To provide a brief history, the above-noted applications were filed in May 2014, following the submission of a Site Plan Application (File No.: SP13C039) for the comprehensive redevelopment of and investment in the Homewood campus. The redevelopment includes a large building addition to provide additional long-term in-patient beds which meet modern health care standards, as well as significant improvements to users experience on-site, through the addition of a glass atrium, a new arrivals/entrance area, streamlined visitor and drop-off parking and restoring the front building fac;:ade on Delhi Street. The Severance Application and implementing Minor Variance applications are necessary to facilitate the financing of the health campus redevelopment project and further the proposed severance line aligns with the redevelopment plans proposed through the Site Plan Application. As such, the Site Plan Application is integrally linked to the Severance and Minor Variances applications. 2 The Severance and Minor Variances Applications were originally deferred at the June 12, 2014 Committee of Adjustment meeting in order to prepare an Environmental mpact Study (ES) and a Cultural Heritage Resource mpact Assessment (CHRA), as requested by City staff. The CHRA was submitted to the City in June of The applications were then subsequently deferred on June 16, 2015 to provide City staff and applicant additional time to assess and resolve the cultural/built heritage resources as it relates to the severance application. The issue specifically revolved around the removal of the Nurses Residence building, located on the east side of Delhi Street. Homewood Health was proposing to remove the Nurses Residence as it did not meet modern building standards for the delivery of mental health and addictions programming. With significant construction costs to utilize the Nurses Residence, along with programming challenges, Homewood Health felt it prudent to instead invest in the main portion of the campus on the west side of Delhi Street. Further, the proposed removal of the Nurses Residence, along with the adjoining three (3) office buildings, was intended to provide a modern consolidated parking area in proximity to the new main entrance. The location of new parking area was and is intended to be a respectful and safe facility for patients, employees and visitors given the highly sensitive nature of the services provided at Homewood Health Centre. Through 2015 and 2016, Homewood Health, its project design team and the City worked cooperatively to consider and discuss the retention of the Nurses Residence. At that time, a deferral was granted by the Committee of Adjustment (June 2016) to allow those discussions to continue in a diligent and productive manner. Based on these discussions, City staff confirmed that the retention of the Nurses Residence was critical to advancing the Site Plan Application and in turn the implementing Severance and Minor Variance applications. Consequently, through 2016 and early 2017, the applicant spent considerable time and effort to explore options which incorporate the retention of the Nurses Residence. This process was quite complex, involving many components of Homewood Health across its national organization. t included consideration of program offerings, the delivery of clinical care as well as the way in which outpatient programs relate to inpatient programs. Considerable time was also required to evaluate the deployment of Homewood staff across the country. The project design team undertook an interior and exterior redesign of the proposed expansion to the main Manor Building, a new parking strategy for employees and visitors as well as updating the grading, servicing and stormwater management plan for the property. Given that the Nurses Residence building is separated from the main campus, located on the opposite side of Delhi Street, there are a number of challenges in using the space for GSP Group 2

3 programs and administrative uses. Many of the uses and associated programming in the main campus are required, or benefit from, being contiguous and integrated with the main buildings, for a number of reasons including safety, security and clinical support. As such, strategies were explored to address these challenges, to the extent possible, for programs identified to be more suitable for this type of arrangement, including community oriented outpatient programs and specific administrative functions. Once the uses(s) of the Nurses Residence were established, Homewood Health began working with its Project Design team to revise the Site Plan drawings. This task was necessary to ensure that the architectural design, grading, municipal serv1c1ng and environmental impacts were appropriately considered and addressed to meet City requirements and standards. To provide additional context, the location at Delhi Street (i.e. Homewood Health Centre) is the headquarters for Homewood Health which is a provider of mental health and addiction treatment programs across the country. Homewood Health's national network operates 30 offices across the country, along with five (5) outpatient clinics and three (3) residential treatment facilities. Modifying the program and administrative space uses at the headquarters, required input and consultation with a number of difference departments within Homewood Health, including: Human Resources Team; Clinical Teams; Program Teams; Facilities Management Team; Real Estate Team; Homewood Research nstitute; and, Project Design Team The relocation of programs and services into the Nurses Residence required the identification of programs that were suited to this location, ways in which to mitigate dislocation from the main campus and the deployment of employees across the country and from other parts of the Homewood Health Centre campus. Based on the work completed to date as noted above, it is intended that a new Site Plan submission will be filed with the City in late May 2017, which will illustrate the retention of the Nurses Residence. t is our understanding that the City will re-commence the review and commenting on the Site Plan and the Severance/Minor Variance Applications following receipt of the Site Plan. A full Site Plan resubmission, including the building elevations, landscape plans, engineering plans, ES and CHRA will be submitted to the City in the summer of GSP Group 3

4 We have had the opportunity to meet with City planning staff to establish a plan to obtain Site Plan Approval by late Based on the owner's efforts to redesign the expansion of Homewood Health Centre to respond to comments from the City's heritage staff, we would respectfully request that the Committee of Adjustment provide an additional deferral for the Applications. With the Site Plan submission being filed in June 2017, it is anticipated that the Severance/Minor Variance Applications would likely be brought forward to the Committee of Adjustment in late The consideration by the Committee of Adjustment and City staff of the deferral request is appreciated. The redevelopment of Homewood is significant and complex and involves a range of expertise to successfully realize the vision for the property. We are active members of the downtown community, walk/cycle to work, have a great relationship with our neighbours, and with our oldest child in senior kindergarten John McCrae (a wonderful school), we would like to expand our current home so that we can continue to put down roots in this neighbourhood. We currently have a single storey small addition at the back our house that we would like to demolish and replace with a new, sound structure that is slightly larger in square footage, two storeys, and has a proper foundation and basement (the current addition has a noticeable lean away from the main house and no basement underneath at all). This will allow us to turn our current powder room into a three piece washroom, create new kids bedrooms (particularly one for our two-year old who currently still sleeps in the master with us), and build a proper enclosed office for Vish, an active freelance journalist and member of Guelph's independent arts community. Our variance is necessary because of the way our house (built back in we think) is situated on our property. n order to keep the addition flush with the main house, we require a side yard variance on the south side of our property. We also found out that our front yard setback is existing non-complying and so even though no work is to be done to our porch or the front of the house, we are including a variance to account for that reality. We have spoken with our neighbour on the south side and she has not expressed any concerns about our plans thus far, rightly noting that our addition won't really block the light in her yard and that she doesn't actively inhabit the portion of her yard that is closest to our property. Our neighbour on the north side of our house has a tall gingko tree, of which one branch is already encroaching on our current 1.5 storey roofline. We have spoken with her as well about our plans and she has already been in touch with arborist Doug Steel of Full Circle Tree Care, who has agreed to come and responsibly prune this tree once our building permit is in place. ndeed we hope that our addition will minimally affect the canopy of the trees around us and in our own backyard as well (of which there are three that grow along the back fence at the rear property line). We have enclosed some photos, including one of the cedar which is closest to the proposed addition.

67 We have been trying to purchase a larger home so that our growing children can have more space but have been outbid six time over the past three years. That was before the realities of the housing market this spring. We think this plan for renovation is now more viable for us financially and, since we never truly wanted to leave our neighbourhood, will help rejuvenate our older home. Many of our neighbours support our plans, which are necessary to turn this house into a viable family home, but still respect the original dwelling and keep the overall size of the house modest in comparison to the larger downtown homes around us. This is important because a neighbourhood needs variety and if we are ever to move on to another house, our expanded home will remain attainable to first- and second-time buyers, much like it was for us ten years ago when we were newlyweds. Four Tests of Minor Variance: Below is a summary of the four tests prescribed by Section 45(1) of the Planning Act to assist City Staff and the Committee Adjustment evaluate the proposed use on site. s the application minor in nature? The application is minor in nature because it proposes a use already permitted in an ndustrial Zone (specifically B.4 Zone), but at this time is permitted only within a mall (containing two or more units). The use is complementary to the Trucking Operation already permitted in within the B.4 Zone. s it appropriate and desirable for the area? The proposed use of a vehicle repair shop will not impact the adjacent properties as all vehicle repairs will be carried out within the building. The use is requested to support the trucking operation which is currently a permitted use on site and will allow the trucking company to complete repairs of their fleet on site. s it keeping with the purpose and intent of the Zoning By-law? The application for minor variance is keeping with the purpose and intent of the Zoning By-law as it is requesting to permit the industrial use of a Vehicle Repair Shop within an industrial zone. Recent survey work discovered that the parking spots on the north side of the building are only partially on the subject property and that the majority of the parking spots are in the right-of-way of Farquhar Street. So, right now there are no parking spots on the property. The owner had to leave the country for a funeral and then came back to find that agreements had been made between the tenants and the City for these parking spaces. The owner wishes to have these agreements transferred to the owner and this is being investigated. understand the agreements with the tenant's end June 30 which would be a good time to transfer the agreement. t makes more sense to have agreement with the property owner rather than the tenants. A suggestion was considered to move the northerly parking spaces further south - into the property. This would be a detriment to the property and surrounding area. The photo below shows that there is a retaining wall at the south end of the parking area. This wall is generally in line with the wall of the red building to the east. There is no benefit to the flow of traffic or parking requirements to move these parking spaces closer to the building. Although these spots are technically on the Fountain Street right-of-way, they have functioned as parking spots for this building for decades. The owner paid for all the improvements including the retaining wall and asphalt. (Maybe the City should consider the idea of closing the section of road that includes the parking spaces and transfer them to the abutting property). The owner has made an attempt to obtain parking leases in the general area; however, parking is at an extreme premium in this area due to the Chamber building to the east and the GO Train station to the north.
