Forced to perform manual labor. Subjected to rape, extreme brutality and degradation. Ashland, Ohio. A 15 year old girl from a troubled home in Delaware County runs away to escape abuse. She is befriended by a trafficker who pretends to love and care for her, but then forces her to prostitute for his profit in Columbus, Ohio. Opiate-addicted women are coerced into sex trafficking by trafficker David Nelms, who forces them to have sex with paying customers at upscale hotels. Nelms uses the victims drug addiction to compel their obedience by withholding the drugs until they comply with his demands. Franklin and Delaware County, Ohio. A Guatemalan man is recruited by a company and brought to Ohio to work on a farm. When he arrives, he is told he has to pay off a fake $13,000 debt before he will be free. The debt grows as the trafficker bills him for lodging in substandard housing, where he is fed from trash cans. He remains captive for 3½ years. Harding County, Ohio. 4

11 Case Management: A Proven Model for Working with Human Trafficking Survivors Case management is the central component in the provision of comprehensive victimcentered services to trafficking victims. Case Management with Trafficked Persons is a Multi-Year Process. Err on the side of helping Building independence is a LONG process. We need to directly help trafficked persons until they are confident in their new skills. 13

14 Ingredients of effective case management Natural Community Resources are the primary partners. Work is in the community: Home visits rather than office visits. A combination of individual and team case management works. Ingredients of effective case management Workers have primary responsibility for a person s services. Caseload should be small enough to allow for a relatively high frequency of contact (10:1 to 20:1 for case management). Services should be time-unlimited (if necessary). People need access to familiar persons 24 hours a day, 7 days a week. Workers should foster choice. 14

Darlene is 17 years old and was trafficked by her boyfriend, Tall-T, online. Darlene has been working with Child Welfare since she was 12 years old, and was approached by Tall-T when she was walking home from school to her foster home. They began dating and Darlene left her home to live with Tall-T when she was 15 years old. Tall-T used force and coercion to control Darlene, and placed ads on Backpage.com to set up dates at local hotels and motels. b. Darlene was arrested for solicitation in a sting operation and reported that she was being forced. Law enforcement is investigating and they want Darlene to make a statement. c. In law enforcement interviews, Darlene has indicated that she is still being threatened by Tall-T and the other girls in his stable. d. Will Darlene agree to make a statement and testify against Tall T? Discuss the following with your group: a. The Salvation Army signed on to support the campaign and attended events surrounding its kickoff in July The Salvation Army was asked to serve as Coalition Manager for the Central Ohio Rescue and Restore Coalition in September

(2011). Achieving Excellence: Model Standards for Serving Victims & Survivors ofcrime. Washington, DC: United States Department of Justice Office for Victims of Crime. Kelly is an 18 year old survivor of sex trafficking. Kelly recently ran away from her trafficker in a neighboring state, and feels very lucky to have gotten a place to stay in a newly opened safe house in Ohio. The house was developed by a local church group whose members are very passionate about ending human trafficking. Hearing about the opening, a local newspaper contacts the safe house about writing a story to publicize their work. Knowing that operating funds are limited, the Safe House director jumps at the chance. The reporter asks if he can interview a trafficking survivor for the story, since readers really need a personal connection to understand the issue. The Director decides that Kelly would be a good story for the paper. She approaches Kelly, asking if she would be willing to talk to the reporter, assuring her that no names would be used. Kelly is uncomfortable, but agrees because she can see how important this is to the director. A few days later, the reporter comes to the house and interviews Kelly and the Director. He asks her to recount her experiences as a trafficked child and to talk about what it means to be safe today. Kelly complies and tells her story. Later that night, Kelly had a dream that her trafficker had found her and was coming to take her back. Kelly starts to dread the printing of the article, worrying about what it might say. For the next few days, she is jumpy, anxious and irritable. When the article is released, Kelly is aghast when she sees the photo of the safe house on the front page. Although her last name is not used, enough details are included in the article that she is terrified her trafficker will find her. Unable to withstand the fear and anxiety, Kelly runs from the house, and is once again on her own and on the streets. 36

How might the director have prevented this problem? What if, instead of a newspaper article, the request had been to speak to a small audience at a fundraiser for the agency? How would the circumstances and outcome have changed? Media Standards Ensure that the identities of trafficked persons are protected and that their dignity is preserved. To avoid any potential risk of harm to participants, service providers should request participants to interact with the media only after the end of their period of service, with their full and ongoing consent, and after appropriate training and counseling. 37

By Mike Wagner and Alan Johnson Sunday June 28, :16 AM A new word for prostitute: Victim Naive and vulnerable girls lured by slick-talking pimps are drugged, beaten and held hostage for sex. They are our children, and they are the latest casualties of human trafficking. Untold horrors Young women forced into the sex trade often suppress their emotional trauma, but some ease their pain by journaling or talking about human trafficking and the abuse they endured. 38

Photo By Theodore Decker The Columbus Dispatch Thursday January 15, :44 AM Massage-parlors raid Third person charged in suspected sex trafficking By THOMAS GALLICK Wednesday January 21, :21 PM Powell police, along with the Delaware County Sheriff s Office and Columbus police, executed search warrants at the sites in connection with alleged criminal activity inside three massage parlors in central Ohio. Officials said they arrested and charged a 57- year-old woman, Qing Xu, and a 56-year-old man, Xiao Shuang Chao, both of Columbus, with organized crime for allegedly offering illicit services from the massage parlors and for essentially treating employees like slaves. 41

42 FOR IMMEDIATE RELEASE TUESDAY, APRIL 7, COLUMBUS MAN PLEADS GUILTY TO FACILITATING PROSTITUTION, GUN CHARGE COLUMBUS, Ohio Carl R. Smith, Jr., 30, of Columbus, Ohio, pleaded guilty in U.S. District Court to transportation in interstate commerce for purposes of prostitution and possession of a firearm by a previously convicted felon. According to court documents, during a traffic stop in July 2013 in which Smith was driving, law enforcement officers discovered an adult female passenger had a plastic baggie containing cocaine base and heroin. Based on information previously obtained through surveillance and confidential sources, it was believed that Smith was involved in directing the prostitution activities of the passenger and other females and that he had used the passenger during the traffic stop to conceal his supply of cocaine base and heroin. FOR IMMEDIATE RELEASE FRIDAY, JANUARY 30, COLUMBUS MAN SENTENCED TO 15 YEARS FOR SEX TRAFFICKING OF CHILDREN COLUMBUS Valerio Alexander, 46, of Columbus, was sentenced in U.S. District Court to 15 years in prison for human trafficking. According to court documents, a 16-year-old female was taken to Alexander s home for the purpose of exchanging sex for drugs by co-defendant Thomasina Howard. Alexander suggested he could provide them food, shelter and drugs, in exchange for Howard and the victim engaging in prostitution for Alexander s financial benefit. Alexander took photographs of the child and caused the pictures to be used as advertisements for prostitution on Backpage.com. Alexander instructed the victim to stay at a Columbus apartment he provided and offered her condoms and marijuana to calm her nerves. The victim engaged in sexual activity for money. 42

46 Reducing Demand for Sex Trafficking 1. What do you think are the top three reasons men buy sex? 2. What do you think are the top 3 myths sex buyers hold about prostitution? 3. Sweden In 1999, Sweden developed the Victim-Centered Demand Oriented approach to prostitution and human trafficking. This effort increased social services for victims while increasing the enforcement of laws against the purchase of sex. Resulted in a 50% decrease in prostitution related offenses in 5 years. Government Bill on Violence against Women (Kvinnofrid, 1997/98:55). 46

47 Sweden Prior to ban on purchase of sex, street prostitution was about the same in Norway, Denmark and Sweden. After the ban, reduced 50% in Sweden but increased dramatically. In 2008, Norway and Denmark s level of street prostitution estimated to be 3 times as high as Sweden s level. Ban on purchasing sex appears to have deterred organized crime in Sweden. 48 What Works in Demand Reduction Throughout the US, a number of initiatives have been successful in combating demand. In their 2012 report, ABT Associates identified three best practices in demand reduction: Public Awareness Campaigns Law Enforcement Initiatives/targeting sex buyers Prevention Education The report notes These innovative best practices are critical to eradicating the commercial sex industry, which is dangerous to victims, degrading to perpetrators, and harmful to society. Today, Jennifer is stable and in the process of reunifying with her children. A Guatemalan man is recruited by a company and brought to Ohio to work on a farm He reached out to The Salvation Army for help and is now out of the trafficking situation and safe. He is in safe, permanent housing and working toward gaining his visa. 53
