1 Minutes of 19 th Annual General Meeting held on 29 th December :00-pm at SPRA Office at No , Jalan Radin Anum 1, Sri Petaling, Kuala Lumpur are as follows:- Members present (26 Refer to attached list Appendix A) Agenda 1: President s Address 21-years passed and we are having the 19 th AGM now. We have missed one or two AGM previously. Nevertheless, we are one of the oldest RA in KL. In spite of our outstanding performance, we need to work harder. Hence, the continuing support of our committees and members are critical. I! ll like to summarize what we have achieved though out the pass one and half year. We have carried out our duty without fail. Our quoram of EXCO meeting is 8 out of 15 committees. DBKL We have been working closely with DBKL. We attended at least two DBKL meeting every month. The welfare of our community was taken care of, for instances, guarded community, street lighting, rubbish etc. Rubbish bin was distributed to both residents as well as the commercial shops. However, the coffee shops should be given a larger one but unfortunate there is only one standard size for now. The township cleanliness is still unsatisfactory due to illegal dumping for instance, the monsoon drain service entrance beneath MEX at Jalan 2/149 etc. We are also facing Dengi problem; 3 areas has been declared as hotspot i.e Zone 1B, Zone K and Jalan Pikrama. The problem is partly due to wet market and construction activity. A few Gotong-royong was held to clean up the environment. The authority would send fogging team within 14-day of any dengi outbreak. SPRA advise residents to open door in order to facilitate the fogging works. Mosquito mostly are hiding indoor. Serious Problem with the land in front of Kos Store: The land is zoned for mixed development now. DBKL dare not to sell off the land but JV with the private sector. We try to apply for the land to be declared as open space for green due to lack of open space in the commercial area. There was one next to the Mosque but has been turned to Sek Agama. There are two Sek Agama here organized by two different parties: one is located in front and the other one at the back of the Mosque. We have appeal to DBKL to replace another land for green. DBKL propose to turn the parking behind police station as green. We have been trying to use political means for instance, present a memo to Datuk Bandar, Datuk Chua Ti Yong as well as DPM Tan Sri Muhiddin. The news has also been published in the media. We are quite disappointed that this issue is still left unresolved. Protest Terrace House development on Tadika Land in Zone P1: 16-residents attended the public hearing yesterday. Our justification is that there are only 2 kindergarten reserve lands
2 in Sri Petaling. There are very successful and therefore the land status should stay as it is. It is now pending OSC meeting to decide. DBKL has allocated to us RM5000 yearly. We have got RM10, 000 this year due to special allocation from the DPM. POLICE We have close relationship with the police. We never condemn the police but always find ways to cooperate with them. We always ask for help in polite way. Zone H has no more security service due to subscription drops below 50%. There are many break-ins as published in the paper. The police also launch Skim Keselamatan 1-Wilayah by providing motorbike patrolling. There is a Skim Pols Volunteer Reserve targeting on youth aged between 18 " 40. The service hour is from 7 " 12 pm at night. Volunteer would get RM6 / hour. Training would be provided. Volunteer would serve only his own area. There is a new OCPD in Sri Petaling. The old Balai Polis in Brickfield has been privatized and they have temporary shifted to Sri Petaling for a period of 4 " 5 years. They just merely borrow our Police Station land. We could not accommodate such a huge district station. They occupy up to all seven floors. However, their patrol cars park at Jalan Traverse. We still have a small Balai in charge by an Inspector. CHINESE SCHOOL We have once expected 三育华小, but it failed to come. We apply again before 2008 to Ong Ka Ting. We have written our memorandum with the help of LutengYi. Our justification is that there are 3 national primary schools in Sri Petaling but all are under-utilized. How many Chinese are going to Chinese School? We revise our memo again as advised by the late Lee Seng Choi to find an alternative land. We found the present La Salle land by coincident. We have objected an oxidation pond in the vicinity of Zone F. Former Secretary Simon Kong went around all kindergarden to survey students! opinion. We had got 800+ and some of them are outsider. Not very strong reason as per government data of 8% population are primary students. We are expecting more than 2000-students in Sri Petaling. Finally with Ng Chai Heng! s help, the Penyelia of Chinese School send out a questionare to all the 9-SJKC in the area. We got much better statistic saying that there are 2293-students from Sri Petaling and now study in various schools outside Sri Petaling like Yoke Nam, Confucius etc. We have translated the memo in BM and submit it to Minister Hishamudin. Finally, the announcement came and it was La Salle from Brickfields to be shifted to Sri Petaling. We were very happy then and started to work on it. We work closely with Dr Wee Ka Siong on the matter. We were given RM5-million for phase 1. We raised RM2-million for the building fund. SPRA alone raised RM250, 000 in a charity dinner. Finally school completed and 150+ students shifted to new school building on 6/2012. Now, we have to start immediately on the Phase 2 which is estimated to cost RM4.5-million. We have raise RM3-million so far. We
3 have gone to every house to appeal for donation. All the sub-committees help. Uncle Sam, age 70+, put in so much effort and raises more than 100K by going house by house. Senior citizen club has given him so much support. The Chinese Society value high on their Chinese school education therefore we appreciate those who contribute generously. There are more school development and building phases coming. HIGHWAY Our protest started since We have proven the highway authority was wrong but there were no law or any precedent to compensate. The authority afraid the others might follow. We cannot afford to sue the government. Those house has got crack were compensated (< than RM65k). We also manage to get noise barrier after many years of negotiation. Among some of the reasons are - Berlin Wall alike - Who authorize you? - No effect; not much different in terms of noise level SPRA has been endorsed as negotiation party represented the community with signatures. The team leader is Mr Low KF. Now, the highway petition web site would be merged with SPRA one. Tman Tun RA has been asking our advice when they encounter MRT problem. We shared our experience with all. We plan to publise our experience in our web site. The residents also requested to cover both side entrance of wall. There is another highway coming i.e SUKE linking Sungai Besi to Uku Kelang. The starting point would be outside Sri Petaling at KESAS Highway near low cost flats. Our Peoples is still not informed. Mr Tan kindly please inform them. SECURITY We appreciate 3-committees who in charge of the security:- Matthew Chwee Francis Foo Uncle Sam The job is not easy as daily effort required. They are responsible person. Matthew and Uncle Sam spend their own time to patrol all security zones and checking on the attendance of guards. We hire more than 60-huards and spend more than RM1.5-million annually on security fees. Two third of the 6000 houses in Sri Petaling are covered by our security scheme. They are divided to 10-zones with 12-sub committees. Committees are volunteer work and are free of charge. Indeed, we are helping the government to keep the community in safe. Zone N started it with more than 90% subscription. Only Zone H temporary stopped
4 at the moment due to dropping of contribution below 52%. We work closely with PDRM. We appreciate PDRM effort. There are endless security problem: guardhouse, barrier gate, complaints of some residents of inconvenience to travel longer distance. DBKL would only take action if there is any official complaint made. Jalan Wan Sendari: people who stay in front of guard house complaining busy traffic in front of check point. We urge peoples to work closely in terms of security. We need to learn to live together happily and safety is the most critical factor. We have to be responsible; the more peoples share the fees the cheaper the fee. BADMINTON This is the 6 th year anniversary of our badminton tournament. We still recall that there were only 61-participants in the 1 st year. The number jumped to more than 100-pax in the 2 nd year. CIMB Foundation became our partner of the event since 3 rd year. However, this would be the last partnership with CIMB as they are focusing on Golf game now. CIMB Foundation had given us RM24, 000 in We also like to thank Pioneer Sports for their support in the event. All enrollment fee collected has been donated partially (50%) to SJKC La Salle and the remaining retained in SPRA as activity fund. CHOIR Choir leaded by Ng Bee On always pay for our office electricity and water bill. There are about 30-members now and most of them are female. SENIOR CITIZEN CLUB There are about 320-members now under the leadership of Mr. Tham (former SPRA committee member). The club is under the purview of Jabatan Sukan (club space provider) and Jabatan Social (for activity, food, material, buses, event and fund). The club opens daily in charge by club committees. QIGONG There are about 20-members having weekly practice at Zone F badminton Court on Tuesday night from 7pm " 9:30pm.
5 WEB SITE [ ] Mark Koh has finally given our web a new face. He is also our editor in charge of newsletter. Printed newsletter (10,000-copy distributed) generates a profit of more than RM3, 000/=. SPRA OFFICE Chong Hon Choi is in charge of the office. He! ll look after the cleanliness and maintenance of our office. The general electricity and water bill is paid by Choir Group as the group is using it for weekly practice. 6 Agenda 5: To Receive, Approve And Adopt The Audited Statement Of Accounts For The Financial Year Ending 31st December, 2008, 2009 & Proposer: Seconder: Matthew Chwee Wong Fook Seng Agenda 6: Any Other Matters Lim Peng Keat and Tang Hock Men raise the noise barrier issue:- They notice that there are shed erected behind the wall by some squatters. It is very smelly and the residents feel insecure. Mango being stolen. Big trees obstructed the passage when the passage should be clear and clean. Tan Tai Tong replied that if the trees planted by DBKL then it could not be cut down by anyone. House owners should have initiative to maintain the gap for good between the house and wall upon wall completion. Other alternative is to wait for DBKL to maintain the gap as it belongs to DBKL. Mr Tan would check with the contractor if their workers are the squatters. Ng See Eng told Mr Tan that the reflection mirror outside Zone N is still not fixed yet. The wall alignment is partially built too close to the road and should be realigned. Mr Tan replied that then wall rectification would not change any alignment (too expensive).
