Estimated Cost :- Rs. 10 Lacs 3. Period of Completion :- Three Months GENERAL We are having a five ton Sugar cane un-loader installed at Rajasthan State Ganga Nagar Sugar Mills Ltd, Sri Ganga Nagar consisting following motors: H.P, 950 RPM, 03 Phase /415 Volts, frame size -200L crane duty motors for holding application of the wire rope through gear box H.P, 950 RPM, 03 Phase /415 Volts, frame size -200L crane duty motors for hoisting application of the wire rope through gear box KW, 965 RPM, slip ring motor equipped with slip resistors for long travel application KW, 965 RPM, slip ring motor equipped with slip resistors for cross travel application. The slip ring motors are started with the help of slip resisters, timers & contactors and the squirrel cage motors are started with help of power contractors. The whole power control center consist of following switch gear in the CRCA panel. 1. Main incomer:- 200 AMP, 50KA capacity, 4 pole Moulded Case Circuit Breaker. 2. Three Pole MCCB, 100 AMP 25 KA breaking capacity for each 25 HP motors. 3. Three Pole MCCB, 50 AMP 25 KA breaking capacity for each 7.5 HP motors. 4. Power contractors, control & Auxiliary contactors, Timers, control Transformers, Control MCB, connectors, AMP meter/volts meter with selector switches, wiring etc, etc. 5. Hydraulic Thruster breaks three phase/415 volts/0.25 AMP/18 KG/type ST-520 are also implemented with all the motors while in off operation. 6. There is an interlocking through limit switches for cross and long travel bridges to limit the distance of travel at both the ends for safety point of view. 7. The incomer supply for operating the panel is three phase with proper neutral rating. 8. The rating of slip registers for cross and long travel slipring motors is as under:- Type 7.5M4, Rotor volts- 180 V, rotor Amp-20 AMP All motors are controlled by an operator with the help of remote push button station in both forward and reverse directions as per application. The frequency of forward and reverse direction is very high. The circuit diagram of the existing scheme is enclosed for reference SCOPE OF WORK The Contractor has to dismantle the existing panel from existing cabin and install a new powder coated IP-54 rated CRCA panel. Consisting of following switch gears. 1. Supply, Erection, Commissioning and testing 200 AMP, Four pole, MCCB, having minimum breaking capacity 25 KA. as incomer 2. Supply, Erection, Commissioning and testing 100 AMP, Three pole, MCCB, having minimum breaking capacity 25 KA. For protection of each motor.

Supply, Erection, Commissioning and testing Electrical & Mechanically interlocked power contractors 110 Amp for each 25 H.P. motor.& 40 Amp electrically & mechanically interlocked power contactors for each 7.5 H.P. motors 4. Supply, Erection, Commissioning and testing of digital/electronic timers for the control circuits. 5. Supply, Erection, Commissioning and testing of variable frequency drives complete with line & load chokes for each motors. 6. Supply,erection,commissioning & testing of external cooling system for control panel as well as for motor. Looking to heavy vibration,high humidity,smoke & fumes, steam vapours in mill house it is very much essential to do arrangement of panel, remote push button station with mushroom push buttons to facilitate the operator. Motor should have adequate arrangement of protection of such things. As the working environment of mill house panel & motor should 7. Power and control wiring with the help of connectors 8. Work should be carried out strictly in accordance with the Indian electricity rules and according to the factory act. 5. Free accommodation 4 workers and 1 engineer will be provided by us. 6. Material will be first deposited in the store and then after it will be used on the site. 7. It is must to quote the catalogue no. and make of the switch gear along with price list. It will not be possible to compare the rates of different make and modals without the catalogue no. and the price list. 8. MODVAT/CENVAT must be provided. Payment Terms 1. 50% advance against bank guarantee of equivalent amount % after commissioning and testing of the equipment % after successful working of the equipment for one cane crushing season if the commissioning delayed on the part of the contractor then this period will be for two cane crushing season.

These conditions should be ready very carefully by the Tenderer, while filling in their quotation. 1. Only bonafide manufacturers and authorized dealers shall be eligible to submit their tender. The technical specifications, and other description about above work scope of work and other details of materials to be supplied are enclosed in annexure-a. 2. Quotation must be enclosed in a properly sealed envelope according to the directions given in the tender notice & must reach this office in time & date as notified. 3. The unit rates must not under any circumstances be altered and the rates must be mentioned in words as well as in figures. 4. The successful tenderer shall be deemed to have carefully examined studied and understood the conditions, specifications, size, make etc. of the equipment to be commissioned. If he Will have doubt as to the meaning of any terms and conditions of the specifications etc. he will refer the same to the General Manager, Rajasthan State Ganganagar Sugar Mills Ltd., Sri Ganganagar and got clarifications, before submitting tender. 5. The tenderer shall not assign or sublet his contract for any substantial part thereof to any other agency. 6. The security money will be 5% of the contract value which shall be refunded on satisfactory completion of the work or expiry of the period of guarantee, if any, whichever is later. No interest will be paid by Rajasthan State Ganganagar Sugar Mills Limited on the security money. In case of breach of any terms & conditions of the contract the amount of security deposited shall be liable to forfeiture i.e. Full or part by Rajasthan State Ganganagar, Sugar Mills Limited, Sri Ganganagar and decision of the General Manager, Rajasthan State Ganganagar Sugar Mills Limited will be final. 7. The time specified for completion in the work will be deemed to be essence of the contract and the successful tenderer will have to complete the work in all respect within the stipulated period. 8. Should the tenderer fail to completer the replacement of the sugarcane unloader VFD Control Panel within the period specified in the purchase order, the General Manager, Rajasthan State Ganganagar Sugar Mills Limited, Sri Ganganagar may at his discretion allow the extension of time. Such extension will be at the discretion of General Manager, Rajasthan State Ganganagar Sugar Mills Limited, & will further be subjected to recovery from the tenderer as agreed liquidated damages and not by way of penalty, for delay as stated below:- i) Delay upto one fourth periods or the prescribed delivery period 2 ½ % of value of equipment. ii) Delay exceeding one-fourth but not exceeding half of the prescribed delivery period 5% of the contract price. iii) Delay exceeding half but not exceeding three-fourth of the prescribed delivery period 7 ½ % of the contract price. iv) Delay exceeding three-fourth period OR beyond that 10% of the contract price. NOTE:- a) Fraction of a day in reckonings the period of delay shall be eliminated if it is less than half day. Half or more will be counted as full day. b) The maximum amount of agreed liquidated damages will be 10%.

9 c) When tenderer is unable to complete the work within the specified or extended period, the General Manager, Raj. State Ganganagar Sugar Mills Ltd. or his nominee will cancel the contract and will be entitled to got the work done form elsewhere with notice to the tenderer but on his i.e. tenderer s cost & risk and the tenderer shall be liable for any loss or damage which Raj. State Ganganagar Sugar Mills Ltd. may sustain by reasons of such failure on the part of tenderer. But the tenderer shall not be entitled for a gain, if any, on such action taken by Raj. State Ganganagar Sugar Mills Ltd. against default. The recovery of such loss or damages can also be made form any other dues payable to the Tenderer by Raj. State Ganganagar Sugar Mills Ltd. If recovery is not possible from the bills and had the tenderer fail to pay the loss or damages within the one month, the recovery, shall be made under any other bills outstanding with Raj. State Ganganagar Sugar Mills Ltd. The RSGSM Ltd. may exercise his own discretion and, if possible, resort to limited tender system issuing short term notice irrespective of the value of tender. d) It is clarified that General Manager, Rajasthan State Ganganagar Sugar Mills Ltd., may take risk & cost action without granting any extension, as stated. He may also extend delivery period without charging L.D. in genuine cases if he is satisfied with reasons of delay. 9. If the tenderer imposes conditions which are in addition to or in conflict with the conditions mentioned herein, his tender is liable for summary rejection at the discretion of the company. 10. The Tenderer shall be responsible for the proper/packing so as to avoid damages under normal conditions of transport and delivery of equipment in good conditions to Raj. State Ganganagar Sugar Mills Ltd., Sri Ganganagar. 11. In the event of any breach of conditions of the contract at any time on the part of the Tenderer, the contract may be terminated summarily by the General Manager, Raj State Ganganagar Sugar Mills Limited, Sri Ganganagar without compensation to the Supplier. 12. All rates quoted must be F.O.R., Rajasthan State Ganganagar Sugar Mills Ltd., Sri Ganganagar inclusive of cost of erection & commissioning duties, taxes, freight, packing forwarding etc. The break-up of basic material cost erection & commissioning charges, duties taxes, P&F freight & Other incidental, if any should however be given separately. 13. Tender should be filled with ink. No tender filled in pencil or otherwise, shall be considered. No additions and ulteration should be made in the tender. No over writing should be done. Corrections, if any, should be done separately & initiated. 14. Tenderer should signed the tender format each page as a token of his acceptance of all the terms & conditions of the tender. 15. Tender must be accompanied by earnest money, as required without which, tender will not be considered. The amount of earnest money should be deposited by cash or bank draft or pay order in favour of Raj. State Ganganagar Sugar Mills Ltd., Sri Ganganagar. The previous security money will not be transferred as earnest money against this tender. The rates should be quoted in sealed cover and the D.D. or cash receipt should be separate enclosure to the sealed cover. The earnest money deposit will be Rs.20,000/ In case of successful tenderer, the earnest money will be transferred as security amount and no interest will be paid by the company on such security amount. 17. Remittance charges on payment made to the firms except through cheque will be borne by the Supplier. 18. Direct or indirect canvassing on the part of tenderer or their representative will disqualify their tender.

10 19. Contractor shall raise & present invoices in such a manner as specified in Central Excise Rules so as to enable us to avail benefit under CENVAT Scheme. Tariff heading No. of item also be given in the quotation. If due to fault on the part of Contractor benefits under Cenvat is disallowed by Central Excise Deptt., the loss occurred to Rajasthan State Ganganagar Sugar Mills Ltd. shall be recoverable from successful tenderer. It should be clearly indicated that how much amount of excise duty will be charged in the bill and to what extent it would be reimbursable to Raj. State Ganganagar Sugar Mills Ltd. under CENVAT Scheme. 20. Notwithstanding anything contained herein before, if at any point of time the materials is found to be not conforming the specification and sub slandered, besides other actions the company shall have a right to deduct proportion ate amount on all supplies made by the Supplier, on that account. 21. Payment terms would be as mentioned in Annexure-A. 22. The bank guarantee must be operated by any scheduled Bank in Rajasthan. 23. Scope of work would be as outlined in Annexure-A 24. ISI marked electrodes and gas cylinder welding equipment shall have to be arranged by successful tenderer at his own cost. 25. Prior inspection would be done by our representative if deemed necessary Successful tenderer should intimate by 15 days advance for deputing representative for inspection. 26. The earnest money will be forfeited in following cases:- i) When tenderer withdraws or modifies the offers after opening of tender but before acceptance of tender. ii) iii) When tender does not execute the agreement within the specified time. When the tenderer does not deposit the security money or fails to commence the work as per order within the time prescribed. 27. The security money in full or part may be forfeited in the following cases:- i) When any terms & conditions of the contract is breached. ii) When tenderer fails to complete the work satisfactory. iii) Notice of reasonable time will be given in case of forfeiture of security deposit. The decision of General Manager, Rajasthan State Ganganagar Sugar Mills Limited, Sri Ganganagar in this regard shall be final. 28. The tenderer shall furnish the following documents at the time of execution of Agreement.- i) Attested photocopy of partnership deed in case of partnership firm. ii) Registration Number & Year of registration in case partnership firm is registered with registrar of firms. iii) Address of residence & office. Telephone Number in case Sole proprietorship. iv) Registration issued by Registrar of companies in case of Company. 29. Contractor has to follow all the safely rules related to the nature of the job. Any accident during he execution of the contract is the leasing of the contractor. 30. Contractor has to follow all the Indian Electricity rules and other prevailing rules of central & state Government. 31. Contractor is required to send all the technical literature broucher etc. alongwith tender documents. 32. All legal proceeding arising out of this contract shall be subject to the Jurisdiction of the Courts situates at Sri Ganganagar and not elsewhere.

State Ganganagar Sugar Mills Ltd., Sriganganagar Vide NIT No. Pur/07/ The tenderer shall have to carefully study and understand the conditions, specifications, size, make etc. of the goods to be supplied. If he has any doubt about the meaning of any terms, conditions or specifications etc. he should refer to Officer Incharge and get clarification. The decision of the Company regarding interpretation of the conditions and specifications shall be final and binding on the Tenderers the specifications of motors are mentioned in the Price bid. 2. Tender should be filled in ink. No tender filled in by pencil or otherwise shall be considered. No addition and alteration should be made in the tender. No over writings should be done. Corrections, if any, should be done clearly and should be initialed. 3. Tender must be submitted in properly sealed envelope according to the directions given in the Tender Notice and terms & conditions of tender. Tender must reach this office in time and date as notified. Envelope must be inscribed with the subject of Tender, date of opening and name of Tenderer. 4. Tenderers are hereby explicitly warned that individuals signing the Tender must specify as follows :- a. Whether signing as "Sole proprietor of the firm?" b. Whether signing as registered active partner of the firm? c. Whether signing for the firm i.e. for procarationem? d. In case of Companies and registered firms, whether signing as Secretary, Manager, Partner, Director etc. will submit an authorisation from the company to do this. A copy of any document under which such authority is given should be forwarded with the tender. 5. Only original equipments manufacturers of OEM/Authorized stockiest shall be eligible to participate in these tenders for which automatic copy of certificate must be enclosed with the tender without which tender is liable for rejection. 6. Tenderer, who is not registered under the Sales Tax Act, prevalent in the state where his business is located, are not eligible for Tender. The sales Tax Registration numbers should invariably be quoted. 7. If a Tenderer imposes conditions which are in addition to or in conflict with the conditions mentioned herein, his tender may be rejected. 8. The unit rates must not under any circumstances be altered and the rates must be entered in words as well as in figures. 9. a. The rates quoted should be F.O.R. Sugar Factory Sri Ganganagar inclusive of all duties, taxes and charges. However, the Tenderers should indicate applicable rate of duties, taxes and other charges specifically showing the same in monetary terms. b. Any increases in any Duty or any other tax imposed by Central Government or State Government after the due date of the Tender will be paid extra. Similarly, any reduction in the Duty or any other tax after the due date of tender will be paid less to the party. 10. The tenderer shall not assign or sublet his contract or any part thereof to any other

16 Agency. 11. The Tenderer should sign the Tender Form at the end of each page as a token of his acceptance of all the terms and conditions of the Tender. The latest pricelist alongwith detailed technical specifications must be enclosed alongwith the tender. The guarantee of the motors must be minimum for one year. 12. The Tender must be accompanied by earnest money as specified in tender notice (0.5% in case SSI/Cottage industries registered with the Industries Department of Rajasthan) without which the Tender shall not be considered. The earnest money should be deposited by the tenderer in one of the following forms only: Cash or Bank draft or Pay Order of any scheduled Bank in favour of 'Rajasthan State Ganganagar Sugar Mills Limited,' payable at Sri Ganganagar. 1. The rate should be quoted in a sealed cover and DD should be in a separate enclosure with the sealed cover. 2. The earnest money will be refunded to unsuccessful Tenderer after final acceptance of the tender whereas in case of successful Tenderer, it will be treated a part of Security Deposit. 13. No request for adjustment of outstanding claim of any kind against the company towards EMD/SD will be entertained and failure to deposit the EMD/SD in full will always result in cancellation of tender/ acceptance. 14. Successful tenderers will have to deposit Security Money of an amount equal to 5% (1% in case of SSI/Cottage Industries of Rajasthan registered with Industries Department) of the estimated value of articles by way of Demand Draft/Pay Order in favour of the Rajasthan State Ganganagar Sugar Mills Ltd. for which tenders are accepted, within 15 days or any other specified period from the date of issue of purchase order. The Purchase Order duly accepted and signed by the tenderer will be an agreement for supplies. The Security Deposit will be refunded within six weeks after expiry of the contract on satisfactory completion of the same or expiry of guarantee/warranty period of if any whichever is later, No interest will be paid by the Company on the Security Deposit. If a tenderer fails to deposit the required security within the period specified, such a failure will be treated as breach of the terms and conditions of the tender and will result in the forfeiture of the earnest money in part or in full at the discretion of the Company for reason to be recorded. 15. TENDERS SHALL BE VALID a. b. For a period 90 days (OR any specified period from the date of opening of Tenders.) After the tender has been accepted, the rate shall remain valid through out the Financial Year OR for the period for which tenders are invited, whichever is higher. 16. The Tenderer shall be responsible for the proper packing of goods so as to avoid damages under normal conditions of transport by road/ sea/ rail or air and delivery of the material in good conditions to the consignee at destination. 17. The tenders should be submitted alongwith samples and the documents if required by the Company. 18. The quantities shown in the Tender documents/price bid are approximate and subject to variation upto 50% at the discretion of General Manager. The supplies shall have to

17 be arranged according to requirements as and when orders are placed through out the contract period. The ordered material needs to be supplied within prescribed period. No extension in view extend of necessary of material. 19. The time specified for supply and carrying out job work shall be deemed to be the essence of the contract and the successful tenderer shall arrange supply/carry out work within that period on receipt of work/supply order from the Company. 20. a. Should the contractor fail to execute the order/contract within the period specified in the Tender Form, and if such failure to deliver material/complete the work in prescribed time as aforesaid have arisen from, any unforeseen cause such as strike, fire, accident, act of GOD resulting in stoppage of work in the factory, of the manufacturer or similar reasons which the General Manager may find valid for an extension of the time he may extend the period without charging any agreed liquidated damages. His decision shall be final regarding the sufficiency or otherwise of ground for extension of time. b. Should the tenderer fail to execute the order/contract within the period specified in the Tender Form/purchase order the General Manager may at his discretion allow extension of time subject to recovery from the tenderer as liquidated damages and not by way of penalty, a sum equal to the following percentage of the value of goods which the tenderer has failed to supply for the period of delay as stated below :- i Delay upto one fourth period of the prescribed delivery period 2.5%. ii Delay exceeding one fourth but not exceeding half of prescribed delivery period 5%. iii Delay exceeding half but not exceeding three fourth of the prescribed delivery period 7.5%. iv Delay exceeding three fourth but not exceeding the period equal to the prescribed delivery period 10%. Notes: i Fraction of a day in reckoning the period of delay in supplies shall be eliminated if it is less than half a day. ii The maximum amount of Liquidated Damages shall be 10%. iii When successful tenderer is unable to complete the order/contract within specified or extended period the Company shall be entitled to accept supply, get work done from the open market without notice to the Tenderer, but at his risk and cost i.e. Tenderer's Account and if the goods or any part thereof which the Tenderer has failed to supply or if not available, best and nearest available substitute thereof or to cancel the contract and tenderer shall be liable for any loss or damage which the company sustained by reason of such failure on part of the tenderer. But the tenderer shall not be entitled to any gain on such purchase made against default. The recovery of such damage shall be made from any sum accruing to the Tenderer under this or any other contract with the Company. If recovery is not possible from bills and th contractor fails to pay the loss or damage within one month, the recovery shall be made under any law for the time being in force or from any other bills outstanding with the Company.

When the Security Deposit in full or in part is proposed to be forfeited, a notice will be given to the Tenderer to explain within 10 days as to why the Security Deposit should not be forfeited for failure to complete the supplies in time. 22. In the event of any breach of conditions of the contract at any time on the part of the contractor, the contract may be terminated summarily by the General Manager with such conditions as may be deemed fit. 23. Generally the payment would be made after receipt of the material in Factory Store on satisfactory inspection by the authorised company s & representative. However the request for 90% payment against negotiation of documents through bank & balance 10% after receipt of material in Factory Store on satisfactory inspection about quality can be considered by the Company at its discretion & all bank charges to be borne by the successful tenderer. 24. Remittance charges on payment made to firms except through cheques will be borne by the supplier unless specifically agreed by the Company. 25. Direct or indirect canvassing on the part or tenderers or their representatives will disqualify them. 26. (a) The company reserves the right to accept any tender not necessarily the lowest, reject any tender without assigning any reasons and accept any tender for all or any one or more of the goods for which the tender has been given. (b) If the tenderer resiles from his offer or offers new terms after opening of the tender, his EMD is liable to be forfeited. (c) The submission of more than one tender and under different names is prohibited. (d) Any relationship or business connection that may exist between Tenderer and any official of the Rajasthan State Ganganagar Sugar Mills Ltd., Should be declared. If this information is found to have been suppressed, then contract, if any, entered into may be cancelled forthwith without notice and compensation and any amount which may have been deposited would be Forfeited. 27. Specifications of the items for which tenders are invited and period prescribed for supply are given in the price bid. 28 The Value Added Tax (VAT) would be paid as per rule 40 (A) of VAT Act for which necessary detail should be provide by the suppliers. 29 If any material reserved for certain categories of suppliers/manufacturers, tenders of such parties would be considered as per rules & instructions of the Govt. 30 If central excise duty is charged by the suppliers/manufactures they would be required to issue cenvatable invoice. Such parties should specifically indicate the guarranted amount of cenvat credit which would be available to the Company under CENVAT scheme of the Excise Department. In case such credit falls short then the guarranted amount the difference would be recovered from their bills. 31 All legal proceedings, arising out of this contract shall be subject to the jurisdiction of the courts situated at Sriganganagar only. 32 In case of any dispute arising in contract, the matter will be referred to Sole Arbitrator appointed by General Manager, RSGSM whose decision shall be final and binding on both the parties.
