2 2 Government Gazette 19 July1999 No MNSTRY OF WORKS, TRANSPORT AND COMMUNCATON No ROAD TRAFFC ORDNANCE, 1967: APPLCATON OF THE NAMBA TRAFFC NFORMATON SYSTEM (NaTS) TO THE REGSTERNG AUTHORTY AREAS OF GROOTFONTEN, KHORXAS, OKAKARARA, OTAV, OTJNENE, OUTJO, REHOBOTH AND RUNDU Under section 55A(2) of the Road Traffic Ordinance, 1967 (Ordinance No. 3 of 1967), hereby determine that (a) (b) the provisions of Chapter :" REGSTRATON AND LCENSNG OF MOTOR VEHCLES" of that Ordinance shall not apply; and the Namibia Traffic nformation System contemplated in section 55A(1) of that Ordinance shall apply, to the entire area of jurisdiction of the registering authorities of Grootfontein, Otavi, Otjinene, Rehoboth and Rundu as from 26 July 1999, and to the entire area of jurisdiction of the registering authorities ofkhorixas, Okakarara and Outjo as from 3 August O.V. 6 6 Government Gazette 19 July 1999 No MNSTRY OF WORKS, TRANSPORT AND COMMUNCATON No ROAD TRAFFC ORDNANCE, 1967: COMPULSORY PRESENTATON FOR NSPECTON OF MOTOR VEHCLES AND SUBMSSON OF DENTTY CARDS AND MOTOR VEHCLE LCENCES: REGSTERNG AUTHORTY AREAS OF GROOTFONTEN, KHORXAS, OKAKARARA, OTAV, OTJNENE, OUTJO, REHOBOTH AND RUNDU Under section 55B of the Road Traffic Ordinance, 1967 (Ordinance No. 3 of 1967), hereby determine that (a) the owner of a motor vehicle registered in the registering authority area of Grootfontein, Khorixas, Okakarara, Otavi, Otjinene, Outjo, Rehoboth and Rundu as the case may be, shall, for the purpose of a physical inspection by a road transportation inspector or by a person designated by a registering authority of such motor vehicle as contemplated in section 55B(l) of that Ordinance, in person present such motor vehicle at the applicable address specified in Schedule 1, during the normal working hours of the registering authority concerned on any day, excluding any public holiday referred to in, or declared under, the Public Holidays Act, 199 (Act No. 26 of 199), or any Saturday or Sunday; during the applicable period of time for the compulsory inspection of motor vehicles specified in schedule 2 or 3, as the case may be; (b) if as a result of ( i) the absence from the registering authority area concerned of any owner, or of any motor vehicle, referred to in paragraph (a), during the applicable period of time for compulsory inspection of motor vehicles specified in Schedule 2 or 3, as the case may be; or the inability, for any reason acceptable to the Under Secretary of the Department of Transport of the Ministry of Works, Transport and Communication (hereafter referred to as the "Under Secretary"), of any owner referred to in subparagraph to present any motor vehicle referred to in that subparagraph for inspection as contemplated in paragraph (a); or such other exceptional circumstances as the Under Secretary may deem sufficient, the Under Secretary, or any other staff member of the Department of Transport of the Ministry ofworks, Transport and Communication or of the registering authority concerned, designated in writing by the Under Secretary for such purpose, and on a written application made by such owner to the Under Secretary of such staff member before the expiry ofthe applicable period of time, or, with the permission of the Under Secretary or such staff member and on good cause shown, after the expiry of such period of time, may (aa) in writing extend, any relevant period of time specified in Schedule 2 or 3; or (bb) request any road transportation inspector or staff member of the Department of Transport, or any police officer or any other person, whether in Namibia. or in any other country, to conduct at any time a physical inspection in respect of any motor vehicle as contemplated in section 55B(l) of that Ordinance; or

7 No Government Gazette 19 July ( cc) exempt such owner from the requirement of having to present his or her motor vehicle at the applicable address specified in Schedule 1 for inspection, or of having to be present in person at such inspection, or from both such requirements, on the submission of a certificate issued by ( ab) any road transportation inspector or staff member of the Department of Transport; ( ac) any traffic officer or police officer; (ad) (ae) any person referred to in subparagraph (bb); any other person or authority, whether in Namibia or in any other country; or ( af) any other staff member, designated in writing by the Under Secretary for such purpose, which certificate must attest to the verification of the relevant particulars contemplated in section 55B(l) ofthat Ordinance; or ( dd) make such other arrangements, with the approval of the Minister, in order to ensure the achievement of the objects of section 55B of that Ordinance.
