1 E SUB-COMMITTEE ON FLAG STATE IMPLEMENTATION 20th session Agenda item 6 FSI 20/6/2 17 November 2011 Original: ENGLISH HARMONIZATION OF PORT STATE CONTROL ACTIVITIES Progress report on PSC regimes Note by the Secretariat SUMMARY Executive summary: This document provides information on port State control regimes Strategic direction: 1.1, 4, 5.3 and 12.3 High-level action: 1.1.2, 4.0.2, and Planned output: , , , , and Action to be taken: Paragraph 5 Related documents: FSI 19/6/2 and FSI 20/6 1 At present, there are nine regional PSC regimes in existence, namely:.1 the Paris Memorandum of Understanding on Port State Control (Paris ), adopted in Paris (France) on 1 July 1982;.2 the Acuerdo de Viña del Mar (Viña del Mar or Latin-America Agreement), signed in Viña del Mar (Chile) on 5 November 1992;.3 the Memorandum of Understanding on Port State Control in the Asia-Pacific Region (Tokyo ), signed in Tokyo (Japan) on 1 December 1993;.4 the Memorandum of Understanding on Port State Control in the Region ( ), signed in Christchurch (Barbados) on 9 February 1996;.5 the Memorandum of Understanding on Port State Control in the Region ( ), signed in Valletta (Malta) on 11 July 1997;.6 the Memorandum of Understanding on Port State Control ( ), signed in Pretoria (South Africa) on 5 June 1998;

2 Page 2.7 the Memorandum of Understanding for the West and Central African Region (Abuja ), signed in Abuja (Nigeria) on 22 October 1999;.8 the Memorandum of Understanding on PSC in the Region ( ), signed in Istanbul (Turkey) on 7 April 2000; and.9 the Riyadh Memorandum of Understanding on Port State Control (Riyadh ), signed in Riyadh on 30 June 2004, and one national PSC regime, the United States Coast Guard. 2 The Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA * ), an intergovernmental organization with observer status with IMO acting for environmental protection in the Red Sea and Gulf of Aden, hosted a workshop in Jeddah in April 2011 in which three PERSGA Member States, i.e. Jordan, Sudan and Egypt signed the PSC in the Red Sea and Gulf of Aden. Other Member States are in the process of signing the following their legislative requirements. The Memorandum will enter into force one month after it has been ratified by three Parties. 3 The Fifth IMO Workshop for PSC /Agreement Secretaries and Database Managers, organized by the Organization and under the Integrated Technical Co-operation Programme, took place at IMO Headquarters from 14 to 16 June The information concerning the recent developments in the PSC regimes is shown in the annexed tables.
