction of highlands inside KNP by using heavy machinery led to skewed distribution of rhinos inside the Park. Nagaon Police rescues four trafficked girls NAGAON, March 30: In a major success, Nagaon Police rescued four girls who were allegedly forced into prostitution by traffickers in Haryana. Raimedhi also said that a police team was rushed to Panipat in Haryana a few days back. All the rescued girls hail from Nagaon district. Speaking in the Mizoram Assembly recently, Minister for Labour, Employment, Skill Development and Entrepreneurship said that 16 students were sent to Japan in the first batch in December 2015, and were imparted training at Nagasaki and Sasebo. The second batch of students, numbering 34, were sent to Nagasaki in 2016, he said. Of the first batch, four have returned while the rest remained in Japan, he said. The State Government has paid Rs 165 lakh for the first batch and Rs 442 lakh for the second batch. The other faction led by HPC-D founder president Lalhmingthang Sanate refused to talk with the government, sticking to its demands for autonomous district council for the Hmars in Mizoram. HPC (D) is a faction of HPC which had signed a Memorandum of Settlement (MoS) with Mizoram Government in Dissatisfied with the peace agreement, some leaders had formed HPC DIMAPUR, March 30: At a time when it is holding talks with the Centre to find a solution to the decades-old Naga problem, the Working Committee (WC) of six Naga national political groups (NNPGs) has taken serious note of defection of members of various Naga groups. It has warned that civil and military authorities of respective political groups would be empowered to identify and deal with unprincipled (D), which later launched an armed struggle for Hmar autonomy in the north and north-eastern parts of Mizoram. A few years back, HPC (D) had split into two factions one led by Zosangbera and the other presided over by Sanate. Sanate was arrested by Assam Police last month on murder charges. It may be mentioned here that the parent organisation, the erstwhile Hmar People s Convention (HPC), was formed in 1986 soon after Mizo National Front led by Laldenga and Indian Government signed the Mizo Accord. Some Hmar leaders felt that the Accord did not address the creation of a greater Mizoram comprising Hmar-inhabited areas in Mizoram, Assam and Manipur. The HPC laid down arms in 1994 following a peace accord signed with Mizoram Government to establish the Sinlung Hills Development Council. To substantiate its point, the opposition party said going by the government s decision taken on March 14, funds sanctioned by the earlier government for maintenance and repair of roads in various parts Cyclonic storm, heavy rain batter Itanagar ITANAGAR, March 30: A severe cyclonic storm with heavy rain lashed Itanagar last evening, causing heavy damage to both private and public properties, including power lines, by felling trees that led to power outage in the State capital. The intensity of the storm was so strong that it blew away CGI sheets from several houses, downed the power lines and caused road blockade at several locations due to felling of big trees. However, the roads were cleared by the local administration as well as locals. There was, however, no report of any human casualty. BG rail tank wagon facility launched in Tripura AGARTALA, March 30: A new dawn was ushered in Tripura as the State took a major step towards ensuring energy security with the launch of BG Rail Tank Wagon facilities at IOC s Dharmanagar depot in North Tripura district. The facility, inaugurated by Chief Minister Biplab Kumar Deb on Thursday, has been designed to receive 25 BTPN Wagons, thus ensuring a supply of 1,675 KL of oil. The siding has been built at an investment of Rs 2.5 crore. Forex reserves rise $1.19 bn MUMBAI, March 30: India s foreign exchange (Forex) reserves increased by $1.19 billion as on March 23, official data showed on Friday. According to the Reserve Bank of India s (RBI) weekly statistical supplement, the overall Forex reserves rose to $ billion from $ billion reported for the week ended March 16. Segment-wise, FCAs the largest component of the Forex reserves increased by $1.13 billion to $ billion during the week under review. Besides the US dollar, FCAs consist of nearly per cent of major global currencies. It also includes investments in US Treasury bonds, bonds of other selected governments and deposits with foreign central and commercial banks. In addition, the country s gold reserves value rose by $52.7 million to $21.61 billion. Similarly, the SDRs value increased. It inched up by $3 million to $1.54 billion, while the country s reserve position with the IMF edged up by $4 million to $2.08 billion. IANS IFC to invest Rs 150 crore IFC, the investment arm of World Bank, will invest Rs 150 crore in the residential housing projects of developer Ashiana Housing. Ashiana Housing Ltd (AHL) and International Finance Corporation (IFC), a part of the World Bank Group, have entered into an agreement to co-invest in upcoming affordable and middle income residential projects including in senior living projects, the realty firm said in a BSE filing. The agreement envisages a total investment of Rs 150 crore on a project to project basis by IFC, representing 40 per cent of the capital required by a project. The remaining 60 per cent of the capital required, Rs 225 crore, will be contributed by AHL, it said. PTI India s realty sector on recovery path RAJKOT, March 30: The Indian real estate market is on a recovery path and is witnessing investments by HNIs with further improvement in the sector likely in 2020, said a report by IKON Marketing Consultants. The key sector, which has been sluggish in the last few years, will get a boost in 2020, while demand will grow in the luxury segment after 2020, it said. The Indian real estate market, which was at its lowest level in the past four to five years, has witnessed a recovery in 2018 with more transparency and greater consolidation, said the report released today. The report is based on a pan-india study conducted by the Ahmedabad-based marketing consulting firm. The study revealed HNIs (High Networth Individuals) have already started investing in the realty sector at current prices, expecting returns of 20 per cent to 30 per cent within the next two years. More foreign investments are likely due to the government s decision to allow 100 per cent FDI (foreign direct investment) in the sector, the report said. However, the residential sector can become more about space than size going forward, the firm said. Home buyers in leading 10 cities like Ahmedabad, Surat, Mumbai, Pune, Bengaluru, Chennai, Patna, Vijaywada, Kanpur and Jamshedpur are now looking for more livable space than overall area, it said. IANS Toyota, Suzuki tie-up for supply of hybrid vehicles in India MUMBAI, March 30 : Toyota Motor Corporation said that it has concluded a basic agreement with Suzuki Motor Corporation towards the mutual supply of hybrid and other vehicles between the two companies for the Indian market. Specifically, Suzuki will supply the Baleno and Vitara Brezza vehicle models to Toyota, while Toyota will supply the Corolla vehicle model to Suzuki, the company said in a statement. Details on each model, such as the schedule of the start of supply, number of supplied units, vehicle specifica- tions, and supply pricing, will be considered at a later stage. IANS Private entry into coal mining an opportunity: CIL KOLKATA, March 30: Coal India Limited (CIL), the single largest producer in the world enjoying a monopolistic status, today said the recent government announcement of opening up of the coal mining sector to private players was an opportunity and not a threat. This was not the first time that the coal sector was being thrown open to the private sector, as 200 captive blocks were offered earlier to them but the exercise had been a failure, the PSU said. We see the opening up of the coal mining sector as a challenge and an opportunity for CIL which had been always sneered at for being a monopoly. It is not a threat for CIL, its CMD Gopal Singh said here today. He said the CIL had been selling the cheapest coal in the world if prices of ex-mine (for the PSU) and ex-port (for imports) were compared. The prices are 42 per cent to 64 per cent lower for various grades of coal for CIL, Singh said. To retain its market leadership status, the priority of the CIL would be to sell coal at a lower price than the private players which could be only attained by increasing productivity and efficiency which would lead to falling cost of production, he said. Also there was ample scope for controlling expenditure, he said. The various labour unions opposed the government decision saying the move would gradually ruin Coal India as private players would not do mining ethically. Also, a crude oil pipeline from Haldia in West Bengal to Barauni in Bihar would be laid at Rs 3,217 crore. But the source of the sound remained a mystery. And popping, it turns out, is exactly what it is, researchers said on Thursday after finding that the distinctive cracking sound was caused by the collapse of microscopic bubbles of joint fluid in the hand. Using a mathematical model alongside a geometrical representation of the joint, experts from Paris Ecole Polytechnique and Stanford University in the United States simulated the events leading up to the crack. The sound that is generated when one cracks his or her knuckles is due to the partial collapse of a cavitation bubble that s in the fluid in the joint, explained Abdul Barakat, a professor at the Ecole Polytechnique. But the mathematical model appears to resolve this apparent contradiction by showing the sound can be produced by partial collapse, the researchers said. Earlier studies using ultrasound had reached a similar conclusion linking the sound to changes in pressure in the joint fluid. A 2015 paper had suggested it was actually the formation of a bubble rather than its collapse which caused the distinctive crack. We wanted to look at it mathematically because all the previous work was based on observation or imaging, so we tried to build a mathematical model that described the physical phenomena that governed this, Barakat said. We showed that the collapse gave you the right signature sound. Although it may not settle the debate once and for all, the research is sure to trigger a spontaneous bout of knuckle-popping. After publishing this paper, my daughter tried it out and now she cracks her knuckles, said Barakat, himself a knuckle-cracker. So far, knuckle-cracking has not been shown to be beneficial or harmful. Contrary to popular belief, medics say it does not cause arthritis. According to External Affairs Ministry spokesperson Raveesh Kumar, Swaraj conveyed Indian Prime Minister Narendra Modi s greetings to Abe. PM Abe said that IndiaJapan traditional friendship is characterised by heart-toheart bonds and blessed with a huge potential for growth, Kumar tweeted. On Thursday, Sushma Swaraj and Japa- nese Foreign Minister Taro Kono co-chaired the Ninth India-Japan Strategic Dialogue after which the two sides called for a peaceful, stable, free and prosperous IndoPacific region. Addressing the media, the Indian minister said that the Strategic Dialogue has laid a sound foundation for the annual bilateral summit between Modi and Abe to be held later this year. IANS 3 killed in Afghan suicide attack KABUL, March 30: An Afghan provincial council member, along with a local pro-government leader and an attacker, was killed when the latter blew himself up in the country s Kunar province today, a government spokesman said. The explosion occurred in the afternoon after the arrival of Shah Wali Hemat, a provincial council member, to attend a local funeral ceremony, government spokesman Ghani Musamim told Xinhua news agency. A local tribesman named Abdul Rahman also died on the spot. A security guard was injured in the explosion, the latest targeted attack against government officials and local leaders. No group has claimed responsibility for the attack. AP/PTI MOSCOW/WASHINGTON, March 30: Russia has decided to expel 60 US diplomats and close the American Consulate in St Petersburg in retaliation to a similar move by Washington against Moscow over the former spy poisoning incident in Britain, media reports said. The 60 diplomats 58 from the US Mission in Moscow and two from Yekaterinburg were declared persona non grata for activities incompatible with diplomatic status, Russia Foreign Minister Sergey Lavrov announced on Thursday. The diplomats have been ordered to leave the country by April 5. US Ambassador Jon Huntsman had been summoned to the Foreign Ministry, Lavrov said. More than 20 nations, including major European Union economies and most NATO states, have backed Britain by together expelling more than 100 Russian diplomats. On Monday, the US expelled 60 Russian diplomats and also shut down the consulate in Seattle. Russia had already been engaged in a tit-for-tat with Britain, with both countries expelling 23 diplomats each, and Moscow closing some British institutions in the country. Russia has firmly denied responsibility for the poisoning and President Vladimir Putin has dismissed accusations his country was involved as delirium. Lavrov echoed those sentiments on Thursday and slammed the global expulsions of Russian diplomats as absolutely unacceptable, warning that Russia would retaliate. He said those countries had been put under the greatest pressure of the US and the Great Britain. IANS Decision regrettable: US WASHINGTON, March 30: The United States on Thursday described Russia s decision to expel 60 US diplomats, over the White House s response to the former spy poisoning incident in Britain, as regrettable. It appears that Russia has chosen a regrettable, unwarranted action to respond to our entirely justified action, said State Department spokeswoman Heather Nauert during a press conference in Washington, Efe reported. According to Nauert, there was no justification for the Kremlin s response, as the US move was motivated by Russia itself, which is the one who carried out an irresponsible attack with a chemical weapon on its former spy, Sergei Skripal. Russia should not be acting like a victim, Nauert said, adding the only victims in this situation are the two victims in the hospital in the UK right now. In the assassination attempt, which took place on March 5 in a park in Salisbury, southern England, former spy Skripal, his daughter and a policeman who was involved in locating the source of the poison were affected. IANS Facebook users data still out in the wild: Report LONDON, March 30: Despite British consultancy firm Cambridge Analytica s claim that it has deleted data of over 50 million Facebook users, portions of the data are still out in the wild, the media reported. According to a report in the UK s Channel 4 News, the cache of campaign data from a Cambridge Analytica source details 136,000 individuals in the US state of Colorado, along with each person s personality and psychological profile. The data, which dates from 2014, was used by Cambridge Analytica to target specific messages at residents who would be most susceptible to them, the report said. Cambridge Analytica had earlier claimed that it has erased the data from the public domain. The company received the user data from a Facebook app years ago that purported to be a psychological research tool. However, the firm was not authorised to have that information. Cambridge Analytica has been accused of influencing the result of the UK s 2016 Brexit referendum and of the 2016 American Presidential election that brought Donald Trump to the White House. In a recent appearance before British Parliament, ex-cambridge programmer Christopher Wylie shocked delegates by stating that he had no doubt that his former employer had manipulated the Brexit referendum and the 2016 US Presidential election and broken the law. England had been in trouble at 164 for seven before Bairstow (not out 97) and Wood (52) put on 95 for the eighth wicket. Tim Southee and Trent Boult did all the damage for New Zealand with Southee taking five for 60, his seventh five-wicket haul while Trent Boult had three for 79 after New Zealand won the toss and elected to bowl first. England were in danger of not reaching 200 until Wood joined Bairstow and the pair put on 95 for the eighth wicket before Wood fell to Southee for 52, his maiden Test half century.
