Legal Aid was formed in 1932 to "provide legal aid and counsel to indigent persons in civil law matters and to encourage measures by which the law may better protect and serve their needs." Legal Aid is the oldest and largest general civil legal services program in the District of Columbia. The largest part of our work is comprised of direct representation in housing, family law, public benefits, and consumer law. From the experiences of our clients, we identify opportunities for law reform, public policy advocacy, and systemic reform litigation. 2

3 Tasks and Duties: Legal Aid has a broad and energetic housing practice. We give priority to cases that involve the prevention of an avoidable eviction, efforts to address dangerous or unhealthful housing conditions, and the preservation of affordable housing and subsidized housing. In addition to an active litigation docket, we engage in significant efforts to address issues of public policy. Our unit is staffed by four supervising attorneys, nine staff attorneys, three "loaned associates" from law firms, three legal assistants, a senior project attorney, and a case manager. Housing attorneys work out of Legal Aid's central office and its community office in Southeast DC. They also staff two of Legal Aid's signature projects: our Court-Based Legal Services Project, which sites a legal services office in Landlord-Tenant Court to provide same-day representation in eviction cases, and our Housing Right to Counsel Project, which seeks to reduce eviction of low-income tenants living in subsidized housing by significantly expanding their access to legal services. A Staff Attorney would be expected to handle a caseload of housing cases, including eviction defense and building-wide affordable housing preservation matters, as well as housing conditions cases, voucher termination cases, and other housing matters; perform intakes; and engage in community outreach, policy advocacy and systemic reform efforts. An experienced attorney also might assist in supervising volunteer interns and law firm loaned associates. Qualifications: The ideal candidate will have the following: Experience in legal services, preferably with a background in housing law; Strong litigation, organizational, communication, and leadership skills; The ability to work collaboratively with other staff; A demonstrated commitment to social and economic justice; and Bilingual skills strongly preferred but not required. 4 PART-TIME TEMPORARY ATTORNEY FIRST SHIFT JUSTICE PROJECT (30 HOURS/WEEK, JUNE 4 THROUGH NOVEMBER 16, 2018) First Shift Justice Project assists women and working parents to maintain their employment by empowering them to assert their workplace rights. We provide counseling, coaching and representation to pregnant women and working parents on the issues of pregnancy and family responsibilities discrimination; pregnancy and breastfeeding accommodations; and family and medical leave. First Shift seeks a part-time attorney to conduct outreach to Spanish speaking families in D.C. The attorney will conduct trainings for Latinas working in low-income jobs in D.C. and their medical providers about workplace rights related to pregnancy and caregiving, as well as to other service providers who work with Latino families. S/he will also provide the full range of direct legal services to Spanish-speaking women and working parents, including full representation, to support them in asserting their workplace rights to receive accommodations and family medical leave, and to be protected from and seek recourse for discrimination based on pregnancy, gender, and family responsibilities. Eligible candidates must have current (note: not pending) D.C. bar membership and experience representing clients in employment law matters. The ideal candidate will have knowledge of employment discrimination law. Fluency in Spanish is strongly preferred; however, interpreter services are available. The Legal Clinic s Spitzer Affordable Housing Advocacy Fellowship is a two-year opportunity for an attorney who has between two and six years of practice experience and who is committed to housing justice in the District of Columbia. The Fellow will work on promoting policy, budget and programmatic solutions that will lead to a greater quantity and improved quality of housing that is truly affordable to DC s lowest income residents. The Fellow s focus primarily will be on housing that is locally or federally publicly-funded or supported. In addition to being involved in our quarterly New Volunteer Trainings, the CCA will design and/or participate in ongoing webinar and brown bag trainings on substantive or strategic issues which our volunteers confront. The CCA will also work with our LAP team to ensure that we are responding effectively to clients expressed needs. In addition, the CCA will: participate in our Attorney of the Day program to field emergency calls and respond to walk-in clients; support our client education and engagement efforts by periodically leading Know Your Rights trainings at shelters and day centers; and maintain a small caseload of her/his own. We are looking for an attorney to join the Legal Clinic who: is committed to social justice; recognizes the importance of client voice and leadership; has experience working on public benefits, affordable housing, emergency shelter or other issues related to homelessness and poverty; is eager to be out in the community engaging with clients, service providers and volunteers; is comfortable being part of an organization that takes unpopular positions if justice demands we do so. 9 SPECIAL LITIGATION DIVISION ATTORNEY PUBLIC DEFENDER SERVICE FOR THE DISTRICT OF COLUMBIA Promotion Potential: If this position is filled at a lower grade, incumbent will have promotion potential to PDS-14 (GS-14 equivalent). Organization Overview: The Public Defender Service for the District of Columbia (PDS) is a federally funded, independent organization; governed by an eleven-member Board of Trustees, PDS provides legal representation to individuals facing a loss of freedom in the local criminal, delinquency, and mental health systems in the District of Columbia. PDS s approximately 235 attorneys, social workers, investigators, administrative, and technical staff collaborate with each other to advance the PDS mission. PDS s main office is located at 633 Indiana Avenue, N.W., Washington, D.C. District of Columbia residency is not a requirement for employment. PDS is funded by federal appropriations, and all employees are entitled to participate in the federal health and life insurance plans, the federal retirement plans (FERS, FERS-RAE, CSRS, CSRS-Offset), and the Thrift Savings Plan. Transferring employees will receive recognition of creditable federal service for leave accrual and retirement purposes. Employment at the Public Defender Service is neither federal nor District of Columbia government employment, and all employees are at-will. Division Description: The Special Litigation Division of the Public Defender Service is a small group of lawyers committed to addressing recurring and systemic violations of our clients rights to fair trials and fair treatment. The Division engages in a wide variety of criminal and civil litigation in local and federal courts. Currently the Division is focused on a number of issues, including juveniles charged as adults, police misconduct, and government failures to disclose exculpatory evidence. The Division has also litigated cases pertaining to the government s use of flawed forensic science, unconstitutional conditions imposed on parolees, the shackling of children in Superior Court, and the District of Columbia s civil forfeiture statute. Position Description: SLD attorneys litigate criminal and civil cases in local and federal courts, conduct trainings, work on legislative reform, and act as consultants to attorneys in the other divisions of PDS. The attorney s duties will include drafting substantive trial, post-conviction, and appellate pleadings and presenting oral arguments; working with trial lawyers in on-going criminal litigation; engaging in extensive legal research; factual investigation and development; working with scientific experts and other consultants; conducting evidentiary hearings; and presenting training sessions for PDS and Criminal Justice Act attorneys. SLD attorneys must have excellent research and writing skills, be creative and persuasive oral and written advocates, and enjoy working collaboratively and with active supervision. Qualification Requirements: J.D. or equivalent degree from an accredited law school; membership in the District of Columbia Bar or eligibility for reciprocity admission to the DC Bar; and excellent research, writing, and oral persuasion skills. Staff attorneys are required to make a three year commitment to the agency. Preferred Experience: Two years of relevant experience is preferred but not required. Preferred qualifications include a demonstrated ability to conduct complex research and writing projects, experience in factual development and working with expert witnesses and consultants, experience representing indigent clients in criminal and civil cases in federal and state trial and appellate courts. 15 LITIGATION AND ADVOCACY DIRECTOR NEIGHBORHOOD LEGAL SERVICES PROGRAM Neighborhood Legal Services Program (NLSP) is a federally-funded, non-profit, civil legal aid law firm that provides free legal information, advice and representation to low-income District of Columbia residents. We help with problems involving housing, family, domestic violence, public benefits and barriers to employment. We also provide advice on some consumer issues and assist with preparing wills and advance directives. Our neighborhood-based, service delivery model - which includes three offices in Wards 5, 7 and 8 -- allows us to bring dedicated legal services attorneys and enthusiastic pro bono lawyers into low-income communities across the city to provide legal help while they learn first-hand the myriad, daily challenges faced by residents living in poverty. The Litigation and Advocacy Director (LAD) serves as the chief lawyer for the firm and is responsible for overseeing all of the legal work of a team of staff attorneys, post -graduate fellows and loaned associates. In addition to the firm's traditional practice areas, NLSP also has recently launched, two new highly-specialized and successful practices focused on jobseekers and veterans. The successful candidate for this position must be an experienced, legal services litigator with a strong track-record of training, mentoring and supervising junior attorneys in a dynamic law firm environment. The (LAD) also oversees the firm's appellate work, impact litigation and our broad-based advocacy efforts. The firm's four Managing Attorneys (Intake/Brief Services Unit, Housing, Family, Barriers to Employment) all report directly to the LAD. The LAD reports directly to the Executive Director, serves on the Senior Management Team and is actively involved in all aspects of law firm management including setting case acceptance priorities, attorney hiring, budgeting, development (including grant -writing) and long-term, strategic planning. PRIMARY RESPONSIBILITIES Serves as the firm's chief lawyer and oversees all of the direct, legal services work of the firm at the trial and appellate level, including all affirmative and impact litigation. NLSP's service delivery model is anchored in a walk-in/ telephone, neighborhood-based intake system that results in community members receiving referrals, legal information, brief services and/or extended service representation. Our multiple, intake sites include three library-based clinics and a monthly clinic at the VA Medical Center. Directly supervises the day-to-day legal work of the staff attorneys, post- graduate fellows and loaned associates in the firm's public benefits, veterans, and consumer law practices. The LAD may also directly represent clients and/or co-counsel matters with NLSP attorneys. Identify, shape and guide NLSP's broad-based, high-impact advocacy efforts. Play leadership role in developing and implementing litigation skills and substantive training programs. Ensure adherence to program and case handling standards, funder requirements and the highest, professional standards. Collaborate closely with other legal services providers locally and nationally to identify opportunities to better serve our shared, client community and to pursue, shared advocacy goals. 15

Work closely with NLSP's Pro Bono counsel to promote community engagement strategies and use of volunteers in a manner that furthers NLSP's overall advocacy goals and strengthens its capacity to serve clients.
