2 Survey of Corporate Practices in the Management of Immigration and Mobility Programs This on-line survey was conducted during the period April 3 30, The purpose of the survey was to provide insights into the practices of Canadian employers in the management of immigration programs. A total of 24 organizations participated in the survey. Twenty of the participating organizations indicated that they access immigration programs to meet their talent needs. About the Canadian Employee Relocation Council The Canadian Employee Relocation Council (CERC) is a not-for-profit organization dedicated to removing barriers that restrict mobility and deployment of human capital, which are vitally important to Canada s future prosperity. Established in 1982, the Council represents the interests of its members on workforce mobility matters. Many of the Council s members are listed in Canada s Financial Post Top 500. 4 1. Does your organization access immigration programs to meet its talent needs? Of the 24 organizations participating in this survey, 20 report accessing immigration programs to meet their talent requirements. These programs cover intra company transfers, long term assignments, permanent residency and provincial nominee programs. 2. Industry Category Manufacturing 29% Finance 5% Natural Resources / Oil & Gas 29% Technology 18% Construction Engineering 9% Agriculture 5% Pharmaceutical 5% 3. Immigration policy Almost two thirds of participating organizations report having a formal immigration policy in place. Of those, 62% report having a global policy and 38% have a regional policy. In some of the organizations that do not have a formal immigration policy in place, international transfers are managed under the global mobility, assignment and expatriate policies. 4. 5 5. Department / area responsible for managing global mobility In two thirds of organizations global mobility is managed within the human resources area. In 43% of organizations the function is managed in tandem with global mobility, where global mobility is a distinct function, and in 5% of organizations the function is managed within global compensation and rewards. 6. 6 8. Provision of service In the majority of organizations, immigration services are provided by a combination of internal and external legal counsel (57%). In 38% of organizations the services are provided by external counsel/ immigration services providers, and 5% report internal legal counsel provides the immigration services. 9. Other applications cited include Workday, SAP, INSZoom and custom designed applications. In those organizations with global operations, 90% report having a preferred immigration provider. The number of internal staff members responsible for managing global mobility and immigration range between one and three in 60% of organizations. 25% report having five plus members and 15% have between three and five staff members.
