1 BUREAU FOR DEMOCRACY, CONFLICT, AND HUMANITARIAN ASSISTANCE (DCHA) OFFICE OF U.S. FOREIGN DISASTER ASSISTANCE (OFDA) Haiti Earthquake Fact Sheet #58, Fiscal Year (FY) 2010 June 11, 2010 Note: The last fact sheet was dated June 4, KEY DEVELOPMENTS On June 11, USAID/OFDA announced the allocation of nearly $3 million to Habitat for Humanity for shelter and settlements activities, including capacity building for Government of Haiti (GoH) officials to address postearthquake shelter planning needs, as well as safe shelter training for homeowners and builders. On June 9, the GoH granted permission for relief agencies to conduct population relocations from the Pétion-Ville Club/Golf Delmas 48 spontaneous settlement to areas of origin in Delmas 32 simultaneously with planned relocations from the Champs des Mars spontaneous settlement to Fort National neighborhoods in. USAID/OFDA partner American Refugee Committee (ARC) has commenced cash-for-work (CFW) debris removal activities in Delmas 32, and USAID Office of Transition Initiatives (USAID/OTI) partner Development Alternatives International plans to commence CFW activities there in the coming weeks. Debris removal facilitates resettlement by clearing land for the construction of transitional shelters in return sites. At a June 8 meeting, USAID/OFDA partners also confirmed plans to commence CFW activities in Fort National on June 26. The projects would support at least 1,650 workers to remove rubble from Fort National to facilitate resettlement from Champs de Mars. In addition to providing debris sorting and other services available at the current site, the Truitier site provides locations for discharging sludge. As of June 8, had assessed 80 of the approximately 130 settlement sites identified by environmental health teams, the U.S. Military, and the Camp Coordination and Camp Management (CCCM) Cluster as potentially requiring hurricane and flood risk mitigation work. Teams continue to conduct risk assessments on six to nine sites per day, classifying sites as needing minor or moderate repairs, such as light engineering and improved drainage, or as requiring major repairs possibly necessitating the relocation of site residents. The U.N. 2 identify non-governmental organizations (NGOs) to conduct repairs at settlements requiring minor or moderate work. NGOs had commenced mitigation work in 40 -assessed sites as of June 8, while OCHA continues to identify organizations to conduct mitigation activities in the remaining 40 assessed sites. According to, of the 89,000 individuals residing in sites already assessed, at least 75,000 people reside in settlements where NGOs are currently conducting mitigation activities. reported that land ownership presents a significant obstacle to mitigation work, as 60 percent of assessed sites are located on privately owned land where a number of landowners have resisted proposed mitigation activities. Disaster Preparedness and Contingency Planning USAID/OFDA staff attended a June 10 U.N. Coordination Support Unit meeting chaired by the U.N. Deputy Special Representative of the Secretary-General (DSRSG) Ad Interim for the U.N. Stabilization Mission in Haiti (MINUSTAH) and U.N. Resident Coordinator and Humanitarian Coordinator Ad Interim, Nigel Fisher. Participants noted that limited NGO capacity and insufficient relief agency coordination remain significant constraints to hurricane preparedness. In addition, participants underscored a need to formally identify evacuation sites. The DSRSG highlighted the U.N. s expectation that the emergency response phase will continue in Haiti for the next 12 to 18 months due to the upcoming hurricane season. On June 8, Shelter Cluster staff reported obtaining global positioning system (GPS) coordinates for 120 evacuation shelters that the U.S. Military assessed and designated as structurally sound following the January earthquake. The Shelter Cluster plans to create a map that will identify evacuation shelters for specific settlement sites by matching settlement site GPS coordinates with evacuation shelter coordinates. The U.N. World Food Program (WFP) has pre-positioned emergency rations in 31 locations across Haiti for use during a potential future disaster. In addition, the International Federation of Red Cross and Red Crescent Societies has reported having a permanent emergency task force on standby and prepositioning emergency relief supplies in 10 municipalities. During a June 8 CCCM Cluster meeting, participants confirmed that the interagency emergency response teams established on May 22 are functioning in and plan to expand operations to Léogâne and Jacmel in the coming days. Currently, two emergency hotlines one in Creole and one in French and English are available for area residents. In the event of acute, life-threatening emergencies caused by heavy rains, camp managers and staff can call the hotline, and teams staffed by, the MINUSTAH, OCHA, and Haitian officials will deploy immediately to assess the situation, facilitate resolution, and relocate affected populations, if necessary. As of June 10, the GoH had granted permission for transitional shelter construction to commence at a previously undeveloped section of the Corail Cesselesse resettlement site, known as Corail Cesselesse 2, according to U.N. representatives at the June 10 U.N. Coordination Support Unit meeting. reported that, as of May 31, the organization had registered 120,000 households representing approximately 547,000 people residing at a total of 155 settlement sites. Currently the registration unit, which includes 36 trained surveyors, registers approximately 10,000 households per week. expects to complete the first phase of the registration process by the end of July 2010, thereby registering all displaced persons in highly populated sites in the area. plans to complete the registration of the remaining smaller sites in as well as of individuals residing with host families, in November The registration process is led by the GoH, through the Ministry of the Interior Department of Civil Protection, in partnership with and the CCCM Cluster. USAID/OFDA Habitability Assessment Observation On June 10, a USAID/OFDA team visited the evaluation cell of the GoH Ministry of Public Works, Transport, and Communications (MTPTC) to observe a habitability assessment in the Bel Air neighborhood of implemented in coordination with staff from the U.N. Human Settlements Program (UN HABITAT) and USAID/OFDA partner the Pan American Development Foundation (PADF). The MTPTC continues to conduct habitability assessments throughout in collaboration with Miyamoto International, the U.N. Office for Project Services, UN HABITAT, and PADF. Habitability assessments are conducted by 17 teams of engineers 7 from PADF and 10 from UN HABITAT to collect data, including GPS coordinates, ownership information, and specifics on structural condition. Assessment teams mark the outside of the building using the color code that corresponds with the resulting habitability determination green for structurally safe structures, yellow for structures requiring minor repairs costing less than $1,500, and red for uninhabitable structures and provide an explanation of results to building owners. As of June 10, assessment teams had evaluated approximately 120,000 of the 800,000 planned structures and continue to assess approximately 3,000 buildings per day, according to MTPTC. Preliminary results designated 2

3 45 percent of structures surveyed in central as green, or habitable, and 30 percent of surveyed structures as yellow, signifying that the structures require minor repairs. Relief agencies continue to stress the importance of the MTPTC sharing habitability assessment data with Shelter Cluster partners to limit duplication of efforts. In addition, shelter partners note a need for increased funding to support repairs to yellow-coded structures following completion of the assessment. To date, USAID/OFDA has provided $4.8 million to PADF to support habitability assessments and for repairs to 250 yellow-coded houses throughout. PADF plans to commence repairs on houses designated as yellow in early July. U.S. GOVERNMENT (USG) HUMANITARIAN ASSISTANCE On January 13, U.S. Ambassador to Haiti Kenneth H. Merten declared a disaster due to the effects of the earthquake. To date, USAID has contributed nearly $623 million in earthquake response funding, including more than $391 million from USAID/OFDA, more than $125 million from USAID/FFP, more than $68 million from USAID/Haiti, $35 million from USAID/OTI, and $3 million from USAID/DR. In total, the USG has contributed nearly $1.1 billion in earthquake response funding for Haiti to date. On January 12, USAID/OFDA activated a Washington, D.C.,-based Response Management Team (RMT) to support the Disaster Assistance Response Team (USAID/DART) that deployed to Haiti early on January 13 to assess humanitarian conditions and coordinate activities with the humanitarian community. The RMT demobilized on February 28, and the USAID/DART transitioned to a USAID/OFDA Program Office on April 28 to reflect the shift in the earthquake response from relief to recovery. USAID/OFDA Program Office staff continue to assess and identify humanitarian needs and coordinate delivery of emergency relief supplies to earthquake-affected areas. As of June 11, State/PRM had provided $11.2 million to support emergency food, health, nutrition, protection, and WASH interventions in border areas, as well as other programs in support of repatriated Haitians and host families. As of June 11, DoD s estimated cost for the Haiti earthquake relief effort was $461 million. DoD supported humanitarian efforts through transportation of USG personnel and relief commodities into Haiti, as well as the provision of health and security services. Information on organizations responding to the humanitarian situation in Haiti may be available at and USAID encourages cash donations because they allow aid professionals to procure the exact items needed (often in the affected region); reduce the burden on scarce resources (such as transportation routes, staff time, and warehouse space); can be transferred very quickly and without transportation costs; support the economy of the disaster-stricken region; and ensure culturally, dietary, and environmentally appropriate assistance.
