1 EXECUTIVE PROGRAMME OF CULTURAL, SCIENTIFIC AND TECHNOLOGICAL CO-OPERATION BETWEEN THE ITALIAN REPUBLIC AND THE ISLAMIC REPUBLIC OF PAKISTAN FOR THE YEARS Pursuant to article 2 of the Cultural Agreement between the Government of the Italian Republic and the Government of the Islamic Republic of Pakistan, signed in Islamabad on March 17 th, 1975 and pursuant article 13 of the Scientific and Technical Agreement between the Government of the Italian Republic and the Government of the Islamic Republic of Pakistan signed in Rome, on August 20 th., 1975, and considering the Joint Declaration of the Review Meeting of the Executive Protocol of Cultural, Scientific and Technological Co-operation between the Italian Republic and Islamic Republic of Pakistan signed in Rome on September, 28 th The Italian delegation was led by His Excellency Dr. Roberto Mazzotta, Ambassador of Italy The Pakistani delegation was led by His Excellency Mr. Jalil Abbas, Secretary Culture The members of the two delegations are given in Annex 1. The following agenda was adopted: 1. Present state of cultural, scientific and technological co-operation 2. New Programme of cultural, scientific and technological co-operation 3. Selection and approval of the joint projects for the years Validity of the present Programme and planning of future meetings 1. PRESENT STATE OF CULTURAL, SCIENTIFIC AND TECHNOLOGICAL CO- OPERATION. The two Parties have agreed to acknowledge the growing importance of culture, science and technology for the economical, social and cultural development of the two Countries. The two Parties, considering the good relationship between the two Countries and wishing to strengthen friendship between both Peoples, have remarked the need to further improve the cooperation in the fields of culture, science and technology. Consequently, the Joint Commission has discussed the scope and contents of the Pakistani-Italian co-operation, together with the financial and administrative provisions for its implementation, and has agreed upon the following cultural, scientific and technological Programme for the years

2 2. NEW PROGRAMME OF CULTURAL, SCIENTIFIC AND TECHNOLOGICAL CO- OPERATION CULTURAL ACTIVITIES The Parties take note with satisfaction of the implementation of the cultural, scientific and mountaineering events in celebration of the 50th Anniversary of the first ascent of K2. Joint initiatives between organizations, institutions and associations aimed at the promotion of knowledge, development and valorisation of Pakistan s mountain population and regions with specific reference to the Karakorum, shall be encouraged. EXHIBITIONS During the period covered by this Programme, the two Parties shall exchange at least one high profile art exhibition. The details, financial conditions included, shall be defined through diplomatic channels (see Annex II c) The Parties hope to organise exhibitions of paintings, calligraphy, handicrafts and folkheritage in each other s country, according to the respective funds available. The details, financial conditions included, shall be defined through diplomatic channels (see Annex II c) Lok Virsa Pakistan the Department of the Ministry of Culture dealing with folk-heritage shall send an exhibition of Pakistani folk arts and crafts specially focusing on exhibiting traditional jewellery and costumes of Pakistan. Reciprocally, the Italian Party shall send similar exhibitions to Pakistan. The details, financial conditions included, shall be defined through diplomatic channels (see Annex II c) On the occasion of the celebration of the 50 th anniversary of the IsIAO Italian Archaeological Mission in Pakistan, an exhibition of the results of the archaeological research in Swat will be organised in Islamabad The Italian Party, through the Ministry of Culture Department for Performing Arts and Sports -, in the framework of the project A Grain of Hope, launched in 2005 on the occasion of the celebration of the World Food Day under the theme Agriculture and Intercultural Dialogue, aims at holding an audiovisual exhibition in Islamabad on a documentary and some photographs about rice growing for nutrition purposes. Financial details, within the budget limits, will be agreed upon through diplomatic channels (see Annex II c). MUSIC, THEATRE AND DANCE The Parties shall encourage performances and tours by particularly highly qualified groups or individual artists. They shall moreover favour co-operation and exchanges between relevant institutions and associations of their respective countries. The details, financial conditions included, shall be defined through diplomatic channels (see Annex II d). 2

3 The Parties shall favour exchange visits of ensembles of folk music and dance groups. The details, financial conditions included, shall be defined through diplomatic channels (see Annex II d) The Parties shall exchange visits of street theatre groups in each other s country. The details, financial conditions included, shall be defined through diplomatic channels (see Annex II d). CINEMA Both Parties shall favour co-operation between their public and private organisations, through the exchange of artists, the participation to festivals, celebrations, workshops and international major cultural events, in order to increase the value of the cinema production of both countries (see Annex II d) The Parties shall exchange information and documents related to festivals, celebrations and cultural events, scheduled to take place in their respective countries. They shall moreover facilitate the participation in these events of particularly proficient groups or individual artists of the Italian and Pakistani culture. The details, financial conditions included, shall be defined, within the budget limits, through diplomatic channels (see Annex II d). ARCHIVES The Parties shall encourage co-operation in the archives sector, by facilitating the exchange of scientific publications, microfilms, copies of documents and regulations, in compliance with the national legislation in force, and by also favouring the exchange of one archivist for 7 days for study visits and research (see Annex II a) The two Parties shall favour the co-operation between their respective Foreign Ministries Historical Archives, on the basis of reciprocal co-operation and in accordance with their internal laws, in order to realise exchanges of information, experiences as well as publications. LIBRARIES The Parties, in compliance with their respective domestic legislation, shall encourage the exchanges of books, copies and microfilms of the books, publications and periodicals between libraries, academies and cultural institutions in both countries, by also favouring loans between libraries and by also favouring the exchange of one librarian for 7 days for study visits and research (se Annex II a). PUBLISHING The Italian Party expresses its willingness, through the Ministry of Culture Department for Archives and Libraries -, General Directorate for Libraries and Cultural Institutes, to send books on any field and subject to universities and cultural institutions requesting them through diplomatic channels. 3

4 The two parties will favour the translation and publishing of classical and contemporary works of high value which contribute to a better knowledge of literature, science and art of both countries The Italian party advises that the following financial contributions and/or awards for translators of Italian books into foreign languages are established: - National Awards for Translations, under the High Patronage of the President of the Republic, assigned by the Ministry of Culture to Italian and/or foreign translators and publishers. Applications shall be forwarded directly to the Ministry of Culture Department for Archives and Libraries General Directorate for Libraries and Cultural Institutes, or through Italian diplomatic missions or Italian Cultural Institutes abroad by March 31 each year. - Awards and contributions from the Italian Ministry of Foreign Affairs, conferred annually to Italian and/or Pakistani publishers and translators formulating proposals aimed at the diffusion of Italian books and culture, through the translation and publishing of literary and scientific works, and the dubbing and subtitling of short and long motion pictures. Notice of the procedures will be given through by a circular letter to Italian diplomatic missions or Italian Cultural Institutes abroad. - Awards to translators will be assigned by the Italian Presidency of the Council of Ministers, Information and Publishing Department, Cultural Awards Office. Applications shall be forwarded to the Presidency of the Council of Ministers by September 30, through diplomatic channels or directly as indicated in the Presidency website: http// (Presidenza del Consiglio Dip. Informazione Editoria) 2.2. EDUCATION The relevant Italian administration in this field are MPI (Ministry of Education) and MUR (Ministry of University and Research). The relevant Pakistani administration in the field is Higher Education Commission. SCHOOL EDUCATION The Parties shall encourage a closer co-operation between institutions and school authorities at all levels in order to increase the mutual knowledge of their school systems, curricula and teaching methods through the exchange of books and other teaching material During the validity period of the present Programme, the Parties shall promote initiatives in the fields of education and schooling to be defined through diplomatic channels by the relevant Ministries of both countries. 4

5 For this purpose, the Italian Party expresses its readiness to welcome up to two Pakistani high school teachers of Italian language and literature to summer courses of specialisation organised yearly by the Ministry of Education at specialised institutions teaching Italian as a second language (see Annex II a). Course fees and accommodation expenses shall be borne by the Ministry of Education During the validity period of the present Programme the two Parties shall exchange, yearly, up to three experts in the field of education in order to get acquainted with the education systems of the two countries, for visits not exceeding ten days. Expenses shall be borne by the Ministry of Education (see Annex II a) for the Italian Party and by the Ministry of Culture for the Pakistani Party. TEACHING OF LANGUAGE The Parties may endeavour to favour those initiatives which, in compliance with domestic legislation, can promote and develop the knowledge, the spreading and teaching of their respective languages and cultures in the other country. This aim could be achieved also through the establishment of chairs of language at universities and secondary schools of the two countries. At the moment one Italian lecturer is officially acknowledged by both Parties in Pakistan, at the University of Karachi. The Italian Party has provided a grant for the teaching of the Italian language at the University of Islamabad from The Italian Party shall examine the possibility of continuing, within the limits of available means, to provide grants for the teaching of Italian at universities in Pakistan with the understanding that the Government of Pakistan would assume full financial responsibility to expand and rotate Italian language instruction facility in Pakistan wherever required The Italian Party (Ministry of Foreign Affairs, General Directorate for Cultural Promotion and Co-operation) shall examine the possibility of providing academic and school institutions, as well as other cultural institutions, with textbooks, audio-visual aids and other educational materials, for the teaching of the Italian language and for training and refresher courses for teachers and lecturers. Requests shall be submitted through diplomatic channels The "Società Dante Alighieri", which operates through its Committee in Karachi, is willing to propose a contribution of Euro 2.000,00 for the years (in order to subsidise schools, libraries, courses of Italian language and culture, spread books and publications, promote conferences, cultural trips, art and music events, award prizes and scholarships). HIGHER EDUCATION The two Parties will promote the co-operation between their respective universities and higher education institutions through the implementation of common research projects, the organization of joint seminars and conferences and the exchange of university teachers, and also through the signing of memoranda of understanding and conventions. To this end, contacts will also be encouraged between the Conference of Italian University Rectors (CRUI) and the equivalent Pakistani Institution. 5

6 The two parties shall exchange, yearly, 3 university teachers and/or university researchers, for visits not exceeding 10 days, in order to establish contacts aiming to identify fields of research of joint interest, and to start co-operation between universities and educational institutions of both Countries (see Annex II a) The Italian Party informs that in Italy, the artistic- musical education is part of their higher level education system, equivalent to their university academic level. This type of education is performed in the following public institutions: Accademie di Belle Arti Conservatori di musica Accademia Nazionale d arte drammatica Silvio D Amico Accademia Nazionale di Danza Istituti Superiori per le Industrie Artistiche The higher artistic, musical education system also allows for non-government institutions to release titles of study legally recognized by the Government. Part of the non-government institutions are the legally recognized Accademie di Belle Arti for the artistic sector and the equivalent musical Institutions for the musical sector. The Italian Party encourages the development of cooperation with the similar Pakistani Institutions with the aim to undertake joint programmes and projects in the area of the artistic - musical education. RECOGNITION OF SCHOOLS AND ACADEMIC TITLES Both Parties commit themselves to update - also through a periodical exchange of documents - the mutual knowledge of the school, university and higher artistic, musical educational systems as well as their evolution in order to have a more correct comparative evaluation of the respective certificates and qualifications by the relevant authorities of the two countries. SCHOLARSHIPS The Parties may offer 80 man/months scholarships per year, in the field of Engineering, Basic Sciences, Geology, Industrial Technologies, Agro-studies and Social Sciences The Italian Party may grant postgraduate scholarships of long duration of up to 12 man/months The Italian Government shall consider the possibility of awarding scholarships/fellowships (max 2 per year) for Pakistani archaeologists/conservationists for internship and fellowship programmes within the annual amount of scholarship provided by the Italian Government mentioned in the article , as well as the participation in training initiatives organised by ICCROM, Rome, in the field of conservation and preservation of cultural property. 6

7 The two Parties may change the number of man/months as well as the amount offered for the following academic years, in accordance with the funds available every financial year. The Pakistani side may consider granting at least one scholarship to an Italian scholar. Any change will be notified through diplomatic channels. Modalities regulating the scholarships are specified in Annex II b CO-OPERATION IN THE FIELDS OF ARCHAEOLOGY, RESTORATION, PRESERVATION AND PROTECTION OF CULTURAL HERITAGE The two Parties shall favour the exchange of information, publications and experts in the field of archaeology, museums restoration, conservation and protection of the cultural heritage between the relevant institutions of both countries. The details, financial conditions included, shall be defined through diplomatic channels The Parties shall exchange audio-visual material on cultural heritage of each other country. The details, financial conditions included, shall be defined through diplomatic channels The Parties may encourage the visit of one archaeology and/or museology expert in accordance with the funds available. The details, financial conditions included, shall be defined through diplomatic channels The Parties shall exchange publications/reports regarding recent research/development made so far in the field of Archaeology in both countries. The Parties shall favour the activities of the Italian archaeological missions operating in Pakistan as well as future ones, in line with legislation and regulations in the two countries The Italian party - Ministry of Culture, Department for Research, Innovation and Organisation declares to be available to carry out a joint feasibility study aimed at conservation activities in the following Pakistani sites that have been qualified by UNESCO as World Heritage Sites: the fortress and Shalamar Gardens in Lahore, the archaeological rests of Moenjodaro and Taxila, the Buddhist ruins of Takht-i-Bahi and the ruins of neighbouring in Sahr-i-Bahlol, the historical monuments of Thatta and Rothas Fort The Parties take note with satisfaction of the co-operation between IsIAO and the Department of Archaeology and Museums, Government of Pakistan with regard to the activities of the Italian Archaeological Mission in Pakistan. On the occasion of the celebration of the 50 th anniversary of the IsIAO Italian Archaeological Mission in Pakistan, a Conference or an International Meeting will be organised in Islamabad in close co-operation between IsIAO, the Italian Embassy, and the Department of Archaeology and Museums, Government of Pakistan. Seminars and exhibitions will also be organized in Italy The Parties commit themselves to collaborate in the fight against illegal trafficking of cultural assets, by precautionary, repressive and remedial actions according to their respective national legislation and taking into consideration the principles of international UNESCO Convention of 1970 on prevention and prohibition of import, export or transfer of cultural assets property and UNIDROIT Convention on Stolen or Illegally Exported Cultural assets (1995). 7

8 Both Parties shall also co-operate to facilitate the identification and the return to their lawful owners of works of art and cultural property that have in any way been taken to their territory YOUTH EXCHANGES The two Parties shall promote the development of collaboration in the field of youth exchanges and the realisation of joint initiatives to be carried out by the youth societies, institutions and associations of their respective countries The Italian Republic shall send a 7-member Youth Delegation to Pakistan during the currency period of the exchange programme for a period of 7 days and reciprocally, the Pakistan side shall send a 7-memebr Youth Delegation to Italy for the same duration during the said period. The time and dates of the visits will be decided through mutual negotiations All expenses on international air travel will be borne by the sending side, while the costs on boarding, lodging, local transportation and emergency medical care will be responsibility of the host country The Implementation of the points and shall be defined through diplomatic channels SPORT The Parties shall favour the development and co-operation in the various sports disciplines through contacts between the sports organisations, and in particular between their respective Olympic Committees. Expenses shall be borne by the requesting Party The Italian Party shall provide the services of Football and Volleyball Coaches on terms and conditions to be decided upon through mutual consultations The Pakistani Party shall provide the services of Hockey and Squash Coaches on terms and conditions to be decided upon through mutual consultations For the Italian Party activities and expenses are subject to the decisions of Football and Volleyball Coaches and Hockey and Squash Federations. In addition, Pakistan Sports Board recommends acquiring the services of Football and Volleyball Coaches and shall provide the service of Hockey and Squash Coaches on terms and conditions to be decided upon through mutual consultation between the parties COPYRIGHT AND RELATED RIGHTS The two Parties shall develop bilateral co-operation in the field of the protection of intellectual property and copyright, starting a co-operation between the respective relevant governmental bodies in this field. For Italy, the relevant administrative body is the Ministry of Culture General Secretariat Service XI: Copyright and surveillance on SIAE. For Pakistan the relevant Administrative Body is the Intellectual Property Organisation of Pakistan. 8

9 2.7. HUMAN RIGHTS The Contracting Parties shall favour the exchange of experiences in the field of human rights and of fundamental freedoms, as well as in the field of equal gender opportunities. The Contracting Parties shall also favour any initiative, also undertaken in the European framework, aiming at supporting programs for the social development INFORMATION AND RADIO AND TV CO-OPERATION The two Parties shall encourage the co-operation between their respective news agencies, press organisations, publishing houses and information agencies in order to increase the exchange of information regarding political, economic, cultural aspects and social life of the two countries so as to foster a greater mutual knowledge The two Parties shall favour, on the basis of reciprocity, the co-operation in the radio and television fields and facilitate the direct agreements between the bodies concerned of the two Parties The Parties shall mutually foster exchanges in the radio and television fields, to promote the knowledge of both countries and facilitate agreements between the institutions interested in both countries in the following subjects: -Facilitate the participation in festivals and programme review in the two countries. -Organise radio/tv programme festivals. -Informative material on Radio, TV, programmes may be exchanged and visits of journalists/media persons for the joint benefit of both countries may be organised in the framework of specific agreements between the relevant radio and television bodies involved Folk music festivals may be arranged by Pakistan Television (PTV) and Pakistan Broadcasting Corporation (PBC) and Italian Radio TV RAI in order to foster closer understanding between the two countries on the basis of reciprocity SCIENCE AND TECHNOLOGY The two Parties shall favour and intensify the co-operation in the field of science and technology in the following sectors: Biosciences; Energy; Environment; Information & Communication Technology; Medical Sciences; Nanosciences; Basic and Applied Sciences (Biology, Chemistry, Mathematics, Physics, and Engineering); Technologies Applied to Cultural Heritage; Oceanographic Research Both Parties recognize the importance of scientific and technological research aimed at developing and valorising mountain regions, in particular the Karakorum region. The value of Italy s tradition of scientific co-operation in this field, both in general and especially that carried out by the Ev-K²-CNR Project, the National Research Council and the Universities of Milan, Padoa and Trieste, is particularly acknowledged. Ministries of Culture, Environment, Tourism and Local Government will represent the Pakistani Side. 9

10 The two Parties shall encourage and facilitate, if necessary, the development of joint relationships between bodies, universities, institutions and public and private associations of their respective countries in the following ways: - the joint study, research and training projects in areas of mutual interest; - exchange of information and scientific documentation; - exchange and/or visits of scientific and technical experts in order to carry out joint scientific projects; - the joint organisation of seminars and conferences and other scientific and technological events. 3. SELECTION AND APPROVAL OF THE JOINT PROJECTS FOR THE YEARS In the period 1 st of November 31 st of December 2005 a joint call for proposals was launched to collect bilateral projects in the following priority areas, as indicated in point : Biosciences; Energy; Environment; Information & Communication Technology; Medical Sciences; Nanosciences; Basic and Applied Sciences (Biology, Chemistry, Mathematics, Physics, and Engineering); Technologies applied to Cultural Heritage; Oceanographic Research. The two Parties, in deciding which projects should be given priority financial support, have agreed on the following criteria: scientific relevance of the project; impact on the bilateral S&T relations; potentialities for creating R&D; potentialities of social and economic impact; quality in the project presentation. Based on these criteria 7 projects have been selected to be granted financial support for the exchange of researchers. The list of the selected projects is given in Annex III. The administrative and financial provisions for the implementation of the selected projects of Annex III are given in Annex IV. The Italian party will also consider granting a financial contribution to 2 projects as significant bilateral research projects. A preliminary list of such projects is given in Annex V. These financial contributions are intended to partly cover the research activities of the projects. Financial support will be granted to the Italian partners of the joint project upon evaluation of the applications to be submitted according to indications that will be given by the Italian side. 10

11 4. VALIDITY OF THE PRESENT PROGRAMME AND PLANNING OF FUTURE MEETINGS. The present Programme of Co-operation for the years shall enter into force on the date of signature and shall remain effective until the signature of the next one, but no longer than one year after its expiry. Any amendment to the text of this Programme must be authorised by the competent Ministries and agreed through diplomatic channels. All the initiatives included in this Programme will be carried out within the limits of the budgets and according to the rules prevailing in each Country. The two Parties have agreed that, in order to define the Programme of co-operation for the years , the next session of the Joint Committee will be held in Islamabad. Details about the date will be agreed upon through diplomatic channels. The present document, including the Annexes I, II, III, IV, and V, which are an integral part of it, was done in Islamabad, on November 3, 2006, in two originals, both being equally authentic in the English language. 13 ANNEX II: General and Financial Provisions Cultural Field a) Exchange of visits Point (archivists exchange) Point (librarians exchange) Point (high school teachers) Point (experts) Point (professors exchange) The exchange visits envisaged under the above mentioned point of this Programme shall be governed as follows: 1. the candidates will be proposed by the sending Party; 2. the sending Party shall provide the receiving Party, through diplomatic channels, at least three months in advance, with the following: - the names of the persons proposed, their curriculum vitae and knowledge of foreign languages; - the proposed programme of the visit with an indication of the titles of possible lectures as well as the name of the hosting professor and university department /institution; - the date and the foreseen duration of the visit; 3. the experts travelling to Pakistan must hold Italian nationality, and the experts travelling to Italy must hold Pakistani nationality; 4. the receiving Party shall confirm acceptance of the visit, trough the diplomatic channels, generally at least one month before departure date. The sending Party shall cover the travel expenses from capital city to capital city and return. The receiving Party shall cover the travel expenses within its territory from the capital city to the university/institution where the visit is to take place. The Italian Party shall provide the Pakistani guests with a daily allowance of 93 Euro, all inclusive, for visits of 10 days; The Pakistan Party shall provide an equivalent amount in Pakistani Rupees at the prevailing exchange rate of the day. b) Scholarships (2.2.12; ; ; ) - The candidates to be proposed for scholarships shall be selected every year in each country by a Joint Committee including at least one representative of the Embassy of the country offering the scholarships; - The list of candidates, including their substitutes, shall be submitted to the Embassy of the country offering the scholarships; candidates not included in this list cannot be accepted; - Candidates must not be over 35 years of age; each Party shall notify the other that the candidates proposed and their study plans have been accepted, indicating the name of the host institutions; - The scholarship-holders may receive the study visa from host country only after the formal notification of the date of beginning of the course.

14 The Italian Party shall offer the Pakistan scholarship-holders: i) A monthly allowance not less than euro ; ii) Accident and sickness insurance excluding pre-existing illnesses and dental prosthesis; iii) The exemption, possibly partial of universities fees, if permissible under the statutes of the universities concerned except in case of specialised medical schools; Any refund of travel expenses is excluded. The Pakistan Party shall offer to Italian scholarship-holders an all-inclusive monthly allowance of Rs.10,000/-. Pakistan side will facilitate accident/sickness insurance excluding pre-existing illness and dental prosthesis through a private insurance company. The Italian scholarship-holder shall pay monthly tuition fee at par with Pakistan students. c) Exchange of Exhibitions (2.1.2; 2.1.3; 2.1.4; 2.1.6) Except for possible changes, to be agreed upon through diplomatic channels, the exchanges of exhibitions envisaged in this Programme shall be made according to the following financial provisions: A) The sending Party shall bear the following costs: -Insurance of the goods, 'nail to nail'; -Packaging and transportation of the goods to the first exhibition site, and from the final exhibition site to the original site in the other country; -Preparation of the exhibition catalogue; -Travel expenses of the experts accompanying the exhibition (The number of experts and the duration of their stay shall be established through diplomatic channels). B) The receiving Party shall bear the following costs: -Customs clearance, including the trans-shipment of the exhibition; -The transportation of the exhibition from one venue to another within its territory; -The local organisation and advertising expenses connected with the exhibition, except for the cost of the publication of the catalogue, which will be agreed upon each time through diplomatic channels; -The board and lodging expenses for the experts accompanying the exhibition; their number and the length of their stay shall be established through diplomatic channels; - If any items are damaged, the receiving country shall supply all the relevant documents to the sending country. The damage survey fees shall be paid by the receiving country. In no case should any restoration work be carried out without the explicit authorisation of the sending country. Other procedures shall be agreed upon, on a case-by-case basis, through diplomatic channels. d) Cinema and live performances (2.1.7; 2.1.8; 2.1.9; ; ) Expenses concerning the organisation of projects of cinema and live performances shall be agreed upon, on a case by case basis, among the Parties on the basis of actual rules and regulations, financial assets and modalities economically more favourable for the Parties. All the initiatives benefiting by financial support of the Directorate General for Live Performance and Directorate General for Cinema of the Italian Ministry of Culture are subject to the favourable advice of the Consultative Commissions of this sector.

15 In case of festivals or exchanges of groups of artists and of other collaborations in the field of performing arts, except if financial support has been previously allowed, the invitation shall be subject to finding, by the concerned groups, of the funds required to bear the expenses for their participation. Other conditions The Parties shall offer the most favourable treatment allowed by their domestic legislation to individual persons or groups who go to the other Country for missions or activities falling within this Programme, as regards the entry, stay or exit of said persons, as well as the temporary import of materials required by their mission or activity.

17 ANNEX IV: Administrative and financial provisions Financial Provisions for implementing the joint research projects listed in Annex III under the Italian-Pakistan-Executive Programme of S&T Co-operation for the period The following provisions concern those projects to be financed which are exclusively mentioned in Annex III. For each project listed in Annex III, either 1 short term stay (up to 10 days) or 1 long term stay (1 month) will be financed yearly. Only researchers holding the nationality of the two parties will be entitled to the exchange. The international travel expenses between the two Countries shall be borne by the sending party, while the receiving party shall bear the expenses of lodging and boarding by means of all inclusive cash allowance. The host party shall provide medical insurance coverage, on the basis of the rules in force in each Country, against accidents and illness, excluding already existing and chronic diseases. The researchers have to submit to the host Country, within 30 days after completing their research, a final report on the activities of study carried out. The report should be co-signed by both the Pakistani and Italian researchers involved in the joint project. STAY OF PAKISTANI RESEARCHERS IN ITALY The Italian party will finance, yearly, for each project listed in Annex III, 1 short-term stay (up to 10 days) or 1 long-term stay (1 month). The application for both long and short term research stays shall be submitted exclusively through diplomatic channels. The Pakistani academic and research Institutions will transmit the complete documentation concerning Pakistani scientists visiting Italy to the Embassy of Italy in Islamabad no later than three months before the beginning of the research visit to this address: The Italian Embassy in Pakistan ISLAMABAD - 54, Margalla Road, F-6/3 Tel: , , Fax: Homepage: segreteria.ambislamabad@esteri.it The Embassy of Italy will forward it to the Italian Ministry of Foreign Affairs no less than two months before the beginning of the visit. 18 The application concerning the research stay period shall be completed with the following documents, in two copies: 1) Letter of acceptance of the host Institution; 2) Application Form undersigned by the Pakistani researcher, indicating personal and professional data of the applicant, title and number of the research project, date and length of the visit, (2 original applications and two copies); the Application Form is available at following address: http.// following the breadcrumb: Foreign Policy > Policy Areas > Cultural Policy > Activities > Scientific Technical Cooperation > Mobility of foreign researchers. 3) Detailed work program; 4) Curriculum Vitae of the researcher; 5) Letter of appointment by the head of the project (in favour of his/her replacement in the event that the head of the project does not personally go to the other country for research); 6) The above mentioned application shall be completed with a declaration, in which the researcher commits himself/herself: - to respect the indicated period of visit; - not to receive remuneration by other International Organisations or Corporations during his/her stay; - not to change work programme, destination and not to depart from Italy without authorisation; - to submit, at the end of his/her research, a final report on the activities carried out; - to transmitting to the INA Assitalia, Lungotevere Flaminio 34, Roma, notice of any accidents and/or illness which may have occurred in Italy for insurance purposes. Withdrawals, unless seriously documented, shall prevent the hosting Party from accepting further applications for related missions. In order to cover the necessary insurance cost for the Pakistani researchers during their stay in Italy, each researcher is requested to send to the Italian party (Directorate General for Cultural Promotion and Co-operation - Office V, Italian Ministry of Foreign Affairs. Fax n.: ) a fax on the first day of arrival at the Italian Scientific Institution to notify his/her presence in Italy. The Italian party shall provide 1300,00 Euro per month for long term stays (1 full month = 30 days) and 93,00 Euro per day for short term stays (10 days). The above amounts shall be paid to the Pakistani researchers entirely at their arrival in Italy. Pakistani researchers can receive the payments at the Italian Ministry of Foreign Affairs or at the nearest Provincial Treasury (Local Branch of the Banca d Italia). The preferred place of payment shall be indicated in the Application Form.

19 STAY OF ITALIAN RESEARCHERS IN PAKISTAN The Pakistani party will finance, yearly, for each project listed in Annex III, 1 short-term stay (up to 10 days) or 1 long-term stay (1 month).
