1 Job Profile Re-advertisement - Programme Coordinator (N1) Somalia Country Programme Somaliland Reference number: DK /SOM.04-W 1. Preliminary 1.1. Short background: The strategic outline for Demarks support to Somaliland is presented in the current Denmark - Somalia Partnership Policy ( ). Somalia became the first New Deal pilot country to establish a Compact, identifying key priorities along the five peace and state-building goals in September 2013.This was further supported by a Special Arrangement for Somaliland. In 2017, a new Somaliland National Development Plan ( ) will come into effect; providing a new policy direction for Somaliland s development programming. The policy for Somalia is based on four strategic focus areas: (1) State building based on inclusive politics, (2) Security and rule of law, (3) Poverty reduction and inclusive economic growth, and (4) Better livelihoods. The overall vision of the Danish support to Somalia is to: Support the people of Somalia to create a peaceful and stable Somalia through inclusive political processes in order to further economic and social development Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish Embassy. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of the Deputy Head of Mission Somalia and representatives from the Somalia Team at the Embassy and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Danida Programme in Somalia 2.1. The programme in short: The Somalia Country Programme ( ) follows the present Denmark - Somalia Partnership Policy ( ) and addresses three thematic areas 1) Governance; 2) Growth & Employment and 3) Somali Compact Support Financing windows. The immediate objectives of these three thematic areas are: 1) To consolidate basic governance institutions at the local and national levels, in line with a long-term ambition of Somalia to develop transparent, participatory and accountable government institutions, systems and practices; 2) To initiate sustainable and inclusive poverty reduction and economic growth by supporting 1

2 basic regulatory frameworks and capacities, private sector opportunities and critical value chains; and 3) To support multi-donor mechanisms that advance Somali Compact results in inclusive politics, economic foundations, revenue-raising and service delivery Requirements and expectations from the relevant parties: The objective of the Programme Coordinator will be to assist the Danish Embassy in Nairobi with the implementation of the core areas of interventions of the Danish Policy for Somalia - in particular in relation to overseeing, monitoring and reporting on the development assistance and to a lesser extent on humanitarian interventions and funding for the Danish Stabilisation Fund. 3. The Position 3.1. Title: Programme Coordinator (N1) 3.2. Place of service: Hargeisa, Somaliland - non-family duty station. Meaning that no family members can join the adviser except for very short visits. Nor can the adviser choose to stay outside the assigned house except for planned work related travel Terms of employment: Contract period: 2 years from 1 August 2017 to 31 July 2019; however the period 1 January 2019 to 31 July 2019 pending budgetary approval. Attractive remuneration package reflecting family status. Contribution to a pension scheme and health insurance. Free furnished housing Special conditions of the function: Information about special conditions working and living in Hargeisa, Somaliland will be given during the interview. The assignment to Somaliland is conditioned upon the applicants' successful completion of a psychological test carried out by a psychologist appointed by the Ministry of Foreign Affairs. The purpose of the test is to evaluate whether the applicant is considered mentally fit to live and work under such difficult conditions as is the case in Somaliland. It is a condition for the assignment that the applicant is approved by the psychologist appointed by the ministry. Moreover, the applicant in question should also be physically fit to live and work in Somaliland. For this reason, it is a condition for assignment that the applicant undergoes a medical examination carried out by an approved physician. Finally, any successful candidate would have to undergo relevant training in working in hostile environments, i.e. a HEAT/UNSAFE course, defensive driving course and CAC Area of responsibility/tasks: The Programme Coordinator will work as an extended sub-office of the Danish Embassy in Nairobi and undertake all programme related work assigned by the Embassy. The scope of work is expected to include (but not necessarily be limited to): 1. Monitoring and reporting on progress and challenges vis-à-vis the Danish development assistance, and to a lesser extend humanitarian interventions and the Danish 2

3 Stabilisation Fund activities. This may include: a) Review of progress reports and financial reports from partners. b) Participation in Steering Committee meetings of projects and programmes cofunded by Denmark (see programme documents for an overview). Presently Danida is cochairing the Governance Sector Group in Somaliland. c) Assisting in supporting new initiatives funded or co-funded by Denmark and, in coordination with the Somaliland Development Fund Adviser, monitoring of the Somaliland Development Fund. d) Providing assistance to regions re-starting democratisation processes and local election processes and civic educations. e) Undertake field-monitoring visits to sites of implementation of activities funded and/or co-funded by Denmark. f) Liaise directly with implementing partners on the ground on a needs basis. g) Provide regular reporting to the Danish Embassy in Nairobi related to progress in the Danish portfolio. 2. Assessment and reporting on programme progress in a development and humanitarian context with a view to political and security issues. This will include: a) Participation in relevant policy meetings with e.g. representatives from the Government of Somaliland (and Government of Puntland); donor partners and organisations, also including military attaches etc. b) Participation in donor and development partner coordination meetings, including development coordination meetings and regular security briefings, including cochairing of the Governance Sector Group in Somaliland. c) Participation in joint situation assessment missions. d) Review of policy briefs and documents with particular focus on the situation in Somaliland. e) Synthesising and reporting on the above to the Danish Embassy in Nairobi. 3. Liaison with authorities and partners in the regions on behalf of the Danish Embassy in Nairobi. This may include: a) Individual meetings with Government of Somaliland and Government of Puntland. b) Individual meetings with other donors and organisations. c) Support the logistics of the Danish Embassy in Nairobi sanctioned missions to Somaliland and Puntland. This may include: d) Arranging missions from the Danish Embassy in Nairobi and the Danish Ministry of Foreign Affairs to Somaliland (programme, meetings, logistic and security). e) Staff management at the Danida Programme Office in Hargeisa. f) Responsible for daily security arrangements and logistics. g) Responsible for office management and financial reporting. h) Ad-hoc assisting with consular affairs. The Programme Coordinator is expected to travel to the parts of Somalia where security permits. Regular travels to Nairobi and possibly Addis Ababa are to be expected. Security arrangements will be in accordance with the guidelines of the Ministry of Foreign Affairs of Denmark and arrangements made with UNDSS. 3

4 The Programme Coordinator will report to the Danish Embassy in Nairobi Success criteria: The Programme Coordinator will be expected to contribute substantially to the following outputs: 1. Regular reporting on the situation in Somaliland and on the Danish portfolio in Somalia on a quarterly basis to the Danish Embassy in Nairobi. 2. Contribute to the reporting of the Danish Embassy on a regular basis to the Ministry of Foreign Affairs of Denmark. 3. Production of field mission reports, as deemed necessary. 4. Manage the financial and human resources as well as security arrangements for the Danish Programme Office in Hargeisa. In the short term the Programme Coordinator will be evaluated on the ability to function within Hargeisa, build sufficient trust with Somaliland colleagues and counterparts at all levels, and function in relation to all external parties including NGO s, UN agencies and other donors, especially EU member states, the Government of Somaliland and the Embassy in Nairobi. In the longer term, the performance of the Programme Coordinator will be evaluated against the overall performance of the Somalia Country Programme ( ) in terms of achieving the targets set in the description, including the ones stated above. The Programme Coordinator will be part of a Danish team effort that contributes to delivering a stable Somalia that can take care of its own security in a national and regional context in order to further sustainable economic and social development. 4. Demand profile/qualifications 4.1. Requirements and expectations concerning the candidates formal qualifications: Minimum qualifications: Master degree in development, economics, political science, sociology or related topics. Extensive proven experience working with development and humanitarian assistance in a fragile state context. Extensive proven experience of sustained dialogue with government institutions and authorities in fragile states. Substantive experience with Danida rules and regulations and knowledge of rules and regulations of other donors (e.g. DFID, UN and World Bank). Experience with performance based management. Experience with monitoring and evaluation. Experience with working in the Horn of Africa or similar fragile environment/fragile state context. Fluency in English. Preferred experience: Knowledge of the New Deal principles in a fragile country context. Experience with gender and UNSCR 1325 as well as humanitarian law and human rights based approaches. Knowledge of Somali and/or of Danish is seen as an advantage. 4

5 4.2. Requirements and expectations concerning the personal qualifications of the candidates: Ability to assess a complex situation and keep the agreed perspective. Open and tolerant, a team player with strong networking competencies. Strong integrity, political flair with strong intercultural competences. A robust personality and proven ability to work under pressure. A sound balance between drive and initiative on the one hand and flexibility and patience on the other. 5.
