Block (all). Sub:- Selection of Gram Rojgar Sevak and engagement. Sir, The last date of receiving application for the post of Gram Rojgar Sevak (GRS) is over. Now, you are requested to take the following steps:- 1. Scrutinize all the application and select the eligible candidate as per the procedure laid down vide order No RD/P/18E-1/06 dtd and 3280(20) - RD/P/NREGA/18S-07/06 dtd of the Principal Secretary of P&RD department and subsequent clarification vide letter No. 5543/RD/NREGA/18S-07/06 dt of the Joint Secretary, P&RD department. If only one application is received for a Gram Panchayat and the applicant fulfills the criterion as laid down he may be selected. A question has come up which institute has authority to issue computer training certificate. It is to clarify that an institute which is registered can only issue such certificate. 2. Display the GP wise list of selected candidates at Block/Panchayat Samity/ GP office notice boards for information to all. 3. The name of selected candidate should be forwarded to the Pradhan of concerned Gram Panchayat requesting him/her to sign agreement with the selected candidate. The model copy of agreement is enclosed.

2 4. The GP wise list of Gram Rojgar Sevaks with details of name, address, date of joining should be sent to the NREGA Cell. On the basis of that report fund for payment of monthly consolidated remuneration will be placed to concerned Pradhan. Hope you will take prompt action for engagement of Gram Rojgar Sevak. 3 A G R E E M E N T THIS AGREEMENT made on this day, the, Two thousand and Eight between the Pradhan, Gram Panchayet under Block, Dist. in the state of West Bengal in ONE PART, And Shri/Smt., son of / daughter of / wife of, Vill-:-, P.O.-, Dist- in the State of West Bengal on the OTHER PART. WHEREAS the BDO & Programme Officer Block has selected Shri/Smt. for engagement to the post of Gram Rojgar Sevak under Gram Panchayat, district on contractual basis, on the terms and conditions set forth below, And WHEREAS Shri/Smt. has agreed without any reservation to accept the engagement on such terms and conditions, NOW it is hereby agreed and declared as follows: 1. The Pradhan Gram Panchayat under Block, Dist. shall engage Shri/Smt. as Gram Rojgar Sevak in connection with the effective implementation of NREGA / WBREGS works. 2. The term of engagement of Shri/Smt. shall be on contract for a period of 1 (one) year from the date of joining the Gram Panchayat. He/She shall serve the Gram Panchayat office in such capacity and shall discharge such duties as may from time to time be assigned to him by the District Magistrate & District Programme Coordinator, or the concerned BDO & PO or the Pradhan. 3. He/She shall obey all lawful orders and directions of the authority and shall devote his/her whole time and attention to the best of his/her duties. 4. He/She shall not during his/her term of engagement with the NREGA / WBREGS work carry on any business trade, profession or calling other than the duties assigned to him/her by the authority from time to time. 5. He/She shall not accept loan from any person / persons without the prior written consent of the authority provided always that nothing herein contained shall debar him/her from obtaining loans of reasonably small amount and of a temporary nature from any friend or relative, who does not have any business transaction with the Gram Panchayat. 6. In consideration of such loyal and faithful service, this office will pay to him/her monthly contractual remuneration amounting to Rs. 4,000/- (Rupees Four Thousand only)) in terms of P&RD s No.8381-RD/P/18E-1/06, dt During the period of engagement he/she will be entitled to casual leave for fourteen days and earned leave for thirty days for the period of one year, provided always that the leave shall be sanctioned in advance by authority. 7. This AGREEMENT shall come into force from date of joining the Gram Panchayat Office and will remain valid for next 1(One) year.

Notwithstanding anything contained herein, this AGREEMENT may be terminated by the authority giving to Shri/Smt. either one calendar month s notice in writing or one month s allowance in lieu of notice. He/she may also resign from the engagement on giving one calendar month s notice in writing or on payment of one month s allowance in lieu of notice. 9. The engagement of Shri/Smt., in this AGREEMENT may, however be terminated forthwith without any notice or payment in lieu of notice at any time, in the event of his/her conducting himself/herself in any manner prejudicial to the interest of official norms and established rules of conduct, more particularly the case(s) like: i. Insobriety. ii. Unauthorised absence. iii. Persistent un-punctuality in attendance to Office and/or the place of duty assigned to him. iv. Gross carelessness and lack of attention to or neglect of work or duties. v. Disobedience of lawful orders given by the authority. vi. Breach of trust or breach of confidence with reference to official secrets. vii. Fraud or misappropriation or any other defalcation. viii Breach of any of the Rules and Regulations. ix. Breach of any of the terms of this AGREEMENT. x. Any other misdemeanour not concentrates to the responsibilities assigned to him. 10. Any notice required to be served upon the PARTIES shall be taken to have been duly served if the notice in writing is delivered by hand or it is sent by Registered Post to the address of the PARTIES as recorded. 11. Shri/Smt. by virtue of his/her accepting the engagement in the office of Gram Panchayat of Block under District as Gram Rojgar Sevak on terms and conditions as specified above, shall have no claim for any job/engagement with either the Govt. of West Bengal, or any Panchayat body in West Bengal or any Institution which is financially aided by the Govt. of West Bengal.
