2 1 IF YOU BELONG TO A MINORITY THEN In violation of the Indian Constitution you are given Grant of 25 lakh pre-matriculation scholarships to students whose parent s income < Rs. 1 lakh p.a. and Marks > 50%. Post matriculation scholarships whose parent s income < Rs 2 lakhs and Marks > 50%. Interest subsidy on student loan if parent s income < Rs 4.5 lakhs p.a. C,B,S literary rates exceeds Hindu rate of 65.1%. SC/ST/OBC too not entitled. Daughters given scholarship of Rs 12,000 if parent s income less than Rs 1 lakh p.a. and Marks > 55% in 10 th exams. Merits cum Means 20,000 scholarships. If non-competitive exam students to get > 50% in HSC/graduate level. 2
3 2 IF YOU BELONG TO A MINORITY THEN 2 M.Phil/PhD students in science, humanities, engineering, technology 756 fellowships provided. Start new business or industry, you put in 5% of project cost as Margin Money, bal 35% by NMDFC at 3 %. Bal 60% at rate i.e. 2% lower than charged to Hindus. Education Loans at 3% from NMDFC, Hindus is 12-14% budget speech Rs 4.5 crs provided for free bicycles to girls above 9 th standard. 3
4 3 SALMAN KHURSHID BOASTS During 11 th Plan 1,42,12,566 scholarships were awarded to Minority students against target of 93,37,539 In minority scholarships awarded to students against target of 34 lakhs. Cost Rs 616 crs. Post-matric scholarships to 7.02 lakh students against target of 5.25 lakhs. Merit-cum Means scholarships 20,000 fresh + renewal of 22,971 an all time high. In Free Coaching n Allied Benefits Scheme Rs to 7,340 students against target of Rs 16 crs. Total cost of 1.42 crs scholarships Rs 2710 crs. Area Development in Minority dominated districts-allocated Rs 2740 crs, spent Rs 2942cr During 11 th Plan Priority Sector Lending increased from 10.60% in to 14.83%. Total PSL as on 31/12/11 Rs 154,790 crs. Govt funding of NMDFC Rs 977 crs. Corpus of Maulana Azad Education Fund increased by Rs 550 crs to Rs 750 crs and Govt equity in NMDFC by Rs 500 crs to Rs 875 crs. 4
5 4 THUS SALMAN KHURSHID ACHIEVES 3 important milestones Minorities who constitute nearly 20% of India s population become a Privileged Class. Deprived poorer sections of Hindu society a fair share in scholarships, cheaper loans and development. Has condemned Hindus to the status of third class citizens when they constitute 80% of the population. HAVE YOU HEARD OF THE MAJORITY COMMUNITY IN ANY COUNTRY BEING TREATED LIKE THIS. 6 5 STATE GOVTS TAKE CUE, FOLLOW CENTRE Nitish Kumar 2007 starts Mukhyamantri Alpasankhyaak Vidyarth Protasahan Yojana. Rs 10,000 to every M student who passed High School exam of Bihar University in 1 st class. Akhilesh Yadav all Muslim girls get Rs 30,000 for further studies or Nikah. Rs 250 cr supplementary grant given in Nov 2012 for this purpose. Yadav gave Rs 200 crs for maintenance of Muslim graveyards in budget. Mamta announced salary of Rs 2,500 p.m. to Imams struck down by Kolkatta HC. In April 2012 Didi announced free bicycle to every 9-11 th class school going Muslim girl. In Nov 2011 Sheila D raised the quantum of cheaper loans from Rs 1 to Rs 5 lakhs for entrepreneurs of minority communities. Question Are Muslims actually so backward and poor? 6

8 7 SOME SIMPLE QUESTIONS Data About Economic Status Was available in public domain before finalisation of Justice Sachar s Report to Prime Minister in November, Why Ignored by Justice Sachar & Salman Khurshid? 35% 30% 25% 20% Percentage of very poor Hindus in 2004 was higher by 7% than very poor Muslims and 3% higher than among Christians. 9 8 SOME SIMPLE QUESTIONS Why did Salman Khurshid ignore poorest Hindus? Spectacular decline in Poverty among Muslims vis a vis Hindus between and was highlighted by Prof. Sukhdeo Thorat & Amaresh Pandey in their research study presented in a seminar jointly organised by Planning Commission and United Nations Program (UNDP) on October 24-25, 2011, in Claridges Hotel, New Delhi. The poverty reduction found by the 2 scholars among religious groups was as follows : Among Muslims 7.6% Among other religious minorities (ORMs) 7.2% Among Upper Caste Hindus 4.5% Among Scheduled Tribes 5.2% Among Scheduled Castes 4.2% Salman Khurshid, Justice Sachar & members of the NAC must explain why unwashed daughters and sons of poorest crore Hindus living below the poverty line (estimated as per Prof. Tendulkar Report norms), were denied share in 20 million scholarships showered on Muslims and 4 other minorities. The said report concluded that 37.2% Indians were living below the poverty line (nearly 35 crore BPL Hindus). 9
10 9 RATIONALE FOR EXCLUDING HINDUS Sikhs, Christians, Parsi, Buddhists are significantly ahead of Hindus in all indicators of Human Development esp in economic and financial status. Not asked for grants but given. They do not constitute even a vote bank BUT To justify grants to Muslims and to Unite the 5 communities against the Hindu community was the real reason for these sops. Article 15 (1) of the Indian Constitution stipulates The state shall not discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth or any of them. Constitution does not define the word Secular and Minority. Made them the most abused words in Indian Today 10

12 11 FOOD FOR THOUGHT The word Secular should be defined in the Indian Consitution. It should as Morarji Desai s Govt proposed to mean Equal respect for all Religions All Indians should be treated equally and given same rights. Thus Hindus should have a right to Manage their Temples and use temple collections for the benefit of the Hindu community The word Minority should be defined in the Indian Constitution. Govt schemes should be based on the economic status of a citizen and not religion. 12
