1 BUILDING RESILIENT REGIONS THE IMMIGRATION CHALLENGE JOHN MOLLENKOPF & MANUEL PASTOR THE CHALLENGE OF IMMIGRATION Orienting Context Unlike other areas (economic development, infrastructure, anti-poverty programs) there is little or no federal or state legal framework shaping local responses to the growth of immigration. Given that contemporary immigration had been heavily concentrated in a few receiving areas, but is now broadening out, we want to distinguish between old and new gateways and even old and new locations within the old gateways. 57 NEW YORK NEW YORK THE CHALLENGE OF IMMIGRATION Hypotheses Density of immigrant-serving nonprofit organizations promotes integration, lessens inter-group tension. Philanthropy has played an unusually strong role in fostering city, regional collaborations around immigrant advocacy. Areas where white majority or plurality has a strong immigrant background are likely to be more supportive of immigrant integration than those where they do not. 57

58 THE CHALLENGE OF IMMIGRATION Hypotheses Areas with a strong civil rights history/legacy will take more favorable positions on immigrant integration. Class and race composition of immigrant communities (as well as their cultural repertoire) will matter: highly educated groups will be more likely to find their place. THE CHALLENGE OF IMMIGRATION Informants (similar to other clusters) Observers (press, scholars, researchers) Religious denominations (Catholic and others) Immigrant leaders and political candidates Nonprofit organizations (especially immigrant-serving) Philanthropic officials Elected officials or their immigrant policy advisors Executives of service delivery organizations (education, health, police, housing) THE CHALLENGE OF IMMIGRATION Product (and time line) A jointly-written book that will take a cross-cutting, thematic look at the cases. (This will require lots of coordination and conversation across the researchers.) NOT a series of case studies side by side. Complete bulk of interviews by December 2009 Meet to synthesize findings January 2010 Assist in preparation of MacArthur proposal February-March 2010 Continue conducting remaining interviews and synthesizing findings Summer

Understanding of the metropolitan dimension of immigrant integration. Identifying more best practices on difficult issues, especially in new receiving contexts. Learning more about immigrant integration in suburban contexts.
