1 96-32 INTRODUCTION; Lt. Williams realized that Model City has concerns that were unique to that area. Through research, Lt. Williams discovered that Model City which is predominately black, had the highest rate of unemployment in the City of Miami, She also realized that in order to truly be successful, she must identify what we (police) perceive as being a problem and also what the citizen of the Model City Service Area perceive as being a problem. A comprehensive crime plan was developed utilizing citizen involvement. Through her conversations with concerned citizens, the below are problems needed to be addressed. Drug houses Open air drug sidewalk markets Burglaries Robberies Shots fired calls Homicides and Assault In confronting these concerns, officers assigned to the Model City area understood that community policing was necessary. They also realized that there were needs to develop and maintain Business and Homeowners Associations. The Neighborhood Resource officers, supervisors and officers of the Model City area began networking, and problem solving.
2 As a result, these are some of the significant strives made by networking with community based groups. lit, Williams and her staff assisted the Urban League of Greater Miami, Inc., and others in the "Back-to-Basics" program for community improvement. The project envisions several afforable houses and commercial development ventures within the Model City area. Lt, Williams and her staff assisted the Urban League of Greater Miami, Inc. with the N.W. 15 Avenue Redevelopment Project. The N.W. 15 Avenue corridor is a known drug infested area. Efforts are being made to revitalize the area and bring in new business opportunities. Lt. Williams and her staff assisted in the development of the new Pee Wee Kiddie Park. This park is designed for children ages 9 to 12 years old to help develop positive attitudes and behavior and strengthen ties with officers in the Model City area. Lt. Williams and her staff acquired and distributed products donated by 30 cooperations in and around the Model City Area. Implemented, coordinated and organized a school supplies project for the needy youth of the Model City area. Items for the project was donated by several merchants, concerned citizens and officers assigned to the Model City area. Items included but not limited to: note book paper, book bags, pencils, dictionary, scissors, crayon, writing tablets, flash cards, rulers, and other items. Lt. Williams and her staff assisted in the development of a Citizen on Patrol Group in the Liberty Square Housing Development, There are three (3) full time bicycle officers assigned to the Liberty Square Housing Development based on community oriented policing concept. The Citizen On Patrol are also patrolling on a bicycle. Commenced "Operation Cobra" to target the area known as the child development zone. The area is bounded by N.W. 12 Avenue to the east and N.W. 17 Avenue to the west; from N.W. 61 to N.W. 58 Streets. Officers from Platoon "C" (9:00 PM to 7:00 AM shift) were utilized to target hotspots areas and persons that have been identified in dealing with illegal drugs, robberies, burglaries, prostitution and illegal liquor sales. As a result 139- arrests were made, 413 bags of cocaine powder, 391 bags of cocaine rocks and 249 bags of marijuana were confiscated. Also, four (4) guns were recovered, 95 FIVO cards were made and 25 businesses were inspected. These accomplishments were made during a one month operation. Commenced "Operation Overlap" on Platoon "B" (3:00 PM to 1:00 AM shift). These officers also targeted the child development zone as well as other parts of Model City Area. As a result 365 bags of marijuana, 241 rock cocaine, 155 arrests, and 205 FIVO cards
3 were made. Also, eight (8) guns were removed from Model City area. These accomplishments were made during a one month operation. Lt. Williams organized a joint task force utilizing members of Florida Department of Law Enforcement, Florida Highway Patrol, Push Out Pusher's, Crime Suppression and Platoon "B" officer. The operation focused on the child development area and was implemented every Friday for one month. As a result 31 arrests were made, 14 FIVO cards and heroin, cocaine and marijuana were confiscated Lt. Williams and her staff organized and coordinated two (2) Halloween parties for the youth of Model City. One event, was held at Liberty Square Housing Development and the other one was held at Allapattah Elementary School. The youth had a fun-filled and safe evening. Donations and food were solicited from various businesses and community residents in the Model City area. Door prizes were donated by officers assigned to Model City Area. Lt. Williams' staff implemented a mentoring program at Orchard Villa Middle, Thena Crowder Elementary, Holmes and Allapattah Elementary Schools by assigning officers who worked in the Model City Area. The officers targeted those youth identified by Teachers and began teaching the students to become responsible members of their communities As a result, the mentoring program provided positive role models and diversion activities. Lt. Williams persuaded Florida Power and Light Company to install bullet proof lights in the target area. Drug dealers were destroying street lights as soon as they were repaired, Lt. Williams' staff organized a Boy and Girl Scouts in the Model City Area. We began taking youth on camping and fishing trips. Lt. Williams and her staff solicited and organized a Thanksgiving drive from needy families of the Model City area. We were able to provide 30 Thanksgiving baskets and collected $ from officers assigned to the Model City area. Lt. Williams' staff revitalized several Merchant Association. These Merchant Associations quickly learned that with teamwork an extraordinary alliance was developed with police. Lt. Williams and the Urban League organized local Churches to help mitigate crime committed by our youth. The group brought ministry under one umbrella and address crime problems to the youth of Model City Area, They also organized "Operation STAND". "Operation STAND" entailed several members of local Churches who distributed crime prevention material and other useful literature to residents in the area.
4 The STAND-UP (STRATEGIES TO ARREST NARCOTICS DISTRIBUTORS through-universe POLICING) against drugs program is a comprehensive approach towards resolving and removing the problem of drug and crime-related activity in the Model City Area. S.T.A.N.D.- U.P. aims to ensure that families and property are protected from the social and physical blight associated with the sale and use of drugs. STAND-UP is designed to offer recognition and support of the role of neighborhoods working together to provide universe policing of widespread drug use and sales among teens, young adults and families. Applied for a Community Development Block grant. A workshop was conducted to encourage residents to apply for fund to fix up, paint and beautify their neighborhood. lit. Williams and her staff organized and hosted a Christmas party at the North District Station for honor roll students from Allapattah, Orchard Villa, Holmes, Thena Crowder and Martin Luther King Elementary Schools. There were approximately 450 students over a period of four (4) days. The students were escorted to the police station by officers assigned to the Mounted and Bicycle Patrol. Each student was given a gift which was provided by local business, SAL Abatement Company. Other businesses in the Model City area donated hotdogs, chips, juice and other items to the project. Funds were raised by officers of Model City NET to purchase Christmas stocking for all. Solicited support from various Churches, community residents, Model City personnel and business owners to secure clothing for needy families in the Model City Area Lt. Williams assisted the Urban League of Greater Miami, Inc. with a project called Knight Manor. Four million dollars was allocated towards the acquisition of the site formerly known as a drug haven. This area is now under construction for afforable houses. Solicited support from various Churches, community residents, North District personnel; and business owners in the Model City area to secure shoes and clothes for needy families. A clothes give away was implemented at the North District Police Station, Began a project to remove pay telephones in and around drug locations in Model City area. Coordinated with Alpha/Omega Sorority Mentor Program for at-risk females of the Model City Area. Coordinated a beautification project with Top Ladies of Distinction. Plans include planting of palms trees and other plants in the Model City Area.
5 Coordinated a Property Managers Confab, The purpose of the Property Manager Confab was to establish a working relationship with the Landlords to make them aware of drug and criminal activities in their apartment complex. The Owners were encouraged to form'v-.. a Landlord Association and a tenant tracking system. Once these tactics are in place the Landlords began eviction procedures or...any action, they deem appropriate for removed criminal elements from their complexes. Sharing of information by the landlords on tenants who are involved in criminal activity or who harbor those involved in criminal activity is essential in order to properly screen future tenants and to weed out potential concerns. STRATEGY USED: In an effort to eliminate violent crime, drug trafficking and drug related crime form the Model City Area, several pro-active activities were implemented. DRUG HOUSES/APARTMENTS The neighborhood known as LIBERTY CITY which is in the Model City Area developed into an area known for illegal activities. Drug distribution of cocaine and marijuana was wide spread in the area. Crimes of violence such as assaults and robberies were becoming all too commonplace in the neighborhood. All of these problems have caused the neighborhood to slip into a condition which most would call unbearable or intolerable. The apartment buildings and houses, in their run down condition, are inviting to the types of activities that have begun to characterize the Liberty City community. Drugs and other illegal activities are not only a problem for local law enforcement but also for the property owners and residents who live and rent in the area. The problems however, were more apparent to those residents who live in the neighborhood and are not involved in illegal activities. The property owners, who merely rent the properties, do not live in the neighborhood and has in pert allowed these conditions to fall far below acceptable living standards. In the past police response have been the same conventional and traditional methods of increase patrol coverage and enforcements. However, these matters needed to be addressed with drastic measures. It is a known fact that time and time again, the persons who are arrested are the same ones they have been arrested previously, indicating that little change has occurred in the neighborhood. Also, historically, once these typical and traditional styles of operations have been conducted, police involvement would all but cease. Therefore, Lieutenant Williams
6 and her staff proposed a drastic measure for a drastic situation. An Operations was conducted in the area. Once the area was manageable the area was barricaded. Only those residents who lived or worked in the area was allowed in. Once the area was barricaded several programs aimed at the children of the area are being implemented. Children are being encouraged to participate in the Pee-Wee Kiddie Patrol, Youth Crime Watch, Karate clinics, Basketball/ girl and boy scouts. Optimist club and other activities designed for the residents of the area. The Adults are being encouraged to form Crime Watch/Tenant Associations and become actively involved in their children activities, OPEN AIR DRUG MARKETS Officers assigned to the Model City Area have maintained a zero tolerance policy and are now focusing on individuals suspected of carrying, using or selling drugs in the effected areas. The officers maintain a constant blitz in the Model City area in an effort to flush out any and all undesirables from the area. Model City Officers increased the pressure on drug dealers with arrests, traffic check points and FIVO's cards all of which have been successful. These pro-active initiatives have resulted in search warrants, directed at the open air drug locations. As another deterrent, all pay telephones in and around drug locations, have a limitation on all outgoing calls or have been removed. Eventually the drug dealers will run out of coins. LOITERING There is an increasing problem and concern of the Model City Residents that the corner "MOM/POP" stores has become a favorite loitering location. The same type of deployment and tactics directed at open air drug markets was also used in this situation. In situation wherein the owners feel intimated, the Neighborhood Resource work closely with them. The owners were advised of the Trespass After Warning statutes, which states that "the officer must witness the owner or manager ask an individual to leave-before an arrest can be made." If the individual fails to leave then the officer may arrest for "Trespass After Warning" It is a known fact that some of the "MOM/POP" store owners are involved in illegal activities such as: Alcohol sales to minors, dealing in stolen property, food stamp scams, sales of' illegal weapons, harboring criminals and drug activity. In these instances, we used Alcohol Tobacco and Beverage (ATB) personnel and other agencies more equip to deal with these types of problems.. OLi
7 PROSTITUTION DuMng meetings with citizens of the Model City a concern regarding prostitution on N.W. 17 Avenue was raised. While we may be unable to eliminate prostitution, we can create and maintain a climate that prostitutes will be unable to tolerate. In order to decrease the.amount of soliciting in the Model City Service Area on N.W. 17 Avenue, decoy operations and the use of plainclothes detail officers were implemented. The next step taken which was effective in addressing this concern was the John Detail, where undercover plainclothes police women will be used as a decoy. During this operation, a surveillance team will observe the undercover officer and move in to arrest the "John". These tactics were very effective in keeping the "prostitutes" and "John" off of N.W. 17 Avenue. Traffic enforcement and roadblocks was used in areas. PROBLEMS; BURGLARIES and ROBBERIES These are very serious crimes which can only be addressed through proactive means. The crime of burglary is one of opportunity in which a criminal attacks an area that is not sufficiently hardened to prevent the unlawful entry. Because the Model City area is composed of low income single family home, criminals know that little or no security measures are in place. Therefore, with information gathered from crime data, officers are being deployed in those targeted areas. Officers on bicycles are being deployed in the area. Efforts are also being made to offer security surveys to all burglary victims. Officer are advising property owners of criminal activities around their place of business or residents. We have experienced a significant increase in robberies recently in the Model City area. We will deploy some of the same tactics to combat robberies as noted above. We will constantly profile robbers with the assistance of the Robbery Unit. More roll call training by personnel from the Robbery Unit are now being conducted. The Robbery Unit personnel are constantly updating officers on M.O.'s and vehicles used in robberies. The uniformed patrol officers are maintaining high visibility, in areas of concern. The officer park and walk, as time permits, the effected areas and increase interaction with the area resident. Uniformed officers have accepted the community policing concept. Special award program have been developed for officers engaged in problem solving. Officers are being to create their own ideasof
8 community involvement. For example: Officers assigned to the Model City area camped out with fourteen (14) youth, at O'Leno State Park located just north of Gainesville, Florida. These youth enjoyed several days of tubing, swimming, exploring and listening to camp fire stories at Ichetucknee Springs State Park. They also learned how to set up their tents and other camping skills. More importantly, these youth learned teamwork, water safety and harmony. Officers assigned to The Model City NET Service Center in their efforts to continue fostering a relationship with the youth of our community sponsored a Jr. SWAT Camp. There were approximately 100 youth comprised of the city's ethnic and racial make up. These youth were provided with training in discipline and self esteem. After the training, these youth were put through a timed obstacle course. Officers assigned to the Model City Area sponsored a Crime Prevention Day featuring our Canine Unit, Mounted Patrol, and other presentations. The youth enjoyed a day of fun filled activities and presentations from the Crime Prevention Officers. Officers assigned to the Model City Area sponsored and coordinated the Miami Police Centennial Senior Citizen Birthday celebration. The celebration was designed to recognized several citizens over the age of 100. Officers assigned to the Model City Area coordinated a Girl Scouts candlelight ceremony. The candlelight ceremony was designed to initiated our girls into scouting. Officers assigned to the Model City sponsor the Charles Bell Youth Development - More Than Gold Games. These games were held for children 6-12 years of age. Using games and working with churched/ unchurched youth in the Model City area. The More Than Gold Games emphasize fun and cooperation rather than athletic skills or strength.^ The youth had an opportunity to participate in basketball, soccer, track and field events. Motivational sports clinics were conducted around the theme "More Than Winning", All participants who participated in the games received a newly created paper back copy of the contemporary English version of the Holy Bible. All participants also received medals and a specially created pocket size version of the New Testament.
9 Finally, Model City Area has applied for a grant under Weed and Seed Federal program. If successful, Model City will be designated a Weed and Seed site. These addition funds will certainly assist in providing the best possible deterrent for the residents of Model City.
