3 LEGAL POSITIONS ADVOCACY ATTORNEY CATHOLIC LEGAL IMMIGRATION NETWORK, INC. The Catholic Legal Immigration Network, Inc. (CLINIC), a nonprofit legal services and advocacy organization, has an immediate opening within its Advocacy Section for an experienced attorney to support the advocacy needs of CLINIC s 300 affiliates around the country. The attorney represents CLINIC and its network at national coalitions, working groups and federal agency stakeholder engagements. The attorney will (1) receive, vet, process and report on requests from members for individual case assistance; (2) engage with CLINIC affiliates and other partners; (3) research and develop policy and advocacy recommendations, including model recommendations for affiliates, that address priority areas; (4) engage with the federal agencies, including United States Citizenship and Immigration Services, Immigration and Customs Enforcement, Department of State, and the Executive Office for Immigration Review; and (5) conduct other targeted projects that further CLINIC s administrative advocacy priorities. The attorney will also conduct research and develop tools such as talking points, op-eds, articles, and other materials. The position is based in Silver Spring, Maryland, requires occasional travel and requires knowledge of immigration law, commitment to immigrants rights and Catholic social teaching, and excellent oral and written communication skills. EXECUTIVE DIRECTOR END VIOLENCE AGAINST WOEMN INTERNATIONAL Scion Executive Search is leading the search for someone to fill a new Executive Director position with End Violence Against Women International (EVAWI). TEMPORARY STAFF ATTORNEY AARP LEGAL COUNSEL FOR THE ELDERLY AARP Legal Counsel for the Elderly (LCE) champions the rights of seniors by providing free legal services to low-income D.C. residents age 60 and older. LCE seeks a temporary staff attorney for LCE s Schedule H Tax Project. We anticipate an employee position opening in the near future. The temporary staff attorney position is full time. The salary is $25/hour. We are hoping to fill the position as soon as possible. Schedule H is a D.C. tax credit for low-income individuals with high housing costs, providing a benefit of up to $1,000 per year. LCE s Schedule H Tax Project assists low-income seniors who do not need to file a full tax return. LCE staff and volunteers meet with clients, assist them with filling out the Schedule H forms, advise them regarding supporting documentation, and follow up with the Office of Tax Revenue (OTR) regarding disposition. The staff attorney will be responsible for facilitating pro bono Schedule H clinics at area law firms, in which clients are scheduled for appointments with pro bono attorneys to fill out Schedule H forms. The staff attorney will coordinate clinic appointments, including ensuring clients understand the documents they need to bring to the clinic. The staff attorney will assist with training the pro bono law firm volunteers and answering any questions that arise during the clinic. The staff attorney will have a caseload of Schedule H clients to assist, including homebound clients and clients with limited English proficiency. PROGRAM STAFF ATTORNEY PRISONER & REENTRY LEGAL SERVICES PUBLIC DEFENDER SERVICE The Public Defender Service for the District of Columbia (PDS) is a federally funded, independent organization; governed by an eleven-member Board of Trustees, PDS provides legal representation to individuals facing a loss of freedom in the local criminal, delinquency, and mental health systems in the District of Columbia. PDS s approximately 235 attorneys, social workers, investigators, administrative, and technical staff collaborate with each other to advance the PDS mission. PDS s main office is located at 633 Indiana Avenue, N.W., Washington, D.C. District of Columbia residency is not a requirement for employment. PDS is funded by federal appropriations, and all employees are entitled to participate in the federal health and life insurance plans, the federal retirement plans (FERS, FERS-RAE, CSRS, CSRS-Offset), and the Thrift Savings Plan. Transferring employees will receive recognition of creditable federal service for leave accrual and retirement purposes. 6 Division Description: As part of PDS s holistic approach to public defense, the Community Defender Division provides services to adults and children, primarily those who are in the post-adjudication stage of a criminal or juvenile delinquency case in the District of Columbia Superior Court. In the context of evolving concepts of holistic public defense, PDS is seeking to identify and implement enhancements to CDD s mission and operations. CDD currently provides its services through specialized programs for adult and juvenile clients. For adult clients, CDD responds to the legal and social services needs of newly released individuals and others with criminal records, assisting them in making a successful transition back into the community. Further, CDD serves as the PDS liaison to individuals convicted of District of Columbia Code offenses and serving sentences in the District of Columbia Department of Corrections, Central Treatment Facility, and Federal Bureau of Prisons facilities, to provide information to assist these individuals, monitor their conditions of incarceration, and assist them on parole and other release-related matters. For juvenile clients, CDD represents children at administrative due process hearings, provides in-person legal consultations for children at the District s youth detention centers and works with community organizations to develop reentry programs that address the special needs of children. Major Duties: The Prisoner & Reentry Legal Services Program (PRLS) Staff Attorney will primarily focus on providing advocacy and legal representation for clients who are incarcerated by the District of Columbia Department of Corrections and the Federal Bureau of Prisons, and for those who are facing obstacles to successful reentry following arrest, criminal prosecution, and/or incarceration. The PRLS Staff Attorney will be required to: 1. Represent adult clients in administrative hearings and court proceedings, when applicable; 2. Represent, advocate for, and consult with people convicted of DC code offenses related to the institutional policies of the DC Department of Corrections and the Federal Bureau of Prisons and the laws and policies affecting returning citizens; 3. Develop and implement resources regarding prisoners rights and reentry; 4. Perform program administration duties, including maintaining case records, correspondence, and reports as required; 5. Assist the PRLS Manager in the training and supervision of PRLS law clerks and interns; 6. Track developments in the law related to prisoner rights, collateral consequences, and reentry to provide internal and external updates and training to PDS and the community; and 7. Participate in all CDD events, with an emphasis on community outreach, engagement, and education related to the mission of CDD. Qualifications Required: J.D. or equivalent degree from an accredited law school; membership in District of Columbia Bar or eligibility for reciprocity admission to the DC Bar; and excellent research, writing, computer, and oral persuasion skills. Qualifications Preferred: Familiarity with Superior Court Criminal Division practice, administrative law practice, the laws and regulations governing criminal record sealing, parole and supervised release, as well as the rights of individuals who are sentenced and incarcerated pursuant to District of Columbia law. TENANTS RIGHTS CENTER The D.C. Tenants Rights Center seeks one or two D.C.-barred staff attorneys to join our low bono law practice. We strive to provide low-cost, high-quality legal services to tenants in the District of Columbia. The D.C. Tenants Rights Center represents tenants in disputes with landlords. Typical issues that we see include housing code violations, failure to return security deposits, lease terminations, evictions, and illegal rent increases. We help tenants facing housing discrimination, and we represent tenants and tenant associations asserting rights under the D.C. Tenant Opportunity to Purchase Act. The staff attorneys advise tenants, negotiate with landlords, and provide representation in all phases of litigation in D.C. Superior Court, and before the D.C. Office of Administrative Hearings. HOUSING LAW SUPERVISING ATTORNEY LEGAL AID SOCIETY OF THE DISTRICT OF COLUMBIA The Legal Aid Society of the District of Columbia seeks a Supervising Attorney for its housing law unit. Legal Aid was formed in 1932 to provide legal aid and counsel to indigent persons in civil law matters and to encourage measures by which the law may better protect and serve their needs. Legal Aid is the oldest general civil legal services program in the District of Columbia. The largest part of our work is comprised of 7

8 individual representation in housing, family law, public benefits, and consumer law. From the experiences of our clients, we identify opportunities for law reform, public policy advocacy, and systemic reform litigation. Tasks and Duties: Legal Aid has a broad and energetic housing practice. We give priority to cases that involve the prevention of an avoidable eviction, efforts to address dangerous or unhealthful housing conditions, and the preservation of affordable housing and public and assisted housing. In addition to an active litigation docket, we engage in significant efforts to address issues of public policy. Our unit is staffed by three supervising attorneys, nine senior staff attorneys and staff attorneys, three loaned associates from law firms, and a legal assistant. Housing attorneys work out of Legal Aid s central office and its community office in Southeast DC. They also staff two of Legal Aid s signature projects: our Court-Based Legal Services Project, which sites a legal services office in Landlord-Tenant Court to provide same-day representation, and our Housing Right to Counsel Pilot Project, which seeks to reduce eviction of low-income tenants living in subsidized housing by significantly expanding their access to legal services. The Supervising Attorney would co-supervise the housing unit staff (including senior staff attorneys, staff attorneys, and loaned associates from law firms, and volunteer interns, as appropriate). In addition, she or he will handle an individual caseload, provide management assistance, work on policy advocacy, conduct intakes, and help shape the direction of Legal Aid s housing law unit. Qualifications: The ideal candidate will have the following: Significant experience in a legal services, preferably in housing law; Prior supervisory experience; Strong litigation, organizational, communication, and leadership skills; The ability to work collaboratively with other staff; A demonstrated commitment to social and economic justice; and Bilingual skills strongly preferred but not required. 9 This organization employs a uniquely structured "shared leadership" model with two Co-Executive Directors aiming to create a truly holistic agency. NVRDC believes in having strong relationships with other DC providers in hopes that the victim recovery process will be seamless. NVRDC seeks a full-time staff attorney to advocate for and represent victims of crime in DC. This attorney will work collaboratively with NVRDC's leadership, legal team, and case managers to provide legal support and advocacy to all victims of crime with a strong focus on advocacy for survivors of sexual assault. This position will be required to work closely with NVRDC's Outreach Program and the legal team in developing and deploying legal trainings for NVRDC volunteers, legal and victim service professionals, and community members. This individual will be resourceful, highly organized, a team player, a critical and analytical thinker, selfreflective and self-aware, and open to growth and learning. The staff attorney will be committed to working with people from diverse cultural, linguistic, economic, educational, and vocational backgrounds to demonstrate NVRDC's dedication to social justice and access to justice for all victims of crime in DC. The start date for this position is February 1, Primary Responsibilities: The majority of the staff attorney's time will be spent maintaining a civil and criminal caseload. This legal advocacy will include Civil Protection Order representation, campus administrative Title IX and Cleary Act representation, and direct representation of crime victims in DC Superior Court pursuant to the Crime Victims' Rights Act (18 U.S.C. 3771) and the DC Crime Victims' Bill of Rights (DC Code ). Specific responsibilities include: Assisting all crime victims in DC with criminal legal advocacy, support and representation; Providing civil legal advocacy and representation related to Civil Protection Orders for survivors of gender-based violence; Offering Title IX assistance for campus survivors of domestic violence, dating violence, sexual assault and stalking; Working closely with NVRDC's case management staff to develop and deploy NVRDC Outreach trainings; Maintaining accurate case records and responsibility for project specific grant reporting; Working closely with law enforcement agencies, schools, health and welfare agencies, and community partners; Representing NVRDC within the victim services and legal communities; Continuing to grow and seek professional development opportunities for position and organization; and Perform other duties as needed. Qualifications: The successful candidate for this position must possess a combination of education and direct service experience and supports working with victims of crime.
