The Notice Inviting Tender (NIT), Technical Specifications, Scope of works and Terms & Conditions, Schedule-1 (Price Schedule/Bill of Quantity), Schedule-2 (Bank Account details) are given in the tender document. The intending firm is required to go through the same carefully and note that all terms and conditions mentioned therein shall form the part of the contract agreement. 2. Tender document can be obtained from the office of the undersigned with formal written request on any working day from a.m. to 2.00 p.m. on the date mentioned above. Tender document shall not be issued/sent by post. 3. Tender document can also be available/downloaded from the SJVN Limited website The Earnest Money to be Deposited (EMD) into the account of Rampur HPS, SJVN Limited in following Bank Account through NEFT/RTGS (Other mode of payment shall not be accepted). 2 5. Bid security shall remain valid for a period of one month beyond the original bid validity period and beyond any extension subsequently requested. Any correction, alteration and addition in computer generated / other hand written instrument subsequently needs to attested by the appropriate authority of bank. 6. EMD of the bidder shall be forfeited, if the bidder withdraws or amends its bid or impairs or derogates from the bid in any respect with in the period of validity of the bid. 7. The sealed bid is to be sent to the office of undersigned by Speed Post/Courier or Special Messenger so that it should reach in the office of undersigned up to Hrs. on the scheduled date of opening of bid. Bid without documentary proof of payment receipt of EMD by due date and time shall be out rightly rejected. 8. DOCUMENT REQUIRED TO BE SUBMITTED BY BIDDER: i) The intending bidder should submit their valid PAN Card Number, GST Registration Number and other relevant documents along with the bid. ii) The above mentioned requirements are minimum and the SJVN Limited, reserves the right to ask for any additional information. 9. BID SUBMISSION: (a) The tender shall comprise of three parts in the following manner: Technical Bid: Part- I: Earnest Money Deposit Part- II: Techno-Commercial bid comprises of Valid PAN Card Number, GST Registration Number No., Schedule-2(Bank Account details). An undertaking to the effect that he has read all the documents submitted along with the NIT and there is no deviations from the standard terms and conditions of the tender documents & NIT etc. Also the bidder shall certify that all the documents as submitted by the bidder are as per original documents. The bidder has to submit the scanned copy of above documents in the office. (b) Price bid: Part-III: Price bid i.e. Schedule 1(Price Schedule/Bill of Quantity). i) The bidder is required to fill their item rates in Schedule-I for the whole work, which shall be inclusive of GST as applicable as on date and any discount/rebate (in percentage) offered by them in Schedule-1 (Price Schedule/Bill of Quantity) only. ii) If the bidder quotes Nil Charges / consideration, the bid shall be treated as unresponsive and will not be considered. 10. Tenders shall be submitted in three sealed envelopes sealed envelopes up to 13:00 hrs. on date mentioned above. The 1 st envelope comprising of receipt of EMD 2 nd envelope comprising Techno-Commercial bid and 3 rd envelope comprising Schedule 1(Price Schedule/Bill of Quantity). Name of work, Tender Number and Envelopes Number should be clearly written on the top of each envelope. All the sealed envelopes should be placed in a single sealed bigger envelope and on the top of envelope Tender Number and name of work should be clearly written.

3 11. BID OPENING : The bid shall be opened in the following sequence: i) First of all, the Part-I i.e. EMD and Part-II i.e. Techno-commercial part shall be opened and evaluated. Part-II i.e. Techno-commercial part shall be opened only of those bidders whose part-i of bid found in order as per NIT. ii) The Part-III i.e. Price bid shall be opened on same day if part-i & II of bid found substantially responsive. 12. Rates and amount should be filled in both figures and words in the Schedule-I (Price Schedule/Bill of Quantities) only. In case of ambiguities in the rate, the rate quoted in word shall prevail and the amount shall be corrected accordingly. All discount / rebate should be mentioned in Schedule-I only. 13. The bids submitted by the bidder shall remain valid for acceptance for a period of one hundred twenty (120) days from the date of opening of bids. If any Bidder withdraws his bid before the said period or makes any modifications in the terms and conditions of the bid, the tender inviting authority shall forfeit the said Earnest Money. 14. The bids in conditional / facsimile tender or tender without receipt of earnest money shall not be entertained under any circumstances. 15. If it happens to be holiday or unavoidable circumstance on the day of receipt / opening of the tenders, the same shall be opened on the next working day at the same time /venue. 16. SJVN Limited reserves the right to accept or reject the tender without assigning any reasons thereof. 17. SJVN Limited reserves the right to increase or decrease or omit the items without assigning any reasons thereof. 18. The bidder shall submit an undertaking to abide by all labour laws. The bidder shall also abide by any other labour laws enforced time to time by Sate Govt. / Central Govt. during execution of contract. 19. The bidder shall ensure that all precautions are taken for environmental protection as well as health and all safety measure of those handling the work/material. Further the bidder shall also ensure that all legal and regulatory requirements related to the environment, health and safety are complied with by you. 20. All the documents submitted with the bid shall be authenticated by the agency or by his authorized representative. 21. SJVN Limited reserves the right to cancel the tendering process at any time before award of work without assigning any reasons thereof. 22. All the above conditions of Notice Inviting Tender (NIT) shall form part of the contract agreement. 23. The Notice Inviting Tender (NIT), Technical Specifications, Scope of works and Terms & Conditions, Schedule-1(Price Schedule/Bill of Quantity) and any other conditions if applicable subsequently shall form part of the contract agreement.

5 TECHNICAL SPECIFICATIONS, SCOPE OF WORK AND TERM & CONDITIONS Name of work: Rate Contract for testing of Transformer and Reactor Oil in NABL approved PGCIL Laboratory, Jalandhar for one year for Generator Transformer and Reactors of Rampur HPS (PCD-O&M-RHPS-222). A. Scope of Work:- To analyze and provide the results of transformer oil samples for Dissolved Gas analysis, water content in PPM, specific resistance of oil, Dielectric Dissipation value (TAN Delta value), Total Acidity in transformer oil, inter facial tension value, Flash point of oil and dielectric strength i.e. BDV as collected in prescribed sampling bottle and glass syringe with respect to standards described above. C. Terms and conditions:- 1. The samples will be provided to PGCIL Laboratory, Jalandhar for testing by representative of Plant Health Deptt., Rampur HPS, SJVN Ltd Bayal. 2. The tests results/reports of oils should reach in the office of Engineer-in-Charge within 15 days after the receipt of samples by agency in hard copy as well as soft copy through /by post. However the agency shall submit the results/reports immediately after completion the tests through /by post. 3. The tests to be carried out should be in accordance with latest Indian/International Standards as described in technical specifications. 4. The test reports should not be publis hed in part of full without prior permission of Engineer-in- Charge.

6 5. In case of any delay, 0.5% per week subject to maximum of 5% of the contract value will be deducted from bill. 6. The Scope of Work/Bill Of Quantity can be increased or decreased by ten percent (10%) as per the directions of the EIC subject to corresponding pro-rata increase/decrease in amount payable as per same rates and conditions of contract. 7. Payment : The PGCIL Jalandhar shall submit the bill to the EIC for the tests conducted along with the test results/reports. The payment will be released to the agency within 30 (thirty) days after receipt of Bills in F&A Deptt. dully verified by the EIC. The payment shall be released through electronic fund transfer on the details that will be provided by the PGCIL Jalandhar along with bid on Bank Account Details, Bank charges if any, shall be borne by the bidder. 8. ENGINEER- IN-CHARGE (EIC): Engineer-In-Charge (EIC) of work shall be Addl. General Manager (PHD), Rampur HPS, SJVN Limited, Bayal, (Contact No , & e- mail ID rhpsmaintenance@gmail.com) will act as Engineer-In-Charge (E.I.C) in respect of the Contract and his decision in all matters will be binding on the Contractor. After award of work all the future correspondence should be made with the EIC only. 9. The contract will be for one year which can be extended on same rates, terms & conditions on mutual understanding if the services provided/work done by the agency will be found satisfactory. 10. The rates shall be firm during the currency of contract period including extended period, if the contract is extended. 11. The bidders are advised to read the Notice Inviting tender Conditions and Price Schedule/BOQ carefully and seek clarification, if any required from the EIC i.e. Addl. General Manager (PHD), Rampur HPS, SJVN Ltd., Bayal, Contact No , & ID rhpsmaintenance@gmail.com, before quoting their rates. 12. Security Deposit: EMD of bidder will be converted in contract security and shall be released to the Contractor after One (01) months beyond the date of issue of issuance of completion certificate OR till finalization of final bill whichever is later. No interest on the amount of Security Deposit shall be paid to the Contractor. 13. In case, the contractor failed to fulfill the above conditions and left the job, his security deposit shall be forfeited without any notice. 14. Income Tax or any other Tax as applicable shall be deducted from the bill. A certificate of such deduction shall be issued by SJVN. 15. The court of Rampur Bsr. Distt. Shimla (HP) shall have exclusive jurisdiction to entertain and try of matter arising out of this contract. Note: All the above technical specifications, scope of work and term & conditions of contract shall supersede to conditions of NIT and shall form the part of Contract Agreement.
