3 1. INTRODUCTION This is the first annual review of the Standard Energy charges for the provision of Heat, Light and Power to General Practitioners in Health Centres. It follows on from the original work undertaken last year by Strathclyde University. The main differences in this analysis of energy usage and costs is the use of a much larger sample up from 34 health centres to 134 sites. For comparative purposes the New Build sample used last year has again been analysed. 2. HEALTH CENTRES USED IN THE ANALYSIS The names of the health centres and their respective Trusts are detailed on appendix I. It is the groups intention that the number of sites analysed will be gradually increased until all sites are included. 3. NUMBER OF GENERAL PRACTITIONERS The number of General Practitioner practices located in each site range from 1 to 1. As last year the majority (84%) are in the band of 1 to 3 practices. Details are given in appendix II. 4. GROSS FLOOR AREA The distribution of the gross floor areas is not weighed as heavily in favour of the less than 5m² band. This only accounts for 37% of all sites in the larger sample. In the original sample last year it was 5%. This is due to the larger influence of the majority of sites coming from the central belt compared to the proportionately higher number from the north areas. Details are given in appendix III. 5. DISTRIBUTION OF CEILING HEIGHTS Appendix IV shows the distribution of ceiling heights of the total sample with an average height of 2.45 metres. 3

ANALYSIS OF ENERGY CONSUMPTION The analysis of energy is provided as follows: 6.1 New Build Annual Total Energy (all fuels) V Gross Floor Area (Appendix V) Annual Total Energy (electricity) V Gross Floor Area (Appendix VI) Annual Total Energy (fossil) V Gross Floor Area (Appendix VII) 6.2 New Larger Sample (134 Sites) Annual Total Energy (all fuels) V Gross Floor Area (Appendix VIII) Annual Total Energy (electricity) V Gross Floor Area (Appendix IX) Annual Total Energy (fossil) V Gross Floor Area (Appendix X) The energy consumption of the New Build shows a slight overall rise from 1.6 to 1.25 gigajoules per square metre. Within this the electricity usage has increased slightly from.2252 gigajoules per square metre while the heating component has fallen from.7877 to.7687 gigajoules per square metre. The energy consumption of the new larger samples (all sites) shows a slightly lower total energy usage of 1.28 against gigajoules per square metre last year. 7. UPPER, SECOND AND BOTTOM QUARTILE ANNUAL TOTAL ENERGY The larger sample has shown a reduction of energy usage in all quartiles compared to the smaller sample used last year. The figures are: Upper quartile down from.8627 to.7437 Second quartile down from to.9622 Bottom quartile down from 1.65 to Again the larger sample is indicating a better overall energy performance, the first given by the smaller sample last year. Appendices XI to XIII detail each quartile. 4
5 8. ANNUAL ENERGY COSTS The Annual Total Energy Costs per square metre is given on appendix XIV. This shows an increase in total costs from 6.95 last year to 7.4 this year. This is due to both a slight increase in the overall energy usage of the larger sample and a reflection of the increases in both gas and oil prices. 9. UPPER AND BOTTOM QUARTILES The upper quartile detailed on appendix XV shows a cost of 6.7 per square metres compared to 6.67 last year while appendix XVI detailing the bottom quartile shows an increase from last years cost of 8.95 to 9.14 per square metre. 1. SUMMARY While comparisons are given to compare with the initial work completed in 1999/2 the use of the larger sample, 134 sites, has shown an overall improvement in accuracy. This can only get better as the sample size grows to include all sites. The analysis has also shown that the upper quartile costs have reduced from 6.67 last year to 6.7 this year. However the difference between upper and bottom quartiles has also widened. This reduction is mainly due to the increased sample size, which includes a larger number of more efficient health centres. The overall average cost for the full sample of 134 sites was 7.4 per square metre. 5
