TERMS OF REFERENCE VACANCY ANNOUNCEMENT VN NUMBER: DRS/2018/028 Job Title : Associate Education Officer (EAC) Duty Station : Copenhagen, Denmark Duration : 01 June November 2018 Contract Type : UNOPS Contract Level : ICA, Level 1 Closing date : Monday 30 April 2018 GENERAL BACKGROUND: Established in December 1950, the Office of the United Nations High Commissioner for Refugees is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern. In more than six decades, UNHCR has helped tens of millions of people restart their lives. UNHCR works in 125 countries to care for the world s millions of refugees, internally displaced, and stateless persons. Education is an integral part of protection for persons of concerns to UNHCR, 50% of whom are children. The Division of Resilience and Solutions (DRS), in close collaboration with the Regional Bureaux and the Division of Programme Support and Management, is working on an integrated and holistic approach to support locations in implementing the policies and guidelines on education, especially in terms of solutions where education plays a large role in an individual s ability to plan for their own future, and to contribute to society as a whole. Unfortunately, refugee children do not have the same educational opportunities as their peers, with refugee children being five times more likely to be out of school. At primary school level, only 61% of refugee children attend school (and less than 50% in low-income countries), compared to a global 1

2 average of 91%, and the statistics worsen dramatically in secondary and tertiary education. The protection risks associated with refugee children not being in school are well known. Since 2012, UNHCR has been in partnership with Educate A Child (EAC), a programme of the Education Above All global initiative launched by Her Highness Sheikha Moza bint Nasser of Qatar, to significantly reduce the number of out-of-school children (OOSC) globally. Together with EAC, UNHCR has been providing funding to 14 locations in 12 priority countries (Chad, Ethiopia, Iran, Kenya, Malaysia, Pakistan, Rwanda, South Sudan, Sudan, Syria, Uganda, and Yemen) to address the issue of OOSC at primary school level. Through this partnership, UNHCR and EAC have helped more than 750,000 outof-school refugee children to go to primary school around the globe. In October 2015, UNHCR and EAC signed a multi-year agreement, ensuring a more stable funding cycle in addition to improved education programming for refugee children. In 2018, as the current multiyear agreement will be coming to an end, UNHCR and EAC will be jointly celebrating the impact that the partnership has had on refugee education globally through documenting the work carried out since 2012 in the form of a compilation of good practices and human interest stories. PURPOSE AND SCOPE OF ASSIGNMENT: The documentation of good practices and human interest stories, besides being part of a larger series of activities celebrating the global impact of the UNHCR/EAC partnership, aims at providing support to current and future EAC locations, as well as non-eac locations, in addressing the issue of OOSC children, through developing content for an integrated and comprehensive approach to education as part of operational strategic directions. Under the supervision of the HQ-based Education Officer (EAC) and in collaboration with the Education Section, UNHCR Education focal points from country locations, as well as HQ-based colleagues from Private Sector Partnerships (PSP), the consultant will: Collect information on OOSC programming in EAC locations and identify good practices and human interest stories from all 14 EAC locations; Synthesize a minimum of 14 good practices (one per EAC operation) and 5 human interest stories (at least one per broader EAC region) and produce high quality narratives suitable for external publication to a global audience; Source and/or oversee the production of photographs to illustrate good practices and human interest stories; Synthesize key findings and lessons learned that will serve as guidance for improving programming for OOSC in EAC and non-eac countries. 2

3 Good practices will focus on activities that proved particularly effective in terms of outcomes, and have significantly contributed to at least one of the following eight key objectives of the UNHCR/EAC partnership: Expand access to education; Improve the quality of teaching and learning; Ensure safe learning environments for children; Promote awareness and advocacy on the importance of education for refugee children; Improve data collection, management and analysis to promote learning and better programming; Strengthen capacity and partnerships with ministries of education and other education actors to enable more refugee children to access school; Emphasize community participation in education; Promote innovation in education programming. Human interest stories will focus on the positive effects that the partnership has had on the lives of refugee children, but also on the positive contributions to the wider refugee and host communities, involving teachers, parents, community leaders, etc. MONITORING AND PROGRESS CONTROLS: a. The consultant will produce the following deliverables: i. Conduct a webinar, to explain the task (the publication) and steps to compile the good practices and stories to all EAC locations; ii. Compile a draft of the publication, including good practices and story ideas (in outline form) for approval by EAC and UNHCR; iii. Submit revised draft with full content for approval by EAC and UNHCR. b. The consultant will produce a final publication documenting good practices and human interest stories of the UNHCR/EAC partnership, and synthesizing key findings and lessons learned on OOSC programming. c. Number of copies: 1 electronic QUALIFICATIONS AND EXPERIENCE REQUIRED: Education: An advanced University Degree or equivalent in education, social sciences, international relations, political science, journalism or similar related field. Work Experience: 2 to 4 years of relevant professional experience, of which at least 2 years in an international environment and 1 year involving responsibilities in the preparation of technical reports or other knowledge products; Demonstrated work experience in educational and related programming, preferably in humanitarian and development settings; Demonstrated understanding of refugee and IDP protection standards and their linkages with education. COMPETENCIES: Good understanding of matters related to education in conflict and post-conflict situations; Knowledge of the UN and UNHCR s mandate, as well as policies and procedures related to education as a tool for protection; Knowledge of international education agreements and major players in education, as well as understanding of the Convention on the Rights of the Child and other global and regional instruments related to education and protection; Excellent analytical and communication skills; Excellent written and spoken English; Proficiency in all Microsoft Office tools; Ability to work efficiently and independently under pressure, with strong delivery orientation; Working knowledge of French and/or Arabic would be an asset. 4
