2 History of Migrant Housing: NC was a stopover point in the east coast migrant stream Migrant population began in FL in the spring & worked north Workers helped in produce crops in NC before going to the Northeastern in mid-summer to early fall Workers would return south in early fall to assist w/yam harvest in eastern NC & apple crops in the mountains In late fall, workers would return to FL & begin w/citrus crop Migrant pop. was predominantly black single males until recently Migrant housing unit was a society within itself Current demographics of migrant population are predominantly Hispanic.
3 Legal & Regulatory Changes: Originally, the REHS made inspections of the entire facility including housing, kitchen, premises, well & sewage disposal systems The Dept of Labor also had enforcement authority in migrant housing In the late 1980 s there was a federal law suit filed against several counties, Dept of Labor (DOL) and the DHHS regarding enforcement practices
4 Resulting in current rules where the REHS is only involved in eval. & certification of the water system & sewage disposal systems General Statute The limits of the sewage disposal system determines the # of occupants The DOL makes inspections of the housing facility Before DOL will allow a housing unit to be occupied, a certification form is required from local health department indicating compliance w/the.1700 rules as it pertains to the drinking water supply and the.1900 rules as it pertains to sewage disposal.
5 Recommendations, Enforcement Suggestions & Procedures: Have the camp operator complete an application for service which should indicate the # of occupants, type of sewage disposal systems & water source
6 Locate a septic permit from your archives to determine location & size of system; attach that document to your inspection records If a permit can not be located, applicant needs to uncover enough of the system in order for the REHS to make an adequate inspection Cite Rule.1962 of the On-Site rules when documenting limitations of an existing system for use Use 60 gal/person/day when determining the # of occupants that will be allowed in housing unit; Example :a standard 3 bedroom residence carries a design daily flow of 360 gal/day translates into 6 occupants
7 Create a document for your inspection records verifying location of well & septic system & the # of occupants allowed
8 If chemical toilets are used, attach a copy of vendor s contract to your inspection records
9 If a private well is used as a water supply, confirm that well is in compliance w/the.1700 rules; if not, the well needs to be brought into compliance or replaced When sampling well for bacteria verify that there is no chlorine residual in the well; this can be verified w/a simple pool sample kit If the sample shows evidence of coliform contamination suggest chlorination & resampling The REHS has to document 2 consecutive negative samples taken at least 48 hours apart following a positive sample If housing unit is served by public water, verify w/utility company provider *Very Important for REHS to work w/their supervisor to develop methods to allow enforcement of.1700 &.1900 Rules.

Form: Address of housing unit Operator & operator s address #of housing units at site #of wells/sewage disposal systems at site Indicate that report describes the above info. Water supply section indicate type of water supply Legalese WAS NOT Attach copy of water analysis if applicable Waste water facilities list all types subject to.1900 rules Legalese WAS NOT # of occupants allowed at this site Signature, date, HD info. Be sure you carry the correct authorization to complete this certification Dispersion of copies operator, DOL (Bureau of Migrant Housing); Copy to EH archives
