1 LOCAL RULES AND INFORMATION RULES APPLY TO ALL DIVISIONS Division of Fairs and Expositions Rules and Scorecards apply to all exhibits and entries, unless otherwise specified. All information contained in the Yuba-Sutter Fair Guidebook is subject to be amended and/or changed. FAIRGROUNDS DRONE POLICY The operation or use of any drones, unmanned aircraft/flying systems, and remote-controlled or radio-controlled flying machines (whether or not motorized), of all Agricultural Association (Yuba-Sutter Fair) is prohibited under all circumstances except pursuant to the terms and conditions of written permission from the 13th DAA. This policy applies to all individuals, persons, companies, and business entities, and includes, but is not necessarily limited to, promoters, tenants, renters, patrons, visitors, and guests. Permission to stay or remain on 13th DAA property may, in the discretion of the 13th DAA, be revoked for any person(s) in violation of this policy. NO motorized scooters, razor scooters, bicycles, skateboards or hover boards are allowed on the fairgrounds or in the livestock area. ENTRIES, JUDGES AND DISPLAY INFORMATION Enter online at click ENTER THE FAIR. Online Entries close on June 29, Late entries will be accepted July 2 nd thru July 6 th and must be done at the Fair Office and will be subject to a $25 late fee. No entries will be accepted after 5 pm on July 6, Still Entries close Friday, June 29, 2018 See Livestock Schedule for Entry due dates on Livestock Make all checks payable to: YUBA-SUTTER FAIR (Returned checks will be subject to a $35 fee) Fair Management is not responsible for finding errors on your Entry Form. Management may refuse entries but will do so without prejudice or discrimination. Any 4-H Project Leader or Community Leader/4-H Co. Youth Advisor/FFA Advisor has the authority to pull ANY fair entry at ANY time prior to the entry being entered and/or weighed, if exhibitors have not complete projects as required by the project leaders or organizations. The Yuba-Sutter Fair has the right to refuse entry forms signed by unauthorized leaders and/or advisors. Before entry deadline, Fair management also may ask that the community leader and/or County 4-H advisor to sign/authorize entries if proof and/or suspicion of wrong-doing has occurred. Failure of any exhibitor to maintain his/her exhibit to the satisfaction of the Fair Management may result in removal of the exhibit, the cancellation of awards, premiums and Auction proceeds. All judges are provided by the Yuba-Sutter Fair Management and, in every instance, the decision made by the Judge is final. Cash awards will be paid only as recorded on signed Judging Sheet and only to the exhibitor. No exhibitor shall receive more than two cash awards in any one class using American judging system. When an exhibitor earns more than two awards in a class, the exhibitor will receive the two highest cash awards, and the lesser cash awards will be moved down the placings to other exhibitors. Placing of ribbons does not guarantee correct judging placement. Only the official placing stated on the judging sheet(s) constitutes the final placement. Premium checks must be cashed within six (6) months after the date written. No check will be reissued or the time extended. Questions on discrepancies in check amounts must be made prior to September 13, No premium adjustment will be made after that date. Where there is no competition (i.e. less than five (5) exhibitors) for two (2) years or more, the Fair Management, by the direction of the State Division of Fairs and Expositions, may remove the class or division from the Premium Book/Exhibitors Guide. If there are assurances that a division or class will 1
2 have sufficient public interest & competition, the Fair Management may add Divisions or Classes to the Premium Book/Exhibitors Guide. Such requests must be made in writing to the 13 th District Agricultural Association, 442 Franklin Avenue, Yuba City, CA 95991, by December 31 each year. Fair State Rule (II.9) Eligibility: Fair Manager may combine classes of 4 or less entries for meaningful competitive value. It also applies in which if there is insufficient public interest & competition, the Yuba-Sutter Fair Board has the discretion to eliminate Divisions and/or Classes. FIREPROOFING INFORMATION Display materials and decorations must be made from flameproof material or treated and maintained in a flame-retardant condition. One-way to accomplish fireproofing is to buy suitable fireproofing material from a hardware store. You can spray or soak your paper, cloth, etc. in this material to make it flame proof or fire retardant. For more information on fireproofing, call the Yuba City Fire Department and ask for the Fire Prevention Officer. EXTENSION CORDS Extension cords used to distribute power to electrical apparatus shall be rated 15 amps minimum and contain ground wire. Cords not meeting these requirements shall be confiscated for the duration of the Fair. Do NOT remove grounding prong from a three-wire cord to fit the plug in a two-pronged receptacle/cord. Do NOT plug extension cords together to reach an outlet. One appliance per cord unless the cord is rated factory supplied with multiple plug-ins. Do NOT use adaptors to plug extra appliances into extension cords. Do NOT plug power strips into extension cords. Power strips should be plugged into receptacles only, and extension cords plugged into the power strip. Always make sure cords are for hard usage. No misters in the same vicinity as electric motors. EXHIBITOR RESPONSIBILITY Code of Conduct for participating at the Fair. Minor violations of the Fair rules will result in the following consequences: a) verbal warning or b) written citation. Serious violation of the rules (i.e. use of alcohol or drugs, the use of foul language and unsportsmanlike conduct when speaking with judges and fair staff and/or management, physical violence, possession and/or use of a firearm or other weapons) will result in law enforcement being notified, immediate ejection from the fairgrounds, loss of privileges to sell in the Jr. Livestock Auction, entries removed from the fairgrounds and loss of premiums. If cited, the exhibitor s incident will be reviewed by a Fair Board Committee after the fair and a determination will be made as to the status of your being allowed to show at the fair the following year or possibly being ineligible to show at the Yuba-Sutter Fair again. It is mandatory that a Junior Exhibitor must present their own animals in the ring when animals are called for judging, sale order determination and auction. Each exhibitor is responsible for any loss, consequential or otherwise, injury or damage done to or occasioned by, or arising from, any animal or article exhibited by him/her. Exhibitors shall indemnify the 13 th District Agricultural Association and the counties of Yuba and Sutter against all legal proceedings in regard thereto. Commercial/Concession vendor vehicles will be allowed entry to the grounds for delivery purposes through Wilbur Gate as follows: Thursday, August 2 nd - prior to 2:00 pm. Friday, August 3 rd - prior to 10:30 am. Saturday, August 4 th prior to 10:30 am. Sunday, August 5 th prior to 10:30 am. Vehicles belonging to participant/volunteers are requested to park in the parking lot and walk onto the grounds to their assigned building. Deliveries to the livestock or trailer areas will be allowed on Monday, July 30 th after 5:00 pm. Vehicles making deliveries to livestock or trailer areas Tuesday, July 31 st through Sunday, August 5 th, may enter from 6:00 am to 7:30 am. Please enter and exit through the Livestock Gate. Delivery vehicles must be unloaded and removed immediately. Drivers are asked not to leave their vehicle unattended. All vehicles must be off the grounds by 7:45 am. Please do not abuse this privilege or it will be suspended in the future. Glass containers are not allowed on the grounds. 2
3 Animals are not permitted on the grounds unless they are part of an authorized show or exhibit. Service Animals are the only exception. Guide Dog puppies may be on the grounds and must comply with Fair Board Policy. PROTESTS State Rule (V), Protest states the following: 1. Protests will be considered only if there has been a violation of State or Local Rules. Decisions of judges, veterinarians, weigh masters, tail dock officials and timers cannot be protested and are final. 2. All Protests must be accompanied by a deposit of $ (cash, money order or certified check made payable to the fair). Note: The deposit will be returned if the protest is upheld. If the protest is upheld, the violator may be held liable for any portion of direct costs incurred by the fair in the course of the protest resolution. Failure to reimburse the fair shall be cause for disallowing future entries in any of the network of California Fairs. 3. Given the short duration of the Fair, a. The protestor shall make every effort to file the protest prior to judging. All protests must be filed within 24 hours of the time of the cause of the protest. b. The fair will make every effort to resolve protests as quickly as possible. All exhibitors by entering an exhibit and all persons by filing a protest agree to cooperate with Fair Management to resolve protests in a timely manner. c. Protests shall be adjudicated by Fair Management and/or members of Board of Directors. 4. Any exhibit involved in a filed protest before or during judging is eligible to compete until the protest is resolved. 5. Classes that involve a protested exhibit will not become official until the protest is resolved. a. In championship or special award classes that involve the protested exhibit the judge shall also select 1 st and 2 nd runners-up in case of disqualification. b. In the case of protest, the unofficial judging results may be used to prepare the sale list and other necessary information. 6. At the discretion of the Chief Executive Officer, judging can be delayed to allow time for the fair to resolve the protest if to do so does not unreasonably delay or disrupt the operations of the remainder of the fair judging and auction events. 7. Prior to judging the affected class, fairs may announce that an entry has been protested. 8. All questions concerning competition or non-protestable disputes or differences with staff or the exhibition not provided for under the State or Local Rules shall be referred to the CEO or their designee, whose decision shall be final. 9. Violations of State Rules may be appealed to F & E. 10. An individual may appeal to F & E only after adjudication at the local level and only if: a. The decision upholds a local rule that circumvents or is not in the spirit of a state rule(s) b. The individual can substantiate new and credible information that was not available at the time of local decision; or c. There was inappropriate adjudication at the local level that may have included conflict of interest, lack of due process, or a significant misinterpretation of rules. 11. A fair or state, national or international organization or subdivision thereof which has a significant stake in the interpretation of rules affecting the California Network of Fairs may make an appeal directly to F & E concerning multiple-fair issues, industry-wide issues, unavoidable conflict of interest or assistance in enforcing its own organization rules. 12. No protest will be accepted by F & E unless it a. Is filed or received, in writing, with a signed original and a signed duplicate copy; b. Clearly state which rule has been violated; c. States when the protestor first became aware of the facts and rule violation; d. States the facts relied upon for the basis of the protest; e. States that the protestor will cooperate with the investigation of the protest and that the protestor will be available and agrees to attend any hearing held to resolve the protest at the time and place directed by F & E; f. Includes the names of supporting witnesses, with accessible phone numbers; and g. Describes or attaches any documents relating to the protest, which must include the written decision issued by the local arbitrating body. 3
4 13. F&E must receive the appeal within 24 hours from receipt of notice of local decision. F&E shall notify and provide copies of the appeal to appropriate parties within 10 business days of determining the appeal valid. F&E must receive any additional information for consideration in the appeal within 24 hours of receipt of notice of the appeal 14. A hearing may be conducted at the discretion of F & E. The Director of F & E may consult with and/or request that members of State Rules Advisory Committee participate in any hearing. 15. Once the director has ruled on an appeal to F & E, no additional protest or appeal will be considered relating to the incident. a. A committee of two (2) Board Members, the Fair Manager and the Livestock Superintendent shall review the protest. ANIMAL HEALTH RULES a. Management reserves the right to require health inspections and/or diagnostic tests to be made before, during or after animals are on the fairgrounds and to implement disease control procedures which may become necessary in emergencies. The health of animals when determined by the official veterinarian or by the judge shall be final and cannot be protested. Exhibitors who refuse to allow their animals to be examined shall be disqualified and such violation shall be reported to F&E. No refund will be made. (State Rule X, Animal Health Rules 5) b. Drench guns are not approved for use while on fairgrounds. Anyone found to be using any type of drench gun to administer liquid or paste into any animal without the supervision and direction of the official fair veterinarian and/or designated fair official, will result in exhibit and/or exhibitor being disqualified. c. All cattle more than (6) months of age originating from States that are not classified as Accredited TB Free require a negative tuberculin test within 60 days prior to exhibition, or originate from a TB accredited free herd with documentation of the herd number and test date. d. Rams older than 6 months require a negative Brucella Ovis test within 30 days of entry into California, unless entering for exhibition without change of ownership. e. As per CDFA Rules California requires an INTERSTATE LIVESTOCK ENTRY PERMIT for importation of all Swine, Sheep, Goats & and the following classes of beef cattle: Sexually intact female cattle; Beef bulls 18 months of age & over and all cattle shipped directly to any state or federally approved slaughter facility. Before moving animals into the state, to obtain an Interstate Livestock Entry Permit and view other rules governing the above species, please call (916) EXHIBITOR CATEGORY Adult Divisions: for exhibitors nineteen (19) years and older. Open Junior Divisions: for youth ages nine (9) to nineteen (19) years as of January 1, Members of 4-H and/or FFA may enter Open Junior Divisions, providing the division or class is not offered in the 4-H or FFA department. Children less than nine (9) years old on January 1, 2018 are not eligible to exhibit in Beef, Goat, Sheep, Dairy Cattle or Swine Divisions and are not eligible to sell in the Yuba-Sutter Fair Junior Livestock Auction sale. INDEPENDENT EXHIBITORS: Anyone enrolled in 4-H and/or FFA who have signed up to exhibit a market animal is not eligible to show as an independent exhibitor. Exhibitors participating a year out of high school and are not eligible to show in FFA or 4-H are not eligible to show as an Independent Exhibitor. Independent Juniors wishing to enter market animals must provide the Entry Office with a picture of their animal clearly showing its permanent ear tag, tattoo and/or brand. The exhibitor must have ownership and possession of the animal by the following dates: o Beef April 4, 2018 o Swine, Sheep & Goats June 3, 2018 o Turkeys June 18, 2018 o Rabbits & Poultry July 3,
5 Independent Exhibitors age nine (9) to thirteen (13) years will show in the 4-H Livestock Divisions when offered. All others must show in the Open Junior Divisions. Independent Exhibitors age fourteen (14) to nineteen (19) years will show in the FFA Livestock Divisions. Mandatory show dress for Independent Livestock Exhibitors is white pants with belt and white shirt, no hat or tie. Independent Exhibitors will be required to turn in pictures of animal(s) and copy of bill of sale to Fair Office as per the following schedule: Beef must be turned in by 5 pm on Friday, April 11, 2018 Swine, Sheep & Goats must be turned in by 5 pm on Monday, June 11, 2018 Rabbits & Poultry must be turned in by 5 pm on Wednesday, June 29, 2018 Independent Exhibitors must have responsible adult supervision while on the fairgrounds. Independent Exhibitors must check in with the Livestock Superintendent or Secretary twice daily, once in the morning and once in the late afternoon/evening. 4-H Divisions: Classes are for members meeting the Yuba and Sutter 4-H Councils qualifications for exhibiting at the 2018 Yuba-Sutter Fair. NOTE: The Independent Declaration for the 2018 Fair will be due by December 14, INSURANCE REQUIREMENTS FOR ALL ANIMAL EXHIBITORS ALL LARGE AND SMALL ANIMALS (MARKET AND BREEDING) EXHIBITORS, LIABILITY INSURANCE IS INCLUDED IN YOUR ENTRY FEE.
