1 Job Profile Senior Adviser (N1) - Danida Somali Compact & Aid Effectiveness Adviser Somalia Country Programme Nairobi, Kenya Reference number: DK /SOM.01-W 1. Preliminary 1.1. Short background: Denmark is a key partner for Somalia and is providing considerable support for the development of the country. In 2013, Somalia endorsed the principles of aid effectiveness and development under the New Deal process by signing the Somali Compact. The Compact provides a framework for international cooperation with Somalia as well as provides for principles around the need for a strengthened relation between Somalia and its people. In the Somali Compact, the Federal Government of Somalia (FGS) and international partners have agreed on specific roles, responsibilities and tasks to achieve in line with agreed mutual partnership principles. The Somali Compact elaborates on the management structure of this partnership and defines several levels of coordination to support the overall implementation of the Compact objectives. The structure is based on three clear levels, the High Level Partnership Forum (HLPF), the Somalia Development and Reconstruction Facility (SDRF), and finally the five Peace and State-building Goals (PSGs) of the New Deal process. The Compact determines the priorities for Somalia and the architecture of the relationship between Somalia and the international community for the period 2014 until Discussions on the way forward after the Compact have been initiated by the FGS in May 2015 with the preparation of the Somali Poverty Reduction Strategy Paper (PRSP). Under the Danish Country Programme for Somalia, (SCP), Denmark will continue its commitment to supporting aid effectiveness, the New Deal process and the implementation of the Somali Compact. Under the SCP, a Thematic Programme 3 (TP3) has a particular focus on Compact implementation; it includes using key financing mechanisms (or windows) under the Somali Development and Reconstruction Facility (SDRF): The UN Multi-Partner Trust Fund (UN MPTF) The World Bank Multi-Partner Trust Fund (WB MPF). Along with these specific mechanisms, Danish engagement with Somalia targets the full range of Somali Compact Peace and State-building Goals (PSGs): 1) inclusive politics, 2) security, 3) justice, 4) economic foundation, and 5) revenue and services; and the Somali Compact includes a Special Arrangement for Somaliland that states the development priorities for Somaliland for Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job. 1

2 1.3. Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish Embassy. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of the Deputy Head of Mission in Somalia, representatives from the Somalia Team at the Embassy, and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Danida Programme in Somalia 2.1. The programme in short: Denmark s Somalia Country Programme is providing a coherent framework for delivering development assistance in line with the Denmark-Somalia Partnership Policy and its vison to support the people of Somalia to create a peaceful and stable Somalia through inclusive political processes to further economic and social development. The Somali Compact presents the overarching framework. The country programme has been developed in consultation with the Federal Government of Somalia, the Government of Somaliland, The World Bank, UN and other partners and donors. It draws on lessons from Denmark s prior engagements in Somalia. The three thematic programmes address 1) Governance, 2) Inclusive economic growth, and 3) Support to the Compact financing windows. The programme builds on ongoing engagements, including support through financial mechanisms taking advantage of relevant partnerships with other donors Requirements and expectations from the relevant parties: The Adviser will take part in the international coordination framework and primarily provide technical advisory services to the responsible Ministries on the New Deal process and the Somali Compact. These will include the Office of the President (Policy Unit), the Office of the Prime Minister, the Ministry for Planning and International Cooperation (the Aid Coordination Unit) and other ministries as appropriate. Furthermore, the adviser is expected to assist in developing capacities within the formation of the FGS, Federal Member States Administrations, and relevant stakeholders. 3. The Position 3.1. Title: Senior Adviser (N1) - Somali Compact & Aid Effectiveness Adviser Place of service: Danish Embassy, Nairobi, Kenya Terms of employment: Contract period: 1 October October 2017 (24 months). Attractive remuneration package reflecting family status. Contribution to a pension scheme and health insurance. Free unfurnished housing. Information about special conditions working in Somalia and living in Nairobi will be given during the interview Special conditions of the function: Due to the security situation in Somalia the adviser will be based at the Danish Embassy in Nairobi. The adviser is expected to conduct frequent duty missions to Somalia to cover relevant meetings and to address FGS needs. Visits to Somalia as well as possible overnight 2

3 stays will take place according to the security situation and in accordance with the security rules and procedures of the Royal Danish Embassy in Nairobi. Potential applicants should be aware of the severe security situation in Somalia. There is a high threat from terrorism, including kidnapping, as well as a dangerous level of criminal activity by armed militias throughout Somalia. Dangerous situations could occur during the contract period including armed robbery, incidents of kidnapping and other terrorist actions. For this reason the Danish Ministry of Foreign Affairs has adopted a policy according to which assignment to Somalia is conditioned upon the applicants' successful completion of a psychological test carried out by a psychologist appointed by the ministry. The purpose of the test is to evaluate whether the applicant is considered mentally fit to work under such difficult conditions as is the case in Somalia. It is a condition for the assignment that the applicant is approved by the psychologist appointed by the ministry. Moreover, the applicant in question should also be physically fit to work in Somalia given the difficult conditions as well as the severe security situation described above. For this reason it is a condition for assignment that the applicant undergoes a medical examination carried out by an approved physician. Finally, any successful candidate would have to undergo relevant training in working in hostile environments, i.e. a HEAT course, provided that the applicant has not already completed such training Area of responsibility/tasks: The position reflects Denmark s strong political and practical commitment to implementing the Somali Compact, along with FGS requests for technical assistance in this regard, and demonstrates Denmark s leading position in supporting Somalia s future. The Adviser will be following the international coordination framework and primarily provide technical advisory services to the responsible Ministries on the New Deal process and the Somali Compact. Additionally, and in support of the Danish Somalia Country Programme TP3, the adviser will be required to work closely and provide advisory support to the United Nations and the World Bank, and strengthen coordination with the UN Resident Coordinator Office and the Somali Donors Group. The assignment will include, but not necessarily be limited to: Follow the aid architecture established around the Somali Compact, particularly the SDRF and the PSG working groups; Provide technical advisory services and assistance to the FGS and the Aid Coordination Unit on implementing the Somali Compact and on the preparation of the Somali Poverty Reduction Strategy Paper (PSRP); Participate in and coordination of relevant donor fora under the Somali Compact, e.g. taking up co-leading roles of relevant PSG working groups; Monitor the Compact implementation process and provide updates/reports to RDE Nairobi; 3

4 Advise on the New Deal and Compact implementation processes including preparation of relevant documentation; Advise and assist with development of guidelines for the use of the compact financing windows, with particular focus on the UN and WB funds; Assist on capacity building within the FGS, Federal member states and other Somali stakeholders, including civil society; Advise on mandates, roles and responsibilities of the Somali Donor Group and the FGS in relation to aid effectiveness, management and coordination mechanism; Advise and assist on the development of a Nordic + strategy for PSG/Sector-based division of labour with criteria and timeline to avoid fragmentation and/or duplication. 4. Demand Profile/Qualifications 4.1 Requirements and expectations concerning the candidates formal qualifications: Master degree in political/social science, development or equal; Extensive experience with aid coordination and capacity development in a fragile state context, preferably from Somalia or other New Deal countries; Knowledge about New Deal principles in a fragile state context; Extensive experience with planning and implementation of development activities, programmes and projects; Experience with performance based management and monitoring & evaluation; Experience working with gender, UNSCR 1325 and human rights based approaches; Fluency in English; Knowledge of Somali and/or Arabic is an advantage. 4.2 Requirements and expectations concerning the personal qualifications of the candidates: Ability to assess and understand complex situations Self dependent Hardworking and output oriented Integrity Networking abilities Team-player Political flair Cultural sensitivity and understanding. 5. 5 5.3 Preliminary interviews and personal evaluation: week 37 (7-9 September 2015).
