DECISION Please find below the post match reports requested subject to the redaction of information which is exempt by virtue of the following exemptions: I list the redactions made to each document below: Crystal Palace FC V Manchester United 09/05/2015 Redaction 1 is not relevant to your request. Section 31(a)(b) - Law Enforcement Section 40 (2)(3) - Personal Information Before I explain the reasons for the decisions I have made in relation to your request, I thought that it would be helpful if I outline the parameters set out by the Act within which a request for information can be answered. The right of access to information is not without exception and is subject to a number of exemptions, which are designed to enable public authorities to withhold information that is not suitable for release. Importantly, the Act is designed to place material into the public domain, that is, once access to information is granted to one person under the Act, it is then considered public information and must be communicated to any individual should a request be received. Section 1 of the Act places two duties on public authorities. Unless exemptions apply, the first duty at Section 1(1)(a) is to confirm or deny whether the information specified in a request is held. The second duty at Section 1(1)(b) is to disclose information that has been confirmed as being held. Where exemptions are relied upon Section 17 of the Act requires that we provide the applicant with a notice which: a) states that fact, b) specifies the
2 exemption(s) in question and c) state (if that would not otherwise be apparent) why the exemption applies. 5 I No large groups of risk suppo rters were seen from either side. Pubs in the High Street in Norwood were verybusy with (6) pubs operating a one in one out policy due to being full. A coach of Manchester United antisocial supporters dropped off in the Norwood area. This resulted in the group being refused ent ry due to the pubs either being full or only housing home suppo rters. They a ttracted some attention from C rystal Palace supporters drinking Norwood High Street. This group eventually made their way to Thornton Heath where the majority of Manchester United suppo rters were drinking. A small number of Manchester United supporters tried to gain entry (7) They deliberately put the stewards under pressure who had to be suppo rted by police. Whilst a Manchester United supporter was being ejected from a home section of the stadium a C rystal Palace fan attempted to confront him and was himself also ejected. When Manchester United scored there was a surge in the away section of the crowd resulting i n a Manchester United fan being knocked over and sustaining a head inju ry. This male was treated by St Johns staff. A Manchester United supporter was arrested for common assault after spitting at a steward. After the 2nd Manchester United goal two males were ejected and subsequently arrested for pitch incursion. The Manchester United suppo rters were vociferous and boisterous as they exited the stadium. Police stepped in on a couple of occasions when their behaviour overstepped the mark. Few C rystal Palace suppo rters came past the away end preventing too much animosity. Aside from being noisy and drunk the Manchester United fans dispersed without fu rther incident. This document is the property of Football Unit.
