1 Freedom of Information Request Reference No: I note you seek access to the following information: PREVIOUS REQUEST: * Would you provide me with the officially recorded attendance at the Challenge Cup Final held at Wembley Stadium on Sat 26 Aug NEW REQUEST: With regards to the above request, could you please inform me which bodies you liaise with when policing large events in London in order to determine the size of the crowd the Met Police is expected to deal with? In particular, when events are held at Wembley Stadium, could you inform me how the police determine which resources to deploy when policing events when they have no idea of the crowd they are employed to control and police safely? Finally, could I please have a copy of any and all correspondence the Met Police had with the Rugby Football League, Brent Council, Wembley Stadium Ltd, St John's Ambulance and the London Fire Brigade and any other relevant parties with regards to the actual or expected attendance at Wembley on Saturday Aug 26 DECISION I have today decided to disclose some of the requested information. Some data has been withheld as it is exempt from disclosure and therefore this response serves as a Refusal Notice under Section 17 of the Freedom of Information Act 2000 (the Act). DECISION The MPS has decided to partially exempt the provision of the relevant records by virtue of Section 40(2)(3) - Personal information, Freedom of Information Act 2000 (FoIA). This letter therefore serves as a refusal notice by virtue of Section 17 FoIA.

2 Section 40(2) and (3) - Personal Information I will now go on to consider whether section 40(2) applies by virtue of section 40(3) that disclosure of the information to a member of the public otherwise than under this Act would contravene - (i) any of the data protection principles. Personal data is defined in section 1(1) of the Data Protection Act (DPA) 1998 as data which relate to a living individual who can be identified (a) from those data, or (b) from those data and other information which is in the possession of, or is likely to come into the possession of, the data controller. Such an investigation will clearly include the personal details of investigating officers, witnesses or other individuals who may have come into contact with the police during the course of such an investigation. Reason for Decision I can advise you that your request for information has been made and therefore considered under the Freedom of Information Act, which provides a right of public access to information held by a public authority. On receipt of a request for information a public authority must, if permitted, confirm if it holds the information and, if so, then communicate that information to the applicant. This right of access to information is not without exception and is subject to a number of exemptions, which are designed to enable public authorities to withhold information that is not suitable for release. Importantly, the Act is designed to place information into the public domain, that is, once access to information is granted to one person under the Act, it is then considered public information and must be communicated to any individual should a request be received. Any information released is also placed on the MPS FoIA Disclosure Log which can be found by way of this link: DISCLOSURE Question 1 - With regards to the above request, could you please inform me which bodies you liaise with when policing large events in London in order to determine the size of the crowd the Met Police is expected to deal with? The event organiser would be able to answer this question. Question 2 - In particular, when events are held at Wembley Stadium, could you inform me how the police determine which resources to deploy when policing events when they have no idea of the crowd they are employed to control and police safely?

3 The size of the crowd is estimated by Wembley stadium based on the current sales progress and the number of tickets taken by the respective clubs. This is also on par with our experience of such events over the last 10 years of Wembley policing. The size of the policing plan is dictated by the likelihood of our need to prevent and respond to incidents affecting Crime, Disorder Counter Terrorism matters and the fulfilment of our major incident requirements. As above, updates are available from Wembley Stadium ticketing for planning purposes. Question 3 - Finally, could I please have a copy of any and all correspondence the Met Police had with the Rugby Football League, Brent Council, Wembley Stadium Ltd, St John's Ambulance and the London Fire Brigade and any other relevant parties with regards to the actual or expected attendance at Wembley on Saturday Aug 26. There were two s that related to estimated crowd size. Both from Wembley Stadium making a prediction of 60,000. The sender and recipient details within the s are exempt information under Sec 40(2) of the Act and therefore redacted. Please refer to the redacted s below and the attachments that were included.
