These Poll Worker Information & Instructions will help you prepare for this Election. Please review this in advance. We want you to be comfortable and enjoy working this Election. Poll Workers are bi-partisan teams dedicated to free & fair elections 2. All poll workers take the Oath, honor Oath commitments & follow all election procedures 3. Poll site must be politically neutral, non-partisan & free of political comments or literature 4. We help Voters update their voter registration information (e.g. their name, their address) 5. We ensure each Voter receives the proper ballot & we protect all ballots from tampering 6. We protect a Voter s privacy at check-in and by not looking at or touching a Voter s ballot 7. Every Voter can vote no Voter is turned away from their poll 8. We work efficiently (without delay) & effectively (with quality work) to help every vote count 9. 2 I. POLL WORKER VOTING We want poll workers to vote! Please vote during Early Voting & bring a valid ID when you vote. If you work where you are registered to vote, you can vote on Election Day (notify your Inspector & vote when the Inspector says it is convenient). If voting at your poll, you must be like any other Voter -- DO NOT check yourself in or get your own ballot. II. BRING YOUR OWN FOOD & BEVERAGES TO THE POLL Be nourished & hydrated! You will be paid an extra $25 to provide your own food & beverages if you work a full day at the poll. Bring plenty for yourself in a small cooler (you cannot leave the poll but you can have food delivered to you). Unfortunately we cannot provide a refrigerator or microwave, so please plan accordingly. Some poll workers choose to organize a pot-luck and share food & beverages. You participation is optional if a pot-luck occurs. III. POLL WORKER QUALIFICATIONS Must be a registered to vote in Monroe County Must be at least 18 years old, or be approved by the Election Board to work if years old Must meet all qualifications in the Oath & sign the Oath (Oath is in Section IV) IV. OATH I do solemnly swear (or affirm) the following: 1. I will support the Constitution of the United States and the Constitution of the State of Indiana. 2. I will faithfully and impartially discharge the duties of (Inspector, Judge, Clerk, Sheriff) of election assigned by law. 3. I will not knowingly permit any person to vote who is not qualified and will not knowingly refuse the vote of any qualified voter or cause any delay to any person offering to vote other than is necessary to procure satisfactory information of the qualification of that person as a voter. 4. I am now a bona fide resident of the county in which I am to act as a member of the election board and am a qualified voter of that county. 5. I will not disclose or communicate to any person how any voter has voted at this election or how any ballot has been folded or marked. 6. I am able to read, write and speak the English language. This Oath must be agreed in writing to work the poll. The Inspector will administer the Oath early on Election morning. The Republican Judge ensures the Inspector s signs the Oath. 7. I have no property bet or wagered on the result of this election. 8. I am not a candidate to be voted for at the election in this precinct, except as an unopposed candidate for precinct committeeman or state convention delegate. 9. If I am serving as an Inspector, I am not the chairman or treasurer of the committee of a candidate whose name appears on the ballot. 10. I am not related to any person to be voted for at the election in this precinct as the spouse, parent, father-inlaw, mother-in-law, child, son-in-law, daughter-in-law, grandparent, grandchild, brother, sister, brother-in-law, sister-in-law, uncle, aunt, nephew, or niece of that person, unless that person is an unopposed candidate. 11. If I am an Inspector, I attended the training required by state law. If I am a Judge, Clerk or Sheriff, I have attended any training required by the county. (IC ) Final Page 2

3 V. REQUIREMENTS BEFORE ELECTION DAY Study your materials! a. All Poll Workers Must Attend Training & Review All Materials You will be paid for training (fill in Form 20T at training) Review training materials & make notes. Bring materials to the poll to use. For questions, ask your Trainer, Recruiter, Inspector or Election Central b. Talk with your Inspector Your Inspector will contact you to exchange contact information & confirm the time to meet on Monday evening, November 7 to set-up the poll [if you have not heard anything, call Election Central] c. Monday evening, Nov 7 - Help Set-up Poll Poll workers meet to set up the poll Inspector will direct the poll set-up (using the Inspector Checklist) to organize tables & chairs, post signs, prepare voting booths, get voting equipment ready to use, distribute supplies, etc. (epollbooks at Station #1 are set-up by the technology team) VI. REQUIREMENTS ON ELECTION DAY 5:00 a.m. Final Prep before Poll Opens - please do not be late! Poll Worker Oath is given & name tags are distributed Ballots are checked & opened Inspector directs final set-up of the poll (using Inspector Checklist) Inspector & Judges turn on & open all voting equipment 6:00 a.m. Poll Opens for Voting ½ day workers must report by 1:00 p.m. All stations will be staffed with poll workers to help Voters check-in and vote 6:00 p.m. Poll Closes all Voters in line can still vote Until approx 7:30-8:00 p.m. All poll workers help complete work after the poll closes Inspector will direct activities to finish work at the poll (using the Inspector Checklist) Remove signs, inventory & re-pack supplies, re-pack voting booths Inspector & Judges manage all voting equipment Organize tables, chairs, trash (all borrowed from facility) & Election equipment Election paperwork is completed & signed by poll workers (including Clerks) All poll workers leave the poll together after work is completed Inspector & Republican Judge travel together to return key materials to Election Central Technology Team picks up epollbooks and all Election equipment Final Page 3

4 VII. POLL WORKER STAFF AT THE POLL A. Each poll has 1 Inspector who manages the poll B. Each poll has 2 or more Judges (bi-partisan, representing different political parties). The Precinct Board is made up of the Inspector and a bi-partisan team of Judges who work as a team on election equipment, election paperwork and with Voters. C. Each poll has 2 or more Clerks (bi-partisan, representing different political parties) D. Some polls: 1 Sheriff. Other polls: poll workers perform Sheriff s duties. (duties shown on Page 10) E. Inspector defines where poll workers will work (positioning may change during the day). Please be flexible & fill in for each other during breaks or to complete poll staffing. F. Bi-Partisan Teams - Bi-partisan teams could be: o Inspector + Republican Judge o Democratic Judge + Republican Judge o Democratic Clerk + Republican Clerk o Other combo of Democratic + Republican poll worker These tasks require a bi-partisan team: STATION #1 to review an ID & issue a ballot STATION #3 to set-up an eslate Ballot so a Voter can vote STATION #3 to cancel an eslate Ballot (if Voter exits Station #3 & does not cast their ballot) - IN ANY VOTING BOOTH WITH A VOTER To literally assist a Voter to vote Final Page 4

5 VIII. What to Bring & Wear on Election Day Personal Items Inspector You need a cell phone for phone calls (and maybe a charger) All Poll Workers Bring the materials you received at training with your notes Bring eye glasses and anything else you need Wear comfortable shoes & dress appropriately ( business casual - no clothing that is political, indecent, unkempt or suggestive). Wear layers in case the poll is warm or cool. Plan enough food & beverages for yourself to be nourished & hydrated all day long You may have a spill-proof cup or water bottle on the floor at your station (we cannot have spills around equipment or paperwork) Meals are only allowed in the break area (a small snack can be to the side if poll is busy) Bring a book or puzzles for when no Voter is present. Crafts may be used in the break area but not at your work station. You may have a cell phone, tablet or computer off to the side at your station with these rules: You must comply if the Inspector asks that a device be turned off and not used Device must be on SILENT at all times (sound off, no tones, no vibrating) Do not visit any websites due to potential political pop-ups or content At your station, be ready to help a Voter at any time. No Voter should ever have to wait for you to look up from a personal item to be helped. Only use a personal item when a Voter is not present & keep it off to the side (not in the work area of your station). Maintain a Positive Attitude Throughout the Day Try to maintain your smiling, cooperative, patient self throughout the whole day. A Voter arriving late would like to be greeted with the same energy given to a Voter in the 1 st hour! Although you have said something repeatedly, it will be the first time you have said it to the Voter in front of you. Communicate clearly to each Voter. Your positive attitude can re-energize a fellow poll worker. Poll workers can help each other to keep having positive interactions with all Voters. If used carefully, a sense of humor may help the day go smoothly & diffuse tension. Please DO NOT Bring These to the Poll No political material, newspaper, radio, earbuds, ipod or earphones (even for breaks) No extended visits with family or friends (they can deliver food to you). If family or friends come to vote, greet them in a positive manner & efficiently help them to vote. Self-Care Ideas S-T-R-E-T-C-H Election Day is fun but it is l-o-n-g! An Inspector must give reasonable breaks to poll workers. When you need a break, let your Inspector know so that others can fill in for you. During breaks, get fresh air & stroll around poll. Check the poll while walking: Are signs still in place? Is there any trash or literature in a voting booth or around the poll? Are campaigners outside the chute? Final Page 5

6 IX. WHO IS ALLOWED IN THE POLL Be alert. Report to Election Central if any individuals become problematic at the poll. Poll workers wearing name tags. Election equipment technicians (the Technology Team) are poll workers & are always allowed in. Voters while they are voting + plus their child under age 18 + anyone assisting a Voter to vote These individuals displaying proper credentials at all times: - County Election Board members or representatives - Media Watchers (from newspaper, radio or television) - Political party Watchers, Poll Book Holders or Challengers Credentials must contain: NOTE: A NAME TAG IS NOT ENOUGH Signature of the County Clerk, the Democratic or Republican party chair, or the Indiana Election Division Position of the person (e.g. Watcher, Poll Book Holder, etc.) Person s Name & party affiliation (no party affiliation required for media) X. WHO IS NOT ALLOWED IN THE POLL UNLESS VOTING Unless they are voting, these individuals are not allowed in the poll & must be told to leave: Any candidate for office Any elected official, party volunteer or precinct committee member without credentials XI. WATCHERS POLL BOOK HOLDERS & CHALLENGERS A. These individuals can be appointed to monitor activities at poll by political parties, independent candidates or the County Election Board. ALL must display signed credentials. B. Number allowed at the poll at one time: 1 Poll Book Holder OR 1 Challenger from each party (total of 1 per party at one time) 1 Watcher from each party (1 Watcher from a party may be present at the same time that a Poll Book Holder OR Challenger from the same party is present) C. Watchers, Poll Book Holders & Challengers CANNOT: a. NOT turn away a Voter from voting b. NOT harass, delay or interfere with a Voter in any way c. NOT ask for any information except for the Voter s name d. NOT ask for or handle the Voter identification e. NOT be a problem-solver for a Voter or a poll worker f. NOT handle any election materials or interfere or disrupt any election procedures g. NOT try to influence Voters h. NOT compromise the privacy of a vote in any way i. NOT have a noise-making or vibrating electronic device (must be totally silent) j. NOT make a phone call in the poll k. 7 XI. WATCHERS, POLL BOOK HOLDERS & CHALLENGERS continued D. Watchers CAN: Anyone knowingly interfering with a Watcher commits a Class D Felony CAN watch only (CANNOT speak with or interfere with Voters) CAN inspect the escan ballot compartment BEFORE the poll opens (not after the poll opens) CAN enter the poll as early as 5:30 a.m. and remain after the poll closes until the entire Poll Worker Team departs the poll. Can leave and re-enter as desired. CAN inspect the work being done by any precinct election officer (Inspector or Judge) including election paperwork and CAN travel with Inspector & Judge to Election Central to watch the return of election materials at the end of Election Day Watchers & Media Behavior: Beware of watchers who claim to be problem-solvers for Voters E. Poll Book Holders CAN: An Inspector may suggest to a Poll Book Holder that the Clerk is at Election Central & can provide detailed information quickly on who has already voted. Poll Book Holders will find this time with the Clerk to be more efficient than spending hours at a poll tracking who votes. CAN observe the activity at the poll & leave & re-enter the poll as desired when poll is open CAN enter the poll as early as 5:30 a.m. and remain until all Voters have departed (NOT allowed to stay after Voters have departed & Election equipment is being managed by Inspector & Judges) CAN periodically see who has voted from a Clerk as long as no Voter is present, no voting information is displayed, and only the Clerk handles the equipment CAN ask a Voter s name after introducing himself/herself CAN listen for the qualifications of the Voter & can observe (but not handle) the Voter identification when the Voter checks in To Challenge = officially state in writing why a Voter is not qualified to vote a standard ballot (Inspector has the paperwork) If paperwork is completed & signed by the Challenger, this Voter can vote a Provisional Ballot only (on the eslate) CAN challenge a Voter IF THIS HAPPENS, ALERT INSPECTOR An Inspector or Judge can challenge (e.g. because Voter s ID is not valid, if Voter is not registered at this poll, if the Voter has already voted, etc.) An outside Challenger can challenge F. Challengers CAN: CAN observe the activity at the poll & leave & re-enter the poll as desired when poll is open CAN enter the poll as early as 5:30 a.m. and remain until all Voters have departed (NOT allowed to stay after Voters have departed & Election equipment is being managed by Inspector & Judges) CAN ask a Voter s name after introducing himself/herself CAN listen for the qualifications of the Voter & can observe (but not handle) the Voter identification when the Voter checks in Final Page 7

8 XII. POLL WORKER GUIDELINES & WORKING WITH VOTERS Alert your Inspector (or a Judge) to help manage any situation. Getting an Answer to Your Questions while at the Poll At the poll, please direct your questions on procedures to the Inspector (or Judge) to ensure you get the correct answer to your question. Minimize Waiting Time for a Voter - Please be alert and ready to serve each Voter. Greet each Voter quickly & speak clearly. - If long lines form continuously, Inspectors should call Election Central to discuss options. Protect Voter Privacy Station #1 speak quietly yet clearly to Voter when confirming address, etc. Station #2 & #3 - Voters scan/cast their own ballots (a Judge is nearby if the Voter needs help) - Have Voting Booths set-up with at least 5 feet of space around them - Place each paper ballot inside of a privacy sleeve - When talking to a Voter who is holding a ballot, position yourself so you do not see a Voter s votes. You can also say: I do not want to see your votes on your ballot & do not look at it. Protect & Control All Ballots We need to protect unvoted ballots behind Station #1 and ballots scanned at Station #2. No one is to leave the poll with a ballot. Photography at the Poll Indiana Law permits photography within the poll if: The photography does not interfere with any Voter or poll worker in any way The Voter or poll worker does not object to having their picture taken The photography does not violate the secrecy of a Voter s ballot Maintain a Quiet Atmosphere at the Poll (like a library) We want you to enjoy your day at the poll, but please limit noisy activity to minimize distracting others (avoid yelling, communicating across a sizable distance at the poll, loud laughter, etc.) Helping a Voter with Special Needs - Ensure the poll entrance is clear and safe for any Voter (including those in a chair or scooter) - Have all voting booths open & ready to use (including eslate at Station #3) when poll opens - Add chairs around the poll for weary or waiting Voters. Offer a chair if someone would like to sit & stay nearby to help ensure they position themselves safely. - Listen carefully & speak directly to the Voter. Be patient, yet efficient, when someone needs extra time. If a Voter asks for help, try to help. Open doors and/or offer to escort a Voter (allow them to take your arm but do not grab their arm). Never push a wheelchair without asking permission. - Do NOT offer the eslate ballot when issuing a Standard Ballot (unless a Voter asks for it). The eslate offers: a brightly-lit ballot, earphones to hear ballot read aloud, buttons & wheels for voting & Braille language. When Someone is Talking on a Cell Phone in the Poll No one can talk on a phone in the poll (except the Inspector who can). Ask them to exit the poll until their conversation is complete. A cell phone can be ON in the poll. No Electioneering in Poll & Political Items are to be Thrown Away or Hidden Check for newspapers or political literature (e.g. paper, clothing, buttons). Nicely alert that these must be out-of-sight inside the poll (placed under a jacket, removed, or turn a garment wrong-side out). Final Page 8

POLL WORKER GUIDELINES & WORKING WITH VOTERS Alert your Inspector (or a Judge) to help manage any situation Voter Asking a Procedural Question - A Voter may ask about voting procedures (example: How does a straight party vote work on a ballot? ) - We never want to give inaccurate information so please DO NOT GUESS. Alert the Inspector (or Judge) to speak with the Voter (they receive more training than Clerks & Sheriffs). IF YOU DO NOT KNOW THE ANSWER: Simply say: I do not know, but I will get someone who may be able to help you. Inspectors can call Election Central. IF YOU KNOW THE ANSWER: Give a brief explanation (not a long detailed one). Do not give a detailed explanation to an unasked question. EXAMPLE: A Provisional Voter may ask What happens next? Remember that each provisional voter receives Form PRO-9 Instructions for Provisional Voter. Do NOT explain next steps. Simply show them the phone number on Form PRO-9 to call if they have questions after reading the Instructions. Be Alert for An Emergency or an Emotionally-Charged Voter Emergency = any actual or potential personal injury, disruption to voting or disruption to the electionx - In any emergency (including any potentially fearful or threatening situation), immediately alert the Inspector/Judge. If needed, call to manage the situation and then notify Election Central. - If a physical injury (or fear of a physical injury) occurs, do not try to administer first aid yourself unless you are personally trained and certified to manage the issue. We do NOT want to cause any additional injury to the victim. - If someone is frustrated or angry, try to calm them instead of escalating it. Do not get into a confrontation. If you are unable to calm the situation, call & then alert Election Central. - Lines of Voters may form in this election. This may create additional opportunities for emergency situations (sickness, fainting, weakness or falls, angry tempers, etc.). Political Comments by a Voter If someone speaks repeatedly or loudly about a candidate/political issue, alert that this type of comment cannot occur in the poll. If this does not cease, this can disrupt voting (call if needed) When a Voter Needs Assistance to Vote Assisting a Voter means being inside the voting booth. If the Voter requests: read the candidate options for each race, mark the Voter s requested candidate and cast the ballot (scan it) for a Voter. - A Voter may bring a friend to help them vote (or may ask poll workers to assist). After completing Form PRE-3, a friend (or bi-partisan poll worker team) can assist a Voter to vote. - Giving instructions to a Voter while standing outside the voting booth is NOT considered assisting a Voter. If you do this, be mindful of the loudness of your voice. Payment for Working - To be paid, complete Form 20E completely & legibly on Election Day (Inspector has form). Please be patient it may take a few weeks for Monroe County to mail your payment. - Separately, $25 will be paid for a full day of work at the polls to help cover meal expenses - No cost is reimbursed without advance approval. If desired, Inspector may complete Form PRE-2: (your mileage will be checked) Date Expense Reason Saturday, Nov 5: Mileage one way from Election Central to your home Transport election materials Monday, Nov 7: Mileage one way from your home to the Poll Transport election materials Tuesday, Nov 8: Mileage one way from the Poll to Election Central Transport election materials Final Page 9

Detailed Duties for Clerks Assist with set-up of the poll the evening before Election Day & maintain poll set-up Help ensure no electioneering occurs & political items are out-of-sight (literature, buttons, clothing, etc.) Follow all election procedures. At Station #1 as bi-partisan team: - Greet Voters pleasantly & work efficiently with quality work to minimize check-in time - Determine whether ID is valid for voting a standard ballot - Find a Voter in the epollbook (if Voter not registered at your poll, provide address of their correct poll) Check that Voter Registration information is up-to-date (e.g. Voter s address, name) - When required, ask Voter to prove their address (only if epollbook says PROVE ADDRESS) - Issue a Standard Ballot in epollbook if a Voter qualifies (or consult with Inspector/Judge if Voter is not in epollbook, is likely Provisional, or for issues: ABS ISSUED, ABS RETURNED & BALLOT ISSUED - Obtain Voter s signature - On paper ballot, add initials to confirm ballot is correct & place it in a privacy sleeve - For an eslate ballot, provide precinct card to Inspector/Judge to create ballot for Voter - Inform Inspector/Judge of any required paperwork before voting (e.g. update registration address or name, provisional voting paperwork, requesting assistance to vote) At end of Election as directed by Inspector: Ensure facility, equipment and supplies are organized (inventory & re-package supplies, clean tables, manage all signage, collapse voting booths, organize chairs, etc.) Help return facility to its original state & organize equipment & supplies Assist with finishing all poll envelopes. Some Clerks will sign the envelopes. XIV. Detailed Duties for Sheriffs Each poll may have a Sheriff or poll workers will share the duties of a Sheriff Assist with set-up of the poll the evening before Election Day & maintain poll set-up Greet Voters pleasantly & follow all election procedures Help ensure no electioneering occurs & political items are out-of-sight (literature, buttons, clothing, etc.) If Voter is talking on cell phone, nicely ask them to exit the poll until the conversation ends Be ready to manage emergencies with the help of the Inspector & Judges. A SHERIFF IS THE ONLY POLL WORKER WHO CAN LEAVE THE POLL TO ASSIST WITH AN EMERGENCY & RETURN LATER. Be alert to potentially-disruptive behaviors, credentialed visitors (and those without credentials), and help the Inspector (and Judges) handle difficult situations to protect the election Be watchful for anyone needing help (Voters, poll workers, candidates, etc.) with doors, a chair to sit and rest, wheelchair assistance, etc. Be alert to anyone who attempts to leave the poll with a ballot Direct questions on procedures to the Inspector (or Judges) direct Voters to Station #1 Identify the end of the voting line when poll closes [this may mean standing at the end of the line & politely explaining to Voters arriving behind you that the poll is closed] At end of Election as directed by Inspector: Ensure facility, equipment and supplies are organized (inventory & re-package supplies, clean tables, manage all signage, collapse voting booths, organize chairs, etc.) Help return facility to its original state & organize equipment & supplies Final Page 10

Detailed Duties of Inspectors Manager of the Poll, oversee all activity at the poll & member of Precinct Election Board Receive poll materials from Monroe County Election Central Contact facility to gain access, borrow equipment and define time to set-up poll Monday evening Assign poll workers, ensure all get breaks, coach poll workers & fill-in for workers as needed Ensure procedures are followed, the poll is politically neutral & a poll has the proper atmosphere MONDAY EVENING before Election: Direct set-up of the poll. Notify Election Board when complete. ELECTION DAY: - Set-up and open all voting equipment, open & inspect unvoted ballots, monitor seals, complete and manage all forms and logs, monitor ballot inventory (as Precinct Board) - Make all calls to Election Central & Voter Registration, resolve questions & issues effectively & communicate final decisions (after consult with Judges & Election Central) - Help Voters with paperwork, give Supervisor Approval in epollbook & get replacement ballots - Manage emergencies. Try to prevent situations that may impact the election (as Precinct Board). - Administer Oath to all poll workers and get poll worker signatures - Announce opening and closing of the poll - Assign poll worker positions, ensure all get breaks, re-assign positions & fill in as needed - Manage credentialed visitors at the poll & can challenge a Voter (so Voter must vote provisional) - Can set-up ballot on the eslate (at Station #3) & can assist a Voter to vote (bi-partisan) At end of Election as part of Precinct Election Board: Manage closing of voting equipment, all poll forms & papers Ensure facility, equipment and supplies are organized Deliver Election materials to Election Central with Judge of the opposite party XVI. Voter Identification Example Situations SOLUTION: Alert your Supervisor to speak with this Voter. SOLUTION: A Voter may use notes on a cell phone while in the poll. We do ask that the sound be turned off on the device. SOLUTION: Alert Supervisor or say: We cannot have any political clothing or materials visible in the poll. Could you please cover your shirt while in the poll (or turn it inside out)? SOLUTION: Say: We cannot discuss that topic in the poll. Sample ballots are displayed in the Voter Information Area for you. SOLUTION: Ask your Supervisor to help. One bi-partisan team at Station #1 checks a Voter s ID, issues a ballot in the epollbook & initials the paper ballot. Clerks cannot give a new ballot to a Voter without a Supervisor being involved. 7) Voter s ID expired January 1, SOLUTION: This expiration date is proper expiration date. 8) Voter has a photo ID from the US Department of Veterans Affairs that expired 10/1/2014. SOLUTION: This military ID expiration date is NOT proper. Does the Voter have another ID? 9) Voter s ID from the Army has no expiration. SOLUTION: This military ID has a proper expiration date. 10) Voter has a student ID from Indiana Wesleyan University with a photo, Voter s name & a proper expiration. 11) Voter has an IU student ID with a photo & name but no expiration. When you ask for another ID, He has an Ohio Driver s License with photo, name & a proper expiration. SOLUTION: This ID is NOT issued by the State of IN or US Gov t (Indiana Wesleyan is not a State school). Does Voter have another ID? SOLUTION: Neither ID is valid. A single ID must have all 4 requirements to be valid for a standard ballot. Two ID s cannot be combined to meet the 4 requirements. Unless this Voter has another ID, issue a provisional ballot. 12) Voter s ID has no birthday and no address. SOLUTION: An ID does not need to have a birthday or an address to be valid to vote with a Standard Ballot. Finding Voter in epollbook 13) You can t find the Voter in the epollbook. SOLUTION: Try these: 1) Ask Voter whether they might be registered under any other name (maybe a middle name? or did their name change?) 2) Search the Entire County using a birthday search. 14) Voter is not in epollbook. Even a birthday search in Entire County doesn t find Voter. SOLUTION: Alert the Supervisor. Maybe someone else can find this Voter or the Supervisor can call Voter Registration. 15) Voter s ID has no birthday on it. SOLUTION: A VALID ID does not need to have a birthday. Ask for Voter s month and day of birth to find correct Voter in epollbook. 16) Voter s ID has the wrong address on it. SOLUTION: A VALID ID does not need to have any address. Ignore address on ID. Read aloud the epollbook address to see if it is still current. FINAL Page 9

Issuing a Ballot to the Voter 24) The Voter hears you say that you are going to issue a provisional ballot and asks: What is a provisional ballot? 2016, General Election, Monroe County SOLUTION: Check Voter in (make sure you check Voter s birthday), issue standard paper ballot & ask Supervisor to update Voter s address before the Voter votes. SOLUTION: We always ask if the address in the epollbook is current by reading the address aloud. The license may be old. SOLUTION: Alert Supervisor or say: A Voter is to vote where they are registered and you are still registered at (insert poll). You can go there today, vote one more time & update your Voter Registration today. If Voter does not want to go to go to their poll, alert Supervisor to update Voter s address today. SOLUTION: Alert your Supervisor to work with this Voter. It appears that the registration update was not received by the deadline for this election. SOLUTION: Do not check the Voter in. Alert Supervisor to help. There are steps required with Supervisor before this Voter can be checked-in. SOLUTION: Do not check the Voter in. Records say this Voter has voted. Alert Supervisor to help. If Voter says they have NOT voted, the Supervisor will call Election Central. SOLUTION: Does the Voter s ID have an address on it that matches the address in the epollbook? - If a match: Address is proven.
