1 Young Researcher Workshop* 1-2 April 2005 The Governance of Social Policy in the New Europe WORKSHOP GUIDE * Sponsored by the European Research Institute and the Department of Social and Policy Sciences, University of Bath, and the Journal of European Social Policy.

2 CONTENTS Format of the young researcher workshop Workshop sessions' format Plenary format Programme General programme Workshop sessions programme List of participants List of young researcher papers by workshop stream Getting there, arrivals and accommodation Campus map

3 Format of the young researcher workshop The ESPAnet young researcher workshop is a forum in which doctoral students are invited to write a paper addressing the theme of the workshop. The Bath Workshop will be the third ESPAnet Young Researcher Workshop. The workshop has a small seminar format, with the opportunity to debate with their peers and established scholars. Participants papers will be discussed in detail by senior scholars in the field who will provide comments and questions from a variety of disciplinary perspectives. Young researchers from a range of disciplinary perspectives and countries are strongly encouraged to apply. In the Bath workshop participants will be divided into smaller groups and all papers of each group will be discussed. Each paper is also assigned a formal discussant, who will be an established scholar in the field. Workshop sessions The workshops will run according to Korpi s rules (so named after Walter Korpi, who introduced this format to the RC 19 group of the International Sociological Association). The purpose of this arrangement is to facilitate and encourage debate and discussion, and not to spend time representing work which participants have already read. It is also intended to introduce and maintain an informal and supportive atmosphere, but one which is intellectually challenging. The discussants will introduce the papers, rather than the authors. They will summarise what the paper says, and briefly introduce some comments or questions, to which the authors can of course respond, with the group engaging in the discussion further. Each paper will be discussed individually, but the programme has been designed to allow for some complementarity between papers, both in individual sessions and in the workshop stream. This complementarity was designed around how papers have addressed issues of governance, rather than policy areas or countries, in order to stimulate debate on this theme. So, although occasionally papers closely related by policy or country have been put together in a session or stream, all workshop stream participants are strongly encouraged to engage in debate beyond the details of the particular cases which papers may examine. Plenaries There are two academic plenary sessions, which will take a conventional, chaired presentation format. The opening session on Friday afternoon sees Claudio Radaelli and Janet Newman introducing themes and theoretical concerns related to governance in general, from rather different disciplinary perspectives. The second, on Saturday, sees Rik van Berkel and Traute Meyer providing case studies based on original research exploring politics and policymaking beyond state-provided benefits and services. The plenaries should stimulate our thinking and feed into the workshop sessions, and there will be plenty of time for questions and discussions also of course in the breaks, and over mealtimes. The final plenary session will provide a short introduction to writing for publication from an editor s perspective, and lead into a question and answer session.

9 Getting there, arrivals and accommodation Getting to campus: From Heathrow airport: By train: the train journey is about 1.5 hours, and trains run about once per hour, sometimes more frequently. You must change trains at Reading train station; there you should look for trains to Bristol Temple Meads. The cost is about 40. By coach: The Heathrow bus station is in terminal 2. The coach to Bath will take you directly to Bath s main bus station; the journey is about 2.5 hours. A return ticket costs about 20. From Bristol airport: By public transport: there is a very frequent bus service from the airport to Bristol Temple Meads station, from where you can get a train to Bath Spa. This costs approximately 6. The bus journey takes about 30 minutes; the train from Bristol to Bath takes about 15 minutes, and costs about 5. By taxi: you can get a taxi from the airport to the university (order a taxi near the airport exit). Cost is approximately 27. From Bath Spa train station: By bus: the bus station is a very short walk from the railway station, and buses to the university are frequent. You should take number 18 or number 418, and get off the bus at the main bus terminal on campus. The accommodation office is about 5 minutes walk from the bus terminal. By taxi: taxi drivers can leave you directly outside the accommodation office. An average journey costs about 4. Arrival on campus: On both Thursday 31 March and Friday 1 April, keys will be available to collect for accommodation on campus from 2pm. They should be collected from the accommodation office. If you are arriving after 10pm on Thursday, please let us know, as you will need to collect your keys from another office. Staying on campus on Thursday evening: There are some limited catering services available on campus on Thursday evening. If you wish to spend an evening in Bath (which is much prettier than campus), buses to town are frequent (from the campus bus terminal), and Bath has many places to eat offering cuisine from all over the world, and ranging from the cheap and cheerful, to Michelin star excellence (and prices!). Staying on Saturday evening: For those staying over on Saturday night, there is an optional dinner in Bath to be arranged during Friday for those who wish to come. Please note that although not shown on the programme, breakfast will be available in the Wessex restaurant on Sunday morning for those who are staying on campus on Saturday.
